The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

Modern metallurgical processing often depends heavily on the use of flocculants to achieve the high levels of efficiency required. Selection of the optimum polymer can be complicated by the effects of process streams on the chemical and physical stability of the chosen polymer. Similarly, the presence of the polymer can have positive or negative side effects on process streams, such as phase disengagement in solvent extraction, foaming at filters and thickeners, crystal growth modification or flotation performance. Guidelines are given to highlight areas where problems may occur and suggestions made as to how these can be overcome. Practical advice on the preparation and application of polymers in process liquors is provided.

The 2000 inductee, guest of honor and featured speaker at the banquet will be Ronald C. Cambre, chairman and chief executive officer of Newmont Mining. He will be honored for his role in positioning Newmont as an innovative and key player in the gold mining industry.

The concept of flying employees in and out of remote mine sites on a regular rotation basis, rather than establishing permanent support communities nearby, has gained increasing acceptance by mine operators, unions and regulatory agencies in Canada. The development of successful fly in/fly out programs and resultant compressed work schedules is dependent on meeting design requirements through comprehensive research of worker profiles to ensure the selection of suitable employees and the implementation of satisfactory working conditions. This paper presents an overview of Canadian mine industry practice with regard to the fly in/fly out mode of operation and compressed work schedules.

Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. To reduce the problem of overbreak and its associated added costs, a new technique is proposed to make a slot around the tunnel profile in hard rock. The Finite Element Method was used to investigate the effect of the slot on the stress field and deflection of the tunnel core. Beam theory was also applied to calculate the stresses and deflections of a slotted tunnel for several different slot depths.

Significant advances have occurred in the use of electrochemical techniques for sulfide mineral flotation research. The techniques have been used singly or jointly with other characterization methods. When used in combination with other methods, the electrochemical methods provide a means to control the state of oxidation of the surface. Various analytical methods are employed for characterization. The methods that have been used include wetting, x-ray photoelectron and fourier transform infrared spectroscopies. The electrochemical methods include voltammetry and transient electrochemical techniques of galvanostatic polarization and AC impedance spectroscopy. The challenge for the future lies in the utilization of this knowledge in plant operations so as to increase the overall efficiency of flotation separations.

Dynatec Mining Limited contracted to sink a 1500 metre (4960 ft.) concrete lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft is 6.3 metres (20.5 ft) in diameter inside the concrete lining and is equipped with steel furnishings. Dynatec used the owner supplied 4.6 metre (15 ft.) diameter double-drum hoist to sink the shaft with 12.5 tonne buckets for muck removal and 4 cubic metre concrete buckets for concrete placement. One of the unique features of the shaft sinking operation is the use of a four-boom electric hydraulic drill jumbo permanently mounted in the shaft sinking stage. This paper will describe the performance obtained with the electric hydraulic drilling equipment and the high capacity muck removal and concreting equipment.

Exploration activity for diamonds in Canada has recently experienced a dramatic increase. Disclosure of a diamond discovery exhibiting features of a potentially economic deposit contained in a kimberlite pipe in the Lac de Gras area of Canada's Northwest Territories has sparked substantial interest in-Canada and abroad and has triggered the largest staking rush in terms of area in the history of Canadian exploration. In this paper, we report on the nature and extent of current exploration activity in Canada for diamonds (with special attention to Arctic regions), the results of this activity to date, and the context in terms of current world markets for diamonds.

This paper intends to present a general methodology implemented in a software package and which can be applied, whatever the exploitation methods, mining constraints and time basis, to mine planning and production schedulling. Examples are: presented covering the medium-term and short-term planning procedure and the production schedulling for two underground mines located in the South of Portugal (Neves- -Corvo and Aljustrel Mines). INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. The current state of the copper industry was the topic of discussion at the Copper 99 — Cobre 99conference held Oct. 10 to 13, 1999, in Phoenix, AZ. More than 700 copper-industry engineers, executives, consultants, academics, vendors and other interested parties attended. This successful and well-organized conference was the fourth in a series of international conferences devoted to the mineral processing and extractive metallurgy of copper. The 1999 meeting marked the first time that the conference was held in the United States. The meeting was co-organized by the Minerals, Metals and Materials Society (TMS); the Chilean Institute of Mining Engineers (IIMCH) and the Metallurgical Society of the Canadian Institute of Mining, Metallurgy & Petroleum(CIM). The meeting was also sponsored by The Society for Mining, Metallurgy and Exploration Inc.

