"Even with modern detection and firefighting techniques, mine fires continue to be a safety concern. However, some underground mine fires can be addressed with the remote application of high expansion foam, reducing firefighter exposure to hazards. The flow of this foam can be numerically or computationally simulated in order to gain a better understanding of its behavior, but rheology parameters are needed as inputs to produce accurate simulations. For this reason, this work studies the rheology of firefighting high expansion foam using a foam generator and Poiseuille –Flow Rheometer. Rheological parameters for foams with expansion ratios between 250-1280 are represented by the consistency index (k) and the power law index (n) due to the results show a strong agreement with the Power Law model for non-Newtonian fluid viscosity. Furthermore, experimental results show that high expansion foam behaves as a shear thinning fluid with a power law index around 0.4 and viscosities in the range of s 0.1 Pa-s and 0.042 Pa-s under shear rates between 44 ??-1 and 187.3 ??-1. INTRODUCTION High expansion foams are called to foams with expansion ratio greater than 200. Expansion ratio (??) is defined as the ratio between the volume of foam produced (i.e. volume of foam solution and volume of gas) and the volume of foam solution used (NFPA 2014). Because of its high expansion ratio, one of the most important application of high expansion foams is to fill or flood large spaces such as hangars, storage facilities and underground mines for fire suppression. The foam can fill large structures using small quantities of foam solution within a short time (Sthamer 2012) (Martin 2012). Although the specific high expansion fire suppression mechanism has not been understood on a quantitative basis, a possible mechanism is fuel isolation when the foam act as a physical barrier between oxygen and the flame. Furthermore, as a consequence of this contact water is evaporated, causing cooling of fuel and surrounding air. Besides, water vapor as product of water evaporation causes a dilution of oxygen concentration available to the fire (Fleming and Sheinson 2012). High expansion foam can be applied remotely by means of conduit pipes or in situ close to the fire. In most of the underground mines scenarios, fires have to be addressed remotely to reduce miner and firefighter exposure to the hazards (Smith et al. 2005). Although high expansion foams should not be blasted and must be deposited directly on the area of application because of their low density (Harding et al. 2016) sometimes it is complicated to apply it directly to the fire due to complex access areas at underground mines. In these cases, foam has to be applied far away from the fire. Despite of this fact there is a lack of knowledge in terms of rheological behavior of high expansion foam under high shear rates (Gardiner, Dlugogorski, and Jameson 1998). Furthermore, there are a few attempts to simulate numerically the high expansion foam flow due to the ignorance of its rheological parameters and its complex behavior. (Weaire 2008)."

The first wagon trail across Loveland Pass was built in 1869 thus starting the struggle between the Colorado Rockies and interstate travel. The 1st Pioneer Bore underneath Loveland Pass at the Continental Divide in Colorado was attempted between 1941 and 1943 and was abandoned due to ground conditions at the Loveland Fault. Construction on the nearby Eisenhower Tunnel began in 1967 and was completed in 1973. Numerous challenges associated with tunneling, including at 11,000 ft were overcome. The purpose of this paper is to summarize the history of investigation and construction challenges associated with the Eisenhower Tunnel to celebrate its 50th anniversary.

During the initial process of mining a longwall working face, it is often found that the roof will not collapse readily, which increases the risk of later roof collapse disasters. Explosive and hydraulic fracturing are common roof weakening techniques; however, they have certain limitations. In the present study, CO2 fracturing was used for roof weakening during the initial mining phase in the Changcun coal mine, China, which is a novel strategy. First, by analyzing the lithological characteristics of the working face and applying combined beam theory, the breaking spans of the top coal, immediate roof, and main roof were determined before weakening. An F-35 CO2 fracturing device with a rated pressure of 270 MPa was used, which provides fracturing energy equivalent to 0.968 kg of TNT. The fracture radius of the main roof was studied by ANSYS/ LS-DYNA combined with the hanging roof-breaking theory to determine the optimal layout of CO2 fracturing drills. The results show that the breaking spans of the top coal, immediate roof, and main roof were reduced by 3.99 m, 7.66 m, and 22.03 m, respectively. The main roof collapsed as the working face advanced, eliminating the chance of later roof collapse disasters. Compared with hydraulic fracturing and explosives, CO2 fracturing is safer and more practical, giving it significant application potential.

