My subject Is Industrial Relations. Thus, I may appear as an intruder at this annual meeting of the Society of Mining Engineers. But I am no more an intruder here than is Industrial Relations in the day-to-day functioning of an engineer either in a staff or a line job. Engineers deal with people, as well as with blueprints, organizational charts, production data, etc. Where you have people, you have emotions, gripes, wants - real or imagined. Or you may just need some people or, at the other end of the pole, you may want to free yourself of people. But whether it is the wants or the needs, the pleasant or the unpleasant aspects of dealing with people, an Industrial Relations Department within an organization is there to help with these human relationships. This is the point for a definition of terns. Reference has just been made to "dealing with people? and to "human relations." This is, precisely the area in which Industrial Relations operates in the western Mining Divisions of Kennecott. In other organizations, what we refer to as Industrial Relations, may be called personnel relations, personnel administration, employee relations, or labor management relations. In our opinion the term Industrial Relations is best descriptive of the activity because it embraces the broad field of human behavior, reactions and satisfactions growing out of an individual?s entire employment relationship including his hiring, his lifetime on the job, and his termination. This is an individual?s industrial life. However, despite the use of the word "industrial", we are ever conscious that Industrial Relations is limited to human relations. Operational activities and decisions relating to the mining, milling, smelting and refining processes are for the line organization. The Industrial Relations interest in these line organizations activities and decisions relates only to the impact they nay have on employees - on people generally within the organization.

"From April 22 to 28, the eyes of the tunneling and underground construction world will be on San Francisco, CA, as the world’s most influential underground construction industry leaders gather at the Moscone Center for the 2016 World Tunnel Congress.Recognized as the most important international annual meeting for the industry, the 2016 version comes to the United States for the first time in 20 years and will be hosted by the Underground Construction Association of SME (UCA of SME). The conference will be held in lieu of the UCA’s biennial North American Tunneling Conference and will bring the strengths and resources of the UCA of SME and the International Tunnelling and Underground Space Association (ITA). The result will be a conference with unmatched technical programming and a showcase of more than 200 exhibiting companies.A program committee led by Randy Essex of Mott MacDonald, Lonnie Jacobs of Frontier Kemper Constructors, Michael Mooney, of the Colorado School of Mines, Priscilla Nelson, of the Colorado School of Mines and Amanda Elioff of Parsons Brinkerhoff formed the program committee and worked for more than two years to build the program. The result is four technical sessions with five tracks in each session and 185 oral presentations.“One challenge was the sheer size of the group that would be assembled, perhaps 2,500 attendees or more, and the large number of abstracts we were likely to receive,” said Essex. “ We investigated extending the conference a fourth day, but that was not workable with the Moscone Center. We settled on having five concurrent technical tracks – something that has not been attempted in past NAT or RETC conferences to my knowledge. The next step was to develop suggested session titles that would span the breadth of subjects that would interest conference attendees as well as serve the conference theme.”"

The areas of application, the limitations imposed by water chemistry as well as the advantages and disadvantages in the use of limestone for the treatment of coal mine drainage have recently been described by the authors (1),(2), (3). The process has been demonstrated in continuous, full-scale operation to yield a treated water meeting specifications established by the Pennsylvania Sanitary Water Board and containing excess alkalinity. Their final pH levels are usually less than seven, a condition which avoids consumption of excess neutralization reagents, but which occurs with lime-based processes and results from unwanted side reactions. Operating experience has been cited by Calhoun (4) using ferric waters while others (5), (6), (7), (8), (11), have reported on related research efforts. Despite the advantages including ?the relative simplicity, and minimal costs of the process, there have been very limited industrial applications of mine drainage neutralization with limestone. Although any treatment of these waters may be considered as a temporary control measure (9), the lack of feasible, immediate alternatives, the extensive magnitude. of the waters and the high cost of treatment requires that optimum processes should be utilized and that operating experience in their use be developed as is feasible. This paper will review treatment experience with a ferrous water of moderate pollution loading .

