This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.

Computer-aided lithogeochemistry was used to "prospect" for stratabound scheelite (a tungsten ore) that occurs in many Precambrian clastic and chemical rocks, northeastern Brazil; The district is a metallogenic province covering about 5000km2. Exploration bedrock lithogeo-chemistry was applied at regional, local, and mine scales to identify regional tungsten trends and dispersion halos associated with economic tungsten mineralization. Regional coarse-mesh sampling (Cu,Mo,W) in 25km2 cells "found" all major mines and significant prospects using objective and cost objective computer mapping of bedrock geochemical data. The method is efficient ; of the 3600km2 study area only 9% of the original area remained after the initial pass. Of this area, the geo- chemically highest ranked (4%) cells contained the mines and prospects. Similar computer-aided treatment was applied to Cu,Mo,W,F, and Be lithogeochemical data from several mining concessions and prospects with outcropping and subsurface W mineralization. At a local scale out-cropping W mineralization was recognized at a distance of 500m. Fracture zones through which hydrothermal solutions traveled were identified; these were related to W mineralization at a depth of 200m.

Brightwater West (BT4) represents the state of the art in utility tunneling, namely a long relatively small diameter, soft ground tunnel, with no intermediate shafts, under significant groundwater pressures, requiring very precise survey control in order to hit a small exit window. The tunnel is over 6.4 km (4 miles) in length, is expected to encounter active earth pressures of over 5 bars in glacial geology, and a planned hole through into a shaft eye constructed at 45.7 meter (150 feet) below the water table. Despite the fact that all of these challenges have been previously overcome in larger diameter tunnels, the technical solutions are much more challenging in a smaller diameter due to the lack of space available for implementing the equipment and techniques required. In addition to the technical challenges, the project is faced with many of the constraints designed to minimize the impact of these types of projects on the neighboring community and environment. The work shaft for BT4 is within 15.2 m (50 feet) of Puget Sound and is on a site that was previously occupied by petroleum storage tanks, and all of the tunnel muck has to be removed from the site by barge as trucking is not allowed by contract. The paper addresses the work performed during the preparation for tunneling stage of this project both in assembling the TBM and in preparing the site for its arrival.

This paper presents the results of a review of historic blast design practices at the Dragon Products Company, LLC (Dragon) Quarry Operation, along with the results of two different blast design vibration monitoring programs. A blast pattern design modification was initiated to determine if production volume per shot could be increased and highwall instability could be decreased. A vibration monitoring program was undertaken to investigate peak particle velocity (PPV) and relate the data to the blastability of the jointed onsite rock mass, utilizing the relationship between PPV and dynamic stress and strain. The Dragon Quarry Operation has historically used a 6-in. diameter, 14-ft by 14-ft production blast pattern, with blast holes loaded manually using cartridge style explosive products. In 2011, Quarry Operations introduced a 6-in diameter, 16-ft by 16-ft production blasting pattern, using pre-mixed, truck-loaded, bulk emulsion/ammonium nitrate/fuel oil (ANFO) blends. This paper summarizes the results of the blast design modifications, the results of the vibration monitoring data, and describes how production blasting and excavation at the Dragon Quarry has benefited from such modifications.

