INTRODUCTION Decision-making in the design and construction of underground facilities must be made under conditions of varying geologic uncertainty, uncertainty which can have a major cost impact if not properly regarded. Of the two approaches for dealing with this variability, preparing for the "worst" anticipated conditions and optimizing design and construction in-situ, preparing for the "worst" conditions is the more if not solely conventionally practiced method in the United States. While the conventional approach is recognized at times to be extremely overconservative, it will remain preferred until a more adaptable method is shown to be economically superior. This paper presents research aimed at providing just such answers as to when and if an adaptable tunnel design and construction approach is more cost effective than a non-adaptable one. To fully understand the characteristics of this choice between adaptable and conventional tunneling alternatives a summary discussion of adaptable methods is presented. An acknowledgement of the importance of geologic and other factor uncertainties in making this decision leads to the adoption of decision analysis as a quantitative methodology for formalizing the problem. Exercising this methodology on three prototypical tunneling scenarios--urban deep, urban shallow, and transmountain--allows an isolation and ranking of the most crucial factors in making the basic approach decision. One scenario, a transmountain highway tunnel, is carried further through a detailed probabilistic analysis to show under what conditions of varying uncertainty adaptable approaches possess economic advantages.

Lime addition to acid mine drainage waters (AMD), possibly accompanied by aeration, has been the basis for their remediation by precipitation of predominantly metal hydroxides. An efficient novel alternative technique causes precipitation of double M(II)-M(III) hydroxy sulfates which readily precipitate and are easily dewatered. When the Fe(II)/Fe(III) + Al(III) ratio of the AMD is appropriate, the Green Precipitate (GP) Process provides a more effective alternative to normal liming/aeration. The process can be adapted to give a continuous in-line treatment by the choice of suitable computer-controlled reactors designed to improve the liming efficiency, reduce scaling and control the rate of treatment. The processes are described in terms of the chemistry involved.

Most magnesia (MgO), whether of natural or synthetic origin, is used in the dead-burned or periclase form as refractory linings for the production of steel. Continued research in refractory science, combined with good refractory maintenance and improvements in steel-making processes, have resulted in decreased use of magnesia. To make up for this loss of business, producers of synthetic magnesia have started to manufacture a variety of magnesium-based chemicals that are used in many industries. There are three primary methods of producing MgO. The first involves the calcination of naturally occurring minerals species. Most of the magnesia produced by this method uses the rhombohedra1 carbonate mineral magnesite, MgCO,. To a lesser extent, the mineral brucite, Mg(OH), is calcined to magnesia. Magnesia produced by the calcination of minerals is called natural magnesia. The second production method uses magnesium-rich brines, or sea water reacting with lime or calcined dolomite to produce magnesium hydroxide. The magnesium hydroxide is subsequently calcined to magnesia. Material produced in this way is called synthetic magnesia. The third major method of production uses saline lake brines to produce magnesium chloride. Magnesium chloride brine is sprayed into a reactor where it thermally decomposes into MgO and HCl. The magnesia is purified by slaking to magnesium hydroxide followed by calcination. Magnesia produced in this manner is also know as synthetic magnesia (Duncan and McKracken, 1994). The degree to which the magnesium minerals or the synthetically prepared magnesium hydroxide is calcined governs the physical properties of the resulting MgO. It is the physical properties that dictate the end use for the product. The terms used to describe magnesia vary along with the degree of calcination. Table 1 summarizes the terminology used when discussing the various forms of magnesium oxide.

Titanium is a metal of increasing worldwide strategic importance. The Center for Advanced Mineral and Metallurgical Processing (CAMP) at Montana Tech of the University of Montana is currently directing two titanium research initiatives. The first program, Titanium Extraction Mining and Process Engineering Initiative (TEMPER), is focused on producing low cost titanium through the identification and development of new mining, beneficiation and extraction technologies which will significantly reduce the cost of titanium production. This will directly benefit worldwide commercial applications. Secondly, CAMP is evaluating new technologies for fabrication of titanium utilizing the Free Form Titanium Fabrication (FFTF) initiative. These technologies may drastically reduce the cost and time to manufacture titanium components. Because of the high strength to weight ratio of titanium coupled with its superior corrosion characteristics, these programs will be of vital importance to expanding the commercial and strategic applications of titanium. An overview of these two new titanium initiatives will be presented in this paper.

