Little comprehensive information has been reported on the behavior of room-and-pillar mines. The objective of this paper is to present case data on mine failures in the Illinois basin for use in practice. Presented are results of an ongoing study and details on the site characteristics of cases where sags have developed on the surface. Site data are reported to show the geologic, mining, and sag conditions that existed. Sags mainly develop from pillar, floor, or pillar-floor failure. The character of the sags depends upon the type of mine failure as well as the overburden response.

INTRODUCTION The need for discussion of Owner-Engineer-Contractor relationships in tunneling arises from the increase in costly and time-consuming litigation. The paper examines the objectives, motivations and responsibilities of each party, discusses some common causes of claims in underground work, and makes some suggestions for improvements. The viewpoint and bias are those of an engineer. If a subtitle were required for the session, "Sharing the Risk" would be appropriate. Sharing the risk is an important aspect of Owner-Engineer-Contractor relationships because when a risk is shared, all parties have an incentive to minimize it. The System It would be shortsighted not to recognize that the system is wider than the Owner, the Engineer and the Contractor. The modelling process described in this paper was developed in order to assess the feasibility of various investments options for the exploitation of a lignite deposit located in the Prefecture of Florina, Greece. The model uses as evaluation criterion the net present value. It is based on the characteristics of the reserves and relates the decision making with numerous technical, economic and environmental factors. The examined alternatives include the construction of a new thermal power plant at the mine-mouth, the fuel supply of already existing power plants located at relatively long distances and the fuel exports in neighboring countries. Moreover, the feasibility of post-poning the exploitation of the lignite deposit and preserving its reserves for exploitation in the future is also assessed. The paper also includes a short discussion about the environmental constraints related to the supply of lignite produced from Florina mines to power plants that were designed and constructed for burning fuel mixtures with different quality characteristics.

Making progress on sustainable development will require greater attention to the management of materials produced from mine exploration through use to reuse, recovery and recycling. Material stewardship is a concept that embodies the range of activities required for optimal and appropriate use of minerals and metals in society. The following paper provides an overview of some recent initiatives that promote the stewardship of minerals and metals in society. The initiatives described are being conducted by organisations ? the International Zinc Association, the Canadian Copper & Brass Development Association and the International Council on Mining & Metals. These associations illustrate stewardship activities at three different levels: - an international association representing companies that produce a range of minerals and metals; - an international commodity association; and - a regional association. For each initiative, information is presented on its development, scope and outlook. This paper draws heavily from work of the associations but the viewpoints are the responsibility of the authors.

The strongly skewed grade distributions and the need to estimate the local recoverable reserves in a selective mining environment are the two problems that ordinary kriging (OK) cannot easily handle. With the recent introduction of the non- parametric, distribution-free technique of indicator kriging (IK), the above problems can be solved. This paper describes the result of performance evaluation of IK in an open-pit gold-silver deposit. For performance evaluation, the predictions of local recoverable reserves using IK were compared with the actual reserves based on blasthole information. The IK estimator, although a bit optimistic (or overestimating), performed very well in predicting the total recoverable ounces of gold from each panel on a test bench. The OK estimator was also used to try to predict local recoverable reserves, by treating each panel as either waste or ore, depending on the panel's average grade. Under this criterion, OK was found to be quite biased and pessimistic (or underestimating).

INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Reviewing the development of resin-in-pulp (RIP) technology for the extraction of gold in the world, especially in South Africa and USSR, and the chemistry of interaction between aurocyanide ions and anion-exchange resins. RIP benchtest and pilot plant investigations show that the resin of the weak-base and strong-base can absorb gold in the cyanide pulp and gold can be eluted from the strong-base resin by electro-elution. The possibility of future application of RIP technology in China fa also briefly discussed.

