Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

The Marlin gold-silver deposit is in western Guatemala, 15 kilometers south of a major transform fault that separates the North American and Caribbean plates. A district-scale, northwest-trending graben controlled deposition of a greater than 1200 meter thick upper Tertiary quartz latite to rhyolite volcaniclastic sequence. These volcanics were subsequently intruded and unconformably overlain by a small intermediate, latite to andesite, volcanic complex. Classic low-sulfidation, quartz-calcite-adularia veins and stockwork formed a 2.2 million ounce gold deposit, in association with late-stage andesite dike swarms, along a west-northwest striking normal fault on the eastern flank of the volcanic complex.

INTRODUCTION Underground drill and blast excavation is usually accomplished with small diameter holes loaded with high energy explosives. The detonation pressures are extremely high and an extensive amount of energy is dissipated in the process; however, very little of this energy is used to create the specified fracture planes required for excavation. The available energy is expended in producing radially outgoing stress waves, in crushing the adjacent rock, and in producing a dense, randomly oriented radial crack pattern about the holes. This causes several undesirable effects: 1. Overbreak at the perimeter, which results in more muck to remove and extra concrete or shotcrete to fill the voids. 2. Damage to or loosening of the remaining rock at the perimeter which may result in the need for additional support measures. 3. Ground vibrations and/or airblast, which could result in damage to nearby structures and complaints by people living or working in the area. Several steps may be taken to minimize these effects. Where control of the perimeter is desired, smooth blasting techniques are generally employed in which the spacing and burden of perimeter holes are reduced and lighter, decoupled charges are used. Where vibration damage to structures is feared, control is generally exercised by limiting the charge weight per delay period so that the ground vibrations at the nearest structure do not exceed a peak particle velocity of two inches per second. The rheological properties of mineral suspensions affect the design and operation of transport, mixing, size classification, grinding, gravity concentration, flotation and de-watering systems. In many cases, the rheological properties can be modified to improve processing through the addition of chemical additives. These additives may be either organic or inorganic and generally affect the state of particle aggregation or dispersion. Inorganic modifiers act primarily by affecting the surface charge of mineral particles and thus control the magnitude of electrostatic attraction/repulsion between particles. The action of organic additives (polymers and surfactants) is a combination of electrostatic and steric forces – the latter being related to the molecular weight of these reagents. While low molecular weight polymers are dispersants (viscosity reducers), high molecular weight polymers are likely to induce flocculation and increase yield stress.

Surface subsidence is becoming an increasingly important factor in the economics of mining Louisiana salt domes due to, amongst others, excessive shaft deformations and land loss to encroaching sea water. The vast majority of subsidence studies have been undertaken on bedded, tabular deposits. It is important to understand the causes of subsidence due to mining domal salt and how it can be minimized. The paper will review the major differences between subsidence caused by domal and tabular evaporite mines, the problems encountered in predicting subsidence, the factors that influence subsidence and, finally, possible alternative mining methods.

The Kalgoorlie Consolidated Gold Mines Fimiston Open Pit is mining through a dense network of disused level workings and stopes of varied sizes and orientations. This study investigated the interaction between underground workings and the pit slope stability, in particular for the ultimate pit depth of over 600 metres. Parametric analyses were conducted on the structural and rock mass properties in order to provide realistic input. Several cases in both 2D and pseudo 3D using UDEC were modeled and analyzed to investigate the performance of the rock mass at various mining stages. The concept of equivalent property factor was also introduced to model the 3D behavior using 2D models. Based on the modelling results, the possible failure mechanisms and deformation of the pit walls were assessed. Factors of safety have been derived for the pit slope at different mining stages using the strength reduction technique. The modelling results agree well with pit performance monitoring results to date. The concept and results presented in this paper could be a useful reference for operations with similar circumstances and stress regimes.

SHELDON P. WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized. What is your assessment of the current state of the minerals industry? It is no understatement that domestic mining is facing a severe crisis at this time. The sharp decline in commodity prices and demand is putting a great strain on domestic and worldwide mining, causing major declines in profits and market capital of mining companies. This, in turn, has lead to major production cuts, layoffs, shut-downs of operating properties, and the deferral of new and expansion projects. These changes in the minerals industry have played a major role in the health of the economy. Operationally, the industry continues to develop new technologies that are making our work more efficient, more cost effective and more environmentally acceptable and safe. During downturns like this, companies generally pay closer attention to operational efficiencies and process optimization. Historically, new technologies and processes tend to be developed during down markets, and I believe we will see the same thing as companies strive to preserve liquidity and maintain or improve their margins. On the positive side, the drop in commodity prices has resulted in a reduction in operational costs, as the costs for fuel supplies and construction materials have decreased.

