The Bureau of Mines, together with Foster Miller Inc., has developed a compact, high pressure scrubber system for continuous miners. Powered by water energy alone, it can move up to 1.4 m3/s (3,000 cfm) of air and scrub a significant amount of the dust in the air. Full- scale model and underground trials showed excellent performance. Operated at 8.3 x 10[3] kPa (1,200 psi) and 38 L/m (10 gpm), the scrubber has reduced operator and return dust concentrations by more than 50 pct. This paper describes the full-scale model development, system fabrication and underground evaluations of this novel and inexpensive scrubber.

All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

Commercial production of heavy minerals from plant tailings streams is undergoing study by Syncrude Canada Lrd. When tar sand from an open pit mine is processed and up- graded to synthetic crude oil, heavy minerals can be recovered from the extraction circuit and can be upgraded to provide concentrates of zircon and titanium minerals. The titanium minerals concentrate consisting of a mixture of ilmenite, leucoxene and rutile, could be utilized as recovered or could be upgraded to synthetic rutile. With the construction of further synthetic crude oil plants in Western Canada a large reserve of heavy minerals will become available for utilization.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. Uranium exploration projects are known to be active or planned also in Guayana, Colombia, Ecuador, Peru, Chile, Bolivia, and Uruguay in South America; in the UAR, Nigeria, Angola, Mozambique, Malawi, Kenya, and Somali in Africa; and in Greece, Iran, Pakistan., Indonesia, and New Zealand. The above list, to which several might be added makes a total of at least 43 nations actively interested in exploration for nuclear raw materials. As we consider the distribution of the world's uranium resources, it is interesting to note that roughly one third of the total occurs in deposits that are economically dependant upon another product. The very large reserves of South Africa could not be produced for uranium alone, but gold has carried a sufficient part of the total cost that uranium can be recovered profitably. Approximately 40 percent of the US reserves, or 120,000 tons, are estimated as by-product recovery from porphyry copper and phosphate operations, but these reserves are not presently in production. The remaining two thirds of the world's uranium reserves have been sought, developed, and produced primarily for their uranium content. Those deposits are estimated to contain 613,000 tons of uranium oxide recoverable at less than $10 per pound. Nearly half of that uranium occurs in unmetamorphosed sandstone hosts, mostly of late Phanerozoic age--the Colorado Plateau type. About 30 percent is contained in the quartz pebble conglomerates of southern Ontario, Canada, and 20 percent is in magmatic-related deposits--veins, contact deposits, mineralized breccias, etc.

Technology to enhance safety during mine hoisting has been developed by researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Assessment of current hoisting technology suggests that monitoring conveyance position and load directly from the skip or cage top offers several significant safety advantages. Wireless data transmission schemes and a package consisting of sensors, batteries, and a charger mounted on the wire rope and skip have been developed. A state-of-the-art automated hoisting test facility was constructed to test the concept in a controlled laboratory setting. Field tests in a full-size shaft are underway.

The Grangcold Pellet Process - for which patents have been applied or already granted in a number of countries - uses a hydraulic adhesive such as Portland cement, slag cements, pozzolanic cements, etc., for the production of cold bonded pellets. The idea of using a hydraulic binder for the agglomeration of iron ore fines is not new. Portland cement was proposed as an adhesive for cold bonded iron ore briquettes in patents granted more than 50 years ago (1). In a report on the briquetting of iron ore fines, published in Stahl and Eisen 1959 (2), it is stated that briquettes bonded with Portland cement are used on a small scale at on ironwork in Germany. According to the report, the briquettes showed excellent strength in the blast furnace although their general use was made impossible because they required a long hardening time, during which they are sticky, soft and difficult to store and handle. The Grangcold Pellet "recess has overcome this particular disadvantage by mixing the balls with a suitable amount of the balling concentrate before storing them. The pellets are embedded in the concentrate during storing in such a way that they are isolated from each other and thus prevented from sticking together to form clusters. Thanks to the embedding concentrate, the pellets are subjected to a more or less uniform pressure from all sides which does not deform them. Thus the mixture can he stored in a stockpile or in a silo until the pellets have hardened sufficiently. The concentrate is separated from the pellets by means of screening. The concentrate is returned to the balling operation and the pellets are either shipped to the blast furnace or stored for final hardening.

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

With the advent of new high-strength magnetic materials, rare-earth magnetic separators have become more common place for processing heavy mineral sands. In many instances, rare-earth magnets have replaced conventional separators such as electromagnetic cross-belt and induced-roll type machines. This paper will present the results from a detailed test program developed to evaluate the performance of rare-earth drum and roll separators for processing heavy mineral sands. The effect of machine design parameters, such as magnetic element configuration and separator diameter, will be reviewed in light of these test results. The impact of basic operating parameters (i.e. feed rate and roll speed) on separation efficiency will also be presented.

