Ever since the introduction of the first successful continuous mining machines some twenty odd years ago, there has been an obvious, and steadily increasing, need for some form of continuous haulage machine, or system to work with them. There is universal agreement that the continuous mining principle, and the various continuous mining machines in particular, have done a great deal for mining. However, coal mining men, who have the longest and broadest experience with them, agree that continuous miners do not truly mine continuously. In fact, their estimates, and actual studies, show that the real mining time of these machines ranges, on the average, from 20% or less to about 30% of the available shift time. Part of the failure of the continuous mining machine to mine continuously may be ascribed to breakdowns in its intricate machinery. Most of the failure, however, is blamed on a variety of other factors. Of these, there are two which are given particular blame: face haulage and roof control. The relative importance of the two as the major negative factor in continuous mining is a moot point. However, there is an extensive concensus that haulage is the number one problem. Roof problems and their control are inhibiting factors regardless of the type of mining or mining machines employed. But the truth of the matter is that a continuous mining machine, like any type of loading machine, whether underground or on surface, is only capable of mining or producing in direct ratio to the mineable, or loadable, material that can be kept ahead of it and equally, if not more, important, that can be taken away from it. About 100 mine-waste dumps from past metal exploration and mining in Colorado and Montana were sampled using surficial-sampling methods for laboratory studies of the minus-2-mm fraction. In the laboratory, the composite samples were split into l00g samples that were leached to assess their acid-generation potential and associated release of potentially toxic metals that may degrade water quality in the headwaters of the Animas River watershed in Colorado and the Boulder River watershed in Montana. Two leach methods were studied: a passive leach using de-ionized water, and a more aggressive leach following the EPA-1312 method. The resulting pH values of the leachates using both methods are comparable. The concentrations of sulfate and several, but not all, dissolved or water-soluble metals are higher in the EPA-1312 leachates than in the passive leachates; however, the overall trends of the data are very similar. The passive leach method is less labor intensive and may be more representative of the natural weathering process occurring on the mine-waste dumps, simulating the natural precipitation and snowmelt. Three chemical characteristics of mine wastes studied here provide a relative ranking of mine-waste dumps for the purpose of determining priority for removal or remediation. These characteristics are: net acid production (NAP), sum of dissolved toxic metals (?As+Cd+Cu+Pb+Zn), and dissolved iron in leachates. Ranking can be done evaluating plots of NAP versus the sum of dissolved toxic metals, and NAP versus dissolved iron. These two plots serve as a basis for relative ranking of polymetallic-vein and acid-sulfate mine wastes studied. This ranking scheme may apply to mine wastes from production of other deposit types in other watersheds.

Drilling of small diameter blast holes in the conventional tunnel driving system or mining operation still consumes a significant part of the time and money required to extend an opening in rock. The use of pneumatic drills for most small hole applications has been the dominant tool used by miners and tunnel men alike throughout the world. But now, a, trend has been started that is showing major inroads into the traditional areas of pneumatics drilling for all types of rocks. Operators dealing in very soft materials, such as coal, salt or potash, traditionally had the option to use hydraulic power for their drilling tools. Twelve to fifteen years ago, drillers in medium hard, but nonabrasive rock extended their drill machine option by helping to develop a drill that still used air to power the hammers, but relied on hydraulic power for the rotational torque and feed thrust. (1) This was a significant step forward, particularly for those who drilled in rocks that were compatible to rotary-percussion bits. However, this application was in fact somewhat limited to the limestone and dolomite formation of mid-United States and the softer sediments in Europe. Now high performance rock drills have been developed, using all-hydraulics for both the hammer and rotation, that have many advantages over the conventional pneumatic systems. In two previous papers on this subject, (2)(3) this author reviewed in detail: 1) the characteristics of each of the manufacturer's products that were on the market; 2) The specific advantages of the all-hydraulic drilling systems; 3) Data from the applications of these drilling systems that was in use; 4) What was needed to further develop this drilling system and utilize its potential in the mining or tunnelling cycle. An open pit mine design system should have the characteristics of being flexible, versatile, and simple. All of these characteristics are necessary for producing a dynamic mine design. In other words, a design that can be improved, updated, and implemented. Flexibility is an important characteristic due to changing times. For example, the effects of a changing economy, increased knowledge of the mineral deposit, or improvements in mining technology can result in a considerable, if not a complete change in the long range mining plans. Since the short range mining plans are based on the long range mining plans, they will-also be effected. Also, it is very important to validate the information used in the design or the design itself. This means the system should have the flexibility of being able, not only to detect, but to correct errors. Versatility is another important characteristic of a mine design system due to the wide range of situations that may appear. First, a design system must be able to handle both long and short term planning. This is necessary because of the variability in the definition of a time range. Second, a design system must be able to handle different types of deposits. Special emphasis must be placed on this issue, because many deposits, if not the majority, do not fit predefined categories such as bedded, massive, or roll-front, etc . . . Furthermore, the true test of the versatility of a design system is not only the ability to create an ultimate design but also to schedule sequences for this design. Thus, the versatility of being capable to design with a variety of time ranges, variety of deposit types, and scheduling are all important characteristics of the design system.