With the passage of recent national and state legislation aimed at tighter regulation of air pollution and smoke control, attention has been focused on a problem which has long confronted the coal industry--the disposal of coal waste with its inadvertent ignition. Even as recent as 1935, a decision from the Allegheny County Court of Common Pleas confirms the stand taken on control of burning coal refuse disposal areas. "The uncontroverted testimony is that there is no feasible method of operating a coal mine without a gob pile on the surface, as no use has ever been found for this troublesome by-product of mining; that every large coal mine has a large gob pile close to its tipple; that sooner or later these piles all ignite through spontaneous combustion; that practically every large mine in Western Pennsylvania has a burning gob pile, and that there is no known means of averting such a fire." 19* As a result of the past "no regulation policy," there are presently on the order of 500 burning refuse banks, of which 213, 142, and 49 are found in West Virginia, Pennsylvania, and Kentucky, respective¬ly. 18 Many of these refuse banks have burned for 40 years or more; many others may continue burning for a like period. It is estimated that the annual emission from these smoldering piles approaches 183,000 tons of pollutents which may produce many deleterious effects on the populace, property and vegetation in the proximity to the sources.16 To date, little progress has been made in alleviating the pollution from the currently burning refuse banks; however, numerous investigators who are researching the causes of ignition, as well as preventative disposal techniques (refuse compaction, layering and crushing to finer sizes) have met with some success in handling the newly discarded coal refuse.

In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.

INTRODUCTION Lesotho is a mountainous area of southern Africa from which water is to be exported in an extensive tunnel system, to industrial regions inland. The related tunnelling project has involved a num- ber of drives using tunnel boring machines [TBMs] to excavate about 100 km of 5 m diameter water tunnels [von Glehn and Bluhm, 1995). This paper describes the ventilation and cooling of some of the tunnel drives from both the operational and design points-of-view with a particular focus on heat generation. There were many common features in all of the drives but this paper is focused mainly on the Hlotse drive which was 18,4 km long. The drives were ventilated using forced ventilation systems to provide appropriate air flow throughout the tunnels and face zones. In addition, the Hlotse drive required refrigeration equip- ment which provided chilled water to the tunnel. While the sec- ondary ventilation systems play an important role in gas and dust handling, the paper concentrates on the primary ventilation and cooling issues. The ventilation of these tunnels was an exacting exercise be- cause: • Rock temperatures and geothermal heat flow were high. • TBMs with relatively high power ratings were used. • Diesel locomotives were used. • Drives were relatively long. • High altitude meant a low air density. An important feature was the simulation and monitoring of the ventilation and heat flow components and the project was characterised by analysis, monitoring and ongoing tactical decision-making throughout the progress. The thermodynamics of the systems were complex because there were many interactive effects and analyses were carried out using special computer pro- grams. The monitoring confirmed the accuracy of the models, and in this manner it was possible to confidently ensure healthy and safe working conditions and still minimise costs. Local ambient climate conditions range from temperatures higher than 35 "C in summer to below -10 OC in winter. Based on available statistical data and the thermal storage/damping effects in the system, design summer ambient conditions were taken as 15 OC/25 "C wet-bulb/dry-bulb. The barometric pressure was 80 kPa and due to the altitude, the ambient air density was only 0,9 kg/m3. The local Authority specified a maximum in-tunnel wet- bulb temperature [at any point] of 32,O OC and a mean wet-bulb temperature [from all locations] of 27,5 OC maximum. The maxi- mum height of ground cover above the tunnel was 1 200 m and the maximum virgin rock temperature was 41 OC; see Figure 1. Diesel dilution criteria specified by the local Authority was a minimum of 0.1 m3/s per rated kW of diesel engine. Other requirements related to gases such as CO, CO2, NOx and CH4 [and the need for intrinsically safe equipment] but these are not of direct relevance to this paper. The actual average face advance was about 30 m/d with good days achieving 60 m/d and good months achieving 1 000 m [23 working days]. The original design tunnelling rate was 50 m/d. DESCRIPTION OF HLOTSE DRIVE VENTILATION AND COOLING SYSTEM The ventilation requirements in the tunnels were dictated by heat and diesel dilution needs. The best ventilation and cooling policy is generally a balance between using increased quantities of fresh air or refrigeration [or both]. In this particular scenario it turned out that, since the diesel emission criteria required large quantities of air, the refrigeration needs were modest. The drive was ventilated using a ducted, forced ventilation system from fans located at the portal. The maximum ventilation requirement was 51 m3/s when the drive was at 18.4 km. From a heat flow point of view, the worst scenario was a heat load of 3.5 MW when the drive was at 7 km. This was cooled by the ventilation air and a supply of chilled water to the tunnel. Refrigeration and chilled water system In the design phase, a detailed comparison was carried out between two general alternatives for providing refrigeration. First, was a system in which refrigeration sets and air coolers are installed on the TBM train; the refrigeration sets are cooled by condenser water piped to and from cooling towers at the portal. Second, was a system in which refrigeration water chillers are in- stalled at the portal and chilled water is piped into the tunnel. The detailed comparison indicated that the capital and running costs of the second system were at least 60 % lower than the in-tunnel plant. There were also many obvious practical benefits for favouring the portal system. The refrigeration plant supplied 23 11s of cold water at a temperature of 10 OC. After providing the cooling effect in the drive, the water returned to the portal where it was initially cooled in open-circuit evaporative pre-cooling towers, chilled in the refrigeration plant and then returned to the tunnel. The cold water flowed into the tunnel in an insulated supply pipe and returned in an uninsulated pipe; the water was simply circulated to the end of the pipe and returned. The cooling effect in the tunnel was achieved entirely through heat transfer from the pipe [long linear heat exchanger] and no air coils or other heat exchangers were required. The cooling requirements were satisfied by the heat transfer to the returns chilled water steel pipe [200 mm]. The pipes were eventually installed to a maximum distance of 10,8 km in what was considered a very practical and cost effective solution.

