INTRODUCTION Solid-liquid separation is an important and many times a critical step (or steps) in a mineral or coal processing plant. Some examples of typical critical separations are as follows: 1. Operating a seven to eight stage CCD thickening circuit to re¬cover almost all of the caustic and alumina trihydrate values in an alumina plant. This must be accomplished with highly scaling slurries, starting temperatures of over 100°C and operate on a closed circuit system. 2. Making a filter step operate to produce a proper moisture for the balling step so that the pellet furnace can produce a proper product. Bentonite addition must be minimized and a good quality filtrate must be maintained to prevent abrasion of the internal parts of the filter. 3. Operating a closed water system in a coal washing plant so that reclaimed water containing less than one percent suspended solids is produced for reuse to maintain beneficiation ef¬ficiency. Refuse solids must also be thickened so that they can be effectively dewatered to meet state disposal requirements. 4. Recovering phosphoric acid values from a slurry containing gypsum and other gangue solids at an elevated temperature. This must be done while minimizing wash water and maximizing P2O5 re¬covery while simultaneously minimizing scale problems. While solid-liquid separations are important to overall performance in the processing plant flowsheet, it is also a significant factor in plant costs. Capital and operating costs for all the solid-liquid separation steps (includ¬ing water reclamation for reuse) in such plants are probably between 10 and 20%. Energy consumption can also be important in these separations. For example, in the copper concentrator, it is the third largest category in energy consumption, after comminution and flotation. Obviously, solid-liquid separation steps in a plant demand proper atten¬tion in design in order to achieve both optimum performance and cost. Simultaneously, knowledge of funda¬mentals are important to improve results in existing plants.

It is essential for a. mining company to determine an optimal mining strategy which will maximize the return on investment. In the case of Placer Development Ltd., the Lerch-Grossman three-dimensional optimization technique has been implemented on a digital computer to assist in the determination of such a strategy. It is the purpose of this chapter to explain and illustrate the methodology of the Placer Development Ltd. computer system with emphasis on the feasibility phase of a mine's development. In the Placer Development Ltd. strategy determination process, it is essential that certain objectives be considered: 1) There must be some means of constructing a realistic computer model of an ore body which gives a significant weight to geological constraints. 2) Data must be accurate and quantifiable. 3) Computer solutions must be unique, i.e., approximation or iteration methods of determining optimal solutions are undesirable. A method must be used which, when given fixed parameters and data, yields a mathematically sound unique solution. The following material is a presentation of how these objectives have been implemented. The flow of this outline will be from the general to the specific, with an example application.

Overview In 1992, US coal supply and demand were shaped more by weather conditions and the export market than by the economic recovery. Preliminary data compiled by the Energy Information Administration (EIA) (Table I) show that coal production declined slightly to 902 Mt (994 million st). Consumption, though, rose by about 1 % to 811 Mt (894 million st), trailing the 2.1 %growth in Gross Domestic Product. Contributing to the decrease were a sizable drop in coal exports and some coal stock withdrawals. Consumption increased largely because electric utilities turned to coal to offset a shortfall in hydroelectric generation caused by a drought in the Northwest. Apart from this, the demand for coal-fired generation was dampened by a mild winter in the northwestern and northcentral United States, and a cool summer in the central and eastern parts of the Nation. Coal use by other consumers was about the same as in 1991. The average delivered prices of coal to all consuming sectors decreased slightly in 1992, reflecting soft coal markets (Fig. 1). US coal exporters experienced a set-back in 1992 mostly because of losses in the European market. Total coal exports fell by 6% to 93 Mt (103 million st), the first decline since 1987. Coal stockpiles at the end of 1992 were about 1.8 Mt (2 million st) below 1991, despite stock buildups by some electric utilities in the East. Stocks were built up as a hedge against possible coal miners' strikes after the Feb. 1, 1993, expiration of the contract between the United Mine Workers of America and the Bituminous Coal Operators' Association.

The El Boleo Copper Project is currently in the final design stages for development of a 3-MM-tonne/yr underground copper mine located in Baja California, Mexico. The nearly horizontal mineralized zones are amenable to exploitation by conventional mechanized coal mining technology using continuous miners, shuttle cars, and belt haulage. The mine design resembles a typical full-extraction coal mining operation utilizing a sequence of mains, sub-mains and production panels. Due to numerous faults, mining will be conducted as several small adjacent mines accessed through adits from large arroyos cutting through the mine area. Up to four seams may be mined in some areas with a maximum overburden depth of about 250 m. The ore zone is relatively weak and plastic, subject to extensive creep over time. The mine workings will pass through areas of historical shortwall mining panels where the ground has flowed into old entries and gob areas, and then reconsolidated. A small test mine was developed to evaluate mechanical cutting performance, roof-bolt anchorage capacities, roof and pillar stability and caving behavior. In-mine measurements were combined with two- and three-dimensional FLAC models to evaluate alternative development and production pillar designs. The paper will discuss the various factors influencing ground stability at the El Boleo project and the strategies employed in developing a suitable ground control design.

