INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

The Construction Institute of the American Society of Civil Engineers recently published the second edition of a 1997 publication on geotechnical baseline reports. The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

INTRODUCTION Laboratory testing for magnetic concentration circuit design is a requirement, just as it is for most other types of concentration. Natural variations in raw materials allow on1 y the broadest of generalities to be made regarding magnetic separation. Further, magnetic fields are geometry dependent, leaving fundamental models of a separator overly dependent upon the exact conditions for which the models were derived. Despite this, an understanding of the basics of magnetic separation and of the problem to be attacked can result in rapid progress towards the final circuit design with a relatively simple testing program. Magnetic Separation Basic Principles A magnetic field can readily be understood in terms of lines of flux. A familiar demonstration of these lines of flux is the pattern of iron filings on a sheet of paper when a magnet is placed underneath. Lines of flux2 are measured in Gauss (1 line/cm2) or Tesla (10000 gauss). Regions of high field strength have a greater number of lines. Field direction is indicated by a convergence of lines. When a particle is placed in a magnetic field it cuts the lines of flux and alters them in one of three basic patterns. These patterns are referred to as diamagnetic, paramagnetic and ferromagnetic. Diamagnetic materials have electronic structures which react to oppose an applied magnetic field. This opposition acts to locally reduce the applied field slightly. The visualization is that lines of flux diverge and go around the particle. Because of this divergence or opposition, a diamagnetic particle will tend to move towards regions of lower flux density. That is to say that the particle will be repelled by a magnetic field. Aluminum oxide and napthalene are examples of diamagnetic materials. Paramagnetic materials have an electronic structure which increases an applied magnetic field. Although these materials also exhibit diamagnetism, they have randomly oriented impaired electrons which align with the magnetic field. A virtual reality approach is presented that can aid entities such as mining companies and land use planners in communicating a visual understanding of a mining operation to interested stakeholders, citizens? groups, and public committees. These visualizations are particularly useful in permitting, production planning and mining closures, contributing to accurate communication and evaluation of mine plans, ultimate land use and evaluation of potential design options A case study is presented, that was created using commercially available virtual reality tools, to emphasize the benefits of visualization technologies in the sustainable development of mineral resources.

An extensive geotechnical instrumentation program was undertaken during the construction of a 6.7 m (22 ft) inside diameter tunnel to monitor the ground-structure response and to check assumptions made for design. The tunnel was advanced through sedimentary and igneous rock using a fully shielded tunnel boring machine (TBM) with both temporary support and final lining provided by precast concrete liner plates erected in the tail section of the TBM. The parameters measured and evaluated include rock deformation, strain in the precast concrete liner, changes in tunnel cross section and groundwater response. In addition, an automated camera system is described which was mounted on the TBM to provide a continuous photographic record of the bedrock conditions exposed at the tunnel springline. The performance of various types of instrumentation equipment in an underground construction environment is also evaluated.

INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. Through a joint development program between Bougainville Copper Ltd. and Nordberg, the MP1000 cone crusher was developed and tested during the period between 1982 and 1987. Following the successful prototype work, Bougainville Copper purchased an additional three units. A second prototype was installed at Codelco's El Teniente three-stage crushing installation in 1987. This unit has also completed its test period successfully. Three additional units have been sold, making a total of eight, to date. Two will be installed as secondary crushers in two separate large aggregate plants. The first unit installed in the United States was placed in operation at Vulcan Materials Company's plant in Manassas, Virginia in early May 1990. Another unit is being installed in Asarco's Ray Mines expansion. The Asarco installation will be a SAG MILL pebble crusher producing approximately 600 STPH of nominal 1/2" product. Application Objective The objective was to design a crusher that would fit on an existing 7' foundation with minimum modification and yet be capable of twice the production of a 7' cone crusher. In meeting this objective, the power rating was increased to 1000 HP, the maximum design crushing force was increased and the crusher was designed to operate at higher speeds than an equivalent size Symons cone crusher. Collophane, cryptocrystalline fluor-apatite, is examined as a substrate for plant water and wastewater remediation. The attenuation of Fe3+, Fe2+, Hg2+, Pb2+, and Cd2+ is presented as a function of metal ion concentration, amount of collophane, initial pH and conditioning time. TCLP results for Pb2+contaminated collophane are presented. Mechanisms of adsorption for divalent and trivalent species are suggested.

