[Introduction] Section 122 of the Clean Air Act Amendments of 1977, Public Law 9595, directed the Administrator of the Environmental Protection Agency, to review all relevant information and determine whether emissions of radioactive pollutants into ambient air will cause or contribute to air pollution which may reasonably be anticipated to endanger public health. In August 1979, EPA published a preliminary report on assessments of public health impact resulting from emissions of radionuclides into air from a broad spectrum of major source categories (1). A section of this document presented a theoretical analysis of the radioactive airborne emissions from several non-uranium mines including iron, copper, zinc, clay, limestone, fluorspar, and phosphate. Since 1978 EPA's Las Vegas Laboratory has been gathering field data on actual radionuclide emissions from these mines to support the earlier theoretical analysis. The purpose of this paper is to present the results of those field measurements in comparison with the assumed values for the theoretical analysis. Data were presented in EPA's preliminary report on both gaseous radon-222 and particulate uranium-238 emissions from non-uranium mines. Most of the emissions data were rough estimates based upon the uranium content of the ore. Preliminary data from a few field studies were also used. Although both the theoretical and field studies by EPA were concerned with radon-222 and radioactive particulate emissions, this paper will concentrate only on the radon effluents. Radon from mines seems to have the greatest potential for possible health effects due to radiation. Data on particulate emissions are presented in other technical reports (2-5). [Theoretical Study] The theoretical emission data are presented in Table I. The estimates for the iron, zinc, and clay mines are based upon preliminary measurements taken by the Las Vegas laboratory. The estimates for the other mines were made assuming that 20% of the total radon-222 in the ore was released during the mining process and the radon release rate from the exposed ore surface was a factor of two greater than that resulting from mining. [ ] Dose assessments for radon from these mines were carried out using model facilities located on generic sites (1). The AIRDOS-II computer code (for estimating dispersion of airborne pollutants) with some minor modifications was used to determine working level exposures to a maximally exposed individual and a regional population. A conversion factor for risk/WL-year(O.021 fatal cancers/person-WL-y) was developed primarily from information on uranium miner exposures (6). This computer code and conversion factor were then applied to the assumed emission rate of radon-222 from each type of mine to develop estimates of working levels, lifetime risks and number of fatal cancers. A summary of this data is presented in table II. [ ] The highest estimated number of cancer deaths per year of operation is 0.05 cancer deaths or 1.0 death due to radon during the 24 year life of a phosphorous mine. For comparison, EPA estimates that underground uranium mines would cause .03 cancer deaths per year of operation in a regional population(1). [Field Study] As a followup to the theoretical study, EPA's Las Vegas laboratory began making measurements in 1978 of actual emissions of radon-222 and radioactive particulates from mine vents at several facilities for each of the industries listed in Table I and II. They were intended to verify general information and radon emissions from EPA's theoretical estimates.