Flotation decreases in the order given above, and the different behavior of the three groups is attributed to structural variations of the silicates, With sulfonate collector both chemical action and physical adsorption play their part in producing hydrophobic surfaces, and flotation increases in the order given.

Although these exhibit similar structures overall, there are more acute valuation problems in alluvials. Most of this description will therefore be about alluvials with comments on bedded vis-a- vis alluvial deposits where necessary. Although geological comments refer mainly to lateritic deposits the method of valuation described applies to all bedded deposits, e. g. coal, limestone, phosphate. In general, the more a deposit suffers alteration during or after its formation and the more the sampling process disturbs its material, the greater the difficulties of valuation. Emphasis is laid on structure, as in any kind of deposit valuation cannot proceed until its structures are understood. Not all the structures found in alluvials will occur in bedded deposits, of course.

This paper presents the results of numerical modeling of the fractured zone around longwall gateroads. The numerical computations have been based on the results of underground measurements of the fractured zone around longwall gateroads, which were performed for various geological and mining conditions and measured with the use of the endoscopic method with a digital camera. Having results of the underground investigations, trials of duplicating them by the Finite Element Method using software PHASE and the Hoek-Brown failure criterion were performed. In order that the fractured zone predicted by the model-based computations closely simulate that measured underground, some selected parameters in the Hoek-Brown failure criterion were modified based on the earlier determined relations used for prediction of the roof-to-floor convergence in longwall gateroads. As a result, the model-based computations produce results very close to those obtained from the underground measurements. Determination of the fractured-rock zone around the mine roads is of great importance to mining practice, especially in planning and designing supports for longwall gateroads. The influence of the front abutment pressure causes the fractured rock zone around the roads to increase and results in an increase of support load. Moreover, proper determination of the fractured rock zone is one of basic elements in the process of planning roof bolting for mine workings.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. The Flow-Through Shares Program was set up by the Canadian Federal Government in 1978. While initial annual expenditures in flow-through shares was small, recognition of flow-through as a significant tax advantage combined with exploration successes, particularly in the gold sector, soon resulted in the majority of exploration dollars raised in Canada utilizing the flow-through share mechanism. What Are Flow-Through Shares As many exploration companies are non-taxable, they are not in a position to benefit from the tax deductions arising out of their exploration activities. Flow-through financing provides a mechanism for the exploration company to transfer these deductions to an investor. In addition to the deductions which an investor can apply against his personal income, the investor receives common shares in the exploration company (flow-through shares). To add to the attraction, the Federal government provides a 33 1/3 percent mark-up on qualifying expenses incurred by the exploration company, giving the investor a deduction of up to $1.33 for every $1.00 invested. By providing the investor with tax deductions in addition to the flow-through shares, flow through shares can often be sold at a premium to market which makes-the mechanism attractive to the exploration company as well. These shares are often sold through private placements and therefore have to be held for one year. The tax cost of the share is deemed to be ril, so the entire proceeds on disposal are

12.1 INTRODUCTION This chapter deals with the tools required to design leach operations to minimize spillage from leach pads and ponds and erosion damage during flood events or prolonged wet periods. It outlines methods used to design for prolonged dry periods when water shortage can be a problem. Seasonal operational aspects such as winter shutdown and coping with spring snowmelt periods are also discussed. General criteria useful when designing pregnant and barren solution ponds are also outlined. The aim of these notes is to provide designers and operators with a simp1ified approach to developing design parameters which make effective surface water management easy to achieve without resorting to extensive or elaborate analyses. Section 12.2 briefly outlines the types of problems associated with wet climates and floods, as well as dry periods. Determination of flood design parameters is discussed in Section 12.3. Circuit water balance and pond sizing are outlined in Section 12.4. Pond design considerations are included in Section 12.5. Worked examples are included in Section 12.6. 12.2 RAINFALL/RUNOFF PROCESSES There are two types of rainfall-runoff processes that are important when designing heap leach facilities. The first of- these is the short-term, intense rainfall or snowmelt events that occur over a period of a few minutes or hours, causing flooding that can lead to erosion damage and overtopping of ponds and containment dikes. Specific problems that can manifest themselves during these events include: • Washout of access roads; • Damage to containment dikes; • Flood water contamination of circuit water; • Damage to process water ponds by perimeter erosion or overtopping and erosion; • Loss of process circuit fluid due to breaks in containment dikes or process water ponds; and • Erosion of leach pile and consequent sediment contamination of process fluid. Other types of rainfall -runoff processes that could cause problems are the long-term-(generally months-long) wet or dry periods. Extended wet periods