This paper is based on field studies in North American surface mines. The work involved the adaptation of microprocessor-based instrumentation to monitor various operating parameters on-board rotary blasthole drills and mining shovels. Following a review of instrumentation and monitoring methodology - drawing on experience gained under field conditions-the paper will focus on the application of monitoring technology within the framework of an Integrated Equipment Monitoring System. Such a system will permit real-time performance evaluation of key equipment involved in surface mine production. Drill performance monitoring has been demonstrated through work to date, to provide significant input into blast design, reserve estimation, mine planning and production control processes, through an improved facility for ground characterization. Monitoring excavation equipment has been proven valuable in assessing how effectively the input from drill monitored data has been used in the evolution of blast designs. This specifically refers to assessing blast efficiency through measuring associated levels of excavator performance in relation to muckpile characteristics. The medium-term goal of equipment instrumentation and monitoring has been to assist mines in optimizing the overall rock breakage and handling process. Based on the reported results, this has been accomplished. Long-term efforts now concern using a greater understanding of equipment performance and response to varying operating conditions as a foundation for the implementation of mining automation.

For the past few years Caro's acid has been used for the treatment of cyanide containing slurry effluents, providing a feasible alter­ naive to other slurry treatment processes including !NCO SO2 / Arr and ferrous sulfate. Presently, mines using Caro's acid gen­erate their own Caro's acid onsite making a relatively low quali­ty product. It was at this point where we, at Degussa Corporation, decided to focus our efforts on engineering a Caro's acid genera­tor capable of cost effectively producing a high quality Caro's acid solution, thus reducing operating costs significantly. Caro's acid or peroxymonosulfuric acid is not a new chem­ical nor is it new to Degussa. The product was named after Heinrich Caro (1834-1910), a German chemist who first described its synthesis and its oxidizing properties in 1898. Degussa has been producing the potassium salt of Caro's acid as the triple salt, 2KHSO5 - 2KHSO4 - K2SO4, called Caroat®, for over 30 years. Caroat® is used for household and denture cleansers, as a bleaching agent in dish washing detergents, in printed circuit board etching and for cyanide destruction in the plating industry. From our experience in producing Caroat® Degussa developed its new Caro's acid based DegOX™ technology for the treat­ment of cyanide containing effluents from gold and silver mines.

Ground pillar control in soil and weak rock often represents a critical and sometimes a determining factor for mined underground civil structures. A concept is desirable that minimizes the restrictions possibly imposed by pillar control requirements on geometrical tunnel characteristics and on the mining operation itself. Conventional concepts are discussed and an alternative concept is introduced. This concept reduces pillar control requirements to ground control measures required with "regular" tunnels. The conventional model of pillar mechanics with potential yielding of a ground body in more than one direction, is then avoided. Due to the complexity of pillar mechanics, the level of engineered design furnished to the contractor is crucial to optimizing ground pillar control. Conventional versus alternative contractual arrangements for pillar control are described and their important role is illustrated. The concept introduced relates to principles inherent to the New Austrian Tunneling Method (NATM). However, tunnel projects using other mining concepts can employ alternative ground pillar control principles as well, if certain criteria are observed. Case histories in the United States and abroad are presented and the impacts from different concepts of ground pillar control are illustrated. The paper concludes by analyzing concept characteristics that can infer monetary impacts on both the owner and the contractor.

Dissolution within Permian evaporites of the Delaware basin has created extreme lateral geologic and physical property inhomogeneity within and above the evaporites. Discriminating a sulfur deposit's geophysical signature from other variances is difficult. This is particularly true of porosity-dependent gravity and electrical methods. However, other techniques that detect alteration of strata above sulfur deposits may be applicable individually or in combination with other types of data. Relationships between sulfur deposits and gravity, magnetic, gamma radiation, spontaneous potential, and soil geochemical measurements are illustrated by data from several Delaware basin geophysical and geochemical surveys.