1. INTRODUCTION The Tunnel Cost Model (TCM) is a computer based model whose objective is to quantify the risks of hard rock tunneling in terms of cost and time to completion. The main feature of the TCM is the simulation of the tunnel construction. The simulation makes it possible to incorporate in the time and cost computations the effect of uncertainties in geologic conditions and in productivity rates and costs. The cost and time computed with the TCM will be in form of distributions that allow a quantitative risk assessment. The TCM will be useful as an estimating tool permitting the estimator to rigorously relate uncertainties of individual factors to the end result. The TCM will also make it possible to evaluate technological innovations and to identify problem areas in existing technologies. The TCM consists of three interacting submodels: the geologic submodel, the construction operations submodel and the tunnel simulator. The goal of this paper is to describe the geologic submodel, whereas the construction operations submodel and the tunnel simulator will be described in the following paper by Moavenzadeh et al. First it will be shown how interactions between the geologic submodel and other parts of the TCM will impose certain requirements on the geologic submodel. These requirements, which relate primarily to the description of geologic conditions by a set of problem-oriented parameters and the quantification of uncertainty associated with geologic conditions, will then be discussed. A series of tests were run on soil samples collected near the site of a Socorro, NM lead smelter that was abandoned more than 98 years ago. Three 30.5- x 30.5-m (100-X 100-ft) squares provided 13 samples each. As described in Part I (this issue), each sample was divided into seven splits according to particle size. A mineralogical examination of the fine-size fraction of Pb-contaminated soils failed to reveal crystalline Pb compounds. These authors conclude that Pb is present as amorphous phases or is adsorbed on the surfaces of soil particles. Site vegetation contained elevated Pb levels that increased with increasing Pb amounts in the soil. However, the biological absorption coefficient (BAC) indicates that some of the site's Pb is unavailable, or the plants are able to limit their uptake. Of the vegetation tested, rabbit bush showed the greatest increase of Pb levels in its roots, whereas levels in creosote were highest in the foliage. In cactus, the Pb levels varied. The amount of Pb due to dust incorporated in plant tissue is almost negligible compared to the amount absorbed through the plant vascular system.

The Malana Hydroelectric Project is a private development located in HimachalPradesh State, India that was commissioned in June 2001. The plant was built and is owned by the Malana Power Company, a subsidiary of the Bhilwara Group of New Delhi. With a total head of 400 m and nominal capacity of 86 MW, the plant is capable of generating 360 GWh annually. The 3,1 km long, 4,0 m diameter power tunnel was designed to be excavated by conventional drill and blast methods. Contrary to traditional practice in India for pressure tunnels of providing a concrete lining, the Malana tunnel was finished mainly with shotcrete. In this way, the tunnel was completed in a period of18 months, a record for recent projects in the Himalayas, and at a cost substantially below that of conventionally lined tunnels. An interesting aspect of the project was the design of the steel tunnel liner linking the power tunnel to the penstock. The length of the liner was fixed finally on the basis of in-situ testing using both hydraulic jacking and doorstopper tests to evaluate the ability of the rock to withstand the internal pressure of4,0 MPa that exist near the downstream end of the tunnel.

The ‘Westerschelde Tunnel’ underpasses the estuary of the Schelde in the Netherlands. The tunnel will consist of two tubes which are driven by two hydroshields (slurry shields). The tunnels will each have a length of approx. 6.6km and a bore-diameter of 11.33 m. Demanding ground conditions had to be considered during the design of the shield machines. Loose sands, extensive clay formations and high ground water pressures of up to 6.5 bar will be encountered during the tunnel drive. The tunnelling activities will start in the middle of 1999 and are scheduled to end by the end of 2001.

Just prior to the close of the century, the Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources et al. vs. Secretary of Labor[1] to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in the US Mine Safety and Health Administration's (MSHA) issuance of 225 citations, not only to the contractor but to four affiliated entities of Berwind Corp. While an Administrative Law Judge dismissed citations to three of the four Berwind entities, MSHA and the remaining Berwind entity appealed the case to the commission. Although the commission effectively left intact the administrative law judge's decision, it announced a new theory of liability that would apparently be applied in the future, namely the unitary operator theory.