"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

Improvements in today's maintenance practices are mandatory as more complex and productive machines evolve in the mining industry. By keeping machine reliability high, through improved maintenance procedures, overall mining costs can be reduced. The Bureau of Mines is investigating diagnostic maintenance systems for underground mining machinery. A hydraulic expert diagnostic system and an electric motor predictive diagnostic system have been designed and installed on a Joy 16CM continuous miner. An electrical diagnostic system has been designed and installed on a Joy 14CM continuous miner. Each system is functionally described and the relative merits of expert diagnostic systems versus algorithmic diagnostic systems are discussed.

Location The Meggen Mine and the concentrator plant of the "Sachtleben Bergbau G.m.b.H." are located in the southern part of the Ruhr-district of the Federal Republic of Germany. The mine has been in operation for more than 100 years, but the concentrator described in this paper was built in 1962 and started up in January 1963. Goelogy and Mining The Meggen ore-body is of sedimentary origin and occurs in a zone of limestones, graywacke and shales of Devonion age. The average thickness of the deposit is 3 meters and, due to an intense folding of the area, the mineralized zone dips very steeply at 800 toward the north. The ore consists of 85 percent of sulfides and 15 percent gangue that mainly contains silicates from the host rocks. The principal ore minerals are pyrite (67 percent), sphalerite (16 percent) and galena (2 percent) with minor amounts of marcasite and only traces of chalcopyrite. As shown in Fig. 1, the sphalerite and galena are very finely disseminated in the massive pyrite of the Meggen ore, and a very fine grinding combined with a special flotation technique are required to liberate the valuable sulfides and to produce separate concentrates of lead, zinc and pyrite. Mining is performed by the sub-level stoping method and employs trackless equipment. Present operations provide ore from the 600 meter level. Annual ore production is 870,000 metric tons.

Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. "Mine disasters, such as fires and explosions, can create a hazardous atmosphere due to the generation of carbon monoxide (CO). After a mine disaster, contaminated mine air can enter the refuge alternative (RA) as miners enter. Most built-in-place (BIP) RAs use an air delivery system to provide an unlimited supply of breathable air through a borehole which also serves to purge contaminants. In order to determine what levels of contaminants enter the RA, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted testing in NIOSH’s Pittsburgh Experimental Mine using groups of 5, 15, and 30 subjects entering the RA. The experiment used sulfur hexafluoride (SF6) as a tracer gas that was released into the air outside of the BIP RA to establish a uniform concentration. After the human subjects entered the BIP RA, the SF6 levels inside the RA were measured to quantify how much of the tracer gas entered the BIP RA. In tests conducted while the borehole air supply was left off as test subjects entered, interior contaminant levels were less than 3% of the exterior concentration. In tests conducted with the borehole air supply activated as test subjects entered, the interior contaminant levels were measured at less than 2% of the exterior concentration. Considering a mine disaster can result in 10,000 ppm of CO in the mine atmosphere, these percentages indicate that unhealthy CO concentrations that may lead to headaches, dizziness, and loss of judgement can occur in a BIP RA. This information will help mines make decisions concerning air locks, air delivery systems and a determination if purging mechanisms are necessary. INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and enforcement of mine safety standards (MSHA, 2006). Section 13 of the MINER Act specifically directs the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of RAs for underground coal mines. This mandate culminated in the 2009 adoption of changes to the 30 CFR mining health and safety regulations, requiring underground coal mines to provide RAs capable of maintaining a life-sustaining environment for persons trapped underground. Such RAs can be either pre-fabricated or BIP shelters. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe, breathable atmosphere within RAs."