"The majority of tunnels for civil engineering applications are now being constructed using some form of mechanical excavation. Beginning in the 1960s with rock tunnel boring machines (TBM), the tunneling industry has introduced both earth pressure balance (EPB) and slurry pressure balance (SPB) soil machines; mixed soil and rock machines and a variety of different mechanical devices for the construction of small diameter tunnels. Over time, these machines have become more powerful and more adaptable to a wider variety of ground conditions; so much so that tunnels are now being constructed in ground conditions and in the vicinity of third-party impacts that would have been considered beyond the state of the art just 10 years ago. Figure 1 is an example of a mixed ground crossover TBM used successfully at Mexico City’s Túnel Emisor Poniente II.All of the above is highly advantageous for the tunneling industry, but it has also placed a much higher level of risk on the performance characteristics of the tunneling machines, on the contractors operating those TBMs and on the manufacturers of those machines. Most of the risks for a tunneling project are associated with creating the space inside of which the finished facility will be constructed. In order to create that space, the tunnel contractor must make many decisions about the best way to excavate the ground, the best way to control the ground at the face of excavation and the preferred method for supporting the ground around the tunnel in a manner that is safe for the workers and stable with respect to all of the overlying and adjacent existing structures. If it is proposed to use some form of TBM in order to build the tunnel, then the TBM becomes central to all three of these activities and becomes an integral part of managing the risks associated with these activities."

National Steel Pellet Company (NSPC) conducted pilot scale testing and computer simulation studies which indicates that the capacity of the secondary grinding mill could be increased and that concentrate grade improvement could be expected with improved classification in the grinding circuit. Based on these studies, a decision was made to modify one secondary ball mill line at NSPC to include both cyclone and screen classification with magnetic separation applied to the circulating load. This paper will briefly discuss the studies leading to the decision to modify the circuit, the design of the modified circuit and the initial start-up and operating experience.

Stochastic simulation has been routinely used for performing risk and sensitivity analyses in a variety of fields. The commonly used means of generating the simulations has been the Monte Carlo approach which usually employs a Simple Random Sampling (SRS) scheme of the variable distributions. This method is prone to sample clustering and requires a large number of samples to represent the distribution faith-fully. This can become problematic for simulating complex processes where it is impossible to run an arbitrarily large number of replicate simulations. The Latin Hypercube Sampling (LHS) method uses a stratified sampling approach which assures representation of the input distributions for any given number of samples. In this paper the LHS and SRS approaches are compared using a petroleum resource estimation example.

Energy consumption and distribution in aluminum production, conservation accomplishments, and future goals are presented. Electrolysis and electrode manufacture show the greatest promise for major improvements. Means are proposed for reducing waste heat generation in smelting and for conserving energy in anode manufacture by furnace design and substitution of other materials for petroleum coke. Hall-Heroult Process modifications, alternative designs, and the Alcoa Smelting Process are discussed as energy savers. Scrap recycling, more use of aluminum in transportation, and the installation of offshore smelters in less developed countries are shown to be additional means of coping with possible energy dislocations.

Since 1950, rotary-drilled, large-diameter holes, "big holes", with depths to over 300 feet and diameters of over 30 inches have become numerous and widespread. Fifty such holes have been drilled for access shafts to LPG mined caverns, Over 70 holes have been drilled for various other commercial activities. Over 150 holes have been drilled by the AEC for atomic testing purposes. These holes have ranged up to 300-inch diameters with 1600-foot depths, 120-inch diameters with 570-foot depths, and 72-inch diameters with 4800-foot depths. Equipment is now available to drill a wide range of ?big holes? for varied requirements. At least a dozen drilling contractors are participating or have participated in the drilling of "big holes". The accompanying tables show pertinent historical, technical and economic data on over 250 holes. The illustrations to be presented concurrently with this paper show the various equipment and accessories now in use. (See Appendix I for captions of illustrations.)

Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on over-all grinding cost and mill throughput. The various facets of university-company cooperative activities and the opportunities for collaborative research for the mineral industries are presented in this paper. The advantages and disadvantages of various alternative research funding arrangements for the researcher, the university, and the sponsoring corporation are discussed. Examples of university-industry cooperative research programs are briefly outlined. The concept of a cooperative mining research program is presented. The improvement of performance through techno- logical developments and human skills may well be the greatest competitive edge available to the U.S. mining industry. In this regard, the need for new endeavors between industry and universities can hardly be overemphasized.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (US, Canada), better geological prospectivity (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock-market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This paper does not cover the aluminum industry oligopoly which is multi-national in character nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free-trade treaty will reverse that investment flow.

The generalized rail haulage simulator described in this paper is an outgrowth of the need to expand a previously developed single level simulator to permit analysis of production problems where intermediate car storage is used. Many of the ideas of the former single level simulator, which is an integral part of an Underground Generalized Materials Handling Simulator (UGMHS), have been used in model development. In addition, experience gained in applying the earlier model to a variety of operating conditions has been heavily relied on. The generalized rail haulage simulation model can operate as an independent system and, as such, can be used to analyze rail haulage systems using production distributions as data input. In addition, this model is designed to replace the present rail haulage sub-assembly in the UGMHS model and the linking procedure has been integrated into the model. The flow of coal from production sections in UGMHS, for example, fill the mine cars and a condition of no empty cars at a loading station will shut down in by production systems.