The dissolution behavior of palladium powder in thiourea solutions was investigated. The variables studied were temperature, stirring speed and the concentrations of thiourea, acid and ferric ion. Palladium was found to be soluble in thiourea solutions in the presence of an oxidant such as ferric ion. The dissolution of palladium in thiourea solutions was believed to be chemical-reaction controlled, with an apparent activation energy of about 25.3 kJ/mol.

The mining methods used at many opencast brown coal mines in Poland and the German Democratic Republic are not used in the US to any extent. Using bucketwheel excavators, bucket chain excavators, and mobile conveyor bridges, the mining techniques may offer efficient, economic alternatives for operators in the US. These mining methods were observed during visits to several open-cast brown coal mines in Eastern Europe over the past two years. Some of them may be particularly attractive for the large lignite mines being planned in North Dakota and Texas.

In the field of grouting, practitioners fre¬quently advocate procedures that are often unique and contradictory. As a result there has been considerable debate as to what constitutes optimum grouting practice. A knowledge of both the rheological properties and the flow characteristics of grouts is essential to the development of a rational understanding of the grouting process. Flow models and viscosity experiments have been conducted using cement grouts comprising High Early Strength Portland and Microfine cements. The addition of superplasticizers was found to enhance the flowability of the grouts as well as to reduce the effective groutability ratio. Steady state flow equations and design charts for predicting the radial penetration of cement grouts have been developed.

Dynatec Mining Ltd. contracted to sink a 1500-m (4920 ft) concrete-lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft has an inside diameter of 6.3 m (20.5 ft) and is equipped with steel furnishings. Dynatec used the owner-supplied, 4.6-m (15.1 ft) diam, double-drum hoist to sink the shaft. For muck removal, 12.5¬t (13.8-st) buckets were used. The capacity of the concrete-¬placement buckets was 4.6 m3 (162.4 ft3). One of the unique features of the shaft sinking operation was the use of a two-¬boom, electric-hydraulic drill jumbo permanently mounted in the shaft sinking stage. An in-the-hole (ITH) drill was used to drill a 200-mm (8-in.) cut hole for the 4.8-m (16 ft), full face rounds. This paper describes the performance obtained with the electric-hydraulic drilling equipment and the high-capacity muck removal and concreting equipment.

Emerging technologies such as neural networks and fuzzy logic have many potential industrial applications in diagnostics, modeling, and control. In the automotive industry, applications can be divided into those that impact manufacturing processes and those that relate directly to the product. Though discussion often centers on neural networks deployed in hardware, their potential in the development of problem solutions (however deployed) could easily be of greater importance. Here we concentrate on the use of neural networks for modeling and control, using a simulation of vehicle active suspension as a concrete example.

The northern spur of the Bakhuis Mountains contains bauxite deposits on a dissected planation level, a region formerly indicated as the Adampada-Kabalebo area. Iron-rich laterites are ubiquitous on all more or less flat and horizontal to moderately sloping interfluves and planation levels. The known aluminous laterites and bauxites are restricted to those laterites that have relatively leucocratic and silica-poor parent rocks. The whole area is underlain by high-metamorphic Precambrian. In the northern half of the Guiana Shield at least four Cainozoic planation levels can be distinguished. The bauxite and aluminous laterite deposits are related to the oldest, Early Tertiary level. These deposits, occupying the highest positions in the present day landscape, show the destructive influence of post-laterite weathering, erosion and denud- ation; they are erosion remnants and as such are of irregular thickness, grade and shape. Consequently, exact mineable tonnages can only be determined after intensive and detailed sampling and evaluation, taking into account the latest technical and economic parameters. The bauxite potential of the region is negatively influ- enced by the complicated uplift history of the Bakhuis horst, and positively by the presence of suitable parent rock and possibly more than one phase of bauxitization.

The limitations in mechanism research of mineral comminution in the past and the basic features of the comminution process have been analyzed. Two kinds of catastrophe model, i.e., cusp model and swallowtail one in the mineral comminution have been put forward. The dissipative structure of the mineral comminution: entropy production rate, extra entropy, extra entropy production and system stability has been discussed. The physical nature of the behavior that an old structure was destroyed and a new one was produced in the mineral comminution process has been brought to light.
