The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

Is the Brazilian gold rush over? Judging from the situation in Brazil over the past few decades, the answer is almost certainly yes. The picture of swarms of Brazilian prospectors or "Garimpeiros" crowding or, more correctly, overcrowding the gold regions of the Amazon jungle using the time-aged empirical approach to gold exploration has finally run its course. There are two fallacies that have lead to a reduction in the discovery of new gold fields in Brazil. The first fallacy is that "Brazil's geology is largely unknown." The extreme depth of weathering and the general lack of understanding of the shield deposits are at the origin of this misconception. The second fallacy is that "Brazilian prospectors (`garimpeiros') are very naive, have very little technical knowledge and can only produce gold at very low recovery rates." This is more of a result of wishful thinking for the purpose of justifying limiting exploration programs than it is a real consideration. In this paper, the author takes a methodical heuristic approach to gold exploration in Brazil and offers this as an alternative to the empirical approach of the garimpeiros.

SUMMARY In August 1986, TRANSMANCHE LINK, a joint venture comprising the 10 companies who initially promoted the project, signed a contract with EUROTUNNEL for the design, construction and commissioning of the TRANSMANCHE fixed link for an amount of 4,5 billion dollars. On the French side, the work consists of digging three, 19km. long tunnels, of which almost 16 kms. are under the sea, up to the meeting point with the Tunnel works carried out by the British.. The tunnels are bored through chalk by 5 tunnelling machines, starting from one intermediate point at Sangatte near the coast: - Landward, they are drilled trough permeable strata of white and grey chalk. - Seaward, mainly through relatively impermeable chalk marl, but with the presence of water in faulted zones, or in grey chalk.

To date some 1,000 exploration targets (by way of adits, mine dumps, shafts, outcrops and unstoped mine areas) have so far been identified using an interactive data base system to query a digital data base comprising topographic, cadastral geological and mine components developed as a compilation of old plans, records, surveys and recently flown aerial photography. The exploration targets are intended for early follow-up as part of a 1987 exploration programme to investigate the reserve potential of the former producing property located in southern Utah. Of further interest is the unscrambling of old mine plans to provide drill targets for investigation of unstoped reserves with one target being a possible 800,000 tons in part of the lower workings. The project site encompasses about 3,200 acres of mainly patented lode claims covering most of the claims and mines of the Gold Mountain mining district formed in 1889. Turn of the century mining saw several mines operating whose total production was at least 143,000 oz. gold and 460,000 oz. silver from steeply dipping veins up to 20 ft. or more in thickness.

Experiment shows that the microbial degradation of pyrite does not necessarily proceed stoichiometrically. Under some conditions sulfur is oxidized preferentially leaving something approaching iron in composition; under others, the pyrite is converted almost to elemental sulfur. A kinetic model for the process based on three elementary biochemical reactions can explain these observations. The diffusion of sulfur along grain boundaries and dislocations in the solid pyrite uncouples the oxidation rates of sulfur and iron from the requirements of stoichiometry. This mechanism also explains qualitatively why bacteria adsorb preferentially at dislocation sites on pyrite surfaces, why they form "pits" at these sites, and why amorphous pyrite is more readily degraded than pure crystals. South Coast Water District (District) operates the Beach Interceptor Sewer Tunnel (BIST) in South Laguna, Orange County, California between Mon-arch Beach and Aliso Beach (Figure 1). The 10,424-foot long BIST houses a 24-inch Techite gravity sewer pipeline critical to the District Sanitary Sewer Collection System that conveys 1 MGD of raw sewage to a wastewater treatment plant. The original tunnel was constructed in 1954 and the sewer line replaced in 1974. Periodic inspections by sewer pipeline maintenance crews have documented deterioration of specific intervals of the tunnel within the past few years (Sancon 2003). Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline. A 50-foot section of the tunnel was determined to be in need of immediate repairs, which were carried out from January to August in 2007. This section was enlarged to a horseshoe shape and lined with shotcrete. The pipe was encased in concrete in the invert of the new enlarged cross section. Hatch Mott Mac-Donald (HMM) designed the emergency repairs, carried out an assessment of the rest of the tunnel alignment, and is currently developing a work plan for rehabilitating the entire tunnel.

