The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. In the Gold-Cyanide Process (GCP) the cyanide anions act to solubilize the gold and silver present in the ore, and mercury as well. The resulting mercury and cyanide rich effluent are serious health and environmental problems. Currently, there is no mercury treatment from the ore leach solution since there are no precipitating agents or other technologies which can be used effectively in the pH ~ 10solutions. Recently, however, we have developed a new chelate ligand that is impervious to this level of pH and it can be used to precipitate Hg from NaCN solutions. On an actual sample taken from an active gold mine the chelate selectively reduced the mercury level from 34.5 ppm to 0.008 ppm within 15 minutes. Importantly, the gold and silver levels remained unchanged throughout this process. Thus, the environmental impact of Hg released in the GCP can be drastically reduced. Moreover, with a mercury treatment technology now available it may be possible to change, or reinvent, the entire GCP process.

Within the minerals industry, flotation is the predominant method when processing sulphide ores. There is hardly any competition in this area because of the high efficiency and low costs of flotation. When processing other ore types magnetic or gravity• methods are commonly used and sometimes leaching methods are selected. The wide variation of the properties of gold (high value, low ore grades, softness, high specific gravity etc.) sets challenging requirements to the processing methods and particu­larly for flotation machines, which should be able to effectively recover free fine gold, coarse gold and gold bearing minerals throughout the full size range. In gold processes the amount of concentrate is usually low, but in some cases large amounts of gold bearing sulphides e.g pyrites has to be recovered. In gold processing seldom does only one method provide the optimum results, but the recovery is usually made using several complementary technologies: gravity separation, leaching and flotation are the most common ones. Mineralogy is the determin­ing factor when selecting the method or methods to be used.

The analytical pillar design procedure employing the Wilson equation is based on the site-specific material strength of the floor, pillar, and roof rock. Stable pillars so designed will sometimes be larger than those designed using empirical methods thus providing more stability or at other times smaller than empirically designed pillars thus conserving natural resources. Presented here is a detailed procedure for the analytical design of soft rock pillars using the Wilson Equation. An example of this procedure is presented that uses data from a mine in the Owl Seam in Southern Appalachia. These Owl Seam pillars are now in use and are performing as expected. Also addressed is an assessment of the Dr. Scovazzo?s analytically designed pillars based on pillar performance data gathered by Dr. Mark in the Southern Appalachian Coal Field.

The challenge of the sustainable development framework in mining today is to see that the minerals sector as a whole contributes to human welfare and well-being without reducing the potential for future generations to do the same. If the minerals sector around the world is to contribute positively to sustainable development, it needs to demonstrate continuous improvement of its social, economic, and environmental contribution, with new and innovative governance systems. Canada is an international leader in mining and related technology. Metals and minerals is Canada?s second-largest earner of foreign exchange. Canadians, along with the rest of the world, are increasingly concerned about the environmental impact of mining activities. The Canadian Mineral industry has acknowledged the importance of its environmental responsibility by taking a broad range of innovative actions in order to ensure a sustainable development of its resources. This paper analyzes how the concept of sustainable development can be related to mineral enterprises. It discusses a wide range of issues under three main areas: perspectives on sustainable development; processes for furthering sustainable development; and assessment methodologies and indicators. This paper also presents a proposed framework and a core set of key sustainable development indicators that could be useful in efforts to measure progress toward sustainable development in mining. The paper concludes with a case study of some key sustainable development indicators related to the Canadian oilsands mining.

In the Spring of 1959 the Riverside Cement Company, a Division of American Cement Corporation, placed into operation at their Oro Grande California plant a new crushing-blending-reclaiming facility. This new facility, in conjunction with other modernization in the plant, has established a degree of automation and reliability on a-plant-wide basis which heretofore had not been attained in the industry. The blending and reclaiming facilities for raw stone and cement clinker at this plant represent not only the first computer programmed materials handling system of its type in the industry, but also the first installation of specialized equipment which was designed for high capacity, fully automated operations.

The 1980s marked a boom in gold mining and exploration in the United States particularly in the state of Nevada which lifted this country to second place in the world, after South Africa, in gold production. With this boom came many positive aspects such as increased employment, increased investment, increased payment of federal and local taxes, higher purchases of goods and services and higher expenditures on social and economic uplift programs. With the arrival of Minera Yanacocha in Peru in 1992, the gold mining boom shifted to this country which has lifted Peru to first place in Latin America in 1996 and ninth place in the world in gold production. As in the case of the United States in the 1980s, similar positive impacts are being felt throughout Peru in the 1990s.

