When an economic mineral deposit is first discovered, it is almost immediately defined in terms of tonnage and grade. As exploration and assessment continue, the initial definition is ordinarily qualified by such terms as "proven," "probable" and so on. Even at this stage, the fundamental philosophies of the discoverers may manifest themselves in conservative or optimistic views of the deposit's potential. It is unusual, however, for the philosophies to be expressed in terms of metallurgical performance criteria at such an early stage unless the ore is very unusual in its chemistry or mineralogy. Even before drilling is completed, the first mining plans appear, with or without the benefit of metallurgical test data. This is the point at which management philosophies can have some of their greatest impacts. In ideal cases, where large, uniform ore bodies can be developed and mined according to assay cutoffs, the conventional philosophy of maximizing tonnage while minimizing cost can be followed without much metallurgical difficulty. Asamera Minerals Cannan Mine has been producing a 170 g gold/tonne (5 oz gold/ton) siliciaus flotation concentrate since July 1985. Flotation concentrate is shipped to a smelter for gold recovery. Numerous processes have been investigated to economically produce bullion on site. This paper describes the laboratory and pilot plant test results of a bacterial assisted oxidation of the refractory minerals. Economic comparisons with autoclaving and roasting processes are included.

Incorporating a bottleneck analysis into the mine plan can provide a significantly better basis to make economic decisions regarding materials handling systems. Every materials handling system has a bottleneck. The bottleneck at a mine may change over time as a function of location or time. Since a mining reserve is a finite amount and can usually only be mined once, knowing how the bottleneck changes can provide a critical backdrop to capital investment decisions, especially those affecting the materials handling system. A bottleneck analysis can better quantify the expected 'return and also indicate the optimal time to complete tile project.

Chemical and physical properties of thiol collectors are reexamined to compare the prospects of heavy metal-thiolate or disulphide surface reaction products acting as actual collector species. Recent evidences for the existence and importance of each of these types of adsorbed species on sulphide minerals are also discussed. A conclusion is reached that partial coverage by chemisorbed heavy metal thiolate is often sufficient to confer practical levels of hydrophobicity and floatability. Only on a few highly conducting and "noble" sulphides does adsorbed disulphide-type collector oxidation product appear to be significant.

The production of oxygen on the Moon utilizing indigenous materials will be essential for successful lunar colonization. Several processes have been put forth to accomplish Lunar Liquid Oxygen (LLOX) generation. The schemes that have received the most study to date involve: 1) Reduction of ilmenite (FeTi03) by H2, CO, CH4, CO-Cl2 and Cl2, plasma. 2) Molten silicate electrolysis, both unadulterated and fluoride fluxed. 3) Several others, including H, reduction of glass, carbo-chlorination, HF acid leaching, fluorine extraction, magma oxidation, and vapor pyrolysis. The H2 reduction of ilmenite and molten silicate electrolysis processes have received the most study to date. They are both feasible schemes and have various pros and cons, including their feedstock requirements. However, all processes should be addressed at the onset of LLOX research. This paper reviews several of the most studied and feasible processes for winning oxygen front lunar materials. There is an obvious need for more experimentation and study.

The Federal Surface Mining Control and Reclamation Act (SMCRA) requires a surface mine operator to post a performance bond before a mining permit can be issued to that operator. Release of that bond is contingent upon the completion of all required reclamation, restoration, and abatement work on the permit area. This paper explores the requirements of each of the three phases of reclamation under SMCRA, as well as provisions of four exemplar state regulations of four states that have been granted "primacy" under SMCRA. Successful completion of these requirements is a condition pre cedent to the release of performance bond liability. Failure to secure a timely bond release will have an ad verse impact on an operator's other mine permitting activities throughout the United States.