"INTRODUCTION The Shatin to Central Link (SCL) is a new rail line being constructed by the MTR Corporation for the Government of Hong Kong to cater for the growing passenger demand between the North-East New Territories and the urban areas of the city. Contract 1103, which will provide the 4 km of running tunnels between the new Hin Keng and Diamond Hill Stations, was tendered in a design-build framework and awarded to Vinci Construction Grands Projets (VCGP) in October 2012, with Arup as Vinci’s lead designer. One of the most challenging pieces of work on the contract involved the construction of 133m of SEM mined tunnel on the northern end of the project. The Northern Mined Section (NMS) is an undrained, twin-track, single bore profile, broken out through the southern pipe pile wall of the Hin Keng Station cut-and-cover box, Figure 1. The tunnel has maximum excavated dimensions of 14.5m span x 12m height, with track spacing of 6.175m. The general excavation sequence consisted of 3 stages; a 6m high top heading (73.1m2), followed by bench (27.3m2), and invert (26.7m2). A risk-based approach to the design was taken given the large variation in rock level, cover, and an active stream course above tunnel crown. Ultimately, six different temporary support types were utilized in order to optimize the construction process through continually changing ground while maintaining a safe and stable excavation. Three main support types were developed during the initial design phase, along with a “contingency” case, which utilized a partial heading excavation sequence and enhanced face support. The purpose of the contingency support type was to have a robust, engineered design available for immediate implementation should unexpected ground behavior develop, leading to the breaching of instrumentation trigger levels. This support type was never implemented on site. Drill- and-blast tunneling commenced once 6m of rock cover was verified through forward probing. A robust instrumentation and monitoring scheme provided valuable data throughout excavation and the means to carry out a geotechnical back-analysis of the ground behavior and support performance."

Outokumpu Tara Mines located near Dublin, Ireland is Europe's largest producer of lead and zinc concentrates. To reduce dewatering costs and to improve environmental and working conditions, elimination of the lead concentrate thermal dryer was required. This paper describes the development and implementation of the pressure ceramic technology at Tara to replace a conventional vacuum filter/oil-fired dryer system. In 1996 the pressure ceramic filter dewatered 66,600tonnes of lead concentrate, producing a cake at 6 % moisture. Substantial operating cost savings have been realized. Commissioning of a second pressure ceramic filter to handle over 300,000 tonnes/year of zinc concentrates is scheduled for the first quarter of 1997.

The phenomenon of radioactivity has been known since the turn of the last century. Scientists of many nations, intrigued by the strange effects of radioactivity, have engaged in research to probe the heretofore presumed, but largely unknown world of atomic structures and subatomic- particles. A theory evolved of splitting the atom, thus providing insight into the structure of matter and opening the way to possibly create new materials. Many years of effort culminated in the first chain reaction in 1942. The beginning of the atomic age was drastically demonstrated by the flash of the large scale chain reaction of the first atom bomb. It was actual proof of the incredible energies contained in matter.