The various copper-cobalt ores mined by Gecamines, together with typical plant applications and results, are briefly described. Intensive laboratory investigations have been undertaken in recent years to improve the metallurgical performances of the various concentrators. As a result of these tests, it was shown that the flotation of the siliceous oxide ores could be improved by increasing the efficiency of the palm oil collector (energetic conditioning, chemical emulsifier, petroleum sulfonate addition) and by varying the froth depth in the cells. A new flowsheet incorporating these modifications and a regrinding stage has been approved for the rehabilitation of the Kolwezi concentrator. For what affects dolomitic oxide ores, hydroxamates were tested as secondary collectors and, based on successful laboratory results, plant trials were run but failed due to excessive frothing. In other plant tests, xanthates were replaced by a xanthate- fatty acid mixture; plant trials over more than one year proved successful for copper, but not for cobalt. Mercaptans were tested as secondary collectors for the sulfides flotation from sulfide or mixed oxide-sulfide ores; laboratory results proved successful but, to date, no plant test has been run.

ROCKS outcropping in Elandsrand's lease area consist of quartzite, shale and lava of the Pretoria group and are underlain first by 1 300 metres of dolomite and then by the Black Reef series. This in turn rests unconformably on Ventersdorp and Witwatersrand rocks and truncates the basal member of the Ventersdorp Super group, the Ventersdorp Contact Reef (VCR), near the northern boundary of the lease. The Ventersdorp Super group is composed of lava and varies in thickness from nil in the north of the lease area to 1 000 metres in the south. The VCR, less than 100 cm thick, dips 210 to the south east and lies between 1 786 and 3 386 metres below datum. The Oberholzer dyke straddles the north-western corner of the property and separates the dewatered Oberholzer compartment, over which most of Elandsrand lies, from the as yet undewatered Turffontein compartment. As so much of the lease area is covered by thick impermeable rocks, the water-bearing capacity of the underlying dolomite was expected to be low. The man-material (MM) and rock hoisting ventilation (RU) shafts were sited well within and above a gravimetrically determined 200-metre 'safe-limit' contour of the northern slope of the Gatsrand. Two pre-cementstion holes were drilled and the cementation rigs were placed within a 15 metre annulus round each shaft to seal any likely water-bearing pockets in the proximity of the excavation during sinking through the first 300 metres of shales and the surface water-table.

Results of the common research work of ALUTERV-FKI and RI in field of ore dressing are presented here. Although monohydrate types of bauxites consist of finely dispersed minerals, however, in some cases certain contaminants (carbonates mainly), can be reduced by physical methods before Bayer process. Electronmicroscopy combined with computerized data processing is proven to determine the possibility of beneficiation and to control the different stages of ore dressing. Test results gained by Hungarian and Yougoslavian bauxite samples, contaminated by calcite, dolomite, siderite and pyrite, are discussed. Basic operations were: grinding (mostly dry) and classification, magnetic separation (mostly wet) and selective agglomeration. Only simple processes, having high efficiency and mostly dry ore dressing technique may meet the requirement of economical criteria. 1. Bauxite deposits may often lay far from the traditional ore processing plants, and in such cases the ore reaches the plants after long transportation. Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