"The mining environment presents challenging and complex situations for the application of medical care. The combination of remote locations, difficult access and longer response times may create an increase in morbidity and mortality in the event of serious accidents. The U.S Mine Safety and Health Administration (MSHA) has only minimal requirements of first aid training for mine workers. For mine rescue team members, MSHA requires medical training at the Emergency Medical Responder (EMR) level, as only prescribed by mine rescue contest rules. This paper examines, based on mine accident statistical information, whether a higher level of medical training, for example at the Emergency Medical Technician (EMT) or at the Advanced Life Support (ALS) level can better address injuries most commonly disabling or leading to the death of miners in the United States. BACKGROUND Prehospital emergency medical care for the sick and injured has evolved considerably from first inception. Ambulances used to be staffed by persons with little training and equipment and prehospital care was focused largely on the rapid transport of the injured person to a hospital and. The modern prehospital care model was initially developed in military applications, where medics were responsible for some treatment on the battlefield and rapid transport to the care of a physician. In 1965, the National Academy of Sciences and National Research Council Committees on Trauma and Shock published Accidental Death and Disability: The Neglected Disease of Modern Society (National Research Council Committees on Trauma and Shock, 1966). This white paper laid out the consequences of the insufficiency of the Emergency Medical System (EMS) in the United States at that time. According to this paper, in 1965, 107,000 people were killed from accidental injury, with another 400,000 injured with permanent disability. The authors estimated that approximately 50% of ambulance services were provided by local morticians that were not capable of rendering advanced life support. The paper states that, based on experiences in the Vietnam war, seriously wounded soldiers had a better chance of survival in the battle field compared to traffic accident victims with similar traumatic injuries because the military was capable of providing first aid and efficient transportation to emergency care facilities. The white paper states that death rates from battle injuries declined significantly from 8% in World War I to 2% in Vietnam. The publication of this white paper is credited for the broad evolution and rapid advance of the civilian EMS system after 1965. It eventually lead to the creation of the National Highway Transportation Safety Administration (NHTSA) National Standard Curricula (NSC) for emergency medical care in 1985. Training, and therefore required skill and knowledge for prehospital emergency care has continued to grow to reach the current standard."

Accurate, repeatable density measurements of a coal-magnetite-water slurry are difficult to achieve using a nuclear density gauge. Changes in the coal-to-magnetite solids ratio cause fluctuations in the readings of nuclear gauges. To investigate this problem the Electric Power Research Institute's Coal Cleaning Test Facility compared the performance of a nuclear density gauge on a coal-magnetite-water slurry with the performance of a differential pressure gauge modified with a new pressure sensor. A second aim of these preliminary tests was to determine if the differential pressure gauge is also sensitive to the type of solids in the slurry. This paper explains current slurry density measurement practices, describes the nuclear and differential pressure gauges used in the CCTF tests, and presents test methods and results.

"Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

Electronic systems have been increasingly used in underground mines to improve mine safety. These electronic systems emit electromagnetic (EM) energy which can adversely impact the performance of other electronic systems nearby and thus should be characterized. Researchers at the National Institute for Occupational Safety and Health (NIOSH) characterized the magnetic fields emitted from devices that can potentially interfere with the performance of proximity detection systems (PDSs) and compared the emission levels of these devices to the susceptibility of PDSs. In this paper, we present our measurement results pertaining to this effort. Particularly, magnetic fields emitted from the different orientations of a powered air purifying respirator (PAPR) and two lite trackers are evaluated based on the RE101 protocol specified in the MIL-STD-461G standard. The results show that both devices emit strong magnetic fields which strongly depend on the orientation of the devices. At some frequencies, the maximum emission levels from the two devices exceed both the emission limit given in MIL-STD-461G and the maximum magnetic fields that a PDS can withstand without a failure. The results and findings in this paper can help the mining industry better understand electromagnetic interference (EMI) underground and provide critical scientific data that support mining-specific recommendations to address EMI-related challenges.

This paper is a description of the digital Data Acquisition and control System that is installed at Cities Service's Pinto Valley Concentrator. Pinto Valley Concentrator ? The Pinto Valley Concentrator (5, 41 is located approximately seven miles west of the town of Miami, Arizona. The Concentrator is situated south of the open pit mine and was designed to process 40,000 tons of ore per day with an average grade of .45% copper. The comminution process consists of primary, secondary, and tertiary crushing, and single-stage closed-circuit grinding 161. Concentration of the copper sulfides is by means of froth flotation. Concentrates are transferred to the Inspiration Consolidated Copper Company smelter in Miami, Arizona through a slurry pipeline.

One of the ambient effects of production blasting is flyrock. To effectively manage flyrock throw distance in mining, there is the necessity to successfully envisage blasting output without sacrificing the hazardous impact of flyrock which may result in fatality and operational shutdown. For flyrock throw distance prediction, velocity of detonation (VOD) and charge per bank cubic meter (CPBCM) are not usually included. This paper focuses on the use of support vector machine (SVM) regression to ascertain the impact of VOD and CPBCM on flyrock throw predictions. The machine learning models were linear support vector machine (LSVM), quadratic Gaussian support vector machine (QGSVM), fine Gaussian support vector machine (FGSVM), medium Gaussian support vector machine (MGSVM), and cubic Gaussian support vector machine (CGSVM). The outcome indicates that FGSVM was the most sensitive with a 4% improvement when VOD and CPBCM were included. As a result, the LSVM model provides a suitable AI competitive alternative tool for flyrock throw prediction in mining operations by incorporating VOD and CPBCM.