Acknowledgments I am honored to be named as a recipient of the Antoine M. Gaudin Award, and I would like to briefly single out four groups who deserve a special thank-you relative to this award. The first group consists of Professor Kawatra, the many international support references that he gathered and the Gaudin Committee itself. I know such things don't come without considerable effort by many individuals, and I'm grateful for their support. The second group consists of the management of The Dow Chemical Company, the managements of various mining companies and, in recent years, the management of G. S. Technologies, all of whom supported me, financially and otherwise, in my grinding, flotation and other particle-processing work. Operations people are the most overworked and under recognized people in the world, whether they be in the mining or chemical industry. Obviously, without extensive industrial support, especially from operating personnel in the mining industry, almost nothing about the work contained in this lecture would have, or could have, happened. The third group consists of a number of coworkers who have played key roles in specifically implementing the new flotation-product portion of this lecture. Of these, Bob Hansen, Don Leonard, Basil Fee, Simon Isherwood, Fernando Cones and Marty Meulendyke deserve special recognition. They have not only been dedicated, but they have been great to work with. Also in this third group are many members of the international academic community, especially those at Penn State. Professor Leonard Austin must be singled out because he took me as a young mathematically oriented chemist and taught me to be an effective process-oriented engineer. Without this experience, I would not have had the over 30-year career as an engineer, which I have loved. In addition, Len planted the size-reduction-research virus in my blood, which I can't seem to get rid of. I also need to mention Professor Frank Aplan, whose obvious love of mineral processing and froth flotation helped to create my interest in flotation. Thus, for those of you who don't like my approach to flotation, it's all Frank's fault. The fourth, and certainly not the least, group to thank is my wife, Charlene, and our two sons, Richard and Steven. No one could have a more supportive family. Gentlemen: The subject of this paper is: ADVANCED APPLICATIONS OF BUCKET WHEEL EXCAVATORS AND RECLAIMERS. Against an urgent world wide energy crisis, the role of bucket wheel excavators and reclaimers in the surface mining of fossil fuels and other ores has been raised to new prominence. This paper will review the reasons for the expanded application of bucket wheel technology, its unique contributions, and other factors relative to volume, cost, versatility, and efficiency. Today, surface mining is faced with the twin challenge of (1), accelerating the rate of removal of massive quantities of overburden and ore, and (2), replacing comparable high volumes of overburden back into the mined-out portion of the pit. Optimum quantitites for - a single electrical power plant now range from 5 to 15 million tons of coal per year. The use of bucket wheels offers the best method for meeting this challenge at lowest possible cost. For example, an advanced application that also satisfies environmental concerns involves the simultaneous functioning of two bucket wheel excavators during surface mining operations. Working at spaced intervals and different levels in conjunction with a transfer conveyor and stacker, one excavator removes the ore while the other one transfers overburden to a stacker that replaces it back into the open pit. The result of this continuously operating cycle is: (1) removal of ore and replacement of overburden back into the pit in massive quantities, (2) at accelerated volume and extreme low cost that cannot be matched by conventional loading machines of any size, and (3) fulfills a basic environmental requirement which is to

Good afternoon gentlemen. To begin, may I say ?thank you? to the AIME for the invitation to be here today to talk about my company's experience with shovel, truck, pocket, to car loading. The other author of this paper is here today. (Introduce John Sweet). Before we get to the details of this paper I want to tell you a little about Erie Mining Company. Erie Mining Company is located on the east end of the Mesabi Range in northern Minnesota and is engaged in the business of processing taconite rock into iron ore pellets. In 1970, the twelfth year of production, Erie will produce its rated capacity of 10.3 million tons of high grade iron ore pellets. The plant is the first of five iron ore pelletizing operations managed by Pickands Mather & Co. with a combined annual production capacity of 21 million tons. This plant began producing high grade iron ore pellets in 1957 placing it among the earliest of taconite production facilities in North America. Historically Pickands Mather & Co. had been a leading natural ore mine managing firm in the Great Lakes region for more than 70 years. Pickands Mather & Co. moved into the new field of taconite mining and processing with management and operational experience from the open pits and underground mines. We were to learn much of volume taconite handling requiring new equipment and new procedures. A trial and error period through the early years of taconite processing developed through the operation of an experimental sized preliminary plant near the present Erie Mining Company site.

One of the analytical problems in exploration geochemistry is the choice of a method of sample attack which would be rapid, simple and reliable in terms of precision and discrimination between different concentration levels of elements sought. The wet sample attacks currently used in analysis of silicate rocks vary from total decomposition to leaching by weak extractants. The total decomposition of such materials is usually achieved either by alkaline fusion or hydrofluoric acid attack. The first method requires the use of platinum vessels which is both expensive and slow for batch operation. The second type of attack is more widely applied in rock geochemistry1, but it is still relatively slow for exploration purposes and requires extra care (especially when hydrofluoric acid is used in mixture with perchloric acid). Considerable improvement in speed can be achieved by using the sample attacks which release only part of the metal present in a rock.2,4 One of such attacks is the leaching of pulverized rocks by hot aqua regia.3 Another technique widely used in geochemical prospecting involves fusion of the samples with potassium pyrosulfate (or bisulfate) followed by an acid leach of the malt .5 One of the advantages of these techniques is the use of glassware in decomposition stage which considerably increases the analytical productivity. It should be noted that partial chemical attacks tend to extract from a rock mainly the non-silicate metal which may give results more significant for exploration purposes than the analysis for total metal.

