The Mine Safety and Health Administration (MSHA) has received several reports of filters igniting when high-temperature disposable filters were used on non-cooled diesel exhaust systems in underground coal mines. Based on laboratory testing (to determine the ignition temperature of these filters, which were loaded in the field with diesel particulate matter, or DPM), MSHA determined a maximum safe operating temperature for high-temperature disposable filters. When the results of the laboratory filter ignition testing were reported to the Coal Diesel Partnership (comprised of members of the Coal Industry, Labor, NIOSH and MSHA) the Partnership charged NIOSH with investigating the safe use of high-temperature disposable filters. This paper reports on the design, fabrication and testing of a unique exhaust gas cooling device and the ability of this device to successfully lower filter inlet temperatures and thus reduce the potential for fires.

The Penstock Access Tunnel (PAT) concrete plug is a reinforced concrete plug separating the pressure tunnels from the personnel accessible tunnels and has leaked since the first filling at the Helms Pumped Storage Plant located in Fresno County, California. A grouting program was successfully implemented in 2009 to reduce the leakage from PAT concrete plug from over 1,000 gpm to 25 gpm. Recent observations indicated increasing water leakage through new pathways, leading to a decision to execute a high-pressure grouting and waterproof membrane installation program in 2017. The high-pressure grouting and membrane installation program was successfully executed in the areas adjacent to the PAT concrete plug where most of the inflows originated and the largest hydraulic gradients are suspected to present. It reduced the leakage from over 300 gpm of inflow to less than 20 gpm.

Business planning in the coal' industry revolves around the production and quality forecast. It is difficult to accurately estimate costs and revenues until the production forecast is made. At mines where production comes from multiple sections, quality is tied to each section's production. Blending becomes a part of the planning process. In order to respond to rapidly changing business climate, a reliable program is needed to accurately forecast the effects of changes in key parameters affecting the production. This paper discusses an efficient, intuitive, and economical approach to underground coal mine planning program which uses a PC-based relational database as the programming platform to forecast production and quality. The program was developed at a major coal company. The relational nature of the production planning data, the programming algorithm, and the underlying principles are discussed in this paper.

The Mississippi embayment ball clay region, including western Kentucky, western Tennessee, and northwestern Mississippi, accounted for more than 95% of the total U.S. ball clay production during 1985. Other producing states during the year were Texas and Maryland. The U.S. Bureau of Mines reported total domestic production for 1985 of 910,000 short tons. The United States exports approximately 20% of the annual ball clay production. Geologically, the ball clay deposits are sedimentary in origin and occupy the north- eastern flank of the Mississippi embayment. The commercial deposits have been confined to the Claiborne and Wilcox formations within mid to lower Eocene and upper Paleocene age strata. The deposits are lenticular in nature and highly variable in areal extent and thickness. They exhibit very abrupt lateral boundaries and are bounded laterally and vertically by unconsolidated sands, silts, and waste clays.

There are several methods (empirical, statistical, and machine learning tools) to calculate blast-induced ground vibration. Still, due to complications in the blasting procedure, under varying blasting loads and strata conditions, it is not easy to predict and simulate blast vibration precisely. Therefore, a study was conducted to simulate the field blast data in Ansys software using explicit dynamics. For this study, monitoring of ground vibration for 20 single hole blasts was carried out. The density of emulsion explosives was in the range of 0.9 to 1.15 g/cc. In the laboratory, rock properties were determined from the rock sample collected from the mine site before blasting. The in-hole velocity of detonation (VoD) and the density of the emulsion explosive were also determined. These parameters were used for numerical analysis to know the ground vibrations at specified points. The results of ground vibration predicted by the model are validated using field data.

Cripple Creek and Victor Gold Mine is an epithermal gold deposit located in the Rocky Mountains of Colorado. Surface operations are continuing along with an expansion for an onsite mill to take place in the next couple of years. The surface pit is currently progressing downward from an oxidized zone into a transitional, more sulfide/ telluride-rich zone. Gold mineralization includes native gold, electrum, and tellurides. Cyanide heap leaching is the recovery process for the oxidized ore with the sulfide/telluride-rich ore to be processed at the new onsite mill. Ore characterization prior to mining is vital when there are two possible recovery processes. This characterization is dependent on geometallurgy. To identify the causes of the variability, multiple parameters are analyzed and assayed. These parameters are measured by a variety of analytical testwork. The analytical testwork provides measurements for the desired parameters. Geometallurgical models are developed for the parameters per recovery process, so estimations can be inserted into the resource model to optimize operations and recoveries.