A new moving cone optimizing technique will be introduced. In order to facilitate under- standing of the moving cone optimizer, a re- view of the principles of moving cone design technique is presented. A concept called the negative moving cone design technique is also introduced to help facilitate understanding of the moving cone optimizing algorithm. In the introduction to Subsection 3.3, the relationship of the mineral inventory modeling technique to the ultimate pit design optimization methods was reviewed. Five modeling techniques were described, and four mathematically provable optimizing methods discussed. The broad use of the regular 3D fixed block model was attributed, in part, to its applicability to automatic optimization methods of pit limit design such as the Lerchs-Grossman graph theory algorithm, and in part, to its systematic nature.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

For the last four years, the Kilborn Group of Companies has been involved in several major projects in the Confederation of Independent States (CIS). These include the Kumtor project, the Kubaka gold project, the Kazgold project, the Aginskoe project and the Jerooy project. These projects are all in various stages of detailed engineering and construction. Western mining companies are pursuing mining opportunities throughout the world in search of ore bodies for development. The quest for profitable mining ventures has led mining companies to South America and Asia and, more recently, to the former Soviet Union. When considering the CIS, several factors should be considered. The most notable are geography, mining culture and previous mining production.

The Mineral Economics and Management Society (MEMS) held its fifth annual conference in Montreal, Quebec, Canada earlier this year. “The Minerals Industry: Responding to the Global Challenge” was the first MEMS conference to be held outside of the United States. About 125 mining- and minerals-related professionals attended. The MEMS program included six sessions and three distinguished speaker addresses. The session topics included: “Minerals in the Macro economy: Development in Demand,” “Trends in Global Metals Supply: The Producers’ Challenge,” “Global Environmental Issues: Policy Perspectives,” “Global Environmental Issues: Quantitative Analysis” and “Minerals in the CIS: Phoenix or Albatross?” A student session was also offered. It provided a competition for monetary awards for outstanding papers.

Research efforts which have led to reduced resin bolting costs at White Pine Mine are described. Key factor was development of the capability to drill small holes (1 1/8 in. diam) in the hard (20,000-30,000 psi) White Pine roof rock. Economic data comparing the 1 1/8 in fully-grouted Resin Bolt to the conventional 1 3/8 in fully-grouted bolt is also included. The development of a method which allows the Resin Bolt to hold itself in the hole thus removing the requirement for the operator to break his "work momentum" while he stops and waits for the resin to set is also described. This technique increased bolter productivity by 23% in a recent full-scale unit test.

INTRODUCTION A trend which is obvious in the United Kingdom and is thought to be evident in other parts of the Western world is the disproportionate rise in the cost of tunnel mining labour compared with other tunnel cost increases. This disproportionate increase in labour costs has been accompanied by, and may be the result of, a shortage of skilled working labour. To combat this problem there has been a steady increase in the use of machines for excavation and for the erection of tunnel linings to keep the amount of skilled labour working below ground to a minimum. The typical tunnelling cycle, where the ground needs continuous support can be excavation, temporary support, temporary lining, grouting and permanent lining. It is obviously an advantage to combine as many of these operations as possible and carry out as much as possible by machine. Machines have been developed which will, either alone or used in combination with a shield, excavate and, when necessary, temporarily support the excavation. If a segmental lining is used, it can be so designed that it will form the permanent lining and reduce the cycle time and skilled labour requirement to a minimum. In cases in which the ground can be cut accurately to a smooth profile and will stand without support for a sufficient time, the lining can be expanded against the ground and the necessity of grouting eliminated. In cases in which ground will not stand without support, the usual method is to use a bolted lining and to grout behind it preferably as the shield is shoved forward. Introduction Screening is defined as a mechanical process which separates particles on the basis of their size and their acceptance or rejection by a screening surface. The key element in this method of particle sizing is obviously the screening surface, the medium that contains the apertures for the passage of the undersize material. This surface must be strong enough to support the weight of the material being screened, flexible enough to yield to the vibrating force applied to it, yet light enough to provide a reasonable ratio of open area to attain a practical through- put. In an effort to promote sustainability in the construction industry, the natural decorative stones that cover large external areas of buildings may be replaced with artificial stones. In this paper the physical and mechanical properties of artificial decorative stones are presented and are critically compared with corresponding natural stones. To test suitability for various applications, artificial stone specimens were subjected to weathering testing (freezing-thaw cycles in a climatic chamber). Mechanical characterization of these specimens was based on uniaxial compressive testing as well as non-destructive ultrasonic testing. Preliminary results show that artificial stones can replace natural stones, thus creating a sustainable development option for the construction industry.

Applications of nuclear magnetic resonance (NMR) offer possibilities for on-line sensing of the concentrations of several elements in flowing sample streams. In addition to hydrogen, these elements, generally of low-order atomic number, include aluminum, phosphorus, fluorine, sodium, boron, and lithium contained in minerals having commercial importance. Many such elements have been difficult or impossible to successfully measure on-line using the more familiar X-ray fluorescence and neutron activation analysis techniques. The availability of practical on-stream analysis methods is essential to applying advanced controls to processes incorporating these elements. On-stream NMR instrumentation has been demonstrated in the past for several process applications including, as an example, coal flow and analysis; and the technology has recently been extended to the measurement of phosphorous BPL in Florida beneficiation plants. The technique involves simultaneous sensing of proton (hydrogen) and 31P intensities to provide data for continuous calculation of BPL in the phosphate through calibration to volume fractions of water and solids. Initial operating results are described using the PhospholyzerTM on-stream phosphorous analyzer designed for plant application.