At the beginning of the previous chapter, variation in the types of room-and-pillar stopes were briefly identified so that the reader could begin to understand the extensive application of this mining system. These same variations will be reviewed and elaborated upon in this chapter while discussing the methods by which the material is extracted. FULL-FACE SLICING BY DRILLING AND BLASTING When the entire mineralized thickness is taken in one pass of mining, it is known as full-face slicing. There is no mineral of economic value intentionally left either in the floor or the back. Theoretically, there is no limit as to how high the face could be in a single pass. But there are practical limitations to equipment size, pillar stability, and control of local loose slabs on the face, roof, and pillars that dictate current practices. The range of face height of the 15 typical room- and-pillar mines covered in Table 8 (Sec. 1, Subsec. 7) from the Dravo report, 1974 was 1.7 m (5.5 ft) to 9.8 m (32.1 ft), the average being 5.2 m (17.1 ft). In the Gaspe copper mine, Murduchville, Que., the drill jumbos were constructed with an extendable tower for full-face mining up to 15.2 m (49.9 ft) if necessary. However, a more common practice at that mine is to take the ore in multiple slices (Hall, 1959). In many metal mines the normal practice when starting stoping is to drive a single development drift into the ore zone a distance that will allow at least four or five rooms to be opened on each side of the initial drift. Since this opening will probably serve as the main haulage drift, it should be kept as straight and as level as possible. As to the other criteria for the stope developments, it might be well at this point for the mine planner to review the remarks presented earlier (Sec. 1, Subsec. 7) on drifts, entries, and crosscuts for production. After the initial drift is driven, it should be slabbed to the full room width if it is not that wide already. Next, the future pillars should be marked on the ribs and the rooms driven between them. If the ore extends beyond the length of the initial drift and is to be mined in the normal sequence of mining, care should be taken in a random room-and-pillar system to see that the extension of the initial roadway remains straight. If pillar "spotting" is left to the shift foreman or to the miners, they probably will not realize the importance of maintaining a uniform pillar line next to the roadway, and of keeping the line straight. Invariably, a pillar will end up in the middle of the future drift extension resulting in a "dogleg" in a possible main haul- age road. While this error is not catastrophic, too much weaving in and out of pillars will certainly slow down future production haulage and needlessly increase costs. Face or Breast Drilling and Blasting Practices To drill and blast the initial advances into the rock, usually some form of cut pattern must be used. In room-and-pillar mining, when a pattern is drilled in a face and that face is the only exposed surface to which all of the rock must be broken, the pattern is known as a "face round" or "swing." The face to which the rock must be broken is referred to as a "free face." Thus the most common way to advance a room into virgin rock with only one free face is by drilling swings. If, after breaking around a pillar, taking down back, or taking up bottom, there is a second (or third) face exposed, a group of holes drilled nearly parallel to a free face and breaking to it is known as a "slab round" or "slabbing." In some mining districts it is also known as "slashing." Obviously, because two faces exposed offer less resistance to fragmentation than a single face, slabbing requires less drilling and fewer explosives than required to break the same tonnage with the same degree of fragmentation with swings. This paper will discuss some of the equipment used to construct the middle segment of the MetroWest Water Supply Tunnel. The $252 million, seven-year project located in Framingham, Massachusetts consisted of two hard rock TBM drives worked from a single shaft. The 24,407-foot long west heading was constructed at the same time as the 35,006-foot long east heading. Also included was raise bore construction of four, 30-inch diameter steel lined riser shafts, one 12-foot finish and one 10-footfinish shaft as well as two major valve chambers. The main shaft was 400-feet deep and 32-foot diameter.

