Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. On the basis of favorable salt characteristics, primarily compressive strength and impermeability, solution-mined cavities can provide structurally stable isolation chambers for waste. Solution mining techniques are established for storage of hydrocarbons. The proposition of waste isolation in engineered salt cavities is similar to this practice relative to characterization, certification and safeguards. What materials are isolated and how operations are conducted are principle differences. Compatibility of wastes with other wastes must be considered, but hazards can be precluded by avoiding certain mixtures. Waste material characteristics and cavity considerations are discussed.

The effects of percent solids, mill loading and grinding time on product size distribution and ball wear were studied in a laboratory ball mill for a taconite ore. Mild steel balls and HCLA steel balls were used to examine the role that ball hardness play in grinding. Net production of minus 325 mesh - material reached maximum at 70% solids, whereas the ball wear decreased as pulp density increased. HCLA steel balls ground the taconite ore finer than mild steel balls under otherwise identical conditions. Examination of ball surfaces with a scanning electron microscope suggested that grinding with mild steel balls involved nipping rather than attrition, whereas grinding with harder HCLA balls involved both nipping and attrition.

In Japan all the complex sulfide ore deposits of base metals have been developed as underground mining. The underground mining cost is extremely high as compared with open pit mining case. Therefore, in milling section of base metal mines, technical advance for maximum recoveries of valuable constitutents in ore has been required all the time to utilize as much ore mined as possible. At present, in mill plants treating "Kuroko", complex sulfide ore, concentrates of copper, lead, zinc, pyrite and barite are produced, with gold and silver contents in the copper, lead, and zinc concentrates being estimated as extra profit. As in the case of Kuroko milling plants, gold and silver contents in the lead and zinc concentrates of lead-zinc ore milling plants are also varuable from an economical viewpoint. Silver content is very high in Kuroko crude ore as well as lead-zinc ore.

INTRODUCTION Following the world stock market debacle in October 1987, it would have been foolhardy to expect that securing equity funding in 1988 would be easy. Indeed, major equity financing's for gold mining companies have until recently been few and far between in the weeks and months following Black Monday. As a result, gold bullion loans have taken on an increasingly important role among producing firms in the industry. During 1988, the role of bullion loans has become increasingly complex and controversial. Some observers herald the emergence of a new breed of bullion loans - such as the 1,000,000 ounce loan to Newmont Mining, and the 400,000+ ounce facilities drawn down by Bond International Gold and Placer Pacific - as both increasing the public's awareness of the technique, and representing the dawn of a new age of gold financing. But are these recent loan facilities significantly different than those issued worldwide during the early to mid 19801s? Similarly, observers have voiced concerns regarding the role that gold loans play in the world's bullion markets, specifically in relation to their impact on prices. Have the new generation of mega-loans depressed current and future prices? Has the current surge of bullion loans irrevocably changed the nature of the gold market? Is there an upper limit on the number and size of gold loans?

Water is a medium in which flotation takes place, and flotation efficiency is highly dependent on water quality. Of the total water resources on Earth, less than 2.5 percent is fresh water. This water is used in agriculture, by households and by industry. Among the industrial users of fresh water, the mining industry occupies an important position. Furthermore, mining operations are often located in arid areas with very limited access to fresh water. The demand for and shortage of water in these parts of the world, such as the Atacama Desert in Chile, makes the use of seawater by the mining industry the only sustainable solution.