GENERAL INTRODUCTION The object of this paper is to discuss those aspects of open pit mine design which are affected by geotechnical factors. The temptation exists for some practitioners of geotechnical engineering to believe that this relatively new engineering discipline is the ‘be all and end all of mining.’ In the opinion of the authors, this is fallacious but, as our ability to put numbers to the behaviour of rocks and soils improves, it is clear that geotechnical engineering will become an integral and important part of designing and operationg mines success- fully. Open pit mines in the context of this paper also includes open cast mines, where the 'ore" is extracted and the waste material is immediately replaced or ' backfilled in the mined portion of the pit. Open pit mines operating today move from very small tonnages a day to in excess of 400,000 tons per day. Several mines are operating and are being designed to capital expenditure for such projects in some cases exceeds five hundred million dollars and in a few cases will exceed one billion dollars. The size of this investment means that financing will have to be provided from banks or joint partnerships. This financial environment means that planning will be carefully scrutinized by experienced representatives of financial institutions or other mining companies. All too often a project has been put in jeopardy because the personal desire of one or two men to make a project proceed has caused incomplete planning or perhaps in some instances deliberately leading observers 'down the garden path.’ In our opinion the day is rapidly arriving when the quality, logic, practicability and completeness of the planning will make the difference between securing financing or not and, in the cases of existing open pit mines, of the difference between survival and closure.

This paper describes the serious injuries that have occurred to bulldozer operators working at domestic coal, metal and nonmetal mines in the United States. A serious injury is defined as one that results in either a fatality or in lost work time. Examined were 873 injury records compiled by the Mine Safety and Health Administration (MSHA). The time period covered was 1988 through 1997. These injuries resulted in 18 fatalities and 31,866 lost work days. All of these injuries occurred to dozer operators while they were performing common production tasks. An injury classification system was developed to code the narrative information that describes the circumstances surrounding the injuries. Jolts and jars accounted, for 604 or 70% of the serious injuries to bulldozer operators, and jolts and jars accounted for 75% of the workdays lost. Vertical jars comprised the largest set (354 incidents) of jolting and jarring injuries. In more than half of these incidents, the operator was backing up the dozer. Working near an edge carries significant risk for fatal injuries. Of 116 incidents where the dozer fell over an edge, rolled over or fell into a hidden void, 14 (12%) resulted in fatal injuries. In cases where the dozer operator either jumped or was thrown out of the cab in a fallover or rollover, seven out of 17 of the operators were killed. This study finds that further reductions in injury risk would require more widespread use of seat belts; consideration (and maintenance) of the seat and seat suspension systems that might reduce injury risk from jolts and jars; research interventions to assess the effect of alternative engineering designs to dampen or isolate the effects of shock and vibration; and continued attention to skilled performance, i.e., the integration of hazard awareness, recognition and response with dozer operational skills.

