Talc, when it can be isolated as a pure mineral, has a composition of 63.36% SiO2, 31.89% MgO, and 4.75% H,O. However, as a commercial commodity less than half of all talc sold has a purity exceeding 95%. Nevertheless, impure talc products find a multitude of uses and few substitutes in many industrial applications. Minerals commonly associated with and sold together in talcose mixtures are chlorite, dolomite, mica, magnesite, and tremolite. Steatite was originally a mineralogical term applied to pure talc. Today steatite usually denotes a high-talc ceramic body used as an electrical insulator, and the talc used in such applications is known as steatitic talc. Steatitic talc generally is found in massive, high- purity form and in the past was machined directly into electrical parts, which rarely is done today. Impure varieties of massive or block talc are still commonly termed soapstone. Soft massive talc, suitable for crayon manufacture, has been referred to as French chalk. It has been common practice to discuss talc, soapstone, and pyrophyllite under the same general heading. In the case of soap- stone and talc this is natural, since many different types of platy, soft minerals exhibiting a high degree of lubricity (commonly referred to as slip) have been grouped together and called soapstone or talc. Further, there are mineralogical relationships between pyrophyllite and montmorillonite and between talc and hectorite. Thus, talc and pyrophyllite are sometimes referred to as clay minerals. When finely divided talc or pyrophyllite are combined with water in proportions to make a slurry, the end product does have the appearance of a clay-water mixture. Soapstone for utensils and ornaments was mined by prehistoric Native Americans on Santa Catalina Island, CA. In the mid- 1800s soapstone from deposits along the western foothills of the Sierra Nevada Mountains was used by white settlers as building and ornamental stone and for the linings and foundations of furnaces (Anon., 1956). Previous to 1916 the annual recorded production in California did not exceed 1.8 kt. From 1912 to 1918, however, output rose sharply when the Talc City, Western, and Silver Lake mines were put into operation. From 1916 to 1935, the state's annual output of talc was in the range of 8.2 to 18.2 kt. There was another increase in the mid-1930s, when the use of talc in wall tile grew rapidly. In California the production of talc grew to 57.2 kt in 1943. The post-war building boom helped California's production to grow to 108.9 kt in 1951. Production stood at 149.8 kt in 1968, 13 1.6 kt in 1969, 167.9 kt in 1970, and 140.7 kt in 1972. In the mid-seventies and early eighties, however, California's talc production declined to approximately 20 kt in 1992 due to reserves exhaustion and the material's tremolite content, which raised significant product liability concerns at the time. Talc mining in New York State dates from about 1878, when a Colonel Palmer and associates opened the first commercial talc mine on the Nelson Freeman farm near Talcville. In 1893 this operation was sold to International Pulp Co., which changed its name to International Talc Co. in 1944. The company was acquired by R.T. Vanderbilt Co., Inc., in 1974. A new talc operation, Gouverneur Talc Co., owned by R.T. Vanderbilt Co., began operations near Balmat, NY, in 1948. The initial capacity of the processing plant was 180 tpd (Gillingham, 1950). Subsequent expansions have increased capacity to more than 725 tpd. Talc was discovered in the area of Johnson, VT, in 1902, marking the birth of the Vermont talc industry. American Minerals Co. initiated plant operations at Johnson in 1904. MagnesiaTalc Co. opened a plant at Waterbury, VT, in 1913 (Burmeister, 1963, Trauffer, 1964) and acquired American Minerals Co. in 1923. The Waterbury mine had a long history as a producer of talc crayons. Eastern Magnesia Talc Co. was formed in 1924 by the merger of Eastern Talc Co. and Magnesia Talc Co. In 1956 Vermont Mineral Co., with a talc mine at Hammondsville, VT, was also acquired. A new plant was then built at Gassetts to produce roofing products. In order to produce high grade products for several markets, Eastern Magnesia Talc Co. began operating a modem froth flotation plant at West Windsor, VT, in 1964. The ore was provided by the Hammondsville mine. This operation, known as Windsor Minerals, Inc., continued from 1972 to 1989 as a subsidiary of Johnson and Johnson Co. In 1989 Cyprus Minerals Co. acquired Vermont Talc, Inc. and Windsor Minerals, Inc.. thus consolidating the talc mining and processing operations at Hamm, Windham, Johnson, Chester, Ludlow, West Windsor, Troy, and Reading, VT, under one ownership. As the result of Cyprus' sale of its worldwide talc assets to the RTZ Group in 1992, its US talc operations are now part of Luzenac America, Inc.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

South Arturo is a “Carlin-type”, breccia-hosted, oxide gold deposit located at the north end of the Carlin Trend. The discovery hole was drilled in July 2005 from mine dumps 1,000 feet south of the Dee open pit. Discovery hole (BD-72) encountered a cumulative 245 feet @ 0.056 opt Au beneath 850 feet of post mineral Tertiary Carlin Formation. Oxidation extends to depths greater than 2,000 feet in the deposit area. The deposit is presently in definition drilling stage with approximately 190,000 feet of drilling completed to date. A resource estimate is in progress. This paper will focus on the discovery and descriptive characteristics of the mineralization.

