Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

The National Mining Hall of Fame and Museum in Leadville, CO seized the opportunity to show off during its 10th anniversary induction banquet on Sept. 6. "We wanted to make people more aware of the mining hall of fame and museum," said Carl Miller, its executive director. The annual event honors inductees into the Mining Hall of Fame. This year, the inductees included Paul Wheeler Allen, Joseph Rosenblatt, Arthur Fay Taggart, Joseph Toy, Joseph Wharton and John Benjamin Zadra (ME, August, pp. 60-63). Allen, of Pasadena, CA and Rosenblatt, of Salt Lake City, are both living. Only Allen was able to attend. This year's induction banquet was the first held in Leadville, North America's highest incorporated city, at 3,094 m (10,152 ft) above sea level. The banquet gave attendees an opportunity to see the museum in its century-old 6,500-m2 (70,000-sq ft) Victorian schoolhouse. Many of the 350 guests came in 1890s dress to the black-tie affair. The evening included a cocktail reception and an open house along with a catered, prime rib dinner. During the open house, attendees had the opportunity to tour the museum's 12 rooms of exhibits and displays. Among items of interest, it was noted that a framed directory of inductees now enhances the entrance to the hall of fame. The directory is organized by the inductees' names and the location of their plaques, allowing visitors to quickly find hall of fame members. Noted mining historian and author Duane Smith delivered the keynote address at the banquet. After the induction of the six honorees, attendees danced to the big-band era music of the Leadville 17-piece band BandAge. Karl Elers was the master ceremonies for the evening's program. He is a member of the hall of fame's board of directors and is chairman of Battle Mountain Gold Co. Allen was honored by the presence of 26 former colleagues and associates. He told the audience that he originally thought the museum should have been located in Denver. "But I have been proven wrong," he said. For many years, Allen was the operational executive of Cyprus Mines Corp. and a key participant in the company's growth. Allen received a replica of his mining hall of fame plaque from Thomas Falkie, chairman of the hall of fame's board of governors and president of Berwind Natural Resources Co.

Rinker Materials Corporation (Rinker) operates construction aggregate operations in 15 states across the US. Thirteen of those operations are located in Florida, where Rinker produced approximately 40 million tons of aggregates in 2002. Because the deposits being mined in Florida are shallow sedimentary deposits of limestone and natural sand, with the deepest being approximately 75 feet deep, abundant acreage is mined annually. Rinker mines about 300 acres/year in Florida alone, and because there are so many wetlands and complete avoidance is nearly impossible, there are also wetland impacts. Thus, there is ample need for reclamation and mitigation, which presents an opportunity to involve local school groups with the planting and monitoring of these various projects. Rinker has successfully worked with a half dozen or so schools on these projects, involving students from grade school through college, with surprising success and outstanding results.

Blasts designed for in situ copper leaching must produce adequate fragmentation and permeability for successful leaching. Copper recovery depends to a large extent on the particle size distribution created by the blast, the permeability in the blast- fractured zone, and the ability to maintain solution flow with a minimum amount of channeling. This paper presents the results of Bureau of Mines experiments where core drilling was used before and after blasting to establish the degree of fragmentation. Data are presented from tests at the Sierrita mine of Duval Corp., and also from tests at the Emerald Isle mine of El Paso Mining and Milling Co. Copper recovery is predicted from fragment size distribution data using a computer model. Data from several blasts are used to show how predicted copper recovery is related to powder factor.

Drilling into coal mine roof strata to install roof bolts has the potential to release substantial quantities of respirable dust. Due to the proximity of drill holes to the breathing zone of roof bolting personnel, dusts escaping the holes and avoiding capture by the dust collection system pose a potential respiratory health risk. Controls are available to complement the typical dry vacuum collection system and minimize harmful exposures during the initial phase of drilling. This paper examines the use of a bit sleeve in combination with a dust hog-type bit to improve dust extraction during the critical initial phase of drilling. A twisted-body drill bit is also evaluated to determine the quantity of dust liberated by comparison to the dust hog-type bit. Based on these laboratory tests, the bit sleeve may reduce dust emissions by one-half during the initial phase of drilling before the drill bit is fully enclosed by the drill hole. Because collaring is responsible for the largest dust liberations, overall dust emissions can also be substantially reduced. The use of a twisted-body bit has minimal improvement on dust capture compared to the commonly used dust hog-type bit.