INTRODUCTION In order to understand the transport and deposition of radon daughters in mine atmospheres, it is necessary to know the variation in the attachment of the daughter atoms to particles as a function of particle size, composition, number density, relative humidity, temperature, and radon concentration, the free gaseous diffusion coefficients of the daughters, and the variation in the mass transfer of the activity, both free and attached to particles, to mine surfaces as a function of particle size distribution, surface roughness of the mine walls, and the flow conditions. If all of these parameters are known in a model system, it should be possible to understand the transport and fate of the airborne radioactivity in real mines under certain well-defined flow conditions. There have been a number of recent investigations of the attachment of radon decay products to particles 1-4, but there are still a number of unanswered questions regarding the process. However, it is clear that for most real mine atmospheres, the vast majority of the activity is attached to particles. The size distributions for the activity-bearing airborne particles have been studied 5,6, and it has been found that most of the activity resides on particles with diameters in the range of 0.05 µm to 0.3 µm with an average mass median diameter between 0.1 and 0.2 µm. The behavior of the unattached radon daughter species has also been recently studied[ 7], and many of the previous problems regarding the value of the diffusion coefficient for Po-218 have been resolved. A major problem in the understanding of the airborne transport of radioactivity in mines is the lack of detailed knowledge of mass tranfer to and fluid flow over rough walls under fully developed turbulent flow conditions. This paper will report the progress on a project that is designed to obtained that information. MATHEMATICAL MODEL DEVELOPMENT Deposition of particles on smooth surfaces in turbulent flow has been extensively studied. A comprehensive review of these results has been prepared by Sehmel 8. There has not been such a comprehensive study of particle deposition on rough walls under such flow conditions. In recent years, only a single model has been proposed to explain such deposition 9,10 and in both of these papers the flow structure in the rough walled pipe was not taken fully into account. As part of the work being conducted on this project, a more complete model was outlined in a previous report [11]. The basic theory will be reviewed to provide a context for the flow measurements to be reported. The flux of particle deposited on the walls of a pipe in a turbulent flow is derived from the one dimensional form of Fick's law as given by [N = Dpdpp/dr (1) where N is the flux of particles deposited per unit area per unit time, D is the total eddy diffusivity of the particles, p is the airborne concentration of particles, and pr is the distance measured from the center of the pipe. The rate of deposition is best expressed by a deposition velocity Vp = NIP pb (2) where P b is the mean particle concentration in the sulk flow. The shear radius, V/ut and the shear velocity, u , are used to calculate a nondimensional distance, and velocity, respectively, where v is the kinematic viscosity of the fluid. The nondimensional form of equation 1 is given by Vd = DP dpp(3) V dr+ where Pp = Pp/ Ppb(4) By integrating equation 3 from the rough wall stopping distance, S , to the center of the pipe, the deposition velocity can be obtained. In order to make this calculation, it is necessary to have accurate descriptions for the particle eddy diffusivity, stopping distance, and shear velocity in order to insure that the influence of the flow structure has been properly accounted for. Studies were carried out to improve the performance of hydrocyclones at Tata Steel's chrome ore beneficiation plant in Sukinda, India. The optimal cut point of the hydrocyclones was determined in the laboratory using a stub cyclone. In the tests, the operating and design variables, including spigot diameter, density of feed slurry and inlet pressure, were varied. Subsequently, plant trials were carried out, and attempts were made to develop a model of the hydrocyclone using the Rao, Lynch and Plitt model. The cyclone efficiency was represented by the parti¬tion curve, and the performance was evaluated mathematically from a reduced efficiency curve, represented by the equation:

It is obvious from recent events in The Peoples Republic of China that a major effort is underway to increase trade with the Western World. The production of Gold contributes to China's ability to participate in international trade and consequently they place a high priority on increasing gold production. Many of the operating gold mines in China contain refractory ores which to date have not been efficiently treated. Figure 1 illustrates the description and location of some of the major gold mines in China. Recognizing that the technology necessary for the economic treatment of this ore has been developed in the United States and other Western Countries, China has begun to seek assistance in evaluating several potential projects. This paper will examine the recent history and current trends in developing a refractory gold treatment project in China.

Mining is a very important economical activity in Peru which has been recently developed without considering environmental aspects. Here, we show an experience at the Milpo mine, situated 4,200 meters above sea level; a mining company that has the value of being one of few from the last decade that is engaged in consolidating a model of environmental protection. The model includes aspects of contamination prevention and control, with bioindicators such as pasture cultivation, vegetables, forests, and hydrobiological species breeding. Socially, through means of development programs in natural areas, forestation and support to rural agriculture, together with environmental education, it is being demonstrated that it is possible to ensure tangible results in environmental conservation and the well-being of the populations around the mine.

The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

Mixed cable waste, which amounts to more than 200,000 tpy in Germany, is subjected to recycling. In most cases cable recycling means only recovering copper and/or aluminum metals. The remaining cable waste contains nearly 3-8% of the reusable materials, and is disposed of in landfills. Aluminum is recovered within copper products and leads to lower product prices. Preliminary laboratory tests show that the use of shaking hydro-tables as well as electrostatic separators result in less than 1 % of metals in the residual material. The products are high in grade at metal recoveries of more than 85%. Furthermore, applying a modified electrostatic separator may also lead to an efficient Cu-Al separation. The separation efficiency amounts to up to 95%.

