Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. J.R. Atkinson, office engineer to Kennecott Copper Corp., summarized data on the Mineral Park area [Wallapai (Chloride) Mining District, Mohave County, Arizona, Fig. 1] and submitted it to the New York office in 1950. He recommended an examination. Weston Bourret, a Kennecott geologist, accompanied by B.S. Butler, the well known former US Geological Survey geologist, examined the larger of two hydrothermally altered areas in Mineral Park that same year. Bourret recommended that the property be optioned and mapped. Georges Ordonez, Kennecott's chief geologist, after a field examination, agreed with Bourret's conclusions At the end of the summer of 1951, Annan Cook (another Kennecott geologist) accompanied Ordonez to the property prior to starting a mapping program. At Ithaca Peak, the structure, alteration, and reddish-brown coloring in leached cavities-hematite, jarosite, and goethite with minor copper staining - made an interesting target. The Peak, which has since been mined, was a Laramide quartz monzonite porphyry grading into quartz porphyry, penetrating Precambrian rocks. Turquoise had been mined from several workings on the Peak. Surrounding the central area of alteration, but mainly to the northwest, there were many long-abandoned underground workings mined for zinc, lead, gold, silver, and copper. To the west of Ithaca Peak within the main area of alteration, surface evidence of a chum drill hole suggested interest in the disseminated mineralization probably prior to World War II. A topographic and geologic survey of the altered Ithaca Peak area was initiated by Cook in September 1951. He was assisted by Richard Vosburgh, field engineer, and by four geologists: Charles Goddard, III, Donlon LoBionda, Keith Martin, and A.T. Stone. When Cook returned to New York, Vosburgh was left in charge. Mapping continued and diamond drilling took place during the winter of 1951-1952. Drill sites were selected entirely on the basis of surface geology. Five drill holes, including a flat hole, located around the flanks of Ithaca Peak, averaged about 183 m (600 ft) in length. A sixth hole caved at less than 60 m (200 ft). The best values obtained were in the first hole (-45°): 90 m (300 ft) averaged 0.62% copper and 103 m (337 ft) averaged 0.041% molybdenum. In another hole, 43 m (142 ft) averaged 1.09% copper and 0:023% molybdenum. The values of copper and molybdenum in these two holes were generally higher than in the remaining holes, although molybdenum values were always around 0.024% or better. The New York office decided, however, to abandon the project even though the remaining field crew of three had recommended more drilling.

Face ventilation and water sprays are the primary controls used on continuous miner sections to protect workers from respirable coal and silica (quartz) dust. Laboratory tests were conducted by the U.S. Bureau of Mines to determine the impact on respirable dust concentrations when increasing airflow from 3000 to 9000 cfm (1.42 to 4.25 m3/sec), water flow from 15 to 35 gpm (0.057 to 0.132 m3/min) , and water pressure from 80 to 200 psi (5.52 x105 to 1.38 x106 pa). The effective limits for each control and interactions between these controls were of particular interest. Initial analysis concentrated on defining the impact of the control parameters on the respirable fraction of the feed dust, which was a blend containing 90% coal and 10% quartz. Gravimetric sampling indicated that airflow had the most significant individual impact on respirable dust levels and resulted in reductions of 99% at the operator and 57% in the return. Regression modeling was used to predict dust concentrations at the operator and in the return. Significant interactions were observed between control parameters and often, defined the level for a control parameter where increases above that level did not significantly benefit dust control. Increasing airflow to 8400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.65 x105 Pa) typically provided respirable dust reductions at both sampling locations, while optimizing use of control resources. After determining these relationships for the total respirable fraction, selected filters were analyzed for quartz content to define the impact on the quartz component of the feed dust. For the individual control parameters, airflow again had the most significant impact and resulted in reductions of 98% at the operator and 26% in the return. Regression modeling of the quartz concentrations indicated that no significant interactions between control parameters were present. At the operators location, airflow was the only parameter identified as having a statistically significant reduction for quartz dust. A reduction in quartz approaching 95% was observed for increasing airflow to 6000 cfm (2.83 m3/sec). Increases above 6000 cfm had little additional impact. In the return, a linear relationship between control parameters and quartz levels was observed with reductions of approximately 27% predicted for increasing any one control parameter to its maximum level. The synergistic impact of increasing all control parameters to maximum levels resulted in a maximum predicted reduction of 81%.

Rainbow colors of roofing granules, adorning the roofs of buildings from single family units to largest office buildings, have their origin in the roofing shingles as burlap soaked with tar appearing as early as the 1700s. Dusting of talc and mica on the coated surfaces, to keep roofing from sticking to itself in storage, represents an early improvement to the original construction product. Sometimes, colored, natural mineral dusts were added as color pigments within the dusting material, for initial color. Prolonged exposure to sun caused the asphalt to become brittle, and it eventually cracked and leaked. Search for solutions to cracking and subsequent leaking problems eventually led to the use of crushed mineral granules on asphalt coated shingles. This provided the impetus for further growth in the asphalt roofing industry. Application of a layer of crushed mineral on the asphalt coating minimized the coating deterioration from exposure to ultraviolet light, thus significantly improving the shingle life. In the 1900s, screened waste from slate quarries was the most commonly used granule in asphalt roofing products. Records indicate the use of coarse slate screenings for asphalt roofing as early as 1906. As the asphalt roofing industry further developed, other naturally colored minerals, such as silica sand, quartz, mica, feldspar, talc, slag, granite, rhyolite, and oyster shells were used on roofing surfaces. Later on, a number of manufactured granular materials, such as crushed brick and tile, fire clay, and white porcelain were used. The first artificially colored roofing granule was produced in 1914 by running molten slag into a solution of alkaline metal silicate, which was absorbed by the porous slag. Various colors were obtained by adding pigments to the silicate coating and by subsequently heat treating the granules. In 1922, another technique was developed in which green slate granules were saturated with copper sulfate solution and heated to 760°C to form copper oxide. Since then, many other granule coloring processes have been patented, one of the most significant being the sodium silicate coatings introduced around 1975. Granules as used in construction (specifically roofing materials) are defined as natural or synthetic-mineral grains smaller than gravel and larger than sand in particle size. They are used primarily for protective and decorative purposes on the weather- exposed surface of asphalt composition roofing. Development of artificial coloring techniques has made it possible for the roofing industry to provide asphalt roofing shingles in a wide variety of colors complementing the color and style of buildings. Roofing granules, as we see today, are the products of long technological evolution.

"Recycling valuable metals from waste streams has become increasingly important to the mining and smelting industry in China due to resource depletion and environmental concerns. Predicated on multiple large scale metal recovery operations designed by BQE Water at active mines in the Jiangxi Province of China, this paper presents a case study demonstrating recovery of zinc and copper from the waste stream at a major gold smelter in the Shandong Province of China. One of the issues facing the smelter is the lack of a cost-effective and robust process to recover zinc from the acidic process waste stream. As such, significant amounts of zinc-containing wastewater are neutralized with lime, resulting in not only the loss of zinc metal but also the generation of large volumes of sludge. In the case study, a sulphide precipitation process is chosen to selectively recover zinc and copper from the wastewater, in the form of commercial grade metal concentrates that can be sold as regular concentrates at the going market price. In the current project phase, over 2,500 tonnes of zinc metal and 40 tonnes of copper metal can be recovered on an annual basis. This not only generates revenue to offset waste treatment costs, but also eliminates significant amounts of sludge that would otherwise require storing and further disposal if the metals are not recovered.Introduction / Background With resource depletion becoming a global concern and environmental regulations becoming increasingly strict, companies in the mining and smelting industry are actively seeking technologies to maximize resource recovery and provide concurrent minimization of waste residue production from operational activities. Mining and smelting companies have typically used lime neutralization as the primary method to reduce metal concentrations from mine waters prior to reuse or discharge to the environment. However, this process creates large volumes of metal laden sludge with long-term liabilities in the form of ongoing storage and management (Zinck et al 1997). Recovering metals of value from mine water not only reduces sludge volumes and the costs of associated liabilities, it produces a commercial grade metal concentrate that can be sold to generate revenues to offset treatment costs. ChemSulphide® is a sulphide precipitation process developed by BQE Water that has been successfully applied at mine sites in the Jiangxi Province of China to remove and recover copper from acid mine drainage. The success of these copper recovery water treatment plants demonstrates both the economic and environmental benefits of recovering residual metals from mine water and provides reference for the copper and zinc recovery project at a gold smelter in the Shandong Province that is the subject of this case study."

The National Lead Company operates its MacI tyre Development at Tahawus, New York for the production of ilmenite and. magnetite. The heavy ore of titanium and iron is mined from the open pit mine at an average rate of 7,000 tons per day, and the development waste is removed at an average rate of 10,000 tons per day. The mine working benches are spaced, at 35-foot vertical intervals, and 6 ½ inch blast holes are drilled 39-feet deep with 18-foot burden and spacing by down-the-hole drills. Waste is loaded with a 6 yeard shovel and ore with 2 ½ yard shovels into 22-ton rear dump trucks. A good account of the history of MacIntyre drilling and. blasting was presented to this assembly two years ago, by F. R. Jones. (1) Most of the blasting since the start of the mine in 1941 was done with 90% gelatin dynamite until 1955, when relatively insensitive canned blasting agents were adopted.. In 1956, 9-inch blast holes drilled with down-the-hole drills. In 1956, also, the first experimental trials of prilled ammonium nitrate fertilizer and fuel oil (hereafter called fertilizer) was made following the lead of Cleveland-Cliffs operations in the Hibbing district. Since that trial did not, as some local skeptics predicted, make grass grown on the bluff, but resulted in a well-broken shot, further tests were conducted in dry holes. I Observations of those tests indicated that the fertilizer did its share of the work. If anything, it produced better fragmentation than the normal load di in neighboring wet holes.

Where raw coal from a mine is treated in dense medium separators ash in the washed product is generally very consistent, provided control of the medium suspension is maintained at a given specific gravity. When, however, the washing process is a Baum jig or other similar apparatus, making a separation at rather arbitrary gravities, the control of the product ash is less accurate, particularly in those cases where the design capacity of the washbox is exceeded by the load of high ash fines. In either of these cases an instantaneous measurement of ash while not essential would be desirable, to check the quality of the washed product and provide operator or management with instantaneous warning of changes in ash. Nearly 60% of all British coal mined goes for electricity generation, to burn at 17% ash, and since the overall average ash content of raw coal as mined is about 30% and varies within a range of 18 ? 40%, incombustible material has to be removed. The ash specification could be met either by total washing, or by washing part and blending the clean coal produced with the remaining untreated coal. Some plants use a straight tonnage split, but generally speaking in Britain it has been found more economical to screen and wash the oversize only. In either case for effective quality control in blending an instantaneous determination of the ash content of the product as it is made has been found essential, since standard ash determination by pyrolysis methods is lengthy and provides information too late to be used in the control of plants blending at the rate of 1000 ton/h.

Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

1. INTRODUCTION Roadheaders have a shadowy origin - probably in Eastern Europe - but were introduced to Europe and the West by the importation of a Russian PK3 machine by the National Coal Board in 1961. A number of features rendered this type of machine an attractive tool for coal mine operators: its flexibility of operation, its combined cutting and loading ability, the opportunity it provided of making any shape of roadway, as well as its ability to cut some rocks. Encouraged and sponsored by the National Coal Board, the development of roadheaders was taken up in Great Britain, notably by Anderson Strathclyde and Dosco; in Europe, predominantly in numerical terms by Voest Alpine and Paurat. Over the 24 years since the importation of the first PK3, evolutionary development has taken place to the extent that machines are now available in many forms up to 120 tons in weight. Machine design has altered, partly as a result of increased power requirements and partly in line with the use of a ripping or a co-axial head. However, the basic concept remains: a boom containing a motor and transmission gear, with a driven cutting head at its extremity and capable of universal movement urged by hydraulic rams mounted on the boom turret and on the machine deck. Generally, the turret, hydraulic powerpack and all other necessary equipment are mounted on a chassis, which contains a discharge conveyor, the whole being carried on caterpillar tracks so that a complete machine entity is provided. The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. INTRODUCTION For many years, in Europe and in North America, pre-formed metallic and concrete segmental linings in tunnels have been used extensively as temporary and permanent ground support systems. In the United Kingdom the use of cast iron as a means of ground support in mining shafts dates from the first decade of the 19th century. Although at that time wood tubbing was extensively employed, cast iron was used in shafts at Wallsend and Percy Main collieries in the North East of England. The original form of cast iron tubbing consisted of cylinders which were lowered bodily into the pit and were built from the bottom up, but subsequently they were subdivided into segments which involved the making of vertical as well as horizontal joints. Principally, the practice of providing immediate pre-formed support developed because of the incompetent state of the surrounding ground and, although this still remains the over-riding consideration nowadays, several other factors are examined before finally deciding what type of lining to use. Other branches of sub-terranean technology such as tunnel thrusting or immersed tubes (both of which involve pre-formed linings) can provide alternative solutions to problems hitherto thought better solved by bored tunnelling methods. However, this paper will confine itself to those linings developed for the more traditional tunnelling methods. Usually the shape of segmentally lined tunnels is circular because this profile is the most suitable for bad ground and many tunnelling machines. INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. About 200 M tons of coal were imported into Japan in 2007 and Indonesia was its second largest exporter, accounting for about 30 M tons (12% of the total imported coal). Indonesia produced about 200 M tons of coal, about 75% of which was exported in 2007. As the Indonesian government has decided on an energy policy wherein 33% of the country?s primary energy demand will be met by coal by the year 2025, the domestic demand for coal has increased dramatically in recent years. Over 99% of the coal produced in Indonesia comes from surface mines. However, the conditions of surface mines are worsening each year: the stripping ratio is increasing, approaching the economic ratio, and the infrastructure for coal from inland mining areas is insufficient for such intense mining operations. To meet the demand for coal in Indonesia and the rest of the world, underground mines have to be developed. However, mining engineers and/or miners in Indonesia do not have a lot of experiences, expertise and know-how concerning the plans and operations of an underground coal mine. In addition, the industry faces a lot of problems which include poor conditions such as a steep coal seam, groundwater problem, stability of highwall, etc. Under these situations, a mine targeted in this research attempts to develop a new underground mine from an open-cut highwall because the stripping ratio in the surface mining area has almost reached the limitation of economic value. This paper discusses the possible development of a new underground coal mine from an open-cut highwall by means of field observation and numerical analysis.

To generate a most profitable ultimate pit limit is generally the first step in mine design. This paper presents a new graph theory oriented, optimum ultimate pit limit design algorithm which will maximize the total undiscounted net profit. This algorithm performs much better than the well known Lerchs-Grossmann algorithm, in terms of the reduction in computation time and computer memory requirements. This algorithm operates on many directed trees in a graph, where each vertex in a tree represents a block in the mine model. The formation of each directed tree is based more on the ore-waste support concept than the geometry constraints alone. The general procedures of the algorithm, programming considerations and two case study results are discussed in the paper.

The Dolph Mine fire site is located in Lackawanna County, PA, approximately three miles northeast of the city of Scranton. The fire was burning in both coal refuse (culm) and underground anthracite mine workings. It was reportedly begun by rubbish burning on top of a culm bank. A site investigation was completed in 2006 to define the extent of the fire and to recommend fire control measures. A cut off trench was selected as the principal control method. Plans and specifications were prepared in late 2006. The project was bid and a contractor selected in early 2007. The trench construction was completed in 2007. This paper describes the investigation and selection of the fire control method and discusses the trench construction.

The Kennecott Ridgeway Mine in South Carolina is scheduled to complete mining and ore processing in the last quarter of 1999. Tailings are disposed in a 300 acre, lined tailings impoundment. To facilitate closure and reclamation, modification of the tailings impoundment operation has been adopted. Mining involved the sequenced development of two open pits. In 1996 mining of the South Pit was completed and backfilling of the pit with waste rock from the North Pit was initiated and will continue until mining ceases. Both pits will be reclaimed as fresh water lakes. This paper presents the physical, geochemical and hydrogeochemical evaluation of the operational and post operational management of the project. Comparison of the operational monitoring data against predicted performance is reviewed.

This paper proposes a framework for applying surrogate-based approaches to evaluate SEM construction, which can both benefit the uncertainty analysis in the design stage and real-time calibration during the construction process. The performances of four surrogate modeling approaches, namely back-propagation neural network (BPNN), support vector regression (SVR), random forest (RF), and polynomial chaos expansions combined with Kriging (PCK), were evaluated and compared. A variance-based global sensitivity analysis (GSA) was performed on the surrogate predictor to quantify the impacts of geotechnical parameters on the deformation responses induced by SEM tunneling. The Regional Connector Crossover Cavern project constructed in Downtown Los Angeles was set as the benchmark problem to demonstrate the efficiency and reliability of the proposed procedure.

With the advent of the Clean Air Act and the installation of flue gas desulfurization (FGD) equipment (scrubbers) on coal fired power plants, the management of solid wastes has taken on added importance. Aside from the large amounts of fly ash and bottom ash usually generated, large quantities of liquids in the form of scrubber sludge are also produced. These wastes must be disposed of within the constraints of land and water quality regulations. This paper describes the practices adopted by the electric utility industry in denting with this problem, including methods of generation and treatment, quantities and characteristics of the materials, and transportation and disposal practices. The paper also briefly describes final product characteristics and several applications for commercial utilization and land reclamation.

The phenomenon of zero order production of fines associated with the batch comminution of monosize feeds in tumbling mills has been examined in the context of the size discretized population balance model. It has been shown that the model admits zero order production kinetics only in an approximate sense. The necessary and sufficient conditions for approximate zero order production of fines have been obtained. As these conditions cannot be expressed in terms of the model parameters Sj and Bi,j alone,. several examples have been used to illustrate some of the important characteristics of the zero order production systems. One of the important characteristics of these systems has been identified as a "weak necessary condition", and the other as a " favourable condition ".

The U.S. Bureau of Mines is using Fourier-transform infrared (FT-IR) analysis to investigate the bonding mechanism which occurs during the dewatering of clay slurries. High molecular weight polymers are used as flocculating agents in these processes. This investigation presents the results of an FT-IR study of calcium-exchanged montmorillonite treated with polyacrylamide (PAM) and polyethylene oxide (PEO). Both thin film and attenuated total reflectance (ATR) spectroscopic techniques were employed to study this clay-polymer system~ Results suggest PAM is adsorbed to the clay via the nitrogen atom of the polymer. A water bridge is involved in the bonding between the clay and PE~. Evidence also suggests that PEO may be adsorbed directly onto the surface of the clay.