INTRODUCTION The tailings, or solid waste, remaining after uranium has been extracted from an ore and the liquid wastes associated with it contain both radioactive and other substances which, if released to the environment, may have a detrimental impact on man and his environment. Although the radioactivity of the waste is of natural origin, the mining and milling process results in bringing the radioactive ore to the surface, changing its chemical and physical form, increasing its mobility and, therefore, enhancing the potential radiological exposure to man. Exposure to radionuclides released from a tailings impoundment, while small as applied to any one generation, can be made large by counting far into the future, large enough to be the dominant source of exposure from the nuclear fuel cycle, Cunningham (1978). Increasingly it is being found that where the prime concern was initially the radionuclide releases, the release of other pollutants and contaminants may be of equal or greater concern. While there is a definite benefit, at least to present generations, resulting from the recovery of uranium, current and long-term concerns require that consequential present and future releases be kept as low as is reasonably achievable. Design practice, to minimize this release, is currently passing through a technical revolution; precipitated by public and institutional concerns. New techniques and methods are, therefore, being actively sought and continuously implemented. Because of the complexity of the pollutant release mechanisms and the sitespecific nature of each impoundment site and tailings product, a wide variety of site selection and design options have been implemented or considered. It is often possible to design a number of satisfactory tailings disposal schemes which differ widely in nature and cost. "Double Shield TBMs can be used in fast track projects for accelerated completion where there is limited information available on ground conditions and there are possibilities of encountering weak ground and shear zones. As such, the shielded TBMs are the primary choice of the machines in long tunnels, but face the possibility of entrapment in squeezing ground, which entails long delays and major risks. This paper examines the possibility of using ground improvement methods to increase ground strength, and thus, increase the capability of the machines to cope with squeezing ground conditions. In this study, 3D finite difference simulation of a shielded TBM in squeezing ground was performed to estimate the operational parameters including required thrust to get a machine out of an entrapment. This analysis was also used to evaluate the possibility of preventing machine jamming by the implementation of pre-excavation ground improvement to increase the strength of the ground. INTRODUCTION In order to face adverse tunneling conditions especially using a shielded TBM in squeezing ground, new shield designs, with extra thrust and torque, step shield geometry with reduced shield diameter from front to the back, and conical shape shields have been used. In addition, many of the new machines have the capability to implement ground improvement at distances up to 50 m ahead of the face in order to reinforce the ground and further increase in their chances to cope with squeezing ground conditions. While these features have been added to the machine, there has not been a thorough evaluation of their impact on improving the chances to avoid machine jamming in weak rocks at high depth, which is conducive to rapid convergence of the ground."

The East Side Access (ESA) Project in New York will be the largest tunneling project ever undertaken by a US railroad. The objective of the ESA project is to connect the Long Island Rail Road (LIRR) Main Line and Port Washington Line in Queens to Grand Central Terminal in Manhattan. The Project is divided into two distinctive segments: Manhattan and Queens. The Queens segment is subdivided into two major components; cut and cover tunnel construction and bored tunnels. The bored tunnels in Queens consist of five tunnels driven from a launch shaft and traverse a railway storage yard, Sunnyside Yard and terminate under the multitrack mainlines of Amtrak and LIRR at portals in the heart of Harold Interlocking where1200 trains pass every day. The soil consists of remnants of glacial till moraines and of outwash and till deposits of inter layered gravel and fines, with the occasional boulders and cobbles and with a high ground water table. It is anticipated that a Pressurized Face Machine, either slurry or Earth Pressure Balance equipped with roller disks to mine the boulders encountered as well as the mixed face, will be used to mine the tunnels. One pass reinforced concrete gasket bolted liner will be used. The cut and cover construction consists of an approximately 21.3 m (70 feet) deep excavation supported by slurry walls and jet grout columns. The slurry walls, in combination with overlapping jet grouted columns, are installed to top of rock forming a closed bathtub to control external groundwater drawdown. Maintaining the groundwater level near its original elevation is of paramount importance in order to prevent undesirable settlements and migration of groundwater that could be contaminated. Mitigation measures to prevent the migration of nearby plums are contemplated for all types of tunneling and excavation work in this site of the ESA project.