Processing of the refractory precious metal ore from the Sunshine Mine is done in a fully integrated hydrometallurgical facility. This operating philosophy began with the construction of an antimony plant during World War 11, and it continued with the construction of a silver-copper refinery in 1984. The antimony plant relies on an alkaline sulfide ambient pressure leach combined with antimony electrowinning and antimony compound production. This plant is the largest producer of antimony metal in the United States. The one-of-a-kind silver- copper refinery uses a nitrogen species catalyzed sulfuric acid pressure leach system. The plant contains innovative downstream silver recovery processes as well as copper solvent extraction and electrowinning. This paper presents the pertinent process chemistries and flow sheets for the two unique hydrometallurgical processing plants.

Because of frequent sudden changes in the geologic composition of strata, the extrapolation of rock properties obtained from core samples to the surrounding areas can cause problems. To address this issue, a method of rapid strength testing in situ using a borehole penetrometer is being developed. This method, as opposed to conventional laboratory testing, does not require rock samples to be retrieved and handled/machined before testing. Rock strengths are determined di¬rectly on the drill-hole wall. The latest development is a borehole penetrometer that requires only a 38.1-mm- (1.5-in.-) diam hole. The small diameter of the penetrometer body allows for the drilling of test holes with production mine equipment such as a roof bolter. The new penetrometer allows for the possibility of a broad application in coal mines, as well as in hard rock mines and tunneling. The principles of the apparatus are described and are illustrated with examples of its applications.

Introduction Until recently, there were many jobs for mineral engineering graduates. Traditionally, minerals-related career paths available to university graduates stem from rather standard offerings in the disciplines of mining, metallurgy, petroleum, geology, geophysical engineering, and mineral economics. Within each discipline, there exists many career opportunities. In fact, until fairly recently, the most difficult decision for most graduates was choosing among all the available alternatives. Unfortunately, this relative state of euphoria changed quickly and dramatically within the minerals sector. Within two or three years, graduates from minerals-related engineering disciplines found it exceedingly difficult - and then almost impossible - to secure employment in the minerals sector upon graduation. At the same time, there were dramatic reductions in production requirements and, ultimately, mine closings. This resulted in massive layoffs and often termination of professional personnel possessing significant and valuable industrial experience. Obviously, this worsened an already bad employment picture for those hoping to begin a career in minerals. Certainly, there is no universal agreement on what the future offers for the US minerals industry or the career opportunities associated with it. However, there are a number of considerations that deserve study by students, faculty, administrators, and industrial personnel before minerals-related career paths are chosen. Where Will the Jobs Be and How Many? Everyone is aware that the minerals industry is very cyclic. It is not surprising then that job opportunities for new graduates also fluctuate. Typically, there is a two-to-four year lag between industry's engineering manpower needs and the academic community's ability to produce this talent. Due to the response lag, there will necessarily be years when supply and demand do not match. Employment Projections It is extremely difficult to anticipate what the key career paths might be within the next few years. Considerable speculation remains with respect to whether activity in the US minerals sector over the short-, intermediate-, and long-term will improve, remain status quo, or further deteriorate. However, some information pertaining to the prospects for career opportunities in mining engineering was offered by Tingley and Ghose (ME, Sept. 1983, p. 1274) from a study performed by Fenvessy and Schwab. Results from this industry-sponsored survey suggest that the US will experience 700 more mining engineers than needed in 1985, 1300 in 1990, and 1800 in the year 2000. These conclusions were based on the assumptions that future graduate levels remain flat and demand increases 3.6% annually. Educators quickly argued that depressed job markets, coupled with university student mobility, would negate the assumption of flat mining graduate levels in the immediate future. Student Mobility Student mobility from one engineering discipline to another is high. This is perhaps best demonstrated by the tremendous growth in programs such as computer engineering and computer science at the expense of enrollments in the more traditional engineering programs. The ability and willingness of students to quickly change engineering disciplines in response to existing and perceived job market demands have created significant student, faculty, and resource dislocations within universities nationwide. After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

The choice of ventilation schemes in the Northern Mujsky railway tunnel and definition of the nec-essary quantities of air ensuring regulated radiation conditions in the tunnel system has been accomplished. The influence of natural draught on the stability of tunnel ventilation has been estimated. The design of a portal venti-lation gate allowing minimal influence from natural factors is described. The dependence of pressure loss in the sliding ventilation gates on their spanning value of the vehicle tunnel section has been determined. The selection of parameters for an atmospheric air heating system in winter has been carried out. The operation regimes of air heaters, dependent on the temperature of atmospheric air, have been established.