The productivity of the underground driller has increased 500-600% during the past 20 years. This increase is not due so much to improved percussion drills as it is to improved drill support equipment and modernization of mining methods, Efforts to mechanize drilling in mining operations were made as early as the late 1800's; and, patents on rock drill manipulating machinery date back to 1906. However, the great rush to mechanization began in the 1950's when the development of trackless mining methods gave mining engineers and equipment designers their first opportunity to create improved operating conditions for the equipment and to match the equipment with these conditions. Accordingly, this paper will summarize the developments of the past 20 years and will attempt a forecast of developments that can be expected during the next few years.

Rouez is a recent discovery of a major low-grade sulfide body (± 100 m, 0,6 % Cu, 0.3 % Pb, 1 ,5 % Zn, 21 g/t Ag, 1.5 g/t Au) in a populated farming area of Brittany, France, some 30 kilometres northwest of Le Mans. The discovery is the result of an airborne electro- magnetic (INPUT) survey. It is the first time that the INPUT method has been used in France. The survey Gas successful in spite of the numerous interferences normally found in populated areas. The lack of a good drainage system would not allow the discovery of Rouez using stream sediment geochemistry alone. Ground geophysical surveys confirmed the airborne work and gave sufficient information to make the first hole a discovery hole. The deposit is Proterozoic in age and sediment-hosted. The metamorphism is low grade.

Mining engineers in charge of open pit mine planning very often face decision making situations dealing with the selection of the most economical method for the removal of overburden. Ripping versus conventional drilling and blasting are the options considered. The choice of a particular overburden removal method depends upon the physic-mechanical properties of the overburden material as well as the various cost factors involved in the process. The analysis of techno-economical factors involved in different methods of overburden removal needs detailed study and investigation by a technical expert. But the expert system "Fragmentation System Design" has been created in a way such that it will help and expedite the decision making process relating to overburden removal in surface mines. Furthermore, this expert system can be used for detailed design aspects of overburden removal in open pit mines.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. Introduction Autogenous, semi-autogenous, and conventional grinding circuits are used to process ores. Current emphasis, though, is towards the use of the first two systems. The reason is the generally lower initial investment required for an autogenous or semi-autogenous circuit as compared to a conventional comminution circuit. However, the effect of operating costs that will significantly affect overall comminution economics is not considered in this evaluation. About 70% of the energy in a mineral processing plant is used in the comminution circuit. Until the 1974 oil embargo, energy was relatively inexpensive. Since that time, the cost of energy has escalated 40-fold. As a result, energy cost now forms a significant portion of operating costs in comminution. According to a survey conducted by General Electric Co. (Powers, 1982), the price of electricity will continue to rise 15% to 20% per year, in spite of the current oil glut. Both autogenous and semi-autogenous grinding circuits consume more energy than the conventional comminution circuit. Higher consumption ranging from 16% to 35% has been reported in the literature (Bassarear, 1982; Gjerdrum. 1979; Betts, 1982; and Christie, 1979). Consequently, even a small increase in energy costs is likely to have a significant impact on operating costs. Therefore, the economic decision of selecting an optimal comminution circuit is important. More than ever before, it is now critical to include in the evaluation of communition circuits not only the capital costs, but also the operating costs; in particular, the expected energy cost over the life of the operation. Failure to do this may lead to a less than optimal comminution circuit. Design A comminution system should be designed only after bench-scale or pilot plant testing of a representative sample. Conventional crushing and grinding circuits can be designed on the basis of the Bond Work Index (Rowland and Kjos, 1980). Over the years, sizing of full-scale rod and ball mills from Bond Work Index data has become well established. Autogenous and semi-autogenous mills cannot be sized based on bench-scale tests. Pilot plant tests are necessary to determine the amenability of the ore, critical size buildup, and power requirements. For this study, conventional and semi-autogenous grinding circuits were designed for ore throughput of 12, 24, 36, 48, 72, and 90 kt/d (13,200, 26,400, 39,600, 52,000, 79,200, and 99,000 stpd). Rod and ball mills were scaled up on the basis of the Bond Work Index. A two-stage semi-autogenous grinding circuit was designed on the basis of pilot plant test results. JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