One of the challenges in the development of mineral processing simulators is the modelling of liberation characteristics of particles produced by comminution circuits. Understanding the mineral characteristics of these particles is one of the keys to predicting their behaviour in separation circuits. While more fundamental research seeks to model the non-random breakage of ores this work examines whether we can move forward now by using observed characteristics of ores to model the composition of particles generated in comminution processes. The current work examines a range of ores and identifies which of these exhibit the pattern of similarity of composition for particles in a given size class that has been produced as the result of a variety of breakage conditions. The impact of mineralogy and texture on the evolution of liberation characteristics for both valuable and gangue minerals is discussed.

To exploit an underground mine effectively and safely, it is important to have a good understanding of the geotechnical behavior around underground excavations made in the mine. The aim of this study was to investigate the geotechnical behavior around a tunnel excavated in a metal mine in China at the three-dimensional level. Using the information available on lithology, geological structures, in-situ stress measurements, physical and mechanical properties of intact rock, discontinuities and interfaces between different rocks, a three-dimensional numerical model was built by using the 3DEC software to simulate a tunnel excavation under a high in-situ stress condition. Effect of the discontinuity network, possible intact rock and discontinuity parameter variability, representation of rock masses as discontinuum or continuum material and rock support system on the deformation, stress, failure zone and stability around the tunnel was investigated. A very good agreement was obtained between the collected field deformation monitoring results and the results of the conducted numerical stress analyses.

The discovery that triggered the current gold rush in southeastern Peru was made in about 1975 along the Rio Madre de Dios in Madre de Dios Department (Fig. 1). About 5000 to 10,000 miners (called chichiqueros) were working in the area as of 1990. Placer mining is the principal source of revenue for people living along the Rio Inambari and west of Puerto Maldonado. As in past gold rushes, working and living condition are harsh. Supplies are expensive, and the area has poor access compared with other areas in Peru. Food, fuel and all mining supplies are trucked over dirt roads from Cuzco, a three-to-five-day trip (Fig. 1). Some material also comes from Brazil. Many placers have a similar life cycle, beginning with small-volume mining (surface or underground). At the end of this small-scale mining, the placer is exhausted or it has a sufficient volume of gravel high enough in gold grade to be worked by large-volume methods, which lead to exhaustion of the resource. The level of maturity of a placer can be determined from its gold grade. The amount of gold production from large-volume mining can be predicted, given detailed, cumulative gold-production data on placer deposits during small-scale mining (Bliss et al., 1987). Using this general model, the authors analyzed the placers in the Rio Madre de Dios area. Small-volume mining Most placer mining in the Rio Madre de Dios area is in alluvial deposits either in or bordering the major rivers. Locally, some placer mining is in terrace deposits above the rivers. All minerals (including the subsoil) in Peru belong to the state. However, a mining claim (denuncia) is easily obtained for mineral exploitation. It is separate from property ownership.

Methane is a powerful greenhouse gas and the principal component of natural gas. Coal seams often contain significant quantities of methane, and underground coal mines must ensure that methane released into the mine during coal extraction does not build to dangerous levels. This is accomplished in part through the use of large-volume ventilation systems that remove methane from the mine and release it to the atmosphere. Although the methane concentration exhausted is quite low (typically <1 percent), the volume of air that ventilation systems move is so great that they actually constitute the largest source of methane emissions from underground coal mines. Each year underground coal mines throughout the world emit more than 500 billion cubic feet of methane from their ventilation systems. An air pollution control technology, thermal oxidation using a flow-reversal reactor (TFRR), has emerged as a potential solution to ventilation air methane (VAM) emission mitigation. One manufacturer of TFRRs has demonstrated its oxidizer design (the VOCSIDIZER?) at coal mines in the United Kingdom and Australia. These demonstrations tested the technology?s effectiveness at oxidizing low-concentration methane, as well as its ability to tap the excess heat to produce steam for electric power generation. In early 2007, the first U.S. demonstration of this technology began operation at an abandoned mine in West Virginia. The project is designed to prove the technology?s operational robustness, its ability to reliably oxidize methane at concentrations typical of mine exhausts, and its safety. If the technology is employed at active underground coal mines, it offers the potential to mitigate substantial quantities of global methane emissions. This paper discusses global VAM emissions, options for the recovery and utilization of VAM, and existing projects such as WestVAMP in Australia and the ongoing U.S. VAM demonstration project.

