INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. We demonstrate a new capability to analyze the behavior of circular shafts in jointed rock. This was made possible by the development of a new, axisymmetric, joint finite element (2). Whereas the only previously reported such element was singular (1) and inadequate at some orientations, the current element has been extensively validated (3). The need for including discontinuities in a shaft analysis comes from two sources. First, the various rock formations may have discrete jointing, bed- ding, and interface between them. Second, there is a joint at the boundary between a concrete liner and the rock, and possibly between the various segments of the concrete liner. To demonstrate the applicability of the new model, we analyze a vertical circular shaft 5.4 m in diameter, in a series of horizontally bedded sandstones and siltstones. The shaft excavation is followed through three initial steps: 6 m, 15 m and 24 m deep.

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R and TGA testing setups in our ventilation laboratory, samples from US coal mines have been collected and tested. 70 The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal which is a good indicator for potential of self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential of coal self-ignition. The trend of activation energies determined using TGA techniques and adiabatic tests are reasonably consistent with each other. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal are easier to be activated with a small amount of activation energy at a relatively low temperature, the coal will has a higher potential of self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with low potential of self-ignition has low self-heating rate, high activation energy and high minimum self-heating temperature.

Overview In 1992, US coal supply and demand were shaped more by weather conditions and the export market than by the economic recovery. Preliminary data compiled by the Energy Information Administration (EIA) (Table I) show that coal production declined slightly to 902 Mt (994 million st). Consumption, though, rose by about 1 % to 811 Mt (894 million st), trailing the 2.1 %growth in Gross Domestic Product. Contributing to the decrease were a sizable drop in coal exports and some coal stock withdrawals. Consumption increased largely because electric utilities turned to coal to offset a shortfall in hydroelectric generation caused by a drought in the Northwest. Apart from this, the demand for coal-fired generation was dampened by a mild winter in the northwestern and northcentral United States, and a cool summer in the central and eastern parts of the Nation. Coal use by other consumers was about the same as in 1991. The average delivered prices of coal to all consuming sectors decreased slightly in 1992, reflecting soft coal markets (Fig. 1). US coal exporters experienced a set-back in 1992 mostly because of losses in the European market. Total coal exports fell by 6% to 93 Mt (103 million st), the first decline since 1987. Coal stockpiles at the end of 1992 were about 1.8 Mt (2 million st) below 1991, despite stock buildups by some electric utilities in the East. Stocks were built up as a hedge against possible coal miners' strikes after the Feb. 1, 1993, expiration of the contract between the United Mine Workers of America and the Bituminous Coal Operators' Association.

INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. GEOTECHNICAL INFORMATION CP Rail site investigations began in 1978. The surface rocks in the tunnel construction area are metamorphosed Cambrian and Pre-Cambrian sediments; the underlying formation contains fine and coarse grained rocks presenting different degrees of metamorphism. "The cut-off grade is one of the important parameters of mining production. Different material cut-off grade is directed to different destinations. Based on reasonable and optimal cut-off grade, long term mining plan and investment decision analysis can be made for mining managers. In view of multiple-metals open-pit, the paper has proposed that multiple-metals cut-off grade optimization model is set using the objective function to maximize net present value (NPV). The method of equivalent coefficient calculation is proposed to convert multi-metals cut-off grade optimization to a single metal cut-off grade optimization. Then the optimization model is applied in a molybdenum and tungsten large open-pit mine in china. The parameters of concentrate price are calculated by PRT in the model and the curve of grade-recovery rate is analyzed and studied according to actual production data. Based on 3D metal deposit model, the distribution of grade-tonnage is analyzed. At final step, an optimal cut-off grade is proposed to guarantee to maximize NPV. The example shows that the model of multiple-metals cut-off grade optimization can provide reasonable analysis for optimal multi-metals cut-off grade and develop optimal production strategies. Introduction Cut-off grade is one of the most important parameters in metal ore mining because of its influence on the overall economic profit of mining production. Along with the development of the mining production, dynamic optimization of cut-off grade is necessary through the analysis of technical economy. It is better to manage the mining production according to the variation of market. The cut-off grade plays an important role in mining production."

Production In 1993, it was estimated that United States mine production of barite increased 24%. Barite consumption, either sold or used by grinding plants, increased by 39% and imports increased 4%, according to the US Bureau of Mines (USBM). Nevada continued to be the leading producer of barite with 80% of the total, followed by Georgia. It is estimated that 83% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 17% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Prices The value of domestically produced barite, f.o.b. mine, decreased 1%, according to the USBM. The declared value c.i.f. US port of all imported crude barite during 1993 decreased from $40.09/t ($36.37/st) in 1992 to $37.72/t ($34.22/st). Uses Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals, fillers in paper, plastics, brake shoes and glass. The tonnage consumed in the drilling fluids market increased due to the higher average rig count during 1993. The average number of rotary rigs operating in the United States was 754, 5% greater than the 1992 average of 717. Imports Crude barite imports in 1993 were 443 kt (488,000 st) greater than 1992, representing an increase of 137%. Imports accounted for 67% of the barite consumed (apparent) in the United States.