A 9-meter-long drift was constructed in the unsaturated-fractured tuff at Yucca Mountain to evaluate the potential for water seeping into an underground opening. Forty seepage tests were performed by releasing a finite volume of water at a constant rate into short test intervals located in boreholes positioned above the drift. The seepage threshold flux, defined as the liquid-release flux at and below which water will not drip into the opening, was determined for 10 test intervals. The seepage data, observations, and model results indicate that a seepage threshold exists because a capillary barrier diverts water around the opening.

As we compete for close margins in wholesale sales, the effects of both quality and price have a major impact on the cost of producing electricity.SO2 emission allowances have traded as low as$60/ton to as high as $215/ton over the last three years. This price spread in emission allowances clearly demonstrates the correlation between the quality of fuels versus the price utilities will be willing to pay for them. This paper provides an overview of the effects of the qualities of fuel, coupled with transportation as well as environmental concerns on the price of fuel and the ability to compete in a deregulated electric market.

This project involves the reconstruction of a 1,100 ft. long by 75 ft. wide segment of an existing 4 to 5 track subway under Northern Boulevard in the Borough of Queens in New York City. The project includes widening the existing subway to permit the construction of new inbound and outbound subway (T1 and T2) ramps adjacent to and under existing operating tracks. The plan of the project is shown in Fig. 1. Existing tall buildings along the job site and a contaminated groundwater plume under an adjacent rail yard required construction of slurry concrete walls along the east and west construction limits. Groundwater cutoff across the north and south construction limits of the subway was achieved by jet grout walls built across the subway invert slab between existing track and third rails. The work involved dewatering the construction site to a depth of about 50 ft. below street grade. This is a four year project and includes extensive work to maintain and protect subway and vehicular traffic of over half a million commuters a day through the work area. The project cost was $160,000,000.

Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices which minimize soil compaction will produce better results when forestland is the intended post-mining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees, and since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal, and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree survival rate. It is believed that the two soil compaction parameters may ultimately be used to predict tree survival rates on reclaimed surface mined lands.

4.1 INTRODUCTION There have been numerous methods developed for predicting the final subsidence and final displacement profiles (Voight and Pariseau, 1970; Brauner, 1973a; Kratzsch, 1983). But for discus- sion purposes, they can be classified into six categories: theoretical, profile function, influence function, graphical, physical, and numerical modeling. The theoretical method employs mainly continuum mechanics theories and attempts to explain the mechanisms that lead to sur- face subsidence. Many models using nearly all kinds of material behavior have been developed. These include elastic (Salmon, 1963; Berry, 1964), plastic (Pariseau, 1968), viscoelastic (Iman, 1965), and elastoplastic (Dahl, 1969). The Profile Function Method is essentially a method of curve-fitting against the measured subsidence profiles in a particular mine or region. There are more than 20 profile functions developed empirically for nearly all major coalfields in the world. These include, to name just a few representative ones: Hungary (Martos, 1958), Japan (Hiramatsu and Oka, 1968), Russia (Avershin, 1947), United Kingdom (Wardell, 1965), and USA (Peng and Chen, 1981; Karmis et al., 1984). The NCB's graphical method in the subsidence Engineers' Handbook (1975) also belongs to the profile function method. The influence function method was first proposed by Bals (1931/1932). It was further developed in various periods and stages by Knothe (1957), Liu and Liao (1965), Brauner (1973a) and Marr (1975). This method is now widely used in various parts of the world. The physical models include sand (Litwiniszyn, 1959; Pariseau and Dahl, 1968) and gelatin (King and Whetton, 1958; Khair et al., 1986). They are used mainly to study the parameters that control subsidence behavior. The most popular numerical method is the finite element technique. It can simulate nearly every conceivable material behavior, inhomogeneity, bedding planes, anisotropy, and various boundary conditions. This versatility is absolutely necessary considering the ever-changing geologic and mining conditions encountered. In the following sections, only those methods that have been applied to US coalfields will be discussed. Furthermore, the methods for prediction of several key parameters such as maximum subsidence, maximum possible subsidence, and maximum displacement are discussed first, because they are the key parameters to be used in the profile function, influence function, and graphical methods.

