As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

The greatest part of crushed stone, gravel and sand production is extracted through open pit operations, whereas gravel and sand are also partially extracted from riverbeds. Its obvious that such a mining activity provokes some changes in the configuration and environmental characteristics of the region, in the temporary or permament disapperance of vegetable or animal species and in the creation of noise, dust and waste water. However, the above-mentioned mining operations shouldn not have only negative effects on the landscape and land potential, but they can discover and predetermine the potential of the exploited areas for various communal purposes after exploitation (eg. sports and recreation centers, campsites, resorts, fish-farms, etc.). In this paper, the production of construction aggregates in plants located in the vicinity of Zagreb, the capital of Croatia is presented. The advantages and disadvantages of aggregates? production in urban areas in the spirit of sustainable development are discussed.

INTRODUCTION A rail rapid transit system called the "Metro" system is presently under construction in the Nation's Capital area. The agency responsible for the design and construction of the Metro system is the Washington Metropolitan Area Transit Authority, an independent tristate organization set up under an Act of Congress and financed by federal, state, and local public funds supplemented by revenue bonds. When completed, the Metro system will comprise nearly 100 route miles. About fifteen percent of this mileage is now under construction, while designs for the-remainder are in progress. The system is scheduled for completion in about eight years at a cost of approximately 3 billion dollars. The Metro system will involve nearly all types of construction generally used for rapid rail transit projects. About half of the mileage will be underground, comprising approximately 16 miles of rock tunnels, 10 miles of earth tunnels, and nearly 21 miles of cut-and-cover construction in earth (see Figure 1.). The remaining 51 miles of the system is planned to be constructed on the surface as at-grade or elevated structures. The system includes 86 passenger stations, 53 of which will be underground structures. Twelve of the underground stations will be large size chambers in rock while other underground stations will be constructed in earth as cut-and-cover structures. Thus, about one-fifth of the system will be designed as underground structures, namely tunnels and stations, in rock. Such designs in rock resulted from the existence of bedrock (schistose gneiss) at reasonable depths generally in the north and northwest

This paper focuses on the recent achievements and practices developed through the Minerals Tertiary Education Council (MTEC) initiative of the Minerals Council of Australia (MCA), in conjunction with the three partner universities involved in mining engineering education – University of New South Wales (UNSW), West Australian School of Mines, Curtin University (WASM), and University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and development of a number of flexible, distance-based delivery programs. The paper will then move on to future initiatives. Importantly, the exciting challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering – Mining Education Australia (MEA). This will provide a common 3rd and 4th year program to all three universities from 2007, involving innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process. Such an initiative is not without its challenges, and has a long way to go, before becoming a reality. However, it offers greater attractiveness and marketing potential to prospective students, as well as economic efficiencies, whilst delivering a better quality, and hopefully greater quantity of graduates to industry. It can also form a launching platform for a much greater level of international collaboration, through a proposed International Mining Education Network (IMEN) which is currently being floated amongst a number of international educators.

"The Doha Metro Project is one of the most relevant ongoing tunneling projects. The whole project consists of about 100 km of tunnels with 21 EPB TBMs working in the same period. Due to the variability of the geological formations, the soil conditioning is a relevant aspect of this project because the parameters should be frequently adjusted to achieve the best performances of the TBMs. The study of the soil conditioning has been carried out accurately to obtain the best results on site. The study of the geotechnical data, the choice of the most suitable foaming agents and polymers and the laboratory study of the soil conditioning has been a fundamental part of the job. The application of the soil conditioning products on site with the analysis of the TBM data have confirmed the preliminary study results with some correlation between the features of the ground and the soil conditioning parameters to be used. INTRODUCTION Phase 1 of the Doha Metro Underground project is composed by 3 lines able to bring passengers to all the points of interest in the Qatar capital city. The Red Line, also called coastal line, connects the north of the city to the south, and to the new Hamad International Airport, following the coast line. The Golden Line, called Historic Line, will connect the southern area of Doha to the “Aspire zone” the area of the city where many state of the art sport centers are located, passing through the old city center. The Green Line, named education line, will connect the old city center to the Doha Education City. All the lines are realized with 2 tubes, single track. The whole underground project is realized with 21 TBMs, excavation diameter of 7.10 m. The project has been divided in 4 packages, for a total excavation length of more than 100 km. The need to underpass roads, existing buildings, and to excavate, in some areas, at less than 100 m from the coast line, forced the choice of a tunneling system with Earth Pressure Balance (EPB), that involves in the project another fundamental aspect of this tunneling system: the soil conditioning. The soil conditioning has multiples functions in the EPB system such as to make the soil suitable to properly apply the pressure on the tunnel face and to be extracted effectively with the screw conveyor. To properly study this topic it was necessary to study the geological formations to be excavated, the hydrogeological conditions of the underground, the foam injection systems of the EPB TBMs and to perform specific tests to evaluate a suitable conditioning to be verified and adjusted during the real scale application."