The Bureau of Mines (USBM), US Department of the Interior, has developed a method of dewatering clay slurries based on flocculation by high-molecular-weight polymers and water removal from the formed flocs using a trommel or hydrosieve. The exchange ion on the clays affects their dewaterability. Metal ions in solution and on the exchange sites of smectite clays are known to act as Lewis acids. Recent work has determined that these ions can be titrated with high-molecular-weight polymers. The relative acidity of the exchange ion and the basicity of the polymer determined by the new method give insight into the dewatering mechanism.

The combustion of petroleum products produces emissions which contain oxides of nitrogen (NOx), hydrocarbons (HC), and particulate matter (PM) which have adverse health and environmental effects. In recent years there has been increasing interest in the use of water-fie1 emulsions as a substitute for conventional fuels. Emulsified fuels are emulsions of water in fuel, which are typically made of 10 to 20 percent of water mired with certain additives and fuel. Studies have shown that the emulsified diesel can significantly reduce the emissions of NO, PM and car- bon monoxide and increase the fuel efficiency. In order to produce a stable diesel emulsion, the development of an effective surfactant additive is critical. The stability of diesel emulsions is influenced by many factors, including size distribution of the droplets, the viscosity of the continuous phase, the physical properties of the interfacial film, and temperature. This paper describes a method to produce emulsified diesel and combustion results obtained from various tests. It has been found that the diesel emulsion made with this additive package was stable during the test, and the emissions were lower in NO, CO, and PM compared to the baseline diesel.

The Empire mine began operations on 1963. Low grade Magnetite ore is processed to produce iron pellets for blast furnace feed. Three expansions were added to the original plant and several equipment upgrades have been completed to improve the plant performance as the ore characteristics have been changing through the life of the mine. Size reduction is carried out by two grinding stages, the first one using autogenous grinding and the second one using pebble mills. Pebble crushing is also used to break the critical size fraction and increases primary grinding capacity. This paper describes changes in the configuration of the grinding circuits that have helped increase plant throughput and reduce power consumption by more efficiently utilizing assets available. Understanding the different components of the size reduction circuits and plant sections has allowed shifting part of the load from one section of the plant to another without affecting plant throughput.

Porphyry-type deposits are characterized by mineralization in, as well as adjacent to, an igneous body, usually a porphyritic stock. One deposit style includes both mineral dissemination and mineralized veinlets, and both porphyry copper and porphyry molybdenum deposits are characterized by dissemination and veinlet control of ore minerals. Those gold deposits that occur in stocks, with gold occur- ring in veinlets and disseminations within the stock, clearly are can- didates for consideration as porphyry gold type. Porphyry copper and porphyry molybdenum deposits are also characterized by potassic, phyllic, argillic, orpropyllitic alteration or some combination of these alteration types. Where two or more alteration zones are present, these are arranged in a sequential outcrop pattern. Gold occurring in dissemination and in veinlets in as well as adjacent to stocks, and which also occur in typical pervasive porphyry alteration suits, constitute a clearly defined class of deposit that fits the definition of a porphyry gold type. Porphyry copper deposits may carry appreciable gold. Porphyry copper-gold deposits are known from all porphyry copper provinces. This chapter is intended to cover porphyry gold occurrences that may have little or no copper or molybdenum as economic concentrations.

The influence of bacterial growth phase on the flotation behavior of malachite has been investigated in a well-controlled Hallimond tube system. The microflotation tests were conducted for malachite (45?53 µm) using different amounts (bulk phase concentration=1×108?5×109 cells/mL) of Rhodococcus opacus (R. opacus) as a collector, which was grown at mid-exponential versus stationary phase, at a constant speed (340 rpm), pH (6), and malachite-bacteria interaction and flotation time (each 10 min). Hug differences between R. opacus cells in mid-exponential and stationary phase was observed from the results for electrophoretic mobility and flotation tests. Specifically, the isoelectric point of the cells in the stationary phase was lower than that in the mid-exponential phase, suggesting that the amount and distribution of surface functional groups onto cell surfaces are likely different. Additionally, the cells in stationary phase led to significant increase in the flotability compared to those in mid-exponential phase over the background bacterial concentration level of 1×108?5×109 cells/mL. Furthermore, the flotation efficiency tended to increase with increasing cell dosage for stationary phase cells while no distinct difference was observed for mid-exponential cells.