The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine the effectiveness of a filtered air delivery system to reduce respirable dust exposure to roof bolter operators in underground coal mines. When performing roof bolting operations, roof bolter operators may experience exposure to high levels of respirable dust during a working shift, especially when working downwind of the continuous mining machine. While drilling and installing roof bolts, this filtered air system supplies a clean curtain of air over the roof bolter operator by means of a plenum mounted beneath the canopy. This experimentally designed air curtain, adapted for roof bolting machines used in this study, is based upon previous design prototypes, computational fluid dynamics (CFD) simulations, and trial-and-error testing. Both prototype and final designs were tested in the full-scale mining galleries at the Office of Mine Safety and Health Research (OMSHR) in Pittsburgh before being taken underground for field testing. Test results of the system in both laboratory and field studies show reductions in operator exposure to respirable dust when the operator is positioned directly under the protected zone of the canopy.

Most of us are aware of the ever increasing use of underground space. At the Advisory Conference on tunneling in Washington, D. C. in June of 1970, the demand for construction oriented tunneling during the 1970s was estimated at some 21,000 Km of length with an excavation volume of 675 million cubic meters. Of this total, 11 million cubic meters were forecast for underground parking. Though this is a small portion of the total, it is significant to note it represents a 280% increase over the previous decade. Other areas of unusual increase were railroad tunnels, 150%, and rapid transit tunnels, 160% (1). Faced with this increasing demand, the need for improved excavating efficiency is obvious. Great strides have been made. In Japan, for example, several new long tunnels have been driven parallel to old existing ones at costs as much as 50; under those of the original tunnels (1). This is an impressive achievement. I am certain, however, that we would all agree that even greater improvement is required. Great emphasis is being placed upon sophisticated systems which include among others, mechanical borers, thermal fracturing, and various methods of rock weakening and softening. However, in hard rock excavation the fact remains that the drill-blast method continues to be the most widely used system. Undoubtedly it will continue to be one of the most important techniques in the forseeable future.

Cable shovels are used for primary excavation in in-situ and/or pre-fragmented formations in surface mining operations. Poorly fragmented hard rock formations and random occurrence of hard boulders in soft formations cause extreme variability of material diggability, resulting in varying shovel stress loading. The stress loading of a shovel’s front-end assembly could result in fatigue failure. Conventional design process, which uses physical shovel simulation studies, is very costly and time consuming for achieving statistically significant results. In this paper, rigid and flexible multi-body dynamic theories are used to develop component stress loading and deformation models of the cable shovel, and solved in the ADAMS/NASTRAN/FLEX environments. Detailed simulation experiments are carried out to examine the performance, reliability, durability and efficiency of the P&H 4100A under varying in-situ formation conditions. The results show areas of high stress fields with a maximum stress of 313.31 MPa at node 441 within the hoist rope. The reliability of the results is confirmed by comparing existing test data. The study is significant because it provides a solid foundation for further study of failure life analysis of the cable shovel components.