One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining, and in the early days there was insufficient knowledge to cope with them. The history of mining shows that until about the last 50 years, much work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high-pressure ventilating fans. In early days the miners were not educated about the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps," a term which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were : Blackdamp A condition of the atmosphere in which a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen which could contain a combination of any of the mine gases Firedamp A flammable mixture of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide, most often found in mines during fires or after explosions.

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. INTRODUCTION The National Park Service (NPS) conducted a research program from mid-1975 to early 1978 to measure alpha radiation levels in natural caves which it administers. Subsequently, a long-term management program was developed which has conducted routine monitoring of radiation levels and has computed employee exposure accumulations in certain NPS caves. The overall program: research and management; was undertaken to evaluate the possible health hazard to cave visitors, interpreters, researchers, maintenance personnel, concessions employees and other workers and to protect their health. The results of this work have been reported extensively elsewhere (see References 1 through 3, 5, 6, 9 through 13, and 14 through 26). This paper deals with the relation of radon gas and daughter produced radiation levels to the cave air flows which mobilize them. These flows are a function of interior cave and exterior ambient air temperatures and pressures and of the cave's geophysical configuration. The low-level, ionizing radiation is produced by minute concentrations of radon and thoron gases which emanate from within caves. Because of confinement, the radiation levels are often appreciably higher than in surface atmospheres. Subsequent radioactive disintegration of the gases into their ionized "daughter" products, which are particulates, permits distribution of the alpha radiation throughout a cave system. The extent and character of this distribution depends upon the particular cave and the air flows which it produces. Thus, the alpha radiation serves as a "tracer" to describe the flows. The flow analysis is divided into two parts: 1) A qualitative description with respect to the two basic geophysical cave types over both long-term (annual) and short-term (diurnal to weekly) periods. 2) A quantitative description of the unsteady, uniform and non-uniform, one-dimensional, incompressible motions for both influent and effluent air flow situations in both basic geophysical cave types. A part of the qualitative description presents "Special Measurement" data: Tsivoglou [vs.] Kusnetz working levels, Tsivoglou individual daughter levels and free ion concentrations, radon gas concentrations, and equilibrium ratios. A great deal of important work has been carried out by Mr. Bobby C. Carson, Cave Radiation Technician at Mammoth Cave National Park, Kentucky. He reports these findings later in this conference (Ref. 6). Some of his results have been used here to establish the cave air flow analysis. Other National Park Service personnel have made measurements at others of the caves for which data are reported here. All of this work and cooperation has been vital to the success of this research program. It is very much appreciated. THEORETICAL FLOW DESCRIPTION Previously reported research (See Ref's. 20, 21, 23 and 25) has established the qualitative relationship between the alpha radiation in caves and their natural air flows. The radiation serves as a representation of these air flows. Changes in radiation with time represent changes in the main forces which produce the air flows. The quantitative data have substantiated that [all caves in which the primary cause of air flow is due to temperature produced gravity (density) gradients and also having minimal man-made disturbances, experience seasonal variations in airborne alpha radiation. The radiation levels increase in summer but decrease in winter], based upon seasonal air movements through each cave system which occur naturally. Two general types of physical cave configurations which control the air flows have been identified as: 1. Those which go up into a hillside or mountainside: Type I ("Upside-down" = USD). 2. Those which go down into the earth; Type II ("Right-side-up" = RSU). These act to control the air flows seasonally. The summer increase in Type I caves is due to increased air flows, whereas in Type II caves it results from stagnation or reduced air flows. This seeming paradox is explained by the physics of the air flow regime in each cave type and has been detailed elsewhere [Ref's. (20), (22) through (25)]. It[ i] true, in general, that air flow decreases airborne radiation in the [immediate vicinity] in which it occurs. Any paradox results from subsequent distribution throughout the case as to [ how] the air moves through a cave [system] with respect to time and space. Exceptions to the cave air flow "rule" are: 1. Caves in which pressure gradients and pressure fluctuations [predominate] in producing the air flows. 2. Caves in which man-made effects and management practices are superimposed on the natural air flow regime. Man-made disturbances which can alter the natural cave air flows are tunnels, elevator shafts, bore holes, sealed and closed portals, etc. If these are not properly sealed, the natural air flows which they change will totally alter the distribution and seasonal variations of the alpha radiation levels. These exceptions may act separately or in combination.

This paper briefly summarizes regulatory procedures and government agency roles and jurisdictions in each Australian State and Territory. The role of the Commonwealth of Australia and selected current trends in environmental regulation are also discussed. While the Commonwealth has played an active role in regulating specific commodities or mines through its powers over export licences, international heritage agreements and the Territories, such cases have largely been a result of response to specific public issues. This may change; the Commonwealth has established the Resources Assessment Commission and is canvassing the establishment of an Environmental Protection Act, aimed at the standardization of environmental standards through the creation of an Environmental Protection Authority. While the States, the Northern Territory and the Commonwealth lwve nominally different resource planning, environmental project approval and operational regulatory authoritit:s, the fundamental principles hinge on mining lease, planning and pollution control approvals.