The measurement of acoustic impedance at frequencies up to 6,400 Hz has been proposed as a diagnostic tool to yield more detailed information about lung condition. A three generation branching system of plastic Y-tubes has been constructed. The impedance of the branched system is measured by an impedance tube using the two-microphone technique. The impedance spectrum is used to calculate the reflection coefficient spectrum, which is converted to an impulse response by an inverse FFT. The area function is extracted from the impulse response by the Ware-Aki algorithm. Measurements of acoustic impedance of the branched system were made for several different end conditions of the eight terminal outlets. The outlets were either blocked with modeling clay, plastic packing material, or aluminum blocks or were unblocked. Six measurements were made of each configuration. In general, the more outlets blocked, the larger the shift to the right of the impedance magnitude peaks for frequencies above 3000 Hz. The impedance magnitude peaks for the plastic packing material were shifted in frequency to the right relative to the peaks of the other system terminations. The impedance magnitude peaks for the clay and aluminum system terminations were significantly different in magnitude but not shifted in frequency. The area functions at the end of the branched system were significantly different (a > 99%) for most of the end conditions. Area functions for the modeled branched lung systems between the end of the impedance tube and the termination outlets of the branched system were similar but distinctively different for the various end conditions. These results indicate that the two-microphone technique can sense small changes in the terminating end conditions of a rigid system of branched tubes and thus may sense impedance changes due to lung disease in the conducting airways. Various modeling techniques are available for describing ore deposits on the computer. Multiple seam coal deposits can be quite successfully modeled by using the variable block modeling method. In essence, this type of model provides an efficient method for storing the relevant data required for calculating ore reserves and for performing the mine planning. The main advantages of the variable block model over other methods for modeling irregular block or tabular deposits are: 1) The amount of data that has to be stored is minimal, i.e., the most efficient use of computer space is made since only the pertinent seam and topographic geometries need to be stored. 2) The computer logic necessary for calculating ore reserves and performing mine sequencing is relatively simple as compared to the logic that would be required for the three-dimensional block model. 3) A variable block model can be created either by starting from raw drill-hole data or by digitizing cross sections that contain the geologic interpretations. 4) Updating individual or multiple blocks can be performed with relative ease. 5) Display of the model is relatively inexpensive and easy to perform. The objective of this chapter is to describe a developed procedure as used in applying the variable block model to a specific multiple seam coal deposit. The general sequence of operations includes: (1) develop the computer model, (2) design the open-pit limits, (3) compute reserves, and (4) develop a long-range mining plan. The programs developed for this application are an expansion of MINTEC's MEDSYSTEM software. It should be noted that this is just one of many possible applications of the developed variable block model.

Introduction It is the morning after and there is one monumental hangover among many, if not most, of the oil companies that invested in mining in the past decade. How an oil company looks at mining depends on the time period. A few years back, around the time of investment, they were probably looking at a balance sheet of their own that was beginning to go wild. Many of their commodity prices already increased two-, three-, or fourfold, with no end in sight. There was a need to invest their earnings someplace before the stockholders or the government got too interested. And that someplace needed to be an industry where their own management skills could be applied. In mining there was an industry amazingly similar to their own. Both worked with nonrenewable natural resources, dealt with the same types of government agencies, and had the same type of critics and pressures from the general population. Oil executives saw mining as an industry that was somewhat backward as compared with their own. They also saw how a generous ration of the capital and management skills, so handsomely bestowed upon the oil industry, could be used to great advantage. But, looking at mining through the eyes of an oil company today, this is what might be seen: • An industry that has been spectacularly unprofitable for the past few years; • An industry of many commodities, any of which can go bad on short notice for protracted periods, for a variety of unpredictable and uncontrollable reasons, or for no reason at all; • A labor-intensive industry, often beset by labor problems. And with only limited potential for further economic mechanization or automation in today's primitive mining environment; • An industry confronted with external, foreign, and political problems, with no reasonable expectation of near-term relief; and • An industry that does not appear to have many "up" periods in its immediate future. And, there is little chance for either big, fast bucks or long periods of large, steady earnings. What Went Wrong? The visions of a few years back seemed as correct then as today's viewpoints seem to be now. What happened to change these views? What went wrong? The simplest and easiest answer is that if the economy was normal back then, nothing would have gone wrong. This is an easy answer but, unfortunately, probably incorrect. Let us take a broad overview. Certain events enabled and prompted oil companies to invest heavily in mining. These same events were major factors in precipitating the worldwide recession that has grievously injured mining and has brought those mining investments into disrepute. Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