"1. INTRODUCTIONDo contractual practices affect project outcome? Can better contractual practices improve the likelihood of project success? The consensus amongst experts is that better contractual practices really do improve project outcomes. With this in mind the members of the International Tunnelling Association (ITA) Working Group 3 on Contractual Practices (WG3) pooled their collective knowledge to publish in 2011 the document entitled The ITA Contractual Framework Checklist for Subsurface Construction Contracts (ITA Working Group 3, 2011). Written for projects involving significant subsurface works, e.g. tunnels and caverns, the ITA Framework Checklist explains the major contractual issues that must be considered to ensure a successful project. Its goal is not to specify how each issue should be resolved, but rather to highlight the issues and give recommendations on how they should be addressed. The Checklist is compatible with, and provides guidance for reviewing, standard contracts such as FIDIC and NEC. One of the authors is a co-author of the Checklist and has contributed to previous papers describing the Checklist and its applicability to hydropower projects (Hodgkinson & Wilson 2014, Hodgkinson & Wilson 2015). The Checklist identifies a series of issues that should be contractually defined, which can be summarized as follows: •,Methods for dealing with geotechnical uncertainties should be defined in the contract •,There should be an appropriate level of geotechnical/geological investigation •,Sufficient mobilization periods should be allowed •,Sufficient time should be allowed for testing and commissioning •,Procedures for timely dispute resolution should clearly defined •,Quality and performance requirements should be clearly defined and measurable •,Provision should exist for cost consequences of unforeseen circumstances •,Dispute resolution processes should be clearly defined •,Payment processes should be fair and clearly defined •,Risk should be clearly allocated and parties should be able to bear the risks they carry •,There should be a mechanism for adjusting payments according to conditions •,The risk management approach should be clearly defined •,Admeasurement or unit price approaches are recommended •,The responsibilities of each party must be clearly defined •,The consequences of non-performance should be clearly defined •,The construction programme (schedule) should be realistic."

For decades many of us who are associated with the mineral industry have tried to show the public its economic and strategic importance. Some of the mineral industry's proponents have been politically powerful figures and have been widely quoted. Yet, as measured by public opinion, legislative support, or almost any other standard, our efforts have been inadequate. It is apparent that a set of environmental beliefs that discredit industry, firmly held by a number of idealistic persons, has had wider coverage in the media and in schools than has the mineral industry's message. Although the fervor of our idealistic friends is often unfounded and, their stands unscientific, they must be considered seriously. Unless we address the issues in terms the idealists will understand, the mineral industry will have little influence on them or on the general public. A. striking thing is that, quite often, translation of idealists' views into action has been counterproductive. The reason is obvious. Excessive amounts of money and energy have been spent on relatively minor problems. The common result is that larger problems have been created. It may be possible to help anti-industry idealists understand their own dependence on minerals, and thus render their views more realistic, if they are shown more effective ways to reach their stated goals. If those goals can be shown to be held in common by all sensitive human beings -- including those in business and industry - the dialogue becomes one of how to achieve common ends. Individual mining companies acting by themselves have little possibility of success, and companies working in unison through trade associations have not been successful. Further, it is unlikely that industry in general can be successful in changing minds unless it seeks outside help. But friends among those who influence public opinion have been hard to find. Historically, help from media has proven difficult to get. Nor has enough help from educators been forthcoming. Yet, a war is going on in the technological, philosophical, and political trenches, even though much of the public is not aware of it. For the first time in years, there is row a significant and growing number of eloquent and brilliant thinkers on the side of free enterprise and industry, many of them environmentalists, but without the anti-industry mind-set. They have had remarkably little help from the private sector or even from the present administration. Industry may do far more for itself in the long run by encouraging these brave but bruised individuals and their organizations than by trying to work alone. These friends of free enterprise are working against a seemingly stacked deck relative to much of the media, the bureaucracy, and the educational system. However, despite their problems, their success to date has been remarkable. With more cooperation from industry they should do even better.