Land use is the single most important element affecting the quality of our physical environment. .The minerals industry is a user of land and by its very nature, directly affects the landscape. Mining is a very visible activity. Producers of sand and gravel, crushed stone, clay, cement and lime operate right at the interface of the public. These production sites must be located near population centers. People are more travel oriented than years ago and through use of the expanded interstate highway system visit remote and little-visited areas. They visit communities on their vacations, places they enjoy on weekends and places they drive past on business trips. Although not residents of these localities, they have a strong interest in changes that occur in the landscape. As a result, the public has a greater concern today about mining and its use of land. From 1930 through 1971, the minerals industry used 3.65 million acres, or 0.16 percent of the land mass in the United States (4)2/. Of the total 3.65 million acres utilized, about 59 percent was accounted for by the area of excavation, 20 percent by disposal of overburden and other mine wastes from surface mining, 13 percent by disposal of mill or processing wastes, and 5 percent by disposal of underground mine wastes; the remaining 3 percent was subsided or disturbed as a result of underground workings. Nonmetallic minerals and fossil fuels each accounted for 43 percent of surface land used during 1930-71; the metal mining industry utilized the remaining 14 percent.

In late 1994, EPA and OSM acknowledged that efforts by any one agency or by the many different agencies to remedy the water quality impacts of decades of contamination from abandoned coal mine lands in Appalachia would not be successful if their disjointed efforts were not unified and if the local watershed organizations were not included. The result of the collaboration between EPA and OSM was the creation of a statement of mutual intent which was a pledge by government agencies, watershed organizations, and the industry to restore watersheds degraded by acid mine drainage from abandoned coal. The presenter will describe the evolution of this pledge from a paper promise to on-the-ground remediation projects.

30.1-THE SCOPE OF SYSTEMS ENGINEERING JAN M. MUTMANSKY JAN M. MUTMANSKY 30.1.1-DEFINITIONS The terms "systems engineering," "systems analysis," and "operations research," common in today's technical literature, often are interchanged because of their similar meanings. However, some differences exist which need explanation. The most convenient way to achieve an understanding of the differences is to start with the definition of a system, namely, a collection of components which interact in a specific manner to accomplish a common objective. Accordingly, a haulage truck, a computer, a missile, a mining company or a nation each may be considered a system. Systems engineering generally can be defined as the conception, planning, design and engineering of any system of interacting elements so that the objective of the system is automatically optimized. Thus, systems engineering normally is con¬cerned with systems not yet activated.',' Systems analysis may be described as a scientific method of making decisions based on a quantitative or other objective evaluation of all action alternatives. It is very similar to systems engineering but usually is not considered to be restricted to problems of design prior to use. While the previous two disciplines are somewhat vague and can encompass a great variety of engineering functions, operations research can be more specifically defined as the application of mathematical models to the problem of optimizing the objective of any predefined system. Systems analysis and systems engineering are closely aligned sciences but opera¬tions research differs in the following ways. First, it generally is associated specifically¬with optimization and mathematical models while the other two often are not. In addition, it, is used predominantly on well-defined problems which can be ex¬pressed in mathematical terms. However, systems engineering or systems analysis may deal with highly complex social or governmental systems which may be ill¬defined and unsolvable by the classical methods of operations research. Finally, systems analysis and engineering always strive to look at the entire system to avoid the problem of suboptimization often necessary in operations research because of the necessity for a mathematical model. Because of his more extensive system, however, the systems engineer often is less able to find the optimal system. In summary, operations research, systems analysis and systems engineering are very similar in purpose but one, operations research, is more mathematical in nature and forms an important part of the other two activities. Other definitions which may be helpful are provided by Griffiths 3 Wilson,4 Falkic 5 Hall,2 Quade and Boucher, 6 and Flagle et al. 1 30.1.2-METHOD AND TECHNIQUES The systems or operations research approach makes use of scientific problem solving. The basic procedure comprises the following general steps: 1. Definition of the problem. 2. Construction of a model of the system. 3. Testing of the model under known conditions.

A few years ago, the National Institute for Occupational Safety and Health and Unimin Corporation developed a clothes cleaning system that is able to quickly, effectively, and safely remove dust from a worker?s clothing without dust exposure to the worker, the work environment, or co-workers during the cleaning process. To perform the process, a worker enters a cleaning booth and activates an air spray manifold which blows the dust from the worker?s clothing. Since the cleaning booth is under negative pressure, all the dust and product removed are contained. In the original design, this dust-laden air was exhausted to a dust collector system. However, since most operations do not have excess dust collector capacity, it was decided to determine an alternative method to provide for a stand-alone cleaning system. This was achieved by ducting the exhaust outside the plant and into the atmosphere. This technique was recently tested and shown to be a viable method to provide for a stand-alone clothes cleaning system.

Fleet management systems (FMSs) as the pivotal part of any surface mining operation find it essential to evolve from conventional into intelligent systems because of both Mining 4.0 requirements and some shortcomings inherent in conventional methods. However, this novel transformation needs to be investigated technically and strategically. To this end, the previously published research works on intelligent FMSs are explored to track the latest status of these third generation frameworks within the surface mining context. Following that, their underlying models are compared in terms of five categories of allocation and dispatching features to pinpoint the technical gaps ignored. Having drawn the future lines of research, the present article then leverages the popular SWOT analysis method to outline the strengths, weaknesses, opportunities, and threats associated with the advent of these intelligent FMSs in mines of future. By and large, the analysis indicates that advantages outweigh disadvantages. Solutions are offered to address the existing weaknesses and threats.

The sensitivity of radiochemical techniques makes possible the study of the initial stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. High-grade Transvaal chalcopyrite was neutron irradiated in a TRIGA reactor to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes during which time significant anomalies were observed. First, an initial period of rapid dissolution lasting a few minutes; second, an arrest or "plateau" region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effect of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured. The initial rate data were correlated by considering the rapid reaction to be due to the dissolution of surface oxidation products or the formation of an iron depleted surface layer. Most mines are large producing 0-25 mmt annually. The coal is mine.) at depths ranging from .0-150 m 120-500 ft mining at 300 m .(,1000 ft) depth is anticipated in the future. Single and multiple seams ranging from 3-12 m 10-40 ft) in thickness are mined. Most overburden is unconsolidated and consists of sands, and sandy or silty clays. The stripping ratio (volume of overburden to volume of coal mined) varies from 3-L. The overburden and coal is mined in benches 8-12 m -(24-40ft) high; the high-wall angle is about 45 degrees. Bucket wheel and bucket chain excavators are commonly utilized for overburden and coal removal, Some of the large overburden stripping machines nave capacities. Ranging from 4400-10,000 bank cu ( 6000-14,000 BC) per hour. The overburden from the upper benches is transported around the pit using the trains and belt conveyors. It is deposited in the spoils using large stacker-conveyor systems capable of handling 2550-7300 cu m/hour (7500-10,000 cu yds/hour). The overburden from the bottom two or three benches is transported across the pit using the conveyor bridges which are computer controlled. Conveyor bridges capable of handling overburden up to 60 m (200 ft) high are currently in use; a 60 a (20e ft) high conveyor bridge has a capacity of 85 x 10 cu ( 118 x 10 cu yd) annually. The coal is loaded in the trains directly and shipped to power plants or coke oven plants.