This paper summarizes the analyses of ventilation layouts for mines that experience both spontaneous combustion. The major focus is placed on the longwall coal mine layouts used in several countries. Each of the different layouts is modeled in the form of a ventilation network. The gob of a longwall panel is the most critical location for the occurrence of spontaneous combustion. Airflow leakage paths inside the gob are simulated by using a simplified grid-like network. Computer simulations with this model indicates that the W-system of ventilation is most effective in minimizing air leakage into the gob. Homer, the U-system of ventilation, with pressure balancing behind the face support line, is also found promising for longwall panels. The magnitude of air leakage into the gob is observed to change with the advance or retreat of bee, thus requiring appropriate balancing of pressure to maintain the leakage at a minimum.

"Several copper projects exclusively utilizing in-situ recovery methods are currently under development in Arizona. Favorable conditions for In-Situ Copper Recovery (ISCR) include a saturated orebody, fracture hosted mineralization, hydraulic conductivity sufficient to effectively inject and recover solutions using wells, and a relatively flat background hydraulic gradient. Safe operation of an ISCR project requires that the operator have the ability to induce and maintain localized hydraulic gradients, thereby controlling the movement of injected and recovered solutions. Benefits of ISCR include reduced initial capital, and a greatly reduced environmental footprint. THE ISCR METHOD EXPLAINED The method chosen to extract a mineral from a deposit is driven by characteristics such as its size, grade and depth of burial. Large lower grade deposits that require significant excavation to access using surface methods are potential candidates for in-situ recovery. ISCR may also be ideal for smaller deposits due to the lower initial capital. However, regardless of the size of the deposit, certain hydrogeologic conditions must be present for ISCR to be successful. In-situ recovery methods do not require excavations of rock from the surface or underground, resulting in a dramatic reduction in surface disturbance when compared to conventional mining. With the ISCR method, what is visible above ground is the processing plant, well heads, piping, process solution impoundments and evaporation ponds. There are no waste rock piles, tailings impoundments, leach pads, or impacts associated with blasting and hauling. Other benefits include reduced initial capital, reduced dust and noise, and lower water use. Early testing of the in-situ copper recovery method by Occidental on the Van Dyke deposit east of Phoenix and by Kennecott at Safford Arizona in the 1970s produced encouraging results, but the permitting regime for a large-scale operation was not yet in place. Additional testing and commercial application of in-situ copper recovery techniques have expanded since the 1980s, most commonly in conjunction with open pit or underground mining operations. For example, several operations in Arizona (San Manuel, Miami East and Tohono) have used in-situ techniques to extract additional copper following conventional mining from parts of the deposits adjacent to open pits or underground workings. Where the rock has been broken up by conventional methods, the method is called “in-place” leaching. The US government has also been involved in assessing in-situ techniques. For example, joint research was conducted by the US Bureau of Mines and industry on the Santa Cruz deposit in Arizona; and both federal and state agencies have been involved to establish the comprehensive permitting regime that exists today. Currently there are several projects in Arizona being evaluated as stand-alone ISCR operations."

"INTRODUCTION The recent drop in iron ore prices has claimed an unwitting casualty in vanadium. Vanadium is dominantly produced as a co-product of steel production. The recent shutdown at EVRAZ’s Mapochs steel-vanadium operations in South Africa has cut-off 10% of the world’s vanadium output. Earlier in February, 2015, Australia’s Atlantic Ltd. suspended operations at its Windimurra iron-vanadium complex after a fire caused severe damage at the plant. Since then, challenging market conditions has resulted in the permanent closure of this operation. This decoupling of vanadium production from integrated iron ore producers presents an opportunity for vanadium exploration companies to target single-product deposits. This trend is manifested in the increasing number of pure-play vanadium ventures around the world.The mine production of vanadium is dominated by three countries namely, China, South Africa and Russia, which collectively produce 98% of the world’s vanadium. While the use of vanadium as an alloy in the steel industry remains by far the largest application for this metal, growth in demand is expected to come from the renewable energy industry in the form of batteries for energy storage. This paper summarizes the current state of vanadium exploration, briefly describes the vanadium market and lists sources of future demand for the metal. TREND IN VANADIUM EXPLORATION The most active participants in the current vanadium exploration are pure-play vanadium ventures in Brazil, South Africa and Australia. These ventures are targeting deposits with higher vanadium grade than those typically mined in titaniferous magnetite operated by integrated steel-vanadium producers. The 10% shortfall in vanadium production resulting from the shutdown at EVRAZ’s Mapochs is expected to be partially compensated by Largo Resources’ Maracás Menchen vanadium operation located in the State of Bahia in Brazil, which commenced operation in August 2014 and is expected to reach design capacity of 11,400 tonnes of vanadium pentaoxide (V2O5) by the end of 2015. The estimated production1 for 2015 is 6,500 tonnes of V2O5 at a target production cost of $3.60/lb. This is the first vanadium operation to be placed in production in the Western Hemisphere in over 35 years."