In this paper, we present a physiographic classification of gravel deposits, identify some field measures of aggregate quality, and describe sampling strategies for mapping aggregate quality in the Front Range Urban Corridor of Colorado. Gravel occurs in four types of deposits along the Front Range of Colorado: (1) piedmont alluvial fans, (2) high dissected terraces, (3) high (continuous) terraces, and (4) floodplains and low terraces. The four deposit types are the basis for definition of gravel-deposit models, which differ in geologic environment, deposit characteristics, deposit size, environmental impacts of mining, and post-mining use. Of the four types, floodplains and low-terrace deposits have been exploited most for gravel. High terraces also have been mined. Deposits of high dissected terraces and dissected alluvial fans have produced minor amounts of gravel, mostly for use as local fill. Studies to identify useful field measures of aggregate quality and to determine the appropriate scale for sampling were conducted on gravel deposits beneath the flood-plain and low terraces of the South Platte River north of Denver and the Cache la Poudre River between Ft. Collins and Greeley. Gravel deposits of the South Platte were selected for study because they represent the last major resource of gravel for aggregate in the Denver metropolitan area. The Cache la Poudre valley is the primary source of gravel aggregate for rapidly urbanizing areas around Ft. Collins and Greeley. Of all the field measures of gravel quality, the most important is particle size. Various parameters that measure particle size were investigated, but the easiest to determine, and the most useful to the aggregate industry, are measures of the proportion of coarse sizes. Particle size varies widely in gravels of the urban corridor. Gravel lithology, particularly the presence of deleterious particles such as reactive volcanic rocks and decomposed rocks, must be determined to assess aggregate quality. Studies of South Platte and Cache la Poudre gravels have not revealed large proportions of deleterious lithologies. Studies of particle shape revealed only small numbers of physically weak shapes in both the South Platte and Cache la Poudre gravels. Particle shape does not appear to vary from place to place in the gravels. Rounding, or the ab¬sence of angular corners, may play a role in the tendency of loose gravel to yield under load. South Platte and Cache la Poudre gravels are rounded, and rounding tends to increase upstream. Before the quality of gravel in a valley can be assessed, the stratigraphy of the gravel must be known because it affects sample design. If only a single gravel layer is to be studied, only the thickness of the gravel must be known before sampling. If, however, more than one layer of gravel-distinguished by particle size, sorting, or lithology-is present, sampling must take into account the thickness and distribution of each layer. For example, three gravel layers of different particle size underlie the floodplain and low terraces of the South Platte. The tributary Cache la Poudre, on the other hand, contains gravel layers that can be distinguished only locally and vary slightly in particle size. Sampling experiments were conducted on gravel bars in the South Platte River and in gravel pits on the floodplain and low terraces of the South Platte and Cache la Poudre Rivers. Experimental results indicate that, even where sample error is large, regional and stratigraphic variation may be measured if it is large relative to sample error. Using vertical trench samples weighing an average of 40-90 pounds, down-stream decrease in coarse particle size was mapped for Cache la Poudre gravel, and differences among superposed gravel beds were measured for South Platte gravel.

A study of paleogeography and paleo-environment, coupled with modern geochemical techniques and geologic inference, points to the presence of unconventional platinum group metal deposits in domestic and foreign ultrabasic terranes. During the laterisation of the tectonized and serpentinized mafic and ultramafic rock units, onshore winds provided abundant low temperature chloride to the laterite-saprolite profile. Here, an environment formed where gold, silver and platinum was dissolved, transported and redeposited. Changes in climatic conditions have helped preserve the redeposited metals in fossil laterites. The definition of "unconventional mineral resources" used here is taken from the Cameron Volume of Unconventional Mineral Deposits published by SME-AIME in 1983: "Unconventional mineral resources represent materials of possible economic importance that occur in geological or physical environments that have not been successfully exploited for the particular mineral." (van Rensburg, 1983). Chromite-rich rocks worldwide contain high platinum group metal concentrations. This feature is found in ophiolitic sequences, Alaskan-type ultrabasic complexes or statiform intrusions. Association of platinum group metals with chromite has received much attention. The reason for that associa¬tion, however, is not clear. Much has been written about how and where the platinum group metals occur. It is known that they are present in the spinel lattice, as solid solution elements in sulfides and as discrete platinum group minerals. This article outlines the reasons geologists should be looking at lateritic terranes to determine the feasibility of searching for undiscovered, low-grade platinum group metals amenable to openpit, bulk mining. Laterite-saprolite horizons could contain significant platinum group metals and location of anomalous values on the surface and in the weathered profile can lead to discovery.