Western Oklahoma, with an estimated 48 billion tons of minable gypsum, has one of the largest reserves of high-purity stone in the United States (Figure 1). Gypsum beds of the Permian Blaine Forma¬tion are 10 to 30 feet thick in the southwest and northwest regions, and the Permian Cloud Chief Gypsum is 20 to 90 feet thick in the west-central region (Ham, 1962; Ham and Curtis, 1958; Scott and Ham, 1957). Republic Gypsum Company, in the southwest part of the State, is Oklahoma's second-largest gypsum producer. Since opening its plant in 1964, the company has steadily increased production and now accounts for about 15 percent of the State's annual output. The plant and quarry are 15 miles west of Altus at Duke, a small commu¬nity on the Hollis and Eastern Railroad in northwestern Jackson County.

Coal mining today is confronted with numerous problems, all of which affect in some way the ability of the operator to produce profitably. The major endeavor, therefore, is a quest for cost lowering techniques. Complete belt haulage from shuttle car to river barge appeared to be a step in such a direction. A deep look into all aspects proved this to be more involved than just the installation of such a belt line. With this paper, we will attempt to present to you the problems and requirements of design and installation of an all-belt haulage system, believed to be the longest underground belt installation in the world at this time. The first and most important item is the justification of an all-belt haulage system. The following is a brief history of the coal property and the facts affecting our decision.

The procedure to arrive at an energy efficient autogenous grinding plant is carried out in the following steps: First Step - Determine power requirements to grind a particular ore. This work carried out on small samples ground in a 450 mm diameter Aerofall Hill and the results are checked against a standard Bond Index test. Second Step - A bulk sample from the ore zone is ground in a 1.8 m diameter pilot mill. This work is carried on until the power objectives as indicated from the first step have been realized. Third Step - Correlate the pilot mill data, with the data from the numerous samples ground in the small 450 mm mill and arrive at design criteria for the commercial plant. Ensure commercial mill design will be suitable to obtain similar results as those obtained in the pilot mill.

The primary reason pigments are used in plastics is to impart a desired color to the plastic. Color is one of the more important assign considerations associated with today's market oriented society. Secondary reasons for adding pigments to plastics include: 1. Improved UV stability 2. Enhancement to selected physical properties 3. Changes in optical properties Pigments may be used at loadings as high as 20% or as low as .001%. Generally the loading levels are between 0.2% and 2.0%. Pigments may be added to the plastic either by the manufacturer of the plastic, or by the user of the plastic. If the customer buys material that is already colored, it is referred to as "pre-colored". If the customer buys uncolored plastic and adds colorants, the process is referred to as "in-house" coloring.

The Camp Dresser & McKee (CDM)/Hatch Mott MacDonald (HMM) joint venture has been engaged by the New York City Economic Development Corporation (NYCEDC) to provide engineering ser-vices in connection with the replacement of two existing siphons which cross New York Harbor between Staten Island and Brooklyn. The project involves the construction of a 72-inch diameter pipeline within a 12-foot diameter tunnel beneath the New York Harbor. The tunnel will be constructed using either slurry or an earth pressure balanced (EPB) tunnel boring machine (TBM). This paper presents the results of an extensive geotechnical field and laboratory testing program including advanced frozen soil tests (uniaxial compressive strength tests, triaxial tests, and uniaxial creep tests), in-situ vane shear and pressure meter testing, and a marine geophysical survey (seismic reflection technique) to ascertain the complex subsurface conditions along the tunnel alignment and shaft locations. The paper will also discuss the design and construction aspects and the challenges associated with each component of this project.

Particular attention has been paid to the analysis of dissolution mechanisms and kinetic models and to the elucidation of the role of the porous nature of the materials on dissolution behavior. Importance of the physico-chemical characteristics of the leach residues on leaching efficiency has been discussed.

An International Symposium on the Ecology and Revegetation of Drastically Disturbed Areas was held at the Pennsylvania State University in August 1969. Scientists from 13 foreign countries and 18 states in the United States attended this meeting, which focused on those areas disturbed by mining. The symposium enabled scientists from all over the world to get together for two weeks and discuss informally some of the knotty problems of reclaiming these disturbed areas. Trying to present the results of each of the 64 papers delivered at the symposium might be difficult. So, I will try to bring you up to date on the general status of research on the reclamation of surface-mined areas, particularly in revegetation and hydrology. I will also mention some research that is under way but was not presented at the symposium.