At the present time there are over 5,000 Kms of railway tunnels in existence throughout the world. In many cases these tunnels were built over a century ago using techniques obsolete today. Supervision and maintenance of these tunnels is essential to the economy of each country involved. For this purpose an electro-optical measuring system has been designed incorporating highly complex soft and hardware (15 mW laser, high resolution TV camera and processing computer), mounted on a vehicle. Its job is to scan, record and compare sectional gauge values (profiles) and strains inside tunnels both momentarily in situ and on permanent record, as an aid to the supervision work. From the state of the strains observed, in conjunction with an infrared spectrum of the tunnel lining and soil involved, the mechanical stresses in the tunnel can be deduced by applying the boundary elements method.

This paper presents a review of halogen solvents used in the processing of precious metals. Reagents of widely varying chemical structures, such as chlorine gas, calcium and sodium hypochlorite, chlorine dioxide, iodine and bromine have been used for precious metal extraction. None of these chemicals are a replacement for cyanide: however, each of these chemicals present an opportunity for use in processing a specific type of ore. The ore and chemical must be matched to each other for success. Recovery of metal from the leach solutions also offers challenges.

Large diesel engines provide the mining industry the substantial power and torque needed to move large amounts of material efficiently. But the stresses generated by such power and torque necessitate complex maintenance programs to ensure the utmost operating capabilities are not compromised. Of all its available sensors, the Exhaust Temperature differential between the right and left banks can provide the most valuable indicator of the overall operating condition and potential degradation of a large diesel engine. BHP Billiton Escondida Mining has implemented real-time remote monitoring, diagnostics, reporting, and tracking of Exhaust Temperature differential using Modular® technology. As a result of the processes and procedures put into place surrounding their MineCare maintenance management system, Escondida has proactively replaced over 300 injectors, resulting in an increase of 4% in Engine availability.

Scale-up and simulation of flotation columns requires construction of mathematical models which employ, as a minimum, rate constants for quantifying particle recovery in the collection zone as well as split factors for quantifying froth zone performance. To date, measurement of these rate parameters has proven to be difficult, due to the interdependent nature of the collection and froth zones. This paper describes a technique for making these measurements. The method requires recovery data from two modes of operation: countercurrent and cocurrent. In cocurrent flow slurry is fed at the bottom of the column and tailings are withdrawn a short distance below the froth interface. Countercurrent mode is conventional operation. The critical difference is that particles which are dropped out of the froth in cocurrent mode are immediately lost to tailings, while in countercurrent mode the particles are subjected to recollection. Fitting of the measured recoveries to the equations that describe flotation in the two modes yields rate constant or recovery values for both the collection and the froth zones.

Ultra high density underflow is required in many thickener applications and in mineral processing is typically required for tailings to improve the thickened slurry rheology for either tailings dam development or for paste backfill applications. The improved liquid-solid separation resulting from the production ofultra high density underflow has both environmental and process benefits in the gold industry. Additional cyanide is recovered in the thickener overflow thus reducing plant cyanide costs and perhaps more significantly, a reduced quantity of cyanide is discharged to the tailings thus reducing either the toxic effect on the environment or the costs of cyanide destruction. Many gold and other mineral processing plants are situated in arid regions where the cost of water is high and the quantity often very restricted. Ultra high density thickened underflow results in increased recycle of tailings process water to the plant. In Countercurrent Decantation circuits, the wash efficiency is very dependent on the degree of liquid-solid separation in each thickener stage and the benefits ofultra high density underflow are either increased efficiency or decreased equipment costs as it may be possible to reduce the number of stages in the circuit.