Since the advent of machine coated paper in the mid 1930's, the kaolin industry has had a remarkable growth, In 1935 the domestic production of kaolin was 500, 000 tons and in 1970 the estimated production was in excess of 3. 5 million tons. The process industries which use kaolin most extensively are paper, rubber, paint, ceramics, plastics, catalyst manufacturers, ink, and pharmaceutical. The paper industry is by far the largest consumer of kaolin using approximately 70 per cent of the total tonnage mined and beneficiated. Up until 1970 the major kaolin producers were able to expand rapidly enough to supply the demand but for the first time in thirty years the demand is expected to be in excess of mining and beneficiation capacity through at least 1975. The major reason for this is the expansion of coated paper production in Europe and Japan. Two areas supply the lion's share of kaolin for the world markets. These are the Cornwall area in extreme southwestern England and a limited area of Georgia and South Carolina in the southeastern U. S. The English kaolins are primary - (found in decomposed granite) whereas the Georgia-South Carolina kaolins are secondary - (found in lenticular, continuous beds in the Tuscaloosa formation of Cretaceous age. ) The English kaolins are mined by hydraulic methods whereas the Georgia-South Carolina kaolins are mined by dragline or shovel and benefidated by using a wet process for the majority of the production and/or a dry

The treatment of concentrates for the recovery of the precious metals imposes many processing and environmental challenges. Hydrometallurgical technology for recovery of values from refractory precious metal materials has been developed at Sunshine Mining and Refining Company. Historically, conventional pyrometallurgical methods have been used for to recover values from refractory precious metal materials. However, enhanced environmental awareness has worked to constrain typical refractory material processing methods. This hinders and limits the ability of established smelting or roasting technologies to fill the needs of new sources of refractory materials. An alternative is to treat refractory precious metal bearing materials by hydro metallurgical techniques. These methods are considered more environmentally appropriate since they do not produce gaseous pollutants like sulfur dioxide. Industrially, Sunshine Mining and Refining Company employs hydrometallurgical technology to process refractory precious metal materials. The Sunshine antimony leach uses a mixture of sulfur and caustic under ambient pressure and boiling conditions. The Sunshine oxidation leach uses a mixture of sulfuric acid and a minimal amount of sodium nitrite under relatively mild oxygen pressure and temperature conditions. These conditions result in a nitrogen species catalyzed sulfuric acid pressure leach. Since hydrometallurgical technologies provide industrially proven processing options for many types of refractory precious metal containing materials, their usage should be considered. Ample work has been conducted to prove the effectiveness of Sunshine refractory processing technologies on various materials. This has included platinum group metal materials, refractory gold concentrates, silver materials and indium materials. In some cases, complete process flowsheets have been designed to recover both base and precious metals from these materials and to treat the generated waste streams in environmentally sound manners.