Mine ventilation, requires electricity to operate the fans and fossil fuel for heating. Typically, this accounts for approximately 40% of the overall underground energy consumption. This is considerable, and one of the major causes of this expense is that most mine ventilation systems are designed for the "worst-case-scenario" with respect to ventilation demand, which is commonly dictated by diesel equipment usage. Once designed, mines tend to operate their ventilation system at this peak level despite their exceeding day-to-day development and production needs due to lack of appropriate ventilation controls. In underground metal mines, TeleminingTM, which includes the tele-remote operation of mobile development and production equipment from surface, will change the mine design criteria including its support infrastructure such as the ventilation system. With the removal of machine operators to surface control rooms, conventional ventilation systems designed to dilute and remove pollutants can become redundant. Depending on the ultimate need for ventilation, its cost in automated mines with tele-remote equipment operated from surface will be lower than the cost of ventilation in conventional mines. These cost savings, which could be significant, would not only come from the ability to reduce the amount of ventilation in the mine, but also through the capacity to automate its distribution. This paper provides an indication of the new airflow requirements in stopes and dead-end developments for the tele-remote and automated mining processes based on climatic modelling. Furthermore, this paper makes a cost benefit analysis by comparing the ventilation system operating cost of a conventional underground metal mine based on the mobile diesel powered equipment design criteria with the newly redesigned ventilation system operating cost of an automated mine based on the "heat management" design criteria.

Agnico Eagle (Cadillac Quebec, Canada) selected the new Eimco PEC E – CAT™ clarifier thickeners for their counter-current decantation circuit, which handles approximately 200tph leached gold/silver ore. The E-CAT is based on rakeless ultra-high rate thickening technology that originated in South Africa. Four 9m diameter and two 10m EIMCO E – CAT ultra high rate, rakeless thickeners were installed in the fall of 2000. Thickening and clarification performance has been excellent. Problems with level control have been resolved and the plant personnel continue to improve the operating control techniques. The CCD circuit is critical to the success of the operation and good recovery. Data will be presented showing the wash ratios and recovery achieved. A brief history of the operation and the decision to utilize the CCD system will be presented.

Introduction Despite perennial economic turbulence, Argentina continues to push ahead with efforts to develop its fledgling hardrock mining industry. The country lacks the infrastructure and mining history of neighboring Chile, but contains vast areas of great resource potential. The eastern slope of the Andean Cordillera in west-northwest Argentina is a relatively little-explored region offering geology highly conducive to the occurrence of base and precious metals deposits. Past exploration has concentrated on locating and evaluating porphyry copper-molybdenum (Cu-Mo) type occurrences. Comparatively little attention has been given to precious metals potential. An interesting and important group of base and precious metals prospects in northwestern Argentina occurs within and adjacent to the Upper Miocene Farallon Negro volcanic complex in Catamarca province. The volcanic complex contains numerous base and precious metals vein occurrences, high gold porphyry copper prospects, and possible disseminated gold targets that have attracted relatively minor attention in the past. Various geologic aspects of the region have been reported by several workers (Llambias, 1970, 1972; Caelles et al, 1971; and Sillitoe, 1973). Regional geology The Farallon Negro volcanic complex is located within the Sierras Pampeanas morphostructural province about 200 km (125 miles) east of the main Andean Cordillera (Fig. 1). The Sierras Pampeanas is characterized by north-south-trending basin and range topography that developed during the Miocene and Pliocene. Uplifted blocks are composed mainly of lower Paleozoic metasediments and granitoid plutonic rocks unconformably overlain by Tertiary redbeds and minor carbonates. A consistent landward migration of volcanic and intrusive ac¬tivity occurred in this region of the Andes from the early Mesozoic through the mid-Tertiary. "Testing of the NIOSH-designed roof bolter canopy air curtain (CAC) has gone through many iterations demonstrating successful dust control performance under controlled conditions. J.H. Fletcher & Co. (Fletcher), an original equipment manufacturer of mining equipment, has further developed the CAC concept by incorporating it into the design of its roof bolting machines. A new CAC design has been developed incorporating the results of testing of the NIOSH design and the recent Fletcher design. Observations from smoke testing conducted on this new CAC design in a laboratory setting show promise for improved performance. INTRODUCTION Exposure to respirable coal mine dust can cause coal workers’ pneumoconiosis (CWP) otherwise known as black lung. If silica is present in the dust, the miner may develop silicosis in addition to CWP. CWP and silicosis are occupational respiratory diseases that are ultimately fatal and have no cure. The only method of prevention is through elimination of exposure to respirable coal mine dust and crystalline silica (quartz). The current occupational exposure limit (on an MRE basis) for respirable coal mine dust is 2.0 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities [30 CFR 70.100 2015]. Recently enacted legislation changes this standard beginning in August 2016 to 1.5 mg/m3 for a full working shift [Federal Register, 2014]. If the respirable coal mine dust contains more than 5% silica, the applicable respirable dust standard is reduced; calculated as 10 divided by the percent quartz present [30 CFR 70.101] so that the effective exposure limit for respirable quartz is 0.1 mg/m3 for a full working shift. Sources of exposure to respirable coal mine dust for the roof bolting occupations include infrequent maintenance and cleaning of the vacuum dust collection system and operating the bolter downwind (in the return air) of the continuous miner [Goodman and Organiscak, 2003]. Recent studies have demonstrated that vacuum dust collection systems are effective in capturing bolter-generated dust, if maintained and operated correctly and if proper face ventilation techniques are used. However, most exposure to respirable coal mine dust for the roof bolter occurs when the roof bolter machine is operated downwind of the continuous miner [Potts et al., 2011; Colinet et al., 2013]. Because of this higher exposure downwind of the continuous miner, the roof bolter is generally limited to working downwind of the miner only once during a production shift"

