The North Shore Connector Project for the Port Authority of Allegheny County involves TBM mining a pair of subway tunnels through soil and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a historic building on shallow foundations and modern buildings on deep foundations, one constructed directly over the alignment during the latter phases of design. This paper provides an overview of the general site conditions, and technical basis for excavation support and tunneling decisions. Deformation limits, ground improvement, monitoring and mitigation plans, geotechnical baseline report development, and risk management will also be discussed.

The reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In such a process quartz is often floated with ether amines (R?O(CH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of hematite does not work well if a certain amount of slime is present in ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the flotation efficiency of iron ore flotation by use of a new type of depressant for clay and iron minerals, i.e., GP clay binder. It is postulated that the GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It is further theorized that the clay binder helps depress hematite flotation due to its unique chelating ability to iron ion. The results from this study clearly show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing concentrate grade to 67.08% and iron recovery to 78.15% simultaneously. National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems include: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of environmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental difficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. Biomineralization of manganese on titanium condenser material exposed to seawater has been illustrated. Biom-ineralization occurs when the fouling components, namely, the microbes, are able to oxidize minerals present in water and deposit them as insoluble oxides on biofilm surfaces. Extensive biofilm characterization studies showed that an alarmingly large number of bacteria in these biofilms are capable of oxidizing manganese and are, thereby, capable of causing biomineralization on the condenser material exposed to seawater. This paper addresses studies on understanding the exact role of the microbes in bringing about oxidation of manganese. The kinetics of manganese oxidation by marine Gram-positive manganese oxidizing bacterium Bacillus spp. that was isolated from the titanium surface was studied in detail. Manganese oxidation in the presence of Bacil-lus cells, by cell free extract (CFE) and heat-treated cell free extract was also studied. The study confirmed that bacteria mediate manganese oxidation and lead to the formation of biogenic oxides of MnO2, eventually leading to biomineralization on titanium surface exposed to seawater.

One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

The Pegasus Gold/Montana Tunnels Mine is a high­tonnage, low-grade, base and precious metal operation in Jefferson City, Montana. Gold heads are typically 0.02 opt with the dominant gold mineral being a native metal electrum quite rich in silver. Early research and development indicated the ore to be amenable to gravity concentration at a 10 to 14 mesh grind. Although full flow gravity preconcentration was considered as a flowsheet alternative, flotation was chosen as the main recovery process due to its apparent lower cost for capital and operating. At this early juncture, the option or concept of recovering coarse free gold by gravity was deemed unnecessary or irrelevant. The intermittent loss of free gold has been observed in the flotation tailing since mill start up. A comprehensive research program was initiated in 1990 to identify the magnitude of this loss and investigate alternatives for its recovery. Batch and pilot plant testing has ultimately led to a permanent gravity circuit being installed at the cyclone underflow. The circuit is designed to scalp out the liberated coarse gold contained in the ball mill circulating load. The final flowsheet consists of: a pinched sluice to upgrade cyclone underflow; a Tyler doubledeck screen to remove over­size from sluice concentrate; Knelson concentrators for roughing and cleaning of screen undersize; an Eriez wet drum separator to remove tramp metal from Knelson concentrate; a Sweco screen to size Knelson cleaner concentrate for tabling; and a Wilfley table to produce final concentrate for direct melting.

In the construction of recent subsurface projects, particularly mined openings and transit systems, it has been apparent that final costs were often greater than first expected. Because many overruns result from alleged differing site conditions, there was reason to suspect that pre-bid geotechnical investigations were inadequate for predicting subsurface geology. In 1982, nine federal agencies involved in constructing underground facilities funded the National Academy of Sciences' U.S. National Committee on Tunneling Technology (USNC/TT) in an effort to evaluate and clarify the relationship between geological knowledge and construction costs. That committee formed the special Subcommittee on Geological Site Investigations, which spent more than two years studying underground projects by examining contract documents and geologic reports, making site visits, and interviewing owners, designers and contractors. The study ultimately encompassed 84 mined tunnels and chambers and three deep shafts in the United States and eastern Canada. Data collected on geologic exploration, design and construction were analyzed and conclusions reached concerning whether and how site investigations need to be improved. The results of the study are published in two volumes by the National Academy of Sciences. Due to the recent completion date of the main report, it was not possible to prepare a summary for inclusion in the RETC Proceedings. This research contributes to BioMinE (http://biomine.brgm.fr), an integrated European Union project of the Sixth Framework Programme. The general objective of BioMinE is the development and integration of innovative, environmentally friendly, biohydrometallurgical processes for the recovery of metals from primary and secondary resources within Europe. The work presented in this paper deals with the initial plan of study on the sustainable use of solid wastes derived from bio-processing of European metal bearing resources. The approach involves solidifying the waste into cementitious waste composites analogous to controlled low-strength materials (CLSM). The aim is to achieve composites of adequate mechanical, physicochemical and environmental integrity, thus providing a sustainable solution for dealing with such bulk products which are conventionally unmarketable and therefore normally discarded to landfill. Assessment has been based on largely ?model? wastes anticipated to be similar to bio-processing wastes. These include an ochreous mine water sludge and an industrial goethite residue. The work indicates that wastes containing high iron and calcium contents, typical of products from bioleaching of concentrates, could be beneficially reformed as CLSM of appropriate compressive strength. Due to the high water contents of these composites, porosity and hydraulic conductivity were correspondingly high. Flow-through leach tests showed some resistance to immobilisation of toxic elements. Work is continuing to reduce the risk of toxic elements leaching under environmental conditions. This will include laboratory-scale encapsulated systems of CLSM, designed and tested to produce a novel type of engineered fill structure.