Chemical methods have been tried to alter the clay or the system water so as to obtain pellets with desired properties. In 1911, a young mining engineer named Bartlett Thane assembled a large claim block, 4 miles southeast of Juneau, Alaska. Across the Gastineau Channel on Douglas Island, the Alaska Treadwell Gold Mining Company had, by 1904, produced gold valued at more than three times the purchase price of Alaska in 1867 (Kelly, 2010). Thane knew his deposit was lower grade than other mines or prospects in the area; however, if the deposit was developed on a large-scale, the trend and size of the deposit made the project potentially economic. In 1911, Thane developed a business plan for the project and successfully attracted investor interest. In 1912, Daniel C Jackling visited the property at the request of an east coast investment group. Upon inspection of 5 years of production records for the Perseverance Mine, Jackling saw an opportunity to apply the low-grade/high volume milling technology which was widely adopted to the copper porphyry deposits of the southwestern U.S. With a design capacity of 6,000 tons per day (5,454 tonnes/day), Jackling’s innovative mill design would require high volume underground mining methods and the power of two new hydroelectric projects. By 1915, the Alaska Gastineau Mining Company was in full production. Between 1915 and 1919, the mine and mill set production records for haulage and throughput. The hydroelectric projects proved to be successful engineering marvels. Operational difficulties related to ore grade, refractory elements and labor shortages interrupted production on an increasing basis. In 1921, the mining company permanently shut down operations. INTRODUCTION The Juneau Gold Belt begins at Windham Bay near the southern end of Stephens Passage and extends approximately 100 miles north to Berners Bay (Figure 1). The first large-scale and sustained underground mine, operated by the Alaska Treadwell Gold Mining Company in the late 1880’s, established the Juneau-Douglas area as the regional hub for transportation and development. In the mid-1890’s, the combined population of Juneau and Douglas reached approximately 3,000 residents, largely driven by employment and support demands of several small to mid-size underground gold mines in the region. By 1904, the value of the cumulative gold production of the Alaska Treadwell was five times greater than the purchase price of Alaska in 1867 (Kelly, 2010). By the turn of the 20th century, economic growth in the Juneau-Douglas area relied on supplies delivered from the lower 48. Passenger and freight shipping lines required 3 to 4 days to make the one-way trip from Seattle to Juneau. Established shipping routes required experienced crews due to navigation hazards and adverse weather conditions. Even with precautions at the time, steam ships and freighter vessels experienced breakdowns or encounters with natural hazards that resulted in damage or in some cases, sinking. Interestingly, with no roads or railroads connecting Juneau to other communities in southeast Alaska, Juneau still relies on seaborn shipping in the 21st century.

The mucks containing hazardous materials were disposed into the waterproof branch tunnels created from the inside of the main tunnel. The full face early ring closure method was employed to ensure the stability of the tunnel in the low strength rock masses having no stand-up time. As a result, the waterproof tunnels branching off the main tunnel can manage water tightness so as to ensure safety and relief against environmental risks of the hazardous materials. It is also demonstrated that the full face early ring closure method enable construction of the tunnel with a small overburden in the low strength rock masses. In order to overcome the restrictions, the hazardous materials were designed to be disposed into large cross section waterproof tunnels which were newly designed and constructed in high strength and hazardous material free Andesite. The lining for the tunnels was composed of with shotcrete. In addition, full face early ring closure (Sato et al., 2013) was employed to stabilize the tunnel so as to enable safe tunnel excavation in low strength rock masses where a ground arch is deemed unachievable. This paper presents the safe disposal method of mucks which are likely to liquate out natural hazardous materials as well as the full face early ring closure method and its mechanical characteristics."