Although the number of operating longwalls in the United States (approximately 100) has remained relatively constant over the last five years, longwall production levels have significantly increased and in some cases more than doubled. As a result of this production increase, control of respirable dust continues to be a problem. Therefore, the Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center, Dust Division, initiated a study to investigate the availability and adequacy of technology for controlling dust on longwall mining operations. The study involved 23 longwall mining operations in three different Coal Mine Safety and Health Districts. Each operation was visited for a full shift. Respirable dust samples were collected on face personnel and at fixed locations along the face. Methods being used to control dust were noted, with special emphasis placed on obtaining quantitative data relative to ventilation, headgate dust controls, cutting drum sprays, external machine sprays and cutting sequence. Attempts were made to correlate dust control practices in place at the time of the visit to dust concentrations measured at the tail and on the tail shearer operator and to the average of all the dust concentration measurements from the occupations sampled. The methods used to control dust were also compared to the gamut of methods known to be available. This paper presents a discussion on the effectiveness of the methods being used to control dust and on the availability of technology for the control of dust on longwall mining operations.

The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. The use o f cyanide to extract gold from ores is widespread. In the process of extracting gold, cyanide may form metal cyanide complexes with a variety of other metals present in the ore. This study was carried out to investigate the biodegradation of the Cu(I)-cyanide complex and tetracyanonickelate under varying pH and nutrient additions. Detailed studies using shake flask cultures and bioreactors showed that naturally occurring bacteria residing on gold-leach-pad ore uti¬lized the Cu(I)-cyanide complex (CuCN) and tetracyano-nickelate, Na2(NiCN4), as carbon and/or nitrogen sources. Ammonium-nitrogen (NH4+-N) and/or cyanate (CNO-) accumulated in solution as the metal cyanide complexes were degraded. The accumulation of cyanate as a product is a concern due to its toxicity. Degradation rates were increased if a growth substrate (peptone, 0.1%) was added to the medium or if bioreactors were primed with peptone before addition of the metal-cyanide complex. Tetracyanonickelate was degraded at pH 8 without added peptone, but it was not degraded at pH 10. The addition of peptone was required for degradation of the Cu(I)-cyanide complex at pH 8 and pH 10. At pH 8, the addition of peptone resulted in the accumulation of cyanate, whereas, at pH 10, cyanate was not detected in the cultures. Biodegradation of metal-cyanide complexes was faster (approximately 1.5 to ten times faster) in bioreactors than in shake flask cultures. The addition of peptone was not required for degradation of metal-cyanide complexes in bioreactors. However, priming the bioreaetor with peptone resulted in higher metal-cyanide degradation rates over multiple cycles.

Diagnostic regression analysis has been used as a tool to improve the recovery efficiencies of numerous gold mills, yielding significant revenue increases. In the course of the analyses it has generally been found that ore head grade is a statistically dominant variable affecting the overall gold recovery. Higher grades invariably generate higher recoveries. Examples are given from several operations in the world's two largest gold producing countries, South Africa and the United States. The plants considered cover the treatment of both oxide and refractory ores. A simple generalized model is presented relating tails to head grade. Since ore grade variations are beyond operational control, operators should not be held accountable for decreases in recovery caused by lower head grades. Conversely, the ore must take credit for many a recovery increase. Rigorous metallurgical test work, feasibility analysis, production planning and budgeting should allow for recovery variations due to grade fluctuations. Since the phenomenon is a reflection of ore geology and mineralogy, which are ore specific, comparison of recoveries at different times or sites is not meaningful without a detailed understanding of the mineralogical constraints on gold liberation.

Computer-based mine management systems are being used in many surface mines to assign haul trucks, track equipment and manage information. Advances in digital communications allow these systems to be used in underground operations. Underground mine management systems help maximize production by providing gains in equipment and manpower use, drawpoint equalization in block caving operations, preventive maintenance and safety. Current systems use allocated or "locked" train and load-haul-dump (LHD) dispatching. Allocated dispatching rarely optimizes open pit product' on. But it offers an efficient mode of operation underground and where options are more limited. The primary objectives of underground mine management systems are to maximize production and mini¬mize contention time through allocated train, truck or LHD dispatching, traffic control, equipment monitoring and comprehensive reporting. The main components of an underground mine management system include: ? A central computer (personal computer or worksta¬tion) in a central control center. It sends instructions to train, truck or LHD drivers and allows dispatcher interaction. ? A field computer system (FCS). This consists of a touch-screen graphics console (GC) and mobile hub - on each train, truck or LHD to receive and display instructions from the central computer and accept driver input. ? A data radio network based on leaky feeder (data, voice, video) or microcell radios (data only) and advanced token-ring technology. This passes information between the central computer and the FCSs. ? Radio frequency (RF) tags mounted at boxes, weigh bridges, tips and rim tunnel main haulage ways to locate trains or LHDs (Luke, 1993). Such a management system must be in place before implementing computer-based dispatching (Vagenas, 1991) for production optimization.