Mining induced seismicity and rockbursts have been part of the deep level gold mining industry in South Africa for many years. One could be forgiven for thinking that we should know everything there is to know by now to have rockbursting under control to a level that it has minimal impact on safety and production. Well, we don’t… There are things we know that we know, and they are implemented, or should be. There are thigs we know that we don’t know, and they are researched, or should be. There are things we don’t know that we don’t know, and, well, we don’t know… We know that seismicity and the associated potential for rockbursts generally increase with an increase in stress (increase in mining depth and/or mining span and creation of remnants) and proximity to faults and dykes. We know there are a number of potential sources of events in a mine; that is: mining abutments, pillar abutments, mining faces and geological structures (faults and dykes). We know there are a number of event mechanisms associated with these sources; that is: slip on a geological structure, shear through intact rock and bursting of the rock near the edge of a mining excavation. One of the tools used more and more and with increased success to identify event source mechanisms is Moment-Tensor analysis (MT). This typically assist in differentiating between three event mechanism components: volumetric deformation component, axial deformation component and slip / shear component. The insight gained from MT assist greatly in identifying the most likely event source to assist in understanding the rockmass response to mining. We know that the seismic response in our mines are mining induced (not natural). This may seem trivial, but it is important to realise that we influence the seismic response with the way we mine, and by how much we mine (extraction ratio). Therefore we put design rules and strategies in place to reduce the seismic hazard and we install rockburst support in our mining excavations. We know the seismic response to mining is influenced by the properties of the rockmass, including strength, stiffness and brittleness, but quantifying its influence is typically more difficult than expected. We know numerical modelling can improve the engineer’s understanding of the potential rockmass response associated with designed mining layouts and strategies. For our environment (narrow, tabular large area) elastic boundary element modelling remains the most convenient and practical approach, but it overestimates the stress at mining abutments and underestimates the stress further away from these abutments. Adding a crushing (based in limit equilibrium) modelling approach vastly improves the boundary element modelling ability to simulate the deformed (interpret fractured) zones and associated redistribution of stress. We don’t know how to quantify what an acceptable seismic risk is. We don’t know if we can mine remnants at an acceptable seismic risk. Some remnants are extracted surprisingly easy, others serve us with devastating rockbursts. The limit equilibrium modelling shows potential to significantly improve our ability to quantify the rockburst risk. We don’t know if large-scale preconditioning is possible and will be effective to significantly reduce the seismic risk associated with remnant and pillar mining. Research is required (and has been initiated). Vast areas of ground have been extracted historically in the South African gold fields. Most gold reserves are now in deeper ground (4000 m) and historic remnants (areas left before due to mining difficulties) as well as pillars (regional stability pillars). If we cannot find ways to extract these reserves at acceptable risk levels, the future of the South African gold mining industry is very short.

Introduction Trends of successful discovery technology and psychology emerge from a thoughtful study of various companies' exploration programs. These subjective patterns can be generalized into groups of factors for discussion. Here, for convenience, factors that influence exploration success are separated into management and geologic concerns. Most successful discoveries have a demonstrably favorable management combined with a technically competent geologic input. Both are required. But the management input is decisive. Management factors include the correct definition of management's role; cost of exploration; time needed for exploration; commodity selection; and the fostering of autonomy, creativity, and confidence in the geology department. Geologic factors include imaginative technical competence (field as well as academic), correct development and use of empirical exploration or prospecting models, and dedication. Success comes to those entities that are properly managed and have technological competence. A management team that directs a company's business has been compared to a dynasty. The dynasty lays out policy and follows up with appropriate action. In that management's power is pervasive, the term is appropriate. Management's role is, however, more important. Many examples can be cited where the geologic input was impeccable. But management somehow snatched defeat from the jaws of victory, and the exploration success was turned to a third party's profit. Management Factors Management's role can be broadly generalized to four parts. These are to identify the commodities it seeks, define its part in the exploration process, develop a functioning exploration department, and have the desire to succeed. It must have confidence in its geologists and delegate to them the authority and responsibility they need to operate successfully. Head office management cannot do the thinking for a field staff thousands of kilometers away. There is no substitute for confidence and delegation of authority. Successes came to those who had the freedom to act. Motivation is a management requisite. Management's role is to prevent destructive, internecine political battles within the corporate structure. Most large US mining corporations have well known histories of political strife that have damaged their exploration efforts. Management's role must, above all, include the desire to succeed. There are cases where management has been confronted with a commercial exploration success, but their reaction is to request additional study or exploration. Perhaps the problem of bringing a commercial find into production is beyond their capabilities. But a bona fide discovery sent back for additional work commonly is lost due to that management. The cost of exploration is a factor that management must accept. A variety of studies made during the past 40 years shows the cost per discovery to be $25 million, $38 million, $200 million, or even $290 million. These figures are derived by dividing the total exploration expenditure by the number of discoveries. However, successful management dynasties have a much lower cost per discovery during their management regime. Asarco, from 1948 through 1963, had one of the lowest cost discovery rates in the world. Duval Corp., from 1948 through 1968, had comparably low discovery costs. Placer Development, from 1955, was equally successful. Western Mining in Australia has had one of the longest lived dynasties associated with exploration success. Time is vital in exploration success. Most successful exploration case histories stress sufficient time in project exploration so that the target is well tested. A large target cannot always be adequately evaluated by a few holes (strat or concept testing). Serendipity helps in exploring large targets, but it best operates in a lengthy program. Numerous case histories include pleasant surprises. But these came mostly after the 10th hole. Commodity markets are important factors governing exploration success. Management's decision to explore for a specific commodity can doom its effort if that product suffers from severe oversupply. Unquestionably, progressive copper price increases from 1948 through 1968 helped convert marginal porphyry copper discoveries