Although the concept of centrifugal recovery has been around in one form or another for many years, it has not been until recent times that it has become clearly understood and properly put into perspective. Simplistic in theory, it is when one begins to examine the variables involved that the true complexities of this matter begin to emerge. In creating an enhanced g force concentrator, there are many aspects both positive and negative that are encountered. Many conditions that are inherent to all conventional 1 g concentrators do not apply to centrifugal concentrators and therefore very few cm factors exist between them. In developing this technology, virtually all principles were proven by method of trial and error. Among the topics discussed are the effect of g force enhancement on particulate behavior with respect to size and shape, density, enrichment, fluidization, and the "teeter principle". In addition, we will discuss the physical effects of g force enhancement with respect to manufacturing in the areas of abrasion, bearings, and vibration. In discussing the recovery parameters of centrifugal concentrators we will draw direct comparisons to various other recovery methods, outlining the conditions most favorable to their application.

Groove deepening (deepening of a groove in rock by successive passes of a rock cutting tool) is a potential operational feature associated with tunnel boring machines. Little research has been undertaken in this area which is of direct practical relevance to the design and application of tunnel boring machines. Laboratory experiments using single, double and triple disc arrays have revealed an important fundamental cycle of events associated with disc cutters when progressively deepening a groove. Furthermore, in contrast to pick cutters, groove deepening by discs is shown to be an efficient operation. This can be directly attributed to the increased interaction between disc cutters due to the increase in magnitude of lateral forces generated as a groove is deepened.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

A NIOSH study on occupational deaths between 1980 and 1989 indicated that in the United States, mining had the highest average annual fatality rate (3 1.9 per 100,000 workers) of any other major industry. Since "lack of training" was often cited as the primary cause of accidents, NIOSH has been investigating new methods for effective training. One such method is the use of low- cost, desktop computers to simulate a virtual mining environment. Computer-based training offers several advantages over conventional training because the computer programs provide a three- dimensional environment that allows the trainee to practice using evacuation routes, encounter mining hazards, and view mining operations without being exposed to any real danger. One major focus of the project is mine escapeway multiuser training using desktop virtual reality programs. Researchers have imported mine maps into the software for the purpose of practicing actual evacuation routes and procedures. Various scenarios for evacuation can be practiced in a three-dimensional computer simulation of the mine in a disaster situation, complete with smoke, fire, and other dangers. Depending on the trainee's job description (i.e., foreman, shift boss, beltman, etc.), certain tasks need to be performed in addition to navigating primary and/or secondary escape routes. Each scenario allows for individual or team-based training and provides a means to educate mine workers in hazard recognition and hazard avoidance. Using this program, mine workers can practice evacuating various mine layouts without the danger and expense associated with escapeway training in an actual underground mine. Each scenario can be changed to test the trainee's reaction in a variety of circumstances and run many times so the trainee can practice concepts. This training experience will help reinforce the knowledge acquired during more conventional classroom instruction, and the inherent flexibility of the program allows training materials to be tailored to meet the specific requirements of individual mines.

Both bolt profile shape and spacing (rib spacing) have been found to influence the bonding capacity of the grouted rock bolt. The bolt surface profile configuration has greater importance to rock bolting in strata reinforcement in mining than the steel rebar used in civil engineering construction. This is because a rock bolt in mining usually is subjected to greater dynamic loading than the steel rebar in civil engineering construction. The increased bonding capacity of a bolt is important when supported ground is either heavily fractured, faulted or the supported ground is of soft formation, typically that of coal measure rocks. Past laboratory studies have identified the bolt profile spacing as of significant relevance to bolt resin rock bonding increase, however, no attempt has been made to determine the optimum spacing between the bolt profiles spacing. Accordingly, a series of laboratory tests were carried out on 22 mm core diameter bolts, commonly used in Australian mines, installed in cylindrical steel sleeve. The study was carried out using both push and pull testing methods. The push test was carried out in 150 mm long sleeves while the pull testing was conducted in 115 mm long sleeves. Profile spacing tested include, 12.5, 25.0, 37.5, and 50 mm lengths. Additional studies undertaken include modelling the profile of the load-displacement data of pull testing. Bolts with a profile spacing of 37.5 mm were found to provide optimum load bearing capacity as compared to other tested profile spacings.