Sao Bento Mlnerai;;ao Mine (SBM), located 100 kms northwest of Belo Horlzante, Brazil, was commissioned In 1987t1l to produce 185 kg per month of gold from 240 tpd of refractory sulphide flotation concentrate. The concentrate Is processed by a Sherrill Gordon design pressure oxidation circuit followed by conventional CIL gold recovery process (Flgur .. J). The original plant design foresaw expansion to 480 tpd, and In this regard the acidic effluent neutralisation, CIL and carbon circuits were designed for future expansion to treat the higher tonnage. The pressure oxidation section was sized for 240 tpd with the Intention to double the Installed plant equipment to provide 480 tpd capacity when required. This decision was based In part on the novelty of pressure oxidation to treat refractory sulphide concentrates in 1984 when the process design was finalised. General Mining, Metals & Minerals (Pty) Ltd (GENMIN), has been actively Involved for the past 30 years in the development of bacterial process for the oxidation of refractory gold concentrates; the results of this development program have provided the registered process BIOx®. The successful Implementation of BIOx® technology for treatment of refractory gold concentrates at GENMIN's Fairview Mine In October 1986t2l, as well as the substantial experience accumulated in laboratory and pilot testing of some 40 other sulphide concentrates, Justified reconsideration of the oxidation process best suited to provide the Incremental sulphide oxidation capacity planned for SBM.

South Africa has adopted its own code for public reporting of Mineral Resources and Mineral Reserves in 2000. The South African Code for Reporting of Mineral Resources and Mineral Reserves (SAMREC Code or Code) (SAIMM 2000) is presented here in its local and global context. The main aspects of the Code are listed and elaborated upon. The Code has been written with the participation of the major South African stakeholders in the field including Government institutions, the legal confraternity and the mining industry. The Code is modelled on, and is 90% compliant with, the Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) (AusIMM 1999). The paper also elaborates on the duties and responsibilities of Competent Persons signing off resource and reserve reports and on the listing requirements of the Johannesburg Securities Exchange (JSE), formerly the Johannesburg Stock Exchange, which has officially adopted the Code. The listing requirements were updated in 2000 to incorporate the SAMREC Code and subsequently in 2002, effective 2003. The ongoing obligations of the JSE for the exploration and mining companies are being compiled and are expected to be effective from early 2004.

In late 1993, Inco Ltd. completed a $600-million environmental improvement project at its Sudbury, Ontario operations -the largest single environmental project ever undertaken by a Canadian corporation. Efficient new facilities and innovative technologies installed during the course of the project have also significantly improved Inco's productivity and competitiveness. In early May 1994, a panel of 18 Inco authors contributed to a Technical Forum, "Environmental Programs at Sudbury," presented at the 96th Annual General Meeting of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) in Toronto. Their papers have been published in CIM's Toronto `94 Proceedings Volume, pp. 62-77. The following report draws primarily on discussions of Inco's milling and smelting operations published in the Proceedings Volume. The Proceedings Volume also includes papers on the acid and oxygen plants and on engineering, construction and commissioning of the project. In a shearer longwall mining operation, the longwall hits are responsible for breaking into and chipping the broken coal blocks away from the coal face. However, underground observations found that the bits being used were working under various degrees of wear. This wear can be reduced by using better-designed longwall bits and by properly selecting shearer operating parameters. A computer program was developed to simulate the performance of the longwall bits. The information required by the program are the shape of the bit head, the installation of the bits on the drum and the operation parameters. Through the simulations, the main factors affecting the bit-wearing process are identified. Suggestions are also made for improving the design of the longwall bits.

Before the introduction of computerized procedures, mineralization modeling (compilation of level maps), ultimate pit studies, ore reserve compilations, and long-range mine planning all were performed manually. In fact, much of the basis for today's computer programs was derived from manual procedures and actual experience of mining engineers and geologists.