Foster-Miller has recently developed a new concept.for a highly specialized shaft lining system. This innovative shaft lining system uses a continuous slipforming placement technique. lining the shaft from the bottom up such as in a raised bored shaft. Although this part is not unique, the concept is designed to use polyurethane foam instead of concrete for the liner material. Furthermore, the concept is designed to attain rates of advance of 30 m/hr. The polyurethane foam liner is designed to be thinner (100 mm) than a conventional concrete liner (300 mm). It will eliminate the high cost associated with the erection and operation of an on-site concrete batch plant. The system will be designed to be operated remotely, requiring few personnel for its operation. This system (or parts of it) may be appropriate where fast construction speed is required or where a jointless liner is needed.

Part 1: Physical Characteristics The physical and mineralogical characteristics of samples from five sources in the Western United States were determined using size analyses, microscopic studies, and point counts. These results were combined with leachability assays and the chemistry of leachates obtained during slurry tests to predict sample dissolution characteristics during column leaching tests. Part 2: Dissolution Characteristics Two columns of each sample were leached over a period of 3 years with synthetic rain. Residence times were between 2 and 11 weeks. The samples were subjected to daily and seasonal temperature fluctuations and wet-dry and freeze-thaw cycles. During the latter part of this study, a biocide leachant (sodium benzoate) was substituted for synthetic rain to assess the degree of dissolution caused by biological oxidation. It was found that the presence or absence of barite or carbonate minerals can be used to predict the leaching behavior of the column material.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

INTRODUCTION The need for Government-sponsored research and development to increase excavation rates and lower costs for tunneling and mining operations in a variety of rock types has been emphasized in a wide range of publications from advisory panels, symposiums on rapid excavation, and individuals. In response to the predicted demands for mining and construction-oriented underground excavations for the next two decades (1970-1989), a comprehensive 10-year, $200-million research program in rapid excavation was proposed by the National Academy of Sciences in 1968 (1). Although the large program recommended by the Academy has not been funded, substantial Government-sponsored research in rapid excavation has been conducted during the past several years. This paper reviews some of the significant research accomplishments obtained under a three-year, $6.6-million research program in rock mechanics and rapid excavation sponsored by the Defense Department's Advanced Research Projects Agency (ARPA) and managed by the Bureau of Mines. In addition to the rock mechanics research, five major phases of excavation; systems analysis, geologic prediction, rock disintegration, ground support, and materials handling were represented by the projects funded under the ARPA program. The geology of Wyoming has been compared to some of the richest precious metal producing regions of the world including South Africa, Western Australia, and the Superior Province of Canada. These areas are all underlain by ancient cratons that contain some of the oldest rocks on the surface of the earth. But unlike the other cratons, the Wyoming craton (also termed the Wyoming Province) has been greatly modified by Laramide tectonics which thrust slices of the ancient craton through younger Phanerozoic sedimentary rocks. Unfortunately, the nature of the Laramide tectonics left vast regions of the craton at the bottom of the Tertiary basins unavailable to direct examination, but the exposed slices in the mountain cores contain some of the best exposures of Precambrian rock in the world. The cores of these uplifts contain extensive regions of relatively unmineralized gneiss and granite that include scattered fragmented supracrustal belts formed of metamorphosed volcanic, plutonic, and sedimentary rock. Some of these supracrustal belts exhibit similarities to the gold- and nickel- rich terranes of Western Australia. Yet these areas remain incompletely explored. Archean (> 2.5 Ga) gold deposits within the Wyoming craton are primarily confined to greenstone belts and related terranes. These supracrustal belts include relatively narrow vein and shear zone deposits with strike lengths of tens of feet to more than a mile. Some exceptional deposits possess widths of greater than 15 feet to possibly as much as 300 feet, but the majority have widths of± 5 feet. These belts include Cu, Ag, W, Fe, and Cr mineralization, asbestos and pegmatites, and anomalous Ni and Sri in addition to gold. The Proterozoic terrane (<2.5 Ga) exposed in the cores of mountain ranges in southeastern Wyoming includes a thick miogeosynclinal metasedimentary succession which unconformably lies on the Archean craton. These metasedimentary rocks are separated from a predominantly metavolcanic terrane to the south by a major Precambrian suture, or shear zone. The metasedimentary rocks north of the shear include quartzite-hosted stratabound Cu-Ag-Au deposits, Au-Ag veins, and Witwatersrand-type metaconglomerates with isolated gold anomalies. The suture includes scattered base and precious metal deposits in shear zone cataclastics. South of the shear zone, the metavolcanic terrane includes scattered volcanogenic Zn-Cu-Ag massive sulfide deposits, at least one Cu-Au porphyry, and two large layered mafic complexes. The northern edge of one of these layered intrusives yielded some platinum and palladium to miners at the beginning of the 20th century. Phanerozoic sediments host many precious metal anomalies. Some Au-REE anomalies occur in Cambrian conglomerates. Ag-Cu-Zn stratabound deposits are found in bleached Jurassic redbeds in the Overthrust Belt of western Wyoming. The broad Wyoming basins include many enigmatic gold occurrences and anomalies that can only partially be explained by detrital transport in fluvial systems. Many of these anomalies were probably geochemically transported and precipitated. Rocks of Late Cretaceous age along the flanks of the uplifts have numerous black sand deposits. These paleobeach placers contain concentrations of detrital heavy minerals with anomalous titanium, rare earths, and in some cases gold. Gigantic base and precious metal deposits are associated with scattered composite intrusives in the Absaroka Mountains in northwestern Wyoming. This deeply incised volcanic plateau includes several Tertiary age copper porphyry deposits with significant Cu, Mo, Ti, Pb, Zn, Au, and Ag resources that rival the porphyry districts of the Basin and Range Province. In the Black Hills of northeastern Wyoming, disseminated Au-Th-REE mineralization is found in association with fenitized alkalic igneous rock. In addition to disseminated mineralization-scattered gold, fluorite, rare earth and copper veins; lead, zinc, and silver replacement lodes; and tin pegmatites are found in this region.