"Four main and three minor rare-earth-element (REE)-bearing minerals were identified and quantified in the Kiirunavaara apatite iron ore tailings using optical microscopy, an electron probe microanalyzer (EPMA) and a mineral liberation analyzer, and their chemical compositions were analyzed by the EPMA and laser ablation inductively coupled plasmamass spectrometry. REEs are shown to be contained in the minerals apatite, monazite, allanite, titanite, zircon, thorite and synchysite. In zircon, thorite and synchysite, they occurred in only trace amounts and contributed limited amounts to the total REE budget, and these are consequently of minor importance. Monazite occurred as inclusions in apatite and as free particles, 90 percent liberated. Allanite occurred to some degree in mixed grains with magnetite but also as free particles. Monazite mainly reported to the apatite concentrate, while allanite and titanite largely went to the tailings, the latter preferably to those fractions smaller than 38 µm. The amount of titanite in the finest tailings fraction was 2.3 weight percent, containing close to 1 percent REEs, with heavy rare earth elements (HREEs) making up 28 percent of the total REEs. However, a texturally distinct group of titanite grains showed an HREE/REE ratio of up to 67 percent. Furthermore, titanum dioxide analyses indicate that titanite is preferentially released into the tailings from the secondary magnetic separation step in the concentrator. Our data therefore suggest that titanite, occasionally enriched in HREEs, can be extracted from the processing stream and might thus be considered a new source for REEs at Kiirunavaara and similar deposits.IntroductionDeposits of apatite iron ores are the major source for iron in the European Union and are exploited by Luossavaara-Kiirunavaara AB (LKAB) in several mines in the Kiruna-Malmberget area in northern Sweden. Kiirunavaara is the largest of the apatite iron orebodies in Sweden, comprising more than 2 Gt of iron ore with 60 to 68 percent iron (Fe). At the end of 2015, the total accumulated production of crude ore from openpit and underground mining since the start of mining was 1,566 Mt, with ore reserves of 644 Mt grading 46.3 percent Fe (LKAB, 2016). The deposit defines a steeply dipping tabular body, approximately 6 km long and up to 180 m thick, extending at least 1,500 m below the surface. It is situated in the middle part of the Palaeoproterozoic Kiirunavaara Group of volcanic rocks and follows the contact between a thick pile of trachyandesitic lava and overlying pyroclastics (Martinsson, 2004)."

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV).