Improving the state-of-the-art of tunneling is a continuing challenge to those involved in underground construction. New methods and procedures are usually evolved over a relatively long period of time as compared to advancements in other types of construction. To a large extent this is probably due to the fact that tunneling deals with a material or medium - the rock structure - whose physical properties are not only extremely varied, but in many instances virtually unknown until time of penetration. This hovering of the unknown tends to make "non believers" of many and at best leads to a general reluctancy of accepting new ideas or procedures. The situation is further complicated by: 1) discrepancies in terminology and respective meanings as used by different disciplines to describe, define or evaluate pertinent factors and their relative effect on the tunneling process and 2) the fact that no two tunneling situations are identical with respect to either geological conditions or construction and contractual requirements. In spite of the above there have been many successfully completed tunnels which make it apparent that both the technical and practical expertise needed to develop or project improvements is available within the industry. Acidophilic bacteria are well known for their role in accelerating the oxidative dissolution of sulfide minds, such as pyrite. Other acidophiles, however, are able to catalyze dissimilatory reductive reactions. Bacteria that reduce ferric iron to ferrous, and sulfate to sulfide, were isolated from ARD-impacted environments and immobilised onto porous beads made of recycled glass. Column bioreactors containing colonized beads were constructed and peacolated with synthetic and actual ARD, and evaluated for their capacities to promote iron or sulfate reduction, and pH amelioration. Iron reduction did not require strictly anoxic conditions in bioreactors, and rates of up to 800 mg Fe3+ reduced/(l*day) were achieved, with a conversion efficiency of up to 98%. Using mixed populations of acidophilic fungi and iron-reducing bacteria, the bioreactors were capable of promoting iron reduction using paper pulp as sole carbon and energy source. Reduction of sulfate in pack bed bioreactors was observed with acidic wastewaters of pH 3 and above, though average rates of 300 mg sulfate reduced/(l*/day) were less than those recorded for circum-neutral pH systems. Bioremediation of ferric iron-rich ARD was assessed using coupled iron-reducing and sulfate reducing bioreactors.

Open pit optimization and mine design depend upon a realistic estimate of the grade-tonnage dis¬tribution. The estimate should reflect what can be reasonably recovered and processed. The McCoy/Cove operation in central Nevada is a gold and silver mine. Recoverable reserve estimations of gold and silver were made using indicator kriging and the indirect log normal variance correction to construct the grade- tonnage distribution. Optimal pits were generated using this distribution, and the results were compared to the pits generated by ordinary kriging and indicator kriging block mean methods. The results indicate that the proposed method for multimetal recoverable reserve estimation shows an improvement in terms of predicting the recoverable tons and grades. The optimal pits generated from the recoverable resource model are larger than those generated by the ordinary kriging and indicator kriging block mean methods. This model maximizes the overall recovery of the mineral resource.

This paper deals with the causes and mechanisms of a massive pillar failure in a room-and-pillar mine. The mine employed a nine-entry panel system using supersection technique under a cover ranging from 91 to 168 m (300 to 550 ft). Chain pillar squeeze and large roof-to-floor convergence were first observed at the belt transfer point on the very inby side of the main entries. It propagated out by quickly, and, within 24 hours, it had covered an area approximately 1,250-m- (4,100 ft-) long by 762-m- (2,500-ft-) wide. The failure was caught and stopped by a solid barrier pillar. Using computer modeling, this study indicates that the massive failure was initiated because of a combination of undersized chain pillars in some panels and weak immediate floor. Also, the study shows that the massive pillar failure expanded to a large area because of the absence of barrier pillars between some panels and between mains and panels. Based on computer modeling, alternative mine plans were proposed to avoid such problems.