Results of work on the development of a phenomenological model for the continuous flotation process wing short-lived radioactive tracer techniques for determining model parameters is reported. A model that incorporates a flotation first-order rate constant and a residence time distribution based on the cross-flow finite-stage (CFFS) model has been derived and investigated. The short-lived radioactive tracer techniques and the nonlinear search methods necessary to extract the model parameters have been developed. The conditions under which all the model parameters can be extracted from a single radiotracer experiment are detailed and illustrated. A micro- computer-based unique data logging system has been designed, assembled, and implemented for collecting the necessary transient radiotracer data. Results are reported for a continuous laboratory flotation process for the two systems, mica ore and coal.

The Fifth International Conference on acid rock drainage (ICARD 2000) was held May 21-24, 2000, in Denver, CO. The three-day conference consisted of about 150 oral presentations and poster sessions that described the state-of-the-art of acid-rock-drainage (ARD) science and technology. The conference also featured a trade show. It included representatives from consulting companies and government agencies with interests in ARD, as well as other environmental issues related to mining. The conference also included field trips to ARD treatment sites and short courses on acid rock drainage issues. ICARD 2000 was planned and promoted by the ICARD 2000 Organizing Committee and the Society for Mining, Metallurgy, and Exploration, Inc. (SME). Financial support was provided by Barrick Gold, BHP Copper, Homestake Mining, Noranda, Phelps Dodge, PlacerDome, the US Bureau of Land Management, the USEnvironmental Protection Agency and the US Geological Survey. Since the original ICARD was held in Roros, Norway, in 1988, knowledge has improved of the behavior of mine wastes as have methods of environmental mitigation. The ICARD 2000 presented the latest advancements in the field of acid drainage.

An innovative sprayable waterproofing membrane in combination with the traditional Nordic method of waterproofing with polyethylene foam sheets was used for the waterproofing of the tunnel. The sprayable membrane was integrated in the final sprayed concrete lining in a sandwich structure, hence constituting a composite water-proof lining based on sprayed concrete. The spray able membrane was applied in areas with small to moderate water ingresses, making up approximately 50% of the total area requiring waterproofing in the tunnel. State-of-the-art application technology with a computerized spraying robot was used. A consistent application of the required thickness at a high speed was thereby achieved.

The technology has evolved that allows EPB TBMs to cross into areas that with the latest in conditioning and special design considerations are now possible to mine. This paper will review the various recent developments and those projects where these new techniques have been applied.

Concentrate flow rates were measured for the flotation of -100-mesh Lower Kittaning coal in a computer-controlled 0.076 x 3.5-m pilot flotation column. The variables studied were recovery zone height, airflow and solid feed rates. The specific projected surface areas of the feed, concentrate and tailing streams were determined from the measured particle size distributions. The results obtained show that the concen¬trate flow rate was independent of recovery zone height but was dependent on the hydrostatic pressure setting (measure of froth depth), gas flow rate, solid loading and particle size. New correlations for column carrying capacity and yield are provided as a function of bubble surface area flux and the specific particle projected surface area.

At the Kidd Creek site, natrojarosite residue, derived from the zinc refinery circuit, is mixed with mill tailings before final disposal in the tailings impoundment. Column experiments were conducted with fresh unoxidized mill tailings and a mixture of tailings containing the natrojarosite residue. Acidic water, simulating mine drainage water, was pumped through the columns. The effluent water geochemistry was interpreted with the assistance of MINTEQA2. The experimental results suggest that the effluent water pH was buffered by a series of acid neutralization reactions. The release of metals, including Cu, Pb and Zn, was affected by pore water pH, Eh and mineralogy of the tailings material.