A mining project is proposed for the state of Pahang, Malaysia. The proposal involves the mining of a sulphidic ore body and initial processing to form a sulphide concentrate which will be transported to a roaster/acid plant for the production of sulphuric acid. An outline is presented on the potential environmental impacts of the project which have been assessed by superimposing project infrastructure and processes on to the physical, biological and social environment during the early design and planning stage of the project. The potential impacts eliminated by engineering design and the techniques employed are presented. However, there are a number of potential impacts that require careful consideration and planning for long term management. These include surface water drainage, waste rock leachate, tailings disposal and the social environment. Environmental management designed to minimise or alleviate these impacts as a result of project implementation concludes the paper.

Diffusion is known to be the main transport mechanism of contaminants in fine-gained soils. To date, it is still common practice to estimate contaminant migration in the Bangkok Clay by means of pure advection models. A series of experiments with various chemical species was performed to determine transport parameters such as the diffusion coefficients and the distribution coefficients. The soil used was saturated undisturbed Soft Bangkok Clay. Column experiments were utilized in a number of laboratory tests involving advective-diffusive migration. Effective diffusion coefficients of different ions were back calculated from the test results. The distribution coefficients were determined from the results of the column tests and batch test. The results indicate that the evaluated parameters are in the range of values obtained from other researchers on similar kinds of soil. Based on this results contaminant migration by diffusion in the Soft Bangkok Clay can now be performed.

Among them special attention is paid to the social and economic background, the relationship with regulatory institutions, and the developments for environmental protection.

At the Duisburger Kupferhütte plant in Germany, pyrite cinder is collected from the sulfuric acid manufacturers in that country and processed to recover the nonferrous metals contained in the cinder, before charging it to the blast furnace for iron recovery. A typical analysis of the cinder is given in Table 9-1. The pyrite cinder is mixed with NaCl and treated continuously in a multiple hearth furnace. The evolved gases are scrubbed with water to form a weak acid which is used for the leaching process. Each batch requires about 2 days for leaching. The concentrated leaching solution obtained in the first 15 to 20 hr is sent for copper recovery, while that subsequently obtained, being poor ill metal content, is recycled. The residue, called purple ore, now a high-grade iron ore (61-63 % Fe); is sintered and delivered to the blast furnace.

Factorial design of column flotation experiments was used to understand the main and interactional effects of the column parameters. In the experiments, the air flog rate, the wash-water, flow rate and the froth depth were varied at two levels. Analysis of the results showed that an increase in airflow rate had a deleterious effect on the grade of the concentrate, whereas, an increase in froth height increased the grade. The interactions between airflow and wash water and between airflow and froth height were significant with respect to grade of the concentrate. These results demonstrated that, from an ore containing 12.76% P2O5, it is possible in a single-stage flotation column to obtain a concentrate containing 31 % P2O5 (10.6% Si02) with a recovery of 94%, thus reducing the number of cleaning stages that would be required if conventional flotation cells were used.

One of the major concerns of ground control in a coal mine is the prevention of roof, pillar and floor failures of the mine entry. To better design and evaluate the stability of a mine entry within a certain level of confidence, a reliability approach is introduced. The advantage of using the reliability approach, rather than the conventional safety-factor (SF) method, is that it not only takes variability of both rock/coal properties and stress into consideration but also assesses the stability of each component and the mine entry as a whole. Therefore, it is anticipated that by using this approach the current ground-control technology in a coal mine will convey a better sense of confidence. The results of a case study show that there is a significant difference in mine entry stability between the current design method and the reliability approach.

The amenability of a calcite-bearing ore to the reduction of silica to below 0.2% by physical beneficiation was studied. The objective was to use the ore as a raw material for seawater magnesia production. The ore contains complex gangue minerals such as diopside, forsterite, phlogopite, clinohumite, graphite and quartz. These contribute to around 25% acid insolubles with 6% SiO2. Reverse-flotation studies using various cationic collectors with tannin as a depressant indicated the possibility of reducing the acid insolubles to around 5%. Direct flotation of calcite with anionic sodium oleate in the presence of sodium silicate and lactic acid as a depressant indicated the possibility of reducing the acid insolubles to below 3% and the SiO2 to from 0.2% to 0.3%. Lactic acid was found to be an effective depressant of the complex gangue minerals in the ore.

A seismic fissuration index (K) is defined as the ratio of the difference in the P and S wave velocities obtained when a dry rock specimen is tested both under a load equal to half the uniaxial compressive strength of the rock (Vo) and without an applied load (Vd) to the velocity obtained without an applied load (Vd), as K = (Vo - Vd)/Vd. A similar seismic fissuration index is also proposed for classifying the dry rock mass in terms of field seismic velocities. The field equation is extended by including the intact rock seismic velocities. K is found to be related to the porosity of rocks. The proposed equation can equally be used for characterizing saturated rocks, using S-wave velocities. However, the time average equation should be used for characterizing saturated rocks, using P-wave velocities, even though this equation gives upperbound estimates of the rock material and fracture porosities.