The last decade has seen an enormous increase in the use of contractors right across the Australian mining industry. So much so that contractors now operate 33 of the 68 underground metalliferous mines around Australia and are making significant inroads into iron ore in the west and coal in the east. Safety used to be a low priority for many contractors. The picture has changed dramatically in recent years as most contractors take a far more professional approach to safety management. This paper examines the changes that have occurred and the requirements for effectively managing safety in a contracting environment.

With the signing of the North American Free Trade Agreement (NAFTA), Canada, the United States and Mexico entered into an international experiment in economics amid a cloud of controversy that still lingers. Central to the controversy are the disparities in wages that exist among workers in the signing countries. Wage surveys completed by Western Mine Engineering show the degree of disparity that exists among the mining industries of those three countries. Labor costs constitute 30% to 50% of operating costs. So these wage differences are a matter of interest to the mining industry. It is unclear how much of a factor they are in determining where companies search for and develop new mines. That depends on where minable deposits are expected to be found. However, a deposit that may not be minable in the United States or Canada may be minable in Mexico because of lower labor costs. Some adjustments are anticipated for the Mexican mining industry if and when its wages begin to approach comparability with US and Canadian wages. Table 1 combines the results of four recent surveys. It lists benchmark wages for mining job titles common to all the countries. About 220 mines are covered by the combined surveys. Canadian miners' wages, converted to US dollars, are typically 75% to 95% of US wages, while Mexican miners' wages are less than 10% of those in the United States. Table 1 also shows that wage disparities are not confined to international borders. In fact, the difference in average wages between the US coal industry and the US metal and industrial mineral industries is greater than between the Canadian and the US mining industries overall. Table 2 shows that managerial, technical and administrative salaries show similar, but less pronounced differences among the three countries. Salaried personnel at Canadian mines earn 80% to 90% as much as their US counterparts, while those in Mexico earn 20% to 30% as much. Here again, average US coal salaries exceed average salaries for the US metal and industrial mineral industries.

Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

In situ mining and extraction is one of the Frontier Technologies that is destined to play an increasingly important role in the recovery of metals and minerals in the future. This premise is based on increasing costs of labor and energy, increasing awareness of environmental considerations and decreasing ore grades in the United States. Up to now, in situ mining has been successfully applied to a few favorable situations for the extraction of some evaporites, copper and uranium. However, because of its unique technical, environmental and economic advantages, this versa tile technology will find broader applications for the recovery of above commodities as well as for others which are currently extracted by hydrometallurgical means. This paper traces the development of in situ mining and extraction; stresses its dependence on interdisciplinary science and engineering; discusses its theoretical, practical and economic aspects; and finally presents potential applications of this Frontier Technology.

Like Russia and Ukraine, Kazakhstan is one of a few former Soviet republics well-endowed in mineral and energy resources (Fig. 1). Kazakhstan is the second largest newly independent Commonwealth state. It possesses major fuel and power centers, including 20 electric power facilities that operate on the more than 300 kt (330,000 st) of coal extracted daily. These power stations supply Central Asia, the Urals and Western Siberia with much needed electricity. Kazakhstan plays a critical role in Central Asia as it serves as both the regions' economic and political hubs. While Kazakhstan already contains a robust and diversified minerals industry, the government is actively pursuing foreign investment to boost production capacity and improve efficiencies in operations. A primary objective of the Kazak government is the expansion of metal processing facilities to improve the country's long-term export potential. Since 1991, international mining companies have found the investment climate of Kazakhstan relatively favorable. This is due to tremendous efforts by government officials to create sufficient investment legislation and a national minerals policy, while eliminating bureaucratic bottlenecks common to most other former Soviet republics.

Flotation of minerals is governed by many processes at the solid/liquid/gas interface, such as adsorption and precipitation of surfactants. In this paper, the basic principles governing these processes and hence flotation are discussed. Also, recent techniques such as fluorescence and ESR spectroscopy which have been used to study in situ surfactant adsorption and to obtain information on the structure of adsorbed layer are discussed.