INTRODUCTION The use of roof and rock bolts to reinforce the strata is an established method of rock support in both underground and surface excavations. However, the need to drill a hole, extract the drill-rods, and then place the bolt is time-consuming and costly. This becomes even more significant if the bolting is repetitive and extensive as in coal mining. Though the main thrust of this development was directed towards coal mining, the basic concepts are also widely applicable to all excavations. The authors, therefore, feel that this innovation should be of interest in rapid excavation and in tunneling. In the case of coal mining, it has been established from past statistics that the roof-bolting operation is the most hazardous activity. This is primarily because of the operator being exposed to unsupported ground. It is evident that remote installation of roof bolts would markedly improve the safety of the operation, if accomplished more readily with self-drilling bolts rather than the conventional two-step variety operation. Thus, in addition to increasing productivity, this development can be considered to be a milestone towards further improvements. The objective of this program was to establish the technical and economic feasibility of self-drilling roof bolts for use in coal mines. It might be clarified at the outset that this work was, therefore, directed primarily at showing that workable self-drilling bolts with less cost can be developed, which could be effectively used in mines. It was not to fabricate a production model bolt.

INTRODUCTION The solid fossil and nuclear fuels, but especially uranium, are given prominent, indeed leading, roles by energy experts in most long range estimates of world energy futures. Optimistic forecasts are inspired partly by the disproportionately large solid fuels resource base compared to present rates of consumption or to oil and gas resources, and partly by the vision of inexpensive high technology applications. Such a view overlooks the fact that while resource- use disparities and new technologies give allure to the promise of the solid fuels, they do not guarantee cheap solutions to the basic problems of solid fuel uses: viz., their relatively difficult conditions for efficient ignition and control, including the management of environmentally acceptable residuals disposal. Contrary to the varied versions of this optimistic hypothesis, this paper shows that a great many persistent economic and technical problems interfere with such a simple inference. These act as constraints which qualify or dispute much of the national energy policy based on existing modeling of solid fuel requirements and optimistic engineering evaluations. The assumptions and techniques of such exercises are sometimes at fault. As often as not, however, the distortions created in open market fuel com- petition due to misdirected national energy policies themselves are to blame for misdirected efforts. A number of interesting implications result. Among them are the distinct possibility that the low technology applications will dominate, so that more direct coal and less synfuel or nuclear use will occur; that, accordingly, exhaustion rates for uranium will be low, that the most extensive growth of solid fuel through 2000 will be in conventional pulverized coal cumbustors, and that the traded share of the world coal bum will be much larger than predicted. These trends will place much more pressure on oil and gas prices than forecast by most experts. On the way to these findings the paper demonstrates that solid fuel resource adequacy in situ, balanced against the projections of demands as capacity requirements, mean little as conventionally measured by years to exhaustion or potential supply schedules. Indeed, all stock concepts of demand requirements or of fuel re- sources must be tied to the paths of the unit costs and the deliverable prices of all substitute fuels and systems over time. This requires a dynamic analysis of supply and demand, integrated with geological and engineering constraints, to provide insights into the multiple modes of market and product substitution. Market forces rather than technical promise will determine the allocation of the solid fuels. Moreover, the equilibrium paths of individual fuel prices and market shares are not easily simulated by general or network models, and decision makers will continue to rely on the partial, local comparison of alternatives in their choices of fuel systems at any time. A small placer operation can be defined as one with a throughput capacity of 250 cubic yards an hour or less. The success of small placer operations after the values have been established, depend entirely on having the proper design. There are various types of placer deposits including marine, beach, desert, stream, bench, underground and even frozen placers. Each is unique and requires special considerations. Size distribution of alluvial placer ore varies from sand to large boulders. When boulders occur, they can become a problem to all types of excavating to a greater or lesser degree. Clay content and cementing are common in placer deposits. Some clay disperses easily in water while others, if not handled properly, will form clay balls that pick up gold and carry it to tailings. Overburden, depth of bedrock, vegetation, and ground and surface water must all be considered when designing a plant. Any equipment chosen should be capable of processing large volumes of material at a high efficiency. There are usually five steps to processing placer gravels, as follows:
