If two fluid phases are brought into contact with a solid, one fluid may completely wet the surface to the exclusion of the other, or both may wet it, forming a three-phase line of contact. These relative wetting tendencies are quantified by the contact angle 0 which is related by Young's equation (1,2) [12 cos? = 13 ? 23] [to the three interfacial tensions (3). No contact angle for the first fluid, indicating that it does not wet the solid in the presence of the second, means that the difference between the two solid-fluid fluid surface tensions, - 8 is greater than (or just 13 -23 equal to) the fluid-fluid tension 12; a finite angle indicates that the difference is less.*]

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. This paper presents an overview of the MERD program.

Whilst all public mineral reporting codes require classification of mineral resource and reserves according to the level of geological knowledge and confidence of the estimates, companies are not required to disclose how mineral estimates and associated cashflow projections respond probabilistically to the incorporation of different types of risk events. As the level of expectations and scrutiny of investors and stakeholders continue to increase over the years, it will be essential for companies to adopt an integrated framework for sensitivity analysis to increase corporate value through better capital allocation and reduce potential losses associated with poor investment decisions. Failure in fully capturing the impact of unexpected incidents in mineral estimates and financial modeling could be extremely harmful to the business, affecting the company’s reputation, and negatively impacting the relationship with stakeholders.

Presentation of the project Underground civil works to be performed They include two single track running tunnels and a service tunnel of a length of fifty kilometers . Many cross adits (180 adits) : to link the tunnels (53 cross passages), to relieve air super pressure from one tunnel to the other (87 piston ducts), to install technical adits (40 electrical rooms). Two cross-overs located at one third of the whole length, allow trains to shunt from one tunnel to the other so as to ensure one way traffic in case of emergency. Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

Introduction The US coal mining industry is in the midst of a serious economic crisis. To overcome increased operating costs, operators must take advantage of technological advancements in mining systems and equipment. A relatively new concept available to underground operators is that of extending the cutting depth for continuous mining machines (continuous miners). This system is referred to as deep-cut mining, and may be described as mining cuts to depths greater than the standard 6 m (20 ft). Productivity is increased through the reduction in continuous miner tram time since the machine stays longer in each working face. To successfully implement a deep-cut mining system, three problems must be overcome: Exposing personnel to unsupported roof, methane removal, and controlling respirable dust. Remote control cutting The solution to the unsupported roof problem is remote control. Recent advances in remote operation, especially in radio remote controls, have resulted in what is generally accepted as a safe and reliable tool. By installing remote control on the continuous miner, the operator and helper can now be stationed in a supported area. This allows for improved visibility while cutting coal. With this in mind, the limiting factor now becomes the position of the haulage equipment operator. North River No. 1 uses Joy 21SC shuttle cars and Jeffrey 4110 diesel ramcars. These cars are pulled against the bumper of the continuous miner. Thirteen meters (43 ft) can be cut with the shuttle car and 14 m (45 ft) with the Ramcar before the operator of the car is inby permanent supports. By loading away from the bumper, about 1.5 m (5 ft) can be added, bringing total cut depths up to 14.5 and 15 m (48 and 50 ft), respectively. Methane removal The second problem involves methane removal, and the line curtain-to-face distance. In other words, how to maintain the line curtain to allow sufficient ventilation to remove methane and not expose workers to unsupported roof. The solution, in most cases, is to use a blowing-type ventilation system. Unlike the exhausting system that, to be effective, must be installed within 3 m (10 ft) of the working face, the blowing system can be effective at greater distances from the face. Numerous studies have documented the advantages of a blowing-type ventilation system over an exhausting system. Furthermore, a blowing system can be significantly improved by in¬creasing the velocity of the air delivered without increasing the volume of air. With this greater ventilation efficiency, it is possible to secure ventilation plan approval from the Mine Safety and Health Administration (MSHA) for a greater curtain set-back distance. This eliminates the need for personnel to travel inby permanent supports to extend the face brattice. The distance from the face MSHA will approve, however, is on a mine-by-mine basis. MSHA will evaluate the particular mine's face methane liberation rates, along with the specific proposals regarding face ventilation volumes and velocities. Dust control The third problem is controlling respirable dust. This is actually a result of the solution to the second problem. In the blowing system, while mining on the slab cut, both the continuous miner and haulage units are located on the dusty side of the line curtain (Fig. 1). In the early 1970s, underground operators virtually abandoned this system, in order to comply with the 2 mg/m3 (0.87 gr per cu ft) federal dust standards. The modern coal mining industry is subject to a vast array of regulations affecting virtually all aspects of its operations. Probably the most significant over-sight role involves the Office of Surface Mining Reclamation and Enforcement (OSH) established by the Surface Mining Control and Reclamation Act, or SHCRA.1 Although complying and coping with SHCRA can be difficult for coal operators, this complex regulatory process has helped insulate the industry from ongoing efforts to extend regulation under the Resource Conservation and Recovery Act, or RCRA, 2 to aspects of the mining industry in general. The Environ-mental Protection Agency (EPA) has struggled with regulation of mining wastes under RCRA since the mid-1970's, but RCRA itself places most coal mining wastes firmly under the control of OSH and SHCRA. Despite the general exemption from RCRA regulation for waste materials that result from extraction and processing of coal itself, there may be circumstances under which coal mining operators could find themselves subject to regulation under RCRA or a number of other statutes administered by EPA. This paper will review briefly the history of mine waste regulation under RCRA, as well as touch on the policy decisions that led to the exemptions from RCRA regulation. The paper will summarize coal waste requirements under SHCRA, and also will review what operations at coal mines need to be controlled, in order to avoid potential liability under RCRA. In addition, it will mention requirements under other federal laws, including CERCLA, or the "Superfund" law,3 and describe how they may impose restrictions or liability on coal operations for waste or other materials commonly found at surface and underground coal mines.