For the third successive year it appears that demand for platinum will exceed supplies of newly-mined metal, forecasts Johnson Matthey in its "Platinum 1987 Interim Review." Based on data available at the end of August 1987, Johnson Matthey estimates that western world demand for platinum could exceed 93t (3 million oz) for the first time ever in 1987. Given a likely increase in demand of 4.3t to around 94t (140,000 oz to around 3.02 million oz), up by about 5% over 1986, there would be a 1.8- to 2.2-t (60,000- to 70,000-oz) shortfall in 1987 supply. South African mines enjoying undisrupted production last year after strikes affected Impala's output in 1986. The rate of increases in western world supplies, though, has probably not kept pace with the growth in demand. A downturn in US demand for platinum was counterbalanced by substantially increased purchases from Japanese and Western European consumers of the metal. Total imports of platinum into Japan in 1987 may have reached a record level of 45t (1.45 million oz). The largest source of demand for platinum remains its use in autocatalysts US and Japanese auto manufacturers reduced their platinum purchases in the wake of falling car production. Therefore, a small decline in overall 1987 sales of perhaps 780 kt (25,000 oz) was expected in 1987. Western European demand, however, rose strongly as a result of increased output. The spread of exhaust emission control regulations has sharply boosted the number of cars equipped with three-way catalysts containing platinum and rhodium. Western European auto makers probably needed 5.6t (180,000 oz) of platinum last year, a 50% increase over 1986. The jewelry industry, the second largest user of platinum, increased its offtake of platinum in 1987. Japan, the key to the jewelry industry's consumption of platinum, could absorb 24.8 to 26.4 (800,000 to 850,000 oz) in 1987, compared with 23t (740,000 oz) in 1986. Platinum has wide and diverse applications in industry. Other major users are the chemical, glass, electronics and petroleum industries. They were expected to increase their aggregate demand by about 1.8t (60,000 oz), or 11% in 1987. Investment demand for small platinum bars and coins of up to 311g (10 oz) dropped back in relatively inhospitable conditions. This, after rapid increases in recent years and a surge in US demand in 1986. However, Japanese investors purchasing bars weighing 500g or 1 kg (16 to 32 oz), and considered more speculative, recovered last year. Over the first eight months of 1987, platinum performed strongly on the open market with average prices well up from 1986 in dollar terms. But the increase was less marked where measured in sterling or yen. Platinum ad¬vanced by $3.70/g ($115 per oz) between Jan. 1 and mid-September with the average price having been surpassed only in the heady days of 1980. Johnson Matthey believes that supply and demand appear likely to keep more or less in step on a gently rising path. The recent open market volatility will continue with prices fluctuating widely over short periods. Writing in mid-September, and basing its view on the tangible evidence of platinum's price fall since the review was written, the company's assessment of price prospects is unchanged. Demand for platinum remains strong all-round. In October, imports of platinum into Japan were exceptionally high. And in the US and Japan there was a marked resurgence of demand from private investors. Although market sentiment may have been influenced in part by the news of several potential new platinum mines in South Africa, the full effects of these prospects on supply, even if they were all to materialize, would not be felt before the early-mid 1990s, Johnson Matthey said. According to the review, no radical change in platinum supplies is discernible in the near-term. Incremental growth from South Africa can be expected as the major producers continue to make the most of their existing resources. The Soviet Union may be keener to sell than it appeared earlier in 1987, especially if prices hold up, but a substantial increase is improbable. Canadian supplies are not capable of much variation from present levels. The palladium-rich Stillwater mine will make a modest contribution. Referring to the investment market, Johnson Matthey concluded that despite this year's reduction in sales of small-denomination investment products, platinum does appear to have established itself with private investors. Bearing in mind how business multiplied in comparatively unfavorable conditions before 1986, it is reasonable to look for a resumption of growth once the climate improves.

The Republic of México is the world's largest producer of celestite/strontium carbonate and natural sodium sulfate. It is also a significant producer of flourspar, barite, graphite, sulfur, feldspar, salt and gypsum. New production may be brought on stream for borates, wollastonite, garnet, calcium carbonate and others. The country covers a geographic area of approximately 2 million square kilometers (760,000 square miles), and is divided into seven geological/geomorphological provinces. Less than 20 percent has been explored in detail for either nonmetallic or metallic minerals. This leaves large areas available for the discovery of world-class industrial mineral deposits. In addition to new deposits of those minerals currently being produced, there is exploration and development potential for borates, magnesite, rare earths, nepheline syenite, heavy mineral sands and numerous others.