INTRODUCTION The Milwaukee, Wisconsin Metropolitan Area provides an ideal opportunity to review the advancement of the art and science of mixed face tunneling in the past 65 years. Although there were earlier tunnel projects in the Milwaukee area, by other agencies, the majority of those driven in the Twentieth Century have been done under contract with the Milwaukee Metropolitan Sewerage District through the agency of the Sewerage Commission of the City of Milwaukee and the Metropolitan Sewerage Commission of the County of Milwaukee. Legal Description of District The Milwaukee Metropolitan Sewerage District was created by the Wisconsin Legislature in 1921 together with the Metropolitan Sewerage Commission of the County of Milwaukee. This concept of subregional wastewater control was an outgrowth of an investigation and report from a commission appointed by the Common Council of the City of Milwaukee in 1909 to study final sewage disposal for the City. In 1911 that Commission, comprised of J. W. Alvord, George C. Whipple and Harrison P. Eddy, recommended that the City construct a water filtration plant, construct a Menomonee River flushing works, expand the intercepting sewer system and, after a thorough study of the then existing and developing methods of sewage treatment, construct a sewage treatment plant. In response to those recommendations, the Wisconsin Legislature, in Chapter 608 of the Laws of 1913, created the Sewerage Commission of the City of Milwaukee. The use of explosives in deep rock mining carries conventional blasting technology into a relatively new and unexplored realm. Although bill ions of pounds of explosives are used fairly routinely in mining, quarrying, and construction, almost all of these uses are surface blasting. Most of the in sib processes that are proposed for recovery of mineral or energy resources require the creation of high permeability to provide well defined flow paths in the resource bed. At present there is very little information on the fracturing produced by explosives deep in the earth, and the technology for using explosives in deep rock mining is just evolving. A qualitative understanding of the applicable mechanisms in deep rock fracture leads to some key parameters in the selection of explosives for deep rock mining. The selection and characterization process involves a careful analysis of the field environment and the establishment of tests to determine candidate explosives response to planned and accidental stimuli. The details of this selection and characterization process are given for a few candidate explosives. The use of explosives in deep rock mining must be considered as one of the possible tools for recovery of yet untrapped energy and mineral resources. A basic understanding of explosive deep rock fracture will allow optimum selection of explosive processes or other more appropriate methods for recovery of energy or minerals from a particular resource area. The results of some experimental studies are discussed.

Antamina is a large open-pit copper and zinc mine located within the Central Andes of Northern Peru at an altitude of 4300 masl. The facilities are situated within the headwaters of several watersheds, within the Amazon basin. Nearby villages rely heavily on springs and streams for drinking and irrigation water. The principle source of baseflow during the dry season is from Cretaceous karstic limestone aquifers. Antamina will produce nearly 1.4 billion tonnes of waste rock over its mine life. Finding suitable sites for storing large volumes of waste rock is often a challenging task – especially in karstic, alpine terrain. Detailed hydrogeological investigations are essential for delineating the karstic hydrogeologic watersheds associated with the proposed waste facilities, which are often very different than topographic (hydrologic) watersheds. Contamination vulnerability mapping at Antamina consisted of geological and karst mapping, geophysical surveys, geochemical testing, dye-tracer studies, drilling and aquifer testing. Detailed mapping followed by dye-tracer studies proved to be the most cost-effective methods for characterizing the karst aquifer systems. The results were used to optimize waste rock management at the site to minimize potential impacts on groundwater resources.

Three rock fracture parameters define three points along empirical cumulative size (of rock fragments) distribution curves at Inspiration copper mine. These parameters are: rock quality designation (RQD), longest piece of intact rock and % of +1 inch. The RQD and the longest piece are actually measured on drill hole cores whereas % of +1 inch is visually estimated on the same cores. These size distribution curves are then utilized in a variety of engineering applications such as; slope instability analysis, blast design, copper recovery prediction from heap leaching, etc. The three rock fracture parameters for two dominant rock types (porphyry and schist) in the pit had to be estimated separately due to different rock fracture characteristics.' Both ordinary kriging (OK) with measured hard data only and soft kriging (SFTK) with hard and soft data were used to estimate each parameter. The cross validation of 100 measured sample values served as the-basis for evaluating the potential benefits of SFTK over OK. Use of subjective information during SFTK required obtaining (prior) probability distributions for all three rock fracture parameters. These distributions were obtained from the typical rock fracture parameters observed in drill hole cores falling inside the geologically interpreted structural domains with varying degrees. of fracture intensity and also through direct mapping along the exposed bench faces. Two different types of soft information were developed for this study; namely, Type "A" and Type "K". The former is based on sample distribution of fracture parameters whereas the latter is based on two step estimation designed to narrow the range of variation observed in data Type "A". The results of the cross validation were analyzed using a linear regression of actual values versus estimated values. The results confirm an improvement on the estimates made by SFTK with hard and. both types of soft data over those produced by OK with hard data only.