Three run-of-mine bituminous coals, ranging in rank from low volatile to high volatile A, were floated at nominal -28 mesh (590 µm), -100 mesh (150 µm), and -400 mesh (37µm) feed particle sizes with selected pyrite depressants and a dispersant. For the three coals tested, pyrite and ash -forming minerals were usually rejected best at -100 mesh feed particle size. Depressant additions tended to improve flotation selectivity between pyrite and coal. When joint dispersant-depressant systems were used at -100 mesh (150 µm) feed particle sizes, the total sulfur content of the clean coal decreased further. For a comparable coal yield, less fuel oil collector was required for the flotation of -100 mesh coal than was required for the flotation of either -28 or -400 mesh feed.

INTRODUCTION Rock bolts are one of the most common mine support systems in use today with approximately 90 to 95 million used annually in the nation&apos;s coal, metal and non-metal mines. By far the largest majority of these are steel bolts with mechanical expansion shell anchors. Many theories have been advanced to explain the ground control achieved through the use of rock bolts. Most of the theories are applicable to a specific set of circumstances, geology, geometry, rock properties and in-situ stresses. Examples are those which relate the beam building or strata-hanging theories of ground support used in the rectangular openings of a coal mine(l). In tunneling and most metal mining, either circular or horseshoe shaped openings are normally used. Here, bolts may be used to develop a radial stress around the opening, which adds stability to that opening, or merely pin blocks of rock back into more stable ground so that they cannot slip. In most cases, the bolts are torqued to a specified value to seat the anchor and to achieve the pre-load or tension that is desired. To be effective, however, this tension cannot be lost through bolt slippage or creep frequently caused by blasting, moisture attack or raveling of the rock surrounding the drill hole, etc. Furthermore, in soft rock or in oversized holes, sufficient anchorage cannot be achieved with the mechanical anchor, and in very brittle rock the concentration of forces produced by the expanding anchor might cause a crack to propagate from one drill hole to the next. Western Mining Corporation Limited owns and operates the St Ives Gold Plant located near Kambalda, approximately 90 kilometres south of Kalgoorlie in Western Australia. Production commenced in March 1988 at a design capacity of approxi­mately two million tonnes per year. The plant was quickly expanded as a result of new ore discoveries in the district and has been processing ore since 1993 at the rate of three million tonnes per year. The plant has recovered over 50 tonnes of gold since the operation began, The plant was able to maintain acceptable recoveries throughout the plant expansion phases. Further gains in recovery were possible since there was still free gold in the tailings after approximately 24 hours of leaching. Testwork carried out on prospective orebodies showed that some contained considerable quantities of free visible gold, while others were seen to be semi­refractory using a conventional grind - leach circuit. Alternative treatment techniques were considered because a substantial amount of revenue was lost with the treatment of these ore bodies using conventional milling techniquies. The basis for all the investigations was to maximise the gold recovery from each orebody while minimising the effective cost per ounce of gold produced,