The presence of appreciable quantity of clay mineral in Indian hematite ore needs an attrition technique using screw scrubber in the beneficiation circuit to remove the ultrafine clays and avoid downstream operational problems. Spectroscopic analysis revealed that iron ore samples obtained from the Barbil region of Odisha contain a high amount of silica and alumina in the form of clay minerals (e.g., kaolinite) contributed as a loss on ignition (LOI) in the iron-making process. Iron ore fines of below 10 mm size were subjected to a laboratory-scale screw scrubber, and the effectiveness of scrubbing as well as the pelletization of the scrubbed product was investigated. The screw scrubber in the beneficiation circuit helps to remove the clay minerals, causes an increase in iron values from 63.65% Fe(T) to 66.18%Fe(T), with improved physical (CCS of 325 kg/pellet) and metallurgical (RDI of 2.24%) pellet properties.

In 2010, the U.S. Mine Safety and Health Administration (MSHA) began holding hearings on a new coal mine respirable dust rule, which proposed a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the “hot spots” where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines’ compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, average mining height and selected “hot spot” counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications for the need for better dust control methods.

Enclosed cab filtration systems are typically used on mobile mining equipment to reduce miners? exposure to airborne dusts and diesel particulates generated during mining operations. Various filter configurations can be used within the heating, ventilation, and air conditioning (HVAC) systems of cabs to remove the airborne contaminants. The air cleaning performance of cab filtration systems is highly dependent on the efficiency of the air filters, the number of filters used, and their placement within the HVAC system. This paper shows how to mathematically model cab filtration systems and illustrates a methodology for developing other cab filtration system design models. Node diagrams of several filtration system circuits are illustrated with their mathematical models at steady state airflow and concentration conditions. Laboratory and field data are presented to demonstrate the validity and utility of modeling enclosed cab air cleaning performance. The paper concludes that incorporating multiple filters throughout the HVAC system improves the air cleaning performance and robustness of the cab filtration system design.

The Office of Mine Safety and Health Research, Spokane Mining Research Division, is continuing its high-energy, high-displacement testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link mesh, welded-wire mesh and combinations of them. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can assist in interpreting the condition of installed surface support. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to better quantify the stability of installed shotcrete support.

Reservoir properties including porosity and permeability distributions in longwall coal mine gobs have direct application to modeling the flow patterns and gas distributions in the gobs. Proper assessment of these distributions is required to assess gob gas hazards such as spontaneous combustion and explosive methane mixtures and to optimize gob gas venthole operation and nitrogen inertization. Determining the reservoir properties is difficult given that the gob is inaccessible and direct measurements cannot be easily taken. Several techniques had been used by previous researchers and will be discussed. This paper will present the methodology used to model the gob compaction by simulating the sequential extraction of coal. Two Western US coal mines were used for case studies. By determining volumetric strain, the porosity and permeability distributions in the gob can be calculated. The geo-mechanical model predicts an axisymmetric volumetric strain distribution with a steeper slope near the start-up room and a shallower slope near the active face.

Heterogeneity and discontinuity significantly affect rock strength. For accurate stability prediction, intact rock behavior is imperatively included in rock mass behavior. However, past research largely used arbitrary scaling approaches to produce rock strength. This paper considers a stochastic approach in order to determine the strength of a rock. Based on the laboratory data, a MATLAB® with extreme value stochastic model generates a database for each physico-mechanical property. Then FLAC® simulates laboratory-sized rock specimens. The grids developed in the numerical model can in turn develop random material properties in MATLAB®, which researchers then applied to the final FLAC® model. Model runs simulate the approach performed in the laboratory. The results from the model indicate that a stochastic approach produces strengths that are lower than a deterministic approach. Failure modes for each specimen are different, similar to observations in the laboratory. In addition, random density also influences the failure mode, highlighting the importance of stochastic analysis in rocks.