Anecdotal reports of high rates of congenital malformations and spontaneous abortions at the Shiprock Indian Health Service Hospital in San Juan County, New Mexico prompted an interview survey, obtaining data from families of 26 former uranium miners and 30 controls. Results supported the possibility of increased fetal wastage and congenital malformations. However, definitive conclusions were obviated by methodologic limitations in terms of selection of cases and controls and interviewing technique, as well as very low numbers and lack of statistical significance. The Council of Environmental Quality (1980) published a report which singled out San Juan County, nationally, as having an extra-ordinary high rate of congenital anomalies reported from birth certificates in the years 1973-75. San Juan County is in the northwest corner of New Mexico and includes the northeastern edge of the Navajo Indian Reservation. It has been the site of uranium mining and milling and also of coal mining (Clement Associates, 1980). While much attention has been focused on lung cancer and chronic lung disease as health hazards to uranium miners, virtually no attention has been focused upon possible reproductive effects that may result from exposure to radiation. Could these reports indicate such an additional arena of health effect either on miners or on others living in the vicinity of the mines and mills? The biologic and epidemiologic literature does not lend much support for adverse genetic outcome. The UNSCEAR report (UNSCEAR, 1977) summarizes much of the existing data. For example, on the basis of many animal studies and what has been observed in atom bomb survivers in Japan, it has been estimated that mutation rates resulting from low LET radiation to paternal germ cells would be 60 X 10-6 recessive and 20 X 10-6 dominant mutations per gamete per rad. There would be a five-fold increase in the number of recognizable abortions. The doubling dose for genetic disorders in mice is estimated at 100 rads. The assumption has been that low levels of exposure, such as might be received occupationally from uranium mines and mills or environmentally will produce reproductive effects that would defy distinction from background rates. However, the possibility can not be dismissed. In man, spermatogonia are thought to be three-fold more sensitive than in the mouse. Also, the high LET radiation from alpha particles is as much as 20-fold more effective in inducing changes in meiotic and post meiotic stages of cells, compared with low LET radiation. There is some degree of localization of alpha emitters in testicular tissue after inhalation of radon and radon daughters (Blanchard, R.L. and Moore, J.B., 1971; Pohl, E., 1964). The slopes of doseeffect curves are affected by type radiation and rate of administration. Data on such curves are poorly defined and debated as to whether there may be increased or decreased effect per unit dose at low levels of high LET radiation. Increased rates of aberrations of chromosomes in peripheral lymphocytes cultured from uranium miners have been reported (Brandom, W.F., et al., 1978). At cumulative exposures of 100 working level months (WLM) or less, a range of exposure lower than the limit of current occupational standards, the aberrations were increased more than two-fold. Our interest has led us to pursue the question of reproductive effects along three separate paths of inquiry: studies of the secondary sex ratio, cytogenetic study of human sperm, and studies of rates of congenital anomalies. I will present the thrust of our findings, most of which remain preliminary, comment on their interpretation and limitations, and indicate directions needed for future research. The secondary sex ratio is the ratio of males to females at birth. In the U.S., the ratio averages around 1.05. Ratios in blacks are somewhat lower (1.025) than in whites (1.053). For American Indians, the data are less definite. Values from Oklahoma and California are similar to whites (1.05). Southwestern tribes have, as we shall see, varying levels. The theoretical effects on sex ratio resulting from irradiation of the zygote are based on the principles of sex-linked genetics, including differential effects of lethal dominant and recessive mutations on the sex chromosomes, complicated by possible non-disjunctional events. Observations have done little to clarify, confirm or refute the theories. The sex ratio of progeny of survivers of the atomic bomb showed little change (Schull, W.J., Otake, M., and Neel, J.V., 1981). Observations in children of uranium miners having been inconsistent. Most frequently cited is a study of miners in Czechoslovakia (Müller, C., Razicka, L., and Bakstein, J., 1967). Compared with children born to miners prior to the start of mining, the sex ratios of children born after the start of mining were decreased -statistically significant after correcting for birth order. The ratios in first-born children were, before the start of mining, 1.118, and, after the start of mining, .713. In the interview survey at Shiprock, the sex ratio in families of non-miners was 1.03, and in families of miners it was 0.73 (p < .05). Dr. Alan Goodman at the University of New Mexico has studied trends in the sex ratio in the general population in New Mexico and Arizona with particular reference to counties in the Four Corners area and the Navajo Indian Reservation, areas where uranium mining has been active_ His findings (unpublished) are as follows: (1) Beginning in the early 1950&apos;s, there has been a modest, but persistant and statistically significant decline in the secondary sex ratio for the state of New Mexico compared with the U.S., a decline that roughly parallels the emergence of uranium mining in the Grants mineral belt in northwestern New Mexico. (2) Data available for the 11 years since 1969 show that among the five counties with ratios significantly lower than the state

This paper outlines the methodology and results pertaining to the simulation of the U.S. coal industry in the context of an integrated, time-dynamic model of Long-Range Energy Developments and Supplies (LORENDAS). By way of background we will present first an overview of the overall LORENDAS model structure. We will, then, outline the characteristics of the formulation and data used for the representation of the U.S. coal industry. Finally, a series of model results will be reviewed, with particular emphasis on the long term projections of coal production and distribution under different basic economic and/or political scenarios.