Montana Tech has embarked on a coordinated series of studies to delineate the characteristics of the Berkeley Pitlake containing over 36 billion gallons of acidic, metal-contaminated water formed after the cessation of open-pit copper mining in Butte, Montana, USA. The objectives of the overall series of studies are to summarize presently available information and to generate new and needed information to formulate a conceptual environmental model for the pitlake and to provide characterization data for the development of advanced treatment technologies. In this presentation, the chemistry of the Berkeley Pitlake water is partially reviewed. It is known that the pitlake consists of two distinct layers of water referred to as surface and deep water. Samples of deep water were collected and placed in a 12-ft high and 6-inch diameter column and exposed to different wavelengths of UV radiation as well as atmospheric conditions. Measurements of pH, redox potential (EH), dissolved O2, turbidity, conductivity, temperature, and elemental composition show that the water reacts differently and indicates that the diurnal effects of sunlight likely play a major non-biological role in its chemistry. Resulting technology could be useful for developing an alternative to treating acid-rock drainage.

INTRODUCTION The support of openings in weak sandstones can be achieved by spraying on a liquid grout which will soak in and harden to form a shell. In the St. Peter sandstone of the Minneapolis-St. Paul area of Minnesota compressive strength is increased from about 0.7 MPa (100 psi) to over 7 MPa (1000 psi) to depths of 152 mm (6 in.). A shell of this strength and thickness can pro¬vide support much as shotcrete does but at lower cost. If the spray-grouted shell is inadequate for the support needed, it provides a good base for shotcrete application, which is often difficult in weak or friable sand¬stones because the fresh shotcrete peels off along with a thin layer of sandstone. The spray-grouted technique was initially developed at the Civil and Mineral Engineering Dept. of the University of Minnesota using funds provided by RANN Div. of the National Science Foundation. It was used as temporary support in a 3-m (10-ft) wide, 3700-m (12,000-ft) long storm water drain tunnel by the Minneapolis Sewer Construction Dept. Much of the field development at this construction project was carried out with the cooperation of the personnel of the city of Minneapolis. It also was used for temporary support in a 3.3-m (11-ft) wide, 1800-m (6000-ft) long storm water tunnel built in 1978-1980 for the Minnesota Dept. of Transportation in Minneapolis. In 1975, 2000 m (6500 ft) of 1.5-m (5-ft) wide utility tunnels were spray-grouted for final lining. A 50-m (150-ft) long, 1.2-m (4-ft) wide test tunnel built at the university in 1974 was sprayed for half its length and is being observed for long-term behavior which to date (1981) is good. GROUT MATERIALS The requirements for the liquid grout are more severe than those for injection grouting. Besides being able to penetrate the rock and develop sufficient strength, it must have the following properties: (1) be nontoxic, noncombustible, and have a low odor for spraying under¬ground; (2) have controllable viscosity and setting time for adjusting to the permeability of the sandstone and the required depth of penetration; and (3) must "wet" the sandstone and develop capillary "draw" to penetrate to the required depth. A sodium silicate-based grout with the proper setting agent meets these requirements in the local St. Peter sandstone which has a uniform grain size dis¬tribution curve with D,,, = 0.1 mm, permeability of about 10 to 20 darcys, a porosity of about 25%, and less than 5% of silt size or smaller. It is 97 to 99% pure SiO2. The grout mix consists of Philadelphia Quartz Co. Type N sodium silicate and Celtite 55 Terraset Spray Grade (SG) distributed by Celtite Inc., Cleveland, OH. A volume mix ratio of 100:9:125 for sodium silicate to setting agent to water produces a grout with two to four centipoise viscosity, and initial set at 20°C of 20 min. Setting time is temperature dependent, being longer at lower temperatures, but can be adjusted by varying the setting agent concentration a few percentage points. APPLICATION The application is simple. Spray the grout on the surface until the desired penetration is achieved. Penetration rates of about 5 mm (0.2 in.) per min. are realized in the St. Peter sandstone for up to 152 mm (6 in.) of penetration (30 min. of spraying). The set time must be longer than the spraying time. The spray nozzle should be moved back and forth at a rate that minimizes runoff due to surface buildup. Both a single large hand-propelled nozzle and multiple small machine propelled nozzles have been used successfully. The pumping and mixing equipment used consisted of: (1) a hand-held, hand-pumped, 11-L (3-gal) gar¬den sprayer for test patches (mix by shaking); (2) 76-L (20 gal) batch mixing in barrels with small electric pumps for spraying and mixing; (3) two component pumps consisting of Hypro Model 5300 piston pumps (Hypro Pump Co., St. Paul, MN) on a common shaft driven by an electric motor. The sodium silicate is premixed with a portion of the water and the setting agent is mixed with the rest of the water. The two components are combined and mixed just before the nozzle; and (4) a proportioner metering the setting agent just before the nozzle with the water and sodium silicate premixed and pumped from the surface. The proportioner permits the bulk of the grout to be pumped through a single pipe or hose with only the setting agent stored underground. This is efficient and low in cost. COST The grout mix costs about $0.20/L ($0.75 per gal) in 1978 dollars. Filling all the voids 100 mm (4 in.) deep (25% initial porosity) would have a materials cost of about $5.40/m2 ($0.50 per sq ft). The labor cost of application is usually less than the material cost for normal tunnel jobs. A pump and proportioner cost less than $1000. Sodium silicate storage tanks and pip¬ing costs would depend on the particular site conditions. REFERENCES AND BIBLIOGRAPHY Nelson, C. The key to unlocking value is to find opportunity where others have missed it. How does a company find value in a thoroughly explored asset? This article explores the approach taken by one company and the results it achieved from working this problem. The town of Shafter is located on a small bend in the road in west Texas' Big Bend Country. Its past emulates the glory days of so many other mining camps. A discovery was made, fortunes were built and World War II shut down the operation. The Shafter deposit continues to be one of the larg¬est undeveloped primary silver deposits in North America. Gold Fields Mining Co. recognized the area's potential in 1977 and embarked on studies to reopen and develop the district. Gold Fields spent $16 million on the Shafter project. It drilled more than 86,240 m (282,940 ft) in 475 holes, sunk two shafts and developed 1,550 m (5,100 ft) of underground workings. Today, the mothballed 447-kW (600-hp), single-drum Nordberg hoist and permanent production-type, single-compartment headframe continue to crown the shaft. Other buildings onsite house compressors, mine pumps, spare parts, drill core and other supplies. All these items look as though they arrived yesterday. By 1982, Gold Fields had completed an extensive feasibility study with ambitions to. construct a 1.36-kt/d (1,500-stpd) agitated cyanidation mill and base metal gravity circuit. Reserves at Shafter stand at 4.23 Mt (4.67 million st) grading 193.5 g/t (5.65 oz/st) silver. Gold Fields planned to produce 71.5 t/a (2.3 million oz/year) of silver at a head grade of 196.2 g/t (5.73 oz/st) silver with a 77% recovery rate. Cash costs were projected to be $5.54/oz with an anticipated initial and total capital cost of $46.2 million and $51.3 million (1984 dollars), respectively. The study assumed a silver price of $8.60/oz that has not been seen since the Hunt brothers quit buying silver. When silver prices declined, Gold Fields put the property up for sale.