Raises are widely constructed underground in hard rock mining for ventilation, material transport or emergency escape. The four major raise excavation methods, Drop Raise, Conventional, Alimak and Raise Bore can be divided into two categories from ground control point of view, one ground support can be installed during excavation, the other not. Excavation method must be chosen carefully to keep the raise wall in stable state during excavation and make sure enough rock stand-up time to install ground support if needed. If rock quality is permitted and there is no strict space limitation, raise bore method which is the only method that ground support can not be installed after the whole excavation is finished should be considered first because it is faster, cheaper, safer and less disturbance to the hosting rock. Support may or may not be needed depends on the purpose of the raise and rock quality. In high quality hosting rocks, if the raise is only for ventilation or material transfer, support may be not needed. If it is for emergency escape or escape and ventilation, which provide or require personnel access, the whole raise must be supported either in high or low quality rock. Based on on site data collection, construction and raise utilization, this paper gave out the rule of thumb how to decide an excavation method. After purpose of the raise, required raise diameter (size) and raise site options being known, geotechnical data collection is the next important step in a raise project.

The Coal supply and demand review arrived too late to appear in the May issue. In 1991, the US coal industry produced 902 Mt (994 million st) of coal, according to preliminary data compiled by the Energy Information Administration (EIA) (Table 1). This amount was 32 Mt (35 million st) less than the record 933.5 Mt (1 billion st) produced in 1990. Most of the decrease in coal production occurred east of the Mississippi River. The substantial stock buildup that stimulated production in 1990 was not repeated in 1991. In addition, coal consumption by electric utilities and coke plants dropped by about 1.8 Mt and 4.5 Mt (2 million and 5 million st), respectively. Moreover, a higher level of coal exports failed to bolster the 1991 production. Production Surface mines accounted for about 59% of the 902 Mt (994 million st) of coal produced in 1991. Underground mines produced for 41%. More than one-fourth of the total coal output was from federal and Indian coal leases. Production of all ranks of coal, except subbituminous, declined in 1991. Bituminous coal is produced mainly in the East. It totaled an estimated 590 Mt (651 million st), a 6% decrease. Production of subbituminous coal, mostly in the West, rose 3% to a record 228 Mt (252 million st). Lignite output was from Texas and North Dakota. It decreased by 1 % to 79 Mt (87 million st). Anthracite production, all from eastern Pennsylvania, fell by 17% to 2.7 Mt (3 million st).

Economic open-pit and surface mining often call for ever increasing volumes of lower grade materials. So it is important, often critical, to develop precise expense and production estimates for the large electric mining shovels now in use. An electric shovel's basic application is to "shovel up" material, starting at ground level with the dipper moving up into a working face or bank. It's impractical to dig below ground level with a shovel, except briefly or in unusual circumstances. The shovel working face is "the bank," whether the material is dug from natural bed or blasted. The shovel's digging attachment, the boom and dipper handle, is built in standard and long range configurations. A standard digging attachment is normally used for loading into haulage equipment. The long range attachment is normally used for side or hack casting to a spoil pile. It is also used fir loading into haulage equipment placed above shovel ground level, as in some coal loading applications. Shovel clipper size and hauler capacity should he matched so that a hauler can he loaded in three to four shovel work cycles. Five cycles is usually the limit of good practice. If fewer than three cycles are required, the hauler is too small. More than five cycles indicates possible excess harder waiting time for loading, or shovel waiting time for too few haulers. Full dipper loads, including the last dipper or ''pass, " are essential for economical shovel and hauler match. Consistent need for a final partly full dipper to fill the hauler shows an improper match between the two.

Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

Exploration activity in metallic minerals continued to decline in Montana in 1992 as companies either reduced budgets or left the state. The number of active projects dropped another 50% from 1991. Expenditures were 3% to 6% of 1989's 28.6 million. Many of the major mining companies closed offices in Montana. Although depressed commodity prices have hurried the exodus, continuous changes in environmental regulations, as well as the Mining Law of 1872, without regard to economic effect have had the most serious impact. Many companies indicate that Third World countries present a more stable business environment than the United States. Grassroots projects are nearly non-existent, while late-stage programs continue cautiously. Exploration activity continued at the following projects: Garnet, Pegasus Gold; Southern Cross, Asarco; Elkhorn, Goldfields; 7-Up-Pete, Phelps Dodge and Canyon Resources; Miller Mountain, Pegasus Gold; Sheep Creek, Cominco American Resources; Checkerboard, Kennecott and BHP Utah International; Emigrant Creek, Pegasus Gold; and Crevise, American Copper and Nickel. All mineral activity, whether on private, state or federal land, is regulated by the Montana Department of State Lands under three classes of permits - Small Miner Exclusion Statements (SMES), Exploration Licenses and Operating Permits. A total of 230 Exploration Licenses are active in the state with 26 of those being new. However, there are only 433 projects current in Montana, with many of those in the reclaiming stage. The majority of exploration projects consist of individuals expending time rather than money on properties. The number of mines functioning under operating plans declined by one when W.R. Grace closed its Zonolite operation.

1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium '78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. It is estimated that more than 80% of phosphate rock output in the world is used for fertilizer production. In India, there are only a few high-grade deposits of phosphate ores; therefore, most of the requirement for phosphatic fertilizers is satisfied with imported DAP (diamino phosphoric acid). Due to the drain on foreign exchange reserves, this import-dependent, essential commodity is in short supply in India and, therefore, is sparingly used by farmers. In addition, of the added phosphorus, normally 80% becomes unavailable to plants because phosphorus complexes are formed in soil, causing deleterious effects on plants. In our laboratory, this problem was tackled by using a bacterial consortium of phosphorus-solubilizing bacteria. It resulted in the speeding up of seed germination and increasing available phosphorus in the soil by 14%, over a period of 80 days. To use the low-grade deposits of phosphatic rocks available in India near Hirapur, Madhya Pradesh, India, which contain high amounts of iron, beneficiation through microbial means was used for phosphorus removal. Beneficiation was achieved partially through removal of extra iron by oxidizing ferrous iron from the ore by a Thiobacillus species after removal of impurities containing both silica and iron, instead of sieving and cleaning the ore using different techniques. This resulted in a cleaner ore, with nearly 70% of such impurities removed. The factors for beneficiation technique were standardized at the laboratory level and are being used for scaling up of the process. Thus, the beneficiation of phosphatic rock from Hirapur will be an important first step of phosphorus production in India.

INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. Quebrada Blanca (QB) is a copper project located in the semi-arid Andean highlands of northern Chile. The operation is situated 170 km ( 105 miles) southeast of the port of Iquique and 30 km (18 miles) west of the border with Bolivia, at an altitude of about 4300 m (14,000 ft) (Fig. 1). The QB ore body is a secondarily enriched porphyry copper deposit containing reserves of 85 Mt (93 million st) grading 1.3% copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million tons grading about 0.5% copper. In the late 1970s and early 1980s Falconbridge and its affiliates spent $20- $30 million exploring the deposit and conducting feasibility studies. Falconbridge, however, decided not to develop the property. It was returned to its owners, Empresa National de Mineria (ENAMI), a Chilean state mining corporation. In 1988, ENAMI announced its intention to privatize the property through public bidding. Cominco Resources, then 61% owned by Cominco Ltd., examined the property and the extensive data base developed by Falconbridge. In conjunction with its parent company, Cominco Resources submitted a proposal to ENAMI to construct an open- pit mine, with heap leaching and solvent extraction/electrowinning (SX-EW) processing facilities. The plan would use patented heap leaching technology developed by Sociedad MineraPudahuel (SMP), a privately owned Chilean mining company. At that time, a $150-million project that would produce about 45 kt/a (50,000 stpy) of cathode copper was envisaged.

Drill-hole contamination has been a problem for many years. Contamination of rotary drilling has been well documented. More recently contamination in wet reverse circulation drilling has been noted by Echo Bay and others at the 1991 AIME annual meeting. Mine Development Associates (MDA) has worked on a number of projects at which contamination of drill-hole samples has occurred. Properties are commonly acquired with drilling accomplished by other companies and at times the only records of the drilling program are the drill-hole logs and assays themselves. Identification of contaminated zones is sometimes difficult to determine. Most geologists and engineers in the industry are aware of the magnitude of the problem, as contamination is a relatively common problem with wet reverse circulation drilling. MDA has developed a computer program to help determine if contamination has occurred when using reverse circulation drilling, based on cumulative distribution curves and by a process we call decay analysis. Most deposits are not homogeneous throughout the deposit, but exhibit a characteristic drop-off or decay of assay values around higher-grade drill-hole intercepts. Using graphs of this characteristic decay and cumulative frequency distribution, we can use the program to help determine contamination in several ways. This paper will discuss the use of decay analysis at three gold deposits where contamination is known to have occurred. In one of the deposits decay analysis was used, successfully to determine if contamination had occurred, while in the other two the decay analysis was used to verify our decay analysis procedure.