In order to simulate a grinding circuit, it is necessary to obtain valid mathematical models of the grinding mills and classifiers in the circuit. Several models of grinding mills Ova been proposed 1,2,3 and models of cyclone classifiers are available 4,5. Those models developed by Lynch et. al. 3,5 have been tested in the plant, so that some degree of reliability can be placed on them. Because of this, it is reasonable to assume that the Lynch models will apply for a given circuit, and then to test this assumption. Empirical modifications are made as necessary for a given situation. Usually, valid simulation models can be modified slightly to provide control models6,7. The purpose of this paper is to describe the results of an approach taken by Mular8 to obtain the Lynch models of parallel cyclone classifiers being used in the A-circuit of the new Strathcona Mill***.This was one of the projects undertaken by the fourth year Metallurgical Engineering Class of 1969, Queen's University, Kingston, Ontario, Canada, as part of their process design course which cooperates closely with the Canadian metallurgical industry.

The results of an extensive one- year test period of a nonelectric explosives detonating system led to the mine-wide adoption of this system at the Henderson Mine in early 1978. Since that time, extensive experience with nonelectric initiation has verified the earlier results which include the following benefits: 1. Increased blasting safety 2. Improved productivity 3. Cost effectiveness 4. High reliability At the present time, while electric blasting caps still experience a limited use restricted to trunkline initiation, all heading rounds as well as the longhole bell, undercut, boundary cutoff and raise blasting are detonated non-electrically. The primary blasting agent used is AN/FO, and primers are typically one of the following products (depending on application): PETN, semi-gelatin dynamites or a nonnitroglycerin water-gel slurry.

Over one half billion tons of coal per year is scalped, classified, deslimed, drained and rinsed, dewatered and final sized on rotary, vibrating, shaking or stationary screens. The vibrating screen is the industry work horse and performs the bulk of the screening functions in the coal preparation plant. There are two major types of brute force mechanical vibrating screens used in coal preparation plants: (1) the two-bearing one-shaft inclined screen and (2) the four-bearing two-shaft horizontal screen. Both of these types are familiar to coal producers.

The demand for natural gas continues to increase at higher than anticipated rates, partly because of its widening price advantage over most other fossil fuels when the cost of air pollution control is included. However, there are clear indications that natural gas supply from the contiguous 48 states and continental shelves will not indefinitely keep up with this rapid growth in demand. Projections are presented which define the extent of potential deficiencies from the 1970's to the year 2000. Among the sources of supplemental gas - imported pipeline natural gas from Canada and Mexico, tanker import of liquefied natural gas, and synthetic pipeline gas from coal and oil shale - by far the most abundant at potentially competitive costs is pipeline gas from coal. The state of development and relative economics of the various coal gasification processes are reviewed. It is shown that synthetic pipeline gas could become a very substantial market for bituminous coal and lignite at current minemouth prices - 60-70 million' tons of coal for each trillion cubic feet of synthetic pipeline gas produced. This corresponds to only slightly more than the current annual increase is gas demand.

The development of the Escondida concentrator is described, from the design of the original 35,000 tpd concentrator through successive expansions and modifications to the 115,000 tpd plant currently under construction. Operating problems, and the steps taken to overcome them, are briefly discussed. Reasons for key equipment choices and flowsheets modifications in the expansions are explained, with some emphasis on the flotation circuit.

A major process control system is in some ways like a complex organism. The extremities, (that is, field instruments) are exposed to many hazards and suffer malfunctions of relatively minor and repetitive nature. Here I equate a stuck valve or dead transmitter with a skin abrasion or cut. The maintenance and repair of the extremities can be done by technicians with basic but thorough knowledge of relatively few problems and their solutions. Here I equate with administering Band-Aids and aspirin. On the other extreme, when the master control device (such as a computer) fails, one does not attempt home remedies. A "brain" specialist is called in. It is, however, crucial that the patient be able to clearly describe his symptoms. Getting down to the case at hand, a complex system consisting of field instruments, instrument racks, interface equipment, and perhaps a computer, may require maintenance at all levels. At the field equipment end where physical damage, corrosive atmospheres, reconfiguration, and routine calibration checks are common, the customer has the opportunity to develop a competent staff of maintenance people. The relatively high maintenance activity assures competence through repetition.