When Ralph Banks called and asked if I would agree to present a paper on environmental health in the coal industry, I was reluctant because I have not been actively involved in coal mine dust control on a day-to-day basis for a number of years. Ralph reminded me that I am one of the few industry people with an industrial health background who remembers the pre-1969 Federal Coal Mine Health and Safety era. This marks the second time within the past year that I have had a similar request based on the same basic reasons. While I was pleased to have been remembered, I'm beginning to feel like the football player who has played one too many games. In responding to Ralph's request to present an overview of the past, present and future of environmental health in the coal industry, I have attempted to take the broad approach of someone who, having been intimately involved in an area of endeavor for a number of years and then leaves, has an opportunity to revisit that area at a later date to see what has changed and what remains the same, what have been the successes and the failures. Since none of us can foresee the future, trying to project too far ahead is fraught with frivolity, except that unless one is foolish enough to accept a future invitation to review those predictions compared to actual events, no one will recall how accurate or inaccurate those projections might have been. I can assure you that I will not ask to accept that challenge, so you can rest comfortably that five years from today you will not be asked to sit through a similar presentation by me - and that's a promise.

In the technique described and evaluated, detection of mercury is based on the principle of atomic absorption. An analog signal, produced when mercury vapor absorbs ultraviolet light, is converted to digital form and calibrated to mercury concentration. Interferences are eliminated by selectively trapping the mercury on gold. The lower limit of sensitivity, using a 1-gram sample, is 5 parts per billion. A model of the instrument mounted in a station wagon has been tested successfully in the field.

Productivity is a fascinating concept. Like motherhood or apple pie, we know it as a good thing. Just what it means is not so clear. To a coal miner we assume it means tons of coal hauled from the mine. To the company president it means profit after capital, labor, and other costs have also been reckoned. To the government economist it means output in a balance of payments. What does it mean to the biologist, and can reclamation really be productive? In this paper we discuss productivity from a biological viewpoint, give some yield data for various types of reclamation plantings, and discuss how our demand for or acceptance of differing kinds of productivity is tied up in bigger questions of land use, environmental stability, and resource allocation.

The economic importance of salt domes has been recognized throughout the world primarily because of oil and gas accumulations on their flanks and, to a lesser degree, for the value of their salt and potash. Recently they have become of value as hosts for cavities used to store hydrocarbons. In the near future we believe that their main value will be as a source of geothermal energy. Although tremendous effort has been expended on the understanding of the geology and physical characteristics of the strata intruded by salt domes, relatively little energy has been exerted in the comprehension of the salt dome itself. Salt domes have long been recognized as a geological heat anomaly. With respect to other sedimentary rocks, salt is a good conductor of heat. Expressing values in 10-3 cgs units, sedimentary rocks vary from 1.0 to 8.0; metamorphic rocks from 5.2 to 8.4 and igneous rocks from 3.1 to 9.8. Rock salt in its pure form has a thermal conductivity of 17. (Gussow, 1970). Thus a salt dome (Fig. Ml) can be expected to act as a conduit bringing heat vertically from deep within the Earth's crust. This was, in part, substantiated when in 1958 a horizontal core hole was drilled from within the Avery Island Mine at the 500 foot level. The horizontal hole was started where the ambient temperature of the salt was 74° F. and drilled toward the center of the dome. At the end of this 2,000 foot hole the temperature was 90° F. thus depicting a horizontal temperature gradient of 7° F./1,000 feet. Because this core hole penetrated a shear zone connate water that appeared as a "cold spot" on the temperature gradient, the foregoing data can only be regarded as indicative.

If a fire occurs outby an underground coal mine section, the immediate safe evacuation of miners from the working section should always be the first action during the rescue operation. Unfortunately, in many cases, the escape-ways (escape routes) dedicated for miners' evacuation are contaminated with fire byproducts from adjacent entries. The purpose of this paper is to present the ventilation control process that will maintain the escape-way free from contaminants and available for travel. Several scenarios in a different section on ventilation system arrangements are analyzed, discussed and presented. To perform these studies, the author used a mine-fire simulator, which provides a dynamic (in real time) representation of the fire's progress and also gives a display, a color-graphic visualization, of the spread of combustion products throughout the ventilation system. Presented and discussed in this paper, also, are ways in which the mine-fire simulator can be used as a training and teaching tool for miners and, particularly, for ventilation and safety personnel.