A closure plan was developed for the Intera Pond Facility, a former acid leaching collection pond at the BHP Robinson Mining Operations. To properly close the Intera Pond Facility, an engineering plan that was both technical and cost effective was developed. A primary objective of this closure project was to demonstrate to State regulators that following the proposed plan would minimize further degradation of water resources. Field data demonstrated natural attenuation of metal enriched solutes via carbonate reactions. Prospective fate and transport modeling indicated that it would not continue to degrade waters of the State.

Vibration screens are commonly used not only in classifying bulk material but also in dewatering it. The lack of a comprehensive physical theory of dewatering often leads to difficulties in the design and operation of the vibration screens. Firstly, the dewatering of bulk material will be shown, based on a physical model. Because of the oscillatory motion of the liquid in the bulk, the inertial force of the accelerated liquid and the dripping of water out of the bulk or screen must be taken into special consideration. The physical model put forward shows the effect of the various operations parameters of dewatering screens. The comparison between dewatering theory and practice will be shown by measurements using coal, limestone, etc. Dewatering measurements, which have been conducted on a vibration screen, demonstrate that different vibration frequencies and rates of acceleration lead to different residual moistures. Finally, the possibilities of improving vibration dewatering will be described.

Limestone for portland cement must be beneficiated to produce uniform raw material for the kiln. Careful quarrying and selective recovery are factors in this process, but the chief aspects of beneficiation are "in plant" processes, such as crushing and screening, washing, grinding, flotation, and heavy-media separation. Numerous technical and economic problems exist. Detailed studies of the limestone deposit and the stone itself are required for intelligent beneficiation. As used in this paper, beneficiation is defined as the improving of limestone composition so as to produce an economically usable raw material A limestone deposit is defined as a mass of limestone which can be recovered, by quarrying or mining, for sale or for use in a commercially profitable operation. The stone may require elaborate processing, or it may qualify with little or none. Obviously, the "commercially profitable" qualification may change as the economy changes. Potentially commercial deposits may be of much better quality than actually developed deposits, and yet may be denied development for various economic reasons.

Getting the best match between truck and haul road requires examining the cost effects of many factors. Most mines use a bottom line measure based on cost per ton of material moved. This measure focuses on the two components of truck haulage cost per ton: productivity (or performance) and operating cost. For specific tasks, productivity can be measured or predicted using either field measurement or modeling. Individual tasks can be combined to provide a larger scale, longer term net figure for total mine output. True cost is more difficult to capture. Factors are time- and task-oriented and can be influenced by a summation of factors over a truck's lifetime. For example, "allocated" costs, such as owning (depreciation) and some repair costs, are spread over long periods. Items such as fuel and tires can be tied more directly to certain tasks. This article focuses on the more direct, task-oriented factors that affect truck productivity and cost. The length of Alaska's coastline, combined with the presence of a significant number of fjords, encourages consideration of marine disposal of mine tailings. However, the decision-making process is complex because various factors govern the viability of the submarine tailings disposal (STD) option. An expert system, called the Submarine Tailings Disposal Expert System (STADES), was developed to help mining project planners explore the feasibility of STD. A review of the existing literature, supplemented by engineering recommendations, on the various aspects of the marine disposal of tailings formed the knowledge base for the expert system. The shell used to develop the expert system was LEVELS.

Cationic flotation of quartz is currently utilized in the concentration of iron ores and the cleaning of phosphate concentrates. The present work deals with depression of quartz in the presence of aluminum aqueous species during cationic flotation. It was established that aluminum species depress the flotation of quartz with an amine, especially under neutral and slightly alkaline conditions. With an amine as the collector, studies of the adsorption (abstraction) of Al species on quartz surfaces, as a function of pH, correlated well with the depression of this mineral. The presence of Al species also enhanced the depressant action of corn starch on quartz. In addition, the sodium salt of ethylenediaminotetraacetic (EDTA) was found to be an effective complexing agent to suppress the depression caused by aluminum ions.

Typically, several individual cyclones are installed in a cluster (Fig. 1) where they can easily be added or valved-out of operation in order to balance classifier capacity with fluctuations in tonnage and recirculating loads as ore grades and hardness vary.