This paper discusses how Bald Mountain Mine dramatically reduced mercury production by treating process solutions with a liquid reagent called UNR 811A. The reagent is marketed by Cherokee Chemical Co., Inc. A summary of the bench tests comparing several different reagents is given. The ensuing plant trial is discussed and results are presented. The plant trial treatment costs are discussed. Finally, potential cost savings are discussed.

The mining industry is at a crossroad. To sustain our technically based society, demands for commodities are increasing, and exploration for these commodities is a must. The debate is between sustainable development and the status quo and begins with exploration, where it is determined if a mineralized area contains enough potential ore to be mined economically. Mineral deposits are relatively rare and depend upon certain natural geologic conditions to form and may not always occur in locations that are most suitable to society. Exploration can be compatible with environmental protection and social responsibility, but difficult challenges face the industry to develop a property that is environmentally, economically, and socially responsible.

Mine Terex articulated dump trucks are working on a large restoration project of an abandoned open cast coal site in Blacklaw, central Scotland. The project is part of the construction of a 42-turbine wind farm complex. During the scheduled 18-month duration of the project, three 28-t(31-st) Generation 7 TA30 dump trucks and the six 36.5-t (40-st) TA40articulated trucks are estimated to move about 1Mm3 (1.3 million cu yd)of material. The trucks are working12-hour shifts, 5.5days a week.

A research project supported by the Minnesota Department of Natural Resources and the Iron Ore Cooperative Research Committee was undertaken to reduce the dissolution of fluoride into process water during taconite processing. Leach tests were conducted using rod mill feed samples and water containing varying concentrations of calcium and sodium. Laboratory liberation grinds were performed to evaluate fluoride rejection during grinding and magnetic separation. Tube furnace tests were conducted to evaluate fluoride volatilization during pellet induration. The results indicate that fluoride concentration of process water is a function of both calcium and sodium concentration in process water. It appears that less than 1 percent of the fluoride present in rod mill feed will dissolve in process water during grinding. More than 90 percent of the fluoride present in rod mill feed is rejected with tailings during size reduction and magnetic separation. The furnace tests demonstrate that bentonite and fluxstone (calcite and dolomite) addition to taconite concentrate during pellet production increases the amount of fluoride that volatilizes during induration. Lime hydrate addition to pellets decreases the amount of fluoride that volatilizes during pellet induration. During acid pellet production approximately three times more fluoride enters the water during induration-off-gas scrubbing than during grinding. When fluxed pellets are produced three to eight times more fluoride enters the water during off-gas scrubbing than during taconite grinding.

INTRODUCTION This paper describes one of several research projects funded by the Advanced Research Projects Agency to extend the technology of rapid underground excavation. This study and field research effort are to investigate alternative means to determine rock and geological conditions in advance of a tunnel boring machine (TBM). Approximately 1 year of a planned 3-year program has resulted in the definition of three candidate drill systems. Hardware has been assembled to field test these candidates and testing has begun. The 3-year objective is to develop a single optimum prototype drill and test it in an active TBM operation. The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration (MSHA) has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and re¬sponse of mine personnel in mine emergency situations. The MERD program simulates problems that may occur in underground mine fires and explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, industry, labor and state government personnel. This versatile program is easily adapted to suit various training requirements. In 1992, a Mine Simulation Laboratory was built at the Natinal Mine Health and Safety Academy, Beckley, WV, to improve training for mine emergencies and prevention and fighting of mine fires. This facility is capability of simulating a coal mine and metal-non-metal mine for training purposes. It has been included in the MERD program to provide realistic and practical training for mine rescue teams and MERD partici¬pants in advanced mine emergency operations. The objectives of the MERD program are to improve the organizational and management skills of the participants in a rescue and recovery operation and provide a better understanding of the importance that various roles have on the overall organization and the importance of their interaction. The MERD program is not intended to provide the participants with all of the abilities and knowledge required to respond effectively to a mine emergency. Rather, it is intended to give the participant an opportunity to experience the emotions, frustrations and successes of a mine emergency without having to actually be involved in one. The participants are expected to return to their regular jobs with a greater appreciation of the environment in which emergency operations take place. Experience in mine emergencies is extremely limited in the industry today. The participants are encouraged to use the knowledge gained during a MERD program to develop or enhance a mine emergency plan suitable to their needs.