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. When mining accidents occur, workers often become trapped and/or incapacitated. Current rescue operations can be dangerous and too slow to produce favorable outcomes. Currently, no method exists for rescue crews to scout ahead at critical times to assess the situation. Sandia National Laboratories (SNL), through a National Institute for Occupational Safety and Health (NIOSH) sponsored program has developed the Gemini-Scout mine rescue platform. The Gemini-Scout was created to assist in underground mine rescue missions. It has been designed to go into potentially hazardous environments to assess the conditions (structural, air quality, temperature). In addition, it will enable two-way communications with potential survivors prior to human rescue teams being able to enter the area. The Gemini platform is a dual tracked-chassis design, which gives the robot excellent mobility in unstructured environments. The design includes a passive 2-degree of freedom joint between two identical bodies allowing for ±30deg of pitch and roll. In addition to the base mobility platform, the Gemini-Scout incorporates many other features to help it succeed in its underground mission. The electronics are mounted in explosion proof housings to ensure safe operations in hazardous gas environments. The platform is also able to operate in up to 18in of standing water with its elevated pan/tilt cameras for navigation. A four-channel video link and Two-way audio on the vehicle help to ensure located survivors can communicate with the robot operators. The platform also incorporates a Mine Safety and Health Administration (MSHA) approved multi-gas sensor to monitor air quality. SNL believes that this technology is broad enough to be appealing to other first responders, such as police, firefighters and medical personnel. Gemini could easily be fitted to handle earthquake and fire scenarios, and it could provide relief in currently inaccessible situations.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Introduction Will cogeneration be a major power source in the future? The location of electric power generating plants has changed. In 1900, more than 50% of electricity was generated by industrial plants. Since then, industrial plant generation of electricity greatly decreased to 17% in 1950 and to only 3% in 1980. Changing economics in electric power generating costs, though, may allow cogeneration to reverse this trend. Cogeneration has been defined as the simultaneous production of electric (mechanical) and thermal energy from a single energy source. Some applications are considered to be byproduct generation of electricity from industrial, thermal operations. Cogeneration is not new to the mining and minerals industry. Smelters and steel mills have used waste heat to generate electricity. Public Utilities Regulatory Policies Act of 1978 The potential for increased industrial cogeneration of electricity is related to the March 9, 1978 enactment of the Public Utility Regulatory Policies Act (PURPA). The US Supreme Court ruled that PURPA is constitutional. The court upheld requirements that utilities interconnect to cogenerators. It also ruled that 100% of avoided costs be used as the guideline for electricity sales by a qualifying facility (QF) to a utility. The state of New York established a floor price $0.06/kWh for electricity sales from a QF to a utility. It is obvious, then, that a cogenerator must first establish price and then become a qualifying facility in order to sell electricity to a utility. Proposed cogeneration plants The estimated industrial cogeneration potential for the years 1986 to 2000 is 9500 to 25,000 MW. Industries represented in this cogeneration estimate are pulp and paper, petroleum, chemicals, food, textiles, rubber, plastics, steel, lumber and wood, cement, glass, metal fabrication, and industrial parks. A cogeneration plant has been proposed for the Union Carbide chemical plant in Institute, WV. A steam turbine/generator would be installed to replace the pressure-reducing valve in the 2.7 MPa (400 psig) header. Scott Paper Co., Mobile, AL, proposed a cogeneration plant using a coal- and wood-fired boiler and a turbine/generator to produce process steam and electric power. A cogeneration system has been proposed for a large oil refining plant. A pulverized coal boiler would produce high-pressure steam to operate a turbine, generator. The exhaust steam from the turbine will go to the process and an existing turbine. Kansas City, MO's Armour meat-processing plant has proposed a cogeneration plant. This proposal is to use a natural gas or oil-fired, gas-driven turbine and a generator. The waste heat from the gas turbine would go to a heat recovery boiler for use as process heat. Dade County, FL is implementing a central energy system to supply electricity, air conditioning, and domestic hot water for five buildings in downtown Miami. The cogeneration system is to provide flexibility, to optimize fuel use efficiency while serving the variable thermal demands. Generation of electricity from municipal waste is not considered to be a cogeneration process but is covered by PURPA. Special considerations are provided for waste/electric power generation to encourage the development of these systems. ?