Subsequent to the determination of an ultimate pit and ore reserves for metallic and nonmetallic deposits, it is necessary to develop the most profitable long-range mining sequence for the deposit. Long-range planning is a dynamic process because product prices and costs change, additional assay and metallurgical data become available, mining technology and operating prices and requirements change. The three case studies included in this subsection present different techniques for dealing with the objectives of long-range planning. To be able to forecast production, profitability, and capital requirements, it is essential to have a long-range mining plan.

Independence Mining Company, Inc. (IMC) has for the past several years processed refractory gold ores at its Jerritt Canyon operation near Elko, Nevada. The ore is typical of those of the Carlin Trend and is refractory due to physical encapsulation of gold in carbon, pyrite, and arsenopyrite. It is also "preg robbing" due to the contained organic carbon that acts as a gold adsorber. Refractory ores require some form of pretreatment before cyanidation to enable economical recovery of gold. The metallurgical facility at Jerritt Canyon is unique in that it consists of two distinct pretreatment methods for the recovery of gold: a chemical process utilizing chlorine and a pyro-metal­lurgical process employing oxidative roasting. This paper pro­vides a comparison of the two methods highlighting flow sheets, pretreatment operation detail, performance comparisons, and pertinent environmental data.

So now you ask, Where are the transcripts? The well-organized co-chairs, Harry and Mary, did their job. Doug Halbe was active in the audience encouraging people to speak up and keeping everything moving along. So where are they? Were the comments so provocative that they could not be written? Was the profanity so bad (even for miners!) that it couldn't be repeated? It appears that at the first session of the Plant Operators' Symposium a glitch occurred with the recording equipment. Thanks go to everyone who did comment during the dis- cussion period. The People I session had a lot of lively conversation and we are sorry that it will not be printed. However, there is now another reason to hold the plant operators' sessions on a regular basis! Another People session can and will be held in the future.

The selection of roasting technology is a complex task which is primarily dependent on the ore mineralogy. Key roasting parameters are directly linked to mineralogical characteristics of the feed and vary considerably between different ore types even in the same deposit. In addition to sulfide refractoriness, other refractory conditions frequently exist. Together with various mineralogical features of the feed, they may complicate roasting testwork and process design. For most roasting scenarios, the critical economic factors are gold recovery, capital cost and environmental performance. This paper will show how these economic factors are influenced by the mineralogical ore characteristics.

The methodology of quarrying changed significantly in the Indiana Limestone industry in the sixty years between September 11, 1941, the date of the Pentagon groundbreaking ceremony and September 11, 2001 when the building was damaged by American Airlines Flight 77. So too, though to a lesser degree, did the machinery and methods used to fabricate the stone. The rededication ceremony on September 11, 2002 marked the end of the Phoenix Project, as the rebuilding effort was named. The story of this remarkable project illustrates what the American construction (and Indiana Limestone) industry can accomplish when working toward a common goal.

The Metropolitan Water District of Southern California established a Board of Consultants to assist them in administering the design and construction of the Inland Feeder Program tunnels. The Board acts as an expert review body for the owner, looking at key issues that can potentially impact the success of the program. The use of the Board evolved over the life of the project, and its composition was modified to better address the needs of the owner, and the Program requirements. The experience, function, and value of such a board is analyzed and discussed in this paper.

At Gubkin Mine (Korobkovo Iron Ore Deposit, Russia) tailings are being pumped into two experimental stopes. Slurry has water content that exceeds 80%. In-situ measurements were conducted to determine pore pressure distribution in the backfilling panels. Numerical FEM modeling has been implemented to infer pore pressure distribution within filled cavities. Field observations reveal that pore pressures within neighboring stopes are slightly interrelated, because of drift connecting stopes at its bottom and single drainage system occurrence within filled caverns. Both extensive field data and numerical analysis demonstrate that water pressure on the bulkhead depends predominantly on filtration rate through bulkhead filters.