Development of computer-based information systems is predicated on the merger of rapidly developing computer technology and growing managerial demands for information. The focus of this section is on managing the development and implementation of information systems for the 1980's. It is the experience of the majority of contributors to this volume that among unresolved problems of major dimensions in a mineral organization are those of managing the computer-based information systems resource itself. There are three major reasons for this: (1) mineral information systems are relatively new to the senior management of a mining company or a mineral organization; (2) problems are compounded by a developing technology, a new type of personnel with a changing experience/education mix; and (3) an organizational structure and location which, in many organizations, are still being examined. The three authors in this section present aspects of managing the information systems function which, based on their experience, are common to the solution of the problem. The premise that the information systems function has been placed appropriately within the entire business plan of the firm has been made by the authors in their discussion of the various aspects of the management process.

A lower moisture content for a clean coal product means increased Btu content, or increased yields at the same Btu content, and lower operating costs. The conventional surfactant-based dewatering aids effeciently lower the moisture content but often the presence of residual surfactant in the filtrate and recycle water causes problems downstream. ACCOAL-DRI 1000, a surfactant-based dewatering aid, was developed to solve this problem by minimizing the downstream effects while efficiently lowering the moisture content. The theory of the use of surfactants in filtration will be discussed as well as the development and field evaluation of this new product.

What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. Arizona leads all other states in the value of gemstones produced with an annual production which exceeds $3,000,000. Gemstones are an important component of the mineral wealth of the State. Turquoise, peridot, chrysocoll a, petrified wood, fire agate and crystallized mineral specimens are among the gemstones commercially mined. Numerous additional deposits are operated by hobbyists. The State's reputation as a source of gemstones and specimens for the collector and lapidary adds to the economy of the State by attracting tourists. Production of gemstones further adds to the State's economy through employment in the value added gemstone processing industries and by employment of Native American craftsmen.

Mining companies and governments at both the local and national levels recognize that Participatory Environmental Monitoring and Surveillance Committees (PEMSC) are necessary mechanisms for meaningful engagement at the community level. In many cases, PEMSCs are established as volunteer initiatives by mining companies or by the mining communities themselves. In Peru however, they can also be recommended by the government as way to address social conflict. Most PEMSCs are launched while a mine is in operation and have the objective of monitoring both water quality and quantity. Many established committees are currently evolving and adopting a more comprehensive approach, as well as expanding their initial scope from a river or micro-basin focus and watchdog agenda, to a broader regional integrated resources management view. This paper examines the origins of Participatory Environmental Monitoring and Surveillance Committees in Peru. It also discusses the typology of these committees, and the scope of their work. Furthermore, it looks at the challenges faced by these committees, as well as existing opportunities for mining companies, governments, and civil society. Finally, this study presents a governance model that could contribute to the long-term existence of these committees. This discussion is further informed by the results of a national workshop that took place in October 2016 in Peru, in which over 200 representatives from 22 monitoring committees, government and mining companies participated.

Most accidents are the result of risk taking. They can happen anywhere. Our coal industry categorizes accidents by type, occupation, commodity, age, every way you can imagine. We now know, how many were injured and when, for all the different types of accidents. We have ask ourselves many times, why are we having accidents, how can we stop the accidents and fatals in our industry? Present numbers and projections do not show that this will happen. Serious accidents can result in fatalities. Fatal accident can be prevented, and the coal industry can achieve zero fatalities. How soon this happens, depends on a great number of factors. I will discuss accidents and reasons for us having accidents in an attempt to get to the root causes. The historical perspective will be touched on, and the risk and analysis of accidents will be probed.

As part of a U.S. Bureau of Mines program to evaluate alternatives to sodium cyanide in gold leaching, three organic nitrile compounds were tested for their effectiveness as gold lixiviante. The organic compounds examined were malononitrile, acetonitrile, and cyanoacetamide. The reagents were tested on an oxide ore, two carbonaceous ores, and a eulfidic ore. Acetonitrile and cyanoacetamide were shown to be ineffective gold leachante. Malononitrile was the most successful of the organic lixiviants. On an oxide ore, malononitrile performed shilarlyto sodium cyanide with extractions of around 80 pct. For carbonaceous "preg-robbing" oree, sodium cyanide was completely ineffective while malononitrile extracted 24 pct of the gold. When using a resin-in-leach technique, extraction with sodium cyanide increased to 60 pct and the extraction with malononitrile increased to 80 pct. On the sulfide ore, sodium cyanide and malononitrile performed similarly with 80+ pct extraction as long as the pH of the malononitrile solution wae maintained above 10.5. Malononitrile is six times less toxic than sodium cyanide as measured by LD, levels. Therefore, malononitrile has a significant advantage over eodium cyanide, but its high cost and undemonstrated usefulnees make it unlikely to gain acceptance.