"The dissolution behavior of lateritic nickel ore containing 1.2% Ni, 40.6% Fe, 9.5% SiO2 and 9.59% MgO by sulfuric acid was investigated. The ore was characterized adequately by different techniques such as chemical analysis, scanning electron microscope (SEM), X-ray diffraction (XRD), field emission scanning electron microscope (FESEM), thermal analysis and Fourier transform infrared (FTIR) spectroscopic measurements. The characterization results did not reveal any distinct mineral phase for nickel; it was associated with mineral phases like goethite, hematite, chromite and serpentine in various proportions. The beneficiation studies by hydrocyclone, magnetic separation and flotation did not enrich the nickel value. Reduction roasting followed by magnetic separation indicated only 2%Ni with 28.9% yield. Consequently, the recovery of nickel values from the lateritic ore by acid leaching under different conditions was studied. The kinetics of leaching obey the first order rate equations. The recovery of nickel was found to be influenced by temperature. It was observed that at an acid concentration of 2M, leaching temperature 363 K, time 240 min and solid-to-liquid ratio of 1:10, it is possible to leach out more than 95% Ni.IntroductionThe demand for nickel is ever increasing. Nickel is used to impart specific properties to steel, titanium and aluminium, and also is used in petrochemicals, catalysts, batteries, etc. It has been estimated that nickel oxide ores account for about 70% of the world nickel reserves. However, most nickel is sourced from sulfide ores. Nickel is extracted from sulfide ore by size reduction, followed by flotation to obtain a nickel-rich concentrate. The concentrate is then pyrometallurgically processed by smelting to produce a nickel-rich matte after discarding an iron-rich slag. Due to the increasing demand for nickel in stainless steel and other alloys, nickel is also extracted from many secondary sources. The recovery of nickel from oxide ores is now gaining momentum, and more exploitation of this ore is being attempted by advanced as well as environmentally feasible, cost-effective techniques. Dalvi et al. (2004) has reported that, due to the increase in demand, the world nickel production from laterites is expected to increase every year from the current level of production. In recent years, investigations of the use of low-grade ores, spent catalysts, clays, etc., have intensified to meet the market demand and also due to a shortage of high-grade nickel bearing ores (Al-Mansi and Abdel, 2002; Baba et al., 2009; Ismail et al., 2011)."

Visible and sometimes audible indications of excessive underground rock pressure such as pillar fracturing, squeezes on chocks, and "roof talk" are familiar to mining engineers. Such signs often precede rock failure on a larger scale and therefore may be used as a warning. Nevertheless, these subjective observations do not provide an adequate means of evaluating the existing rock pressure conditions in a mine. One method which appears to be extremely promising in determining the stability of geologic structures in general is that of monitoring their associated micro seismic activity. Mining engineers generally agree that during the process of rock deformation and failure small-scale seismic ("microseismic") vibrations are produced in the rock itself. These transient vibrations propagate through the rock structure and may be detected at a considerable distance from the failed rock by employing suitable electronic monitoring equipment. Hardy (1) has presented a detailed review of microseismic research in the mining, petroleum, and geoscience areas, and it is apparent that relatively little application of micro seismic techniques have been made in coal mines. This is especially true in North America since here most coal mines are fairly shallow and consequently are not generally subjected to excessive stresses. Furthermore, strict Federal and State mining laws limit the use of electrical equipment in coal mines complicating the use of the necessary monitoring facilities. In terms of both mine safety and economics, monitoring microseismic activity appears to be invaluable in the detection and location of over-stressed pillars and unstable roof conditions caused by development and production work. In 1970 The Pennsylvania State University Rock Mechanics Laboratory became involved in a research project, sponsored by the U.S. Bureau of Mines, to investigate the feasibility of using microseismic techniques to detect and to locate potential regions of instability around a longwall coal-mine operation [Hardy and t10wrey (2); Mowrey (3)]. In this study geophones (velocity gages) located in an array of shallow boreholes drilled from the surface above the active area of the longwall were employed to detect microseismic activity, and a mobile micro-seismic monitoring facility was used to condition and record this data for later analysis. This project is unique in that measurements were made from near-surface geophones rather than geophones installed on the mine itself. Two advantages are apparent, namely that (1) there are no electrical limitations on the monitoring system and that (2) mining operations can continue normally because there is no monitoring equipment or cables in the mine.