The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.

The purpose of this paper is to make a comparative cost analysis of domestic and foreign exploration projects which developed into mines during the 1960-1974 time period. A total of 18 mining companies, American and Canadian, were approached to solicit cost data on domestic and foreign exploration projects which developed into mines. Only 20 percent of the companies to which questionnaires were sent made data available. Several companies answered negatively, informing us that they would have difficulty in attempting to sort our costs. Some companies were usable to release cost details. It is comforting, however, to realize that some of the non-contributing companies expressed eagerness to hear the findings of this paper. Inasmuch as the data available on exploration expenditures is, in some cases, somewhat uncertain and that no two mining companies follow the same system of cost allocations, the results obtained in this analysis should he interpreted as trends of a general character.

The failure of a seal in an underground coal mine can have devastating consequences. Traditionally seals have been constructed as flat walls. Large hydraulic dams, on the other hand, are constructed as concave arches. This paper presents an initial analysis of the potential strengthening of seals by concave construction as well as the impact of additional cost in terms of labor and material. A simple finite element analysis of three-dimensional solids under uniform loading allows comparisons between the strength of a flat wall and a curved arch. The models are examined for reasonable behavior and displacements at 20, 50, 100, and 200 psi loads.

"As underground mining continues to operate at deeper depths and in more complex geologic and geometric conditions, there has been an increased demand for mine designs to better reflect site-specific conditions, measurements, and observations with respect to ground control safety and stability. During the past 20 years, the National Institute for Occupational Safety and Health (NIOSH) has developed, validated and distributed a number of free software packages (ALPS, ARMPS, AMSS, ARBS, etc.) specifically aimed at providing the industry with ground control design tools for the evaluation of underground stability in coal mines. While these programs were initially developed as stand-alone software packages where all data reside on an individual or workgroup computer, modern day web applications have begun to migrate toward a “multiple-tier” architecture, allowing multiple users to access an application by means of an Internet connection.This article introduces a new Web-based platform for ground control software applications, webGroundControl (webGC). webGC provides users with a platform through which one can access NIOSH and other ground control design software utilizing a Webbased, multiple-tier architecture. This provides users with easy access to ground control designs, the ability to perform on-demand calculations, as well as increase online collaboration between operational personnel and engineers through a web server. The basic framework and, more specifically, the user-interface of webGC are defined and outlined within this paper. It is expected that the mining industry will rapidly embrace this new product and webGroundControl will be a new paradigm for mining engineering computer applications. Platform architectureAs Web-based computing technologies continue to advance and cloud computing gains momentum, web-based platforms for software applications are growing in popularity across all industries due to ease of product accessibility and distribution as well as data security. With the expansion of Internet connectivity on the surface and underground, there is an industry need to develop Internet-based applications for mine and ground control design (Barczak et al., 2016). Cloud-based products are already available for many industries and are slowly being developed for the mining and geotechnical industry. A notable example is the drillysis package, which is a cloud-based borehole logging database (Geosysta, 2017) or the Dynonobel package for on the fly blasting calculations (Dyno Nobel, 2013)."

Energy West Mining Co. (EWMC) has implemented a geologic program for improving stability and support requirements along deep two-entry longwall gateroads at its Deer Creek Mine operations located near Huntington, UT. Together with geotechnical monitoring and concurrent review of mine seismicity in cooperation with MTI staff, it has become possible to improve longwall layout designs for two seam extraction of the Hiawatha and Blind Canyon seams. The geologic program consists of surface and in-mine exploration drilling, surface and in-mine geologic mapping, rock mechanics testing and detailed measurements of changes in depositional and structural conditions during development of every longwall gateroad. The geotechnical program consists of underground measurements at seven locations in two neighboring mining districts located in the Hiawatha and Blind Canyon coal seams under moderate to deep cover. Within the last five years, additional measurements, including data on seismicity and face conditions, have been incorporated into the data collection program for verifying the in situ coal strength and load transfer mechanisms for improving two-seam designs and support systems.

The recycling of electronic waste (e-waste) tends to be a rather complex undertaking when considering the intimate bonding of materials in the average printed circuit board. The development of a recycling process is further complicated when considering the wide variety of products being generated under the heading of “electronics” as well as the constant change in materials of construction coupled with the speed at which electronics are changing. CSM researchers have undertaken a survey of the current state of pyrometallurgical processing of e-waste. This base-line will set the stage for the development of new recycling technology at CSM.