Application of microprocessors, programmable logic devices, and other computer-oriented hardware and software on-board large surface mining equipment to optimize availability and productivity, stretch machine life, and protect against catastrophic breakdown has been a goal of heavy-equipment manufacturers for several years. Progress in this direction has not been as rapid as many manufacturers anticipated in the mid-1980s, and, on the other side of the coin, mining industry and machine operator acceptance of such products has not always been enthusiastic. However, the trend toward such development seems undeniable. Large surface mining equipment in the future will doubtless carry more, and not fewer, applications of computers and computer-related products. The intensity of development interest and degree of progress in commercializing such on-board computer and computer-related products on surface mining equipment varies considerably among the manufacturers. Summarized here are the on-board computer-oriented products of three heavy-equipment suppliers-P&H Harnishfeger, Marathon LeTourneau, and Haulpak not a comprehensive survey, but, perhaps indicative of the direction such development is taking.

When Gas hydrate formation rates have two steps: a nucleation induction step and an agglomeration step. Hydrate induction in distilled water is extremely slow because of lack of nucleating particles. Our laboratory found that synthetic anionic surfactants greatly improve both hydrate induction and agglomeration because the surfactant?s hydrophilic head absorbs water molecules and the hydrophobic tail absorbs hydrocarbon gas molecules, creating necessary nucleation sites. Vast hydrate deposits inhabit seafloors. What is the seafloor hydrate nucleating mechanism? We find that nano-particles of smectite clays (bentonite and nontronite) are hydrate-nucleating sites in sea-water-saturated, packed porous media, especially when trace quantities of anionic biosurfactants adsorb on the clay particles. Microbes and their bioproducts proliferate around seafloor gas hydrate accumulations. The seafloor microbe-mineral-hydrate synergy is explored in this paper. Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. Western mines have had limited choices for standing support. Wood cribs were often too soft and unstable. The introduction of the Can support in the early 1990’s provided a very effective alternative and remains the dominant form of tailgate support. Water-filled prestressing cells are now used to cap the Can and preload it to provide an active roof load. The Cluster Prop, consisting of three timber wedge props bundled together, provides more capacity than an equivalent sized Can support and improves transport efficiency. However, the Cluster Prop is less stable and does not maintain a consistent load throughout its loading profile. Pumpable roof supports are another alternative support, but they have not been proven in high deformation environments. Alternative supports are also being used in longwall recovery operations. These include the Rocprop and Omni Prop, which are extendable support systems. They also provide active roof loading which can be beneficial in these applications. Specialty supports, such as the Sand Prop and Spider Prop, have also been introduced into western longwall operations. This paper compares the performance characteristics of these various support systems.

This paper describes the field application of the NTH fracture classification to rock encountered in the construction of the 9.6 km long, 10m diameter, Second Manapouri Tailrace Tunnel. Excavation of the tunnel was undertaken by TBM between 1997 and 2002, in gneisses, granitic and diorite rocks. The paper outlines an adaptation of the NTH fracture classification used during the geological logging of this tunnel. The NTH fracture classification was primarily applied to assess discontinuity spacing for tunnel support requirement decision-making. The paper includes some general comparison of NTH classes with overall penetration rate.

Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilise crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realise reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

The aim of this paper is the study of the pollution of soils in greenhouses because of the use of pesticides. The degree of pollution was studied in relation with the mineralogical and pedologic properties of the soil. The study was con-ducted in the region of Kountoura, Palaiochora, situated in the south of the prefecture of Hania/Greece. Several samples of soil, originated from 4 greenhouses were analyzed. 5 pesticides with organic drastic compounds were chosen for analytical determination using GC-MS from 18 which were applied in total during the period of sampling. It was concluded that the adsorption of pesticides in the soil of greenhouses is connected with the percentage of the clay fraction and the content of organic carbon.