"Understanding ground control problems continues to remain a focus of the mining engineering community. To aid mine operators and engineers in identifying and responding to ground control issues, the Ground Observation System (GOS) is being developed. The GOS is an integrated, web-based graphical user interface that displays ground response data collected wirelessly from an underground mine. It presents data in an intuitive manner to assist mine personnel, who are on- or off-site, in quickly identifying hazardous areas. Geotechnical instrumentation will be connected to wireless transmitters that will relay data in real-time to a surface computer that stores the information in a database. The GOS website will then display the geotechnical data in graphical and tabular forms, as well as in conditionally formatted mine maps. Data from each measurement device will be able to be viewed in its entirety or within a time interval, and can be downloaded for further analysis. The ability of the GOS to quickly interpret and communicate mine hazards to personnel of varying technical ability should prove to be a useful tool in understanding ground control and thus improving mine safety.INTRODUCTION Computer-based data information centers that convey operating parameters and conditions are prevalent in modern underground mines. Today’s systems are popular in showing ventilation controls and monitoring equipment performance (Jyothi & Meena 2013). In ground control monitoring, Conover, Ross, and Bigby, 2010 have installed a wired telltale roof monitoring system that sends roof displacement data every ten minutes to a computer on the surface. The computer receives, stores, and displays the data in real time. Data can also be viewed remotely through a password protected internet connection. Additionally, an internet connection allowed for remote updates to the system which streamlined software development and maintenance by eliminating travel (Conover et al., 2010). Currently, no such system beyond Conover et al.’s design has been accomplished. The Ground Observation System (GOS) is being developed to fill the void of real-time geotechnical monitoring in underground mines. A wide array of data will be transmitted wirelessly and broadcasted to on- and off-site mine personnel through the internet. The GOS will incorporate geotechnical data from roof deformation, borehole scratch testing, photogrammetry, and seismic monitoring into one interface, all while achieving permissibility for the use in gaseous mines. As a result, a comprehensive view of rock movement due to mining will be available. The overall purpose of the GOS is to deliver warnings; to ensure reliable data is relayed to personnel for the identification of potential ground failures, provide mine engineers information to design more stable mines, and assist with further geotechnical research."

"The reactivity of an enargite mineral electrode was investigated spectroelectrochemically under conditions typically found in alkaline sulfide leach solutions, with pH 11-13 and Na2S additions of 50 and 250 gL-1. A bulk enargite electrode was cycled between 0 and -1,000 mV for each set of solution conditions. Raman spectroscopy was used to determine and compare surface formations against species in mass-balanced EH-pH diagrams generated using STABCAL. Previously, it was determined that arsenic could be selectively leached under alkaline conditions at an average solution potential of -300mV, across the pH range 11-13. Operating under such conditions allowed for the selective leaching of arsenic with elemental sulfur formation. From several of the voltammograms obtained during this current testing, the formation of elemental sulfur appeared at increasingly reducing conditions with increasing sulfide concentration. At high concentrations, copper started to dissolve, possibly as a bisulfide complex, reducing the selectivity of the leach, unlike previous studies. However, the presence of the higher sulfide concentration is also anticipated to prevent passivation by consuming any surface formation of elemental sulfur. This study provides insight into the operating parameters of alkaline sulfide leaching in regards to the selectivity of arsenic leaching, as well as guidance for control of reagents and solution potential and, of course, the need for water treatment afterwards.IntroductionEnvironmental limitations on the pyrometallurgical processing of arsenic-bearing concentrates have forced operations to consider other solutions. Attempts to hydrometallurgically process enargite (Cu3AsS4) fall into two categories: the co-dissolution of arsenic and copper under acidic conditions, and the selective leaching of arsenic under basic conditions. The authors believe that the selective leaching of arsenic is more amenable because it produces a solid copper phase, preferably chalcocite (Cu2S) or covellite (CuS) that could then be processed using conventional methods already in place in the copper and gold industries. Potential leaching methods include alkaline sulfide leaching (Achimovicovica et al., 1999; Anderson and Twidwell, 2008a,b; Tongamp et al., 2009 and 2010), hypochlorite leaching (Vinals et al., 2003; Curreli et al., 2005; Mihaljovic et al., 2007), ammoniacal leaching (Gajam and Raghavan, 1983), and acid leaching (Gow et al., 2014b) with or without fine grinding to mechanically activate the enargite surface and increase normally slow leach reaction kinetics (Achimovicova et al., 1999; Balaz et al., 2000; Balaz and Achimovicova, 2006). In this study, the reactivity of enargite under alkaline sulfide leach conditions was examined."