The well-known method of C. Schlumberger, Mise a la masse, has become a popular method again in ore exploration in Norway after many years of dominance by EM methods. The principle of the method is to place a current electrode within a conducting ore body and remove the other electrode to a great distance. (Figure 1). Often it is convenient to place a return electrode on each side of the area explored. The method is best suited for ores that have a conductivity contrast, relative to the host rock, of several orders of magnitude. The potential drop within the ore itself may then be neglected and the ore contact against the rock may be regarded as an equipotential surface. One may say that the ore body is electrically charged. Therefore, in Norway the method is now most often called the Charged Potential Method (abbreviated CP). The most usual way to present data obtained by CP, is to draw equipotential lines based on potential values measured in profiles on the surface. Such a potential map gives an immediate picture of the outcrop of the ore and also indicates disturbing conductors in the neighborhood. It may also be useful to look at the potential profile and its horizontal gradient along the strike axis of the potential map. These profiles may give information about the strike length of the conductor. Figure 2 shows the theoretical profiles of potential and gradient along the axis of the potential picture on the surface over a charged line plunging 15 degrees. It may be seen that the maximum of the gradient curve clearly indicates the lower end of the conductor. Figure 3 shows the corresponding pro- files over a charged line plunging 45 degrees. In this case, it is not possible to see an indication on the curve of the lower end. Only curve fitting could help interpretation in this case.