"Talc formed by hydrothermal alteration of preexisting carbonate rocks is known to be nearly monomineralic, and lacking in amphiboles. In southwest Montana, talc formed from hydrothermally altered dolomitic marbles, and is still actively mined. These talc deposits are typically in contact with quartzofeldspathic gneiss and marble. Accessory minerals vary between these rocks and the ore producing body; the identification and characterization of such minerals requires carefully selected analytical methods. Recent litigation and ensuing confusion over the petrology and asbestos content of these deposits challenges the talc mining industry in Montana, and elsewhere in the world. INTRODUCTION Commercial talc has been mined from the deposits in southwest Montana since the 1940s, and by 1956 the region had output 200,000 tons of talc ore (Chidester et al., 1964). Commercial talc refers to rocks containing more than 20% of the mineral talc (McCarthy et al., 2006); the ores from Montana typically contain upwards of 90% talc. This region remains the leading domestic source of talc in the U.S. partly due to the reserves in the area, and partly due to the diagnostic purity of the ore compared to that of other regions, some of which are no longer actively mined. The mineral talc, a sheet silicate, is expressed by the formula Mg3Si4O10(OH)2, and therefore can form in geologic environments that are rich in Mg, Si, O and water. The protolith for the talc deposits in southwest Montana is a dolomitic marble, but other common protoliths include ultramafic igneous, mafic igneous, and siliceous dolomites (McCarthy et al., 2006). Physical properties such as hardness of 1 on Mohs hardness scale, white streak and slippery feel are among some of the reasons why talc is so widely used as fillers in a number of industries. In decreasing order, ceramics, paper, paint, roofing, plastics, rubber, and cosmetics are the leading domestic industries that use talc despite the decreasing trend in U.S. talc use and production since 1994 (Virta, 2015). The purpose of this paper is to describe the mechanism of talc formation in southwest Montana by focusing on talc deposits and surrounding rocks in the Ruby, Greenhorn, and the Gravelly Ranges, and to relate the mechanism of formation to the composition of talc ores. The compositional data show mineral content of selected ores, and the major and trace element content of those minerals, specifically talc. Our electron microprobe (EPMA), powder x-ray diffraction (XRD) and x-ray fluorescence data for samples from five mines in these three ranges provide continued evidence of the purity of these ores despite claims made during recent litigation that these ores contain asbestos. The five mines that we discuss include the Beaverhead, Treasure, Regal, Willow Creek, and Yellowstone Mines (Figure 1.)"

Silica, in varying degrees of chemical purity, enjoys a very diversified market. Silica is the basic ingredient of glass, bothcontainer and flat glass, and is used for grinding and polishing of flat glass up to the final polishing stages where rouge is generally used. Silica is used for foundry molds and cores, sandblasting, stone cutting, refractories, placing sand in furances, glass coatings and linings, laboratory glassware, construction, oil well fracturing for increased oil flow, filtering purposes, silicate of soda, silicon carbide, and others.

A five-year effort by the ASTM subcommittee E10.14 on Uranium Resource Evaluation has culminated in the approval of E901-82, Classification System for Uranium Resources. The standard classification was prepared with participation of representatives from the Dept. of Energy, the Dept. of Interior's Geological Survey and Bureau of Mines, utilities, and consultants. The classification of a resource is based on level of knowledge and the economic producibility of the resource at a given time. Alpha-numeric identifiers are used rather than words to avoid confusion with existing terms, definitions, and classifications. An effort is underway to develop estimation criteria to guide users in classifying a resource according to the above format.

The Miami mine is located near the town of Miami, Gila County, Arizona. The Miami mine started mining in 1910 and finished in July, 1959. The orebody was divided and mined as follows: Tons High Grade 24,400,000 - Top slicing, sub-level caving, etc. Low Grade 105,100,000 - Block caving Mixed ore 9,800,000 - " Low Grade #2 13,100,000 - " Total Mining 152,400,000 GEOLOGY Ore minerals are largely in pre-Cambrian Pinal schist intruded by tertiary Schultz granite porphyry and covered to some extent by Quarternary Gila conglomerate. The structures are highly faulted and shattered. The Miami fault on the east cuts off the ore and the Pinto fault on the southwest caused re-oxidation of enriched sulphides producing mixed ore. MINERALOGY The chief mineral is chalcocite, with chalcopyrite, bornite, covellite, malachite, azurite, chrysocola, cuprite, native copper, and molybdenite as minor minerals. The ore minerals occur in seams, veinlets and disseminated particles. In block caving there is always some dilution, and drawing of ore stops when the grade drops past an economical point. This results in a small amount of copper left in the stopes below the capping. There is some copper in the capping, probably below 0.03% or less than 0.6 lbs. per ton. Over the low grade #2 orebody and portions of the high grade there was an oxide capping which was not mined. The crushed pilars are another source of copper. The leaching at Miami is an attempt to recover this last remaining copper of a worked-out mine. The enrichment at the Miami mine had gone more nearly to completion than most ore bodies in the southwest. There is practically no pyrite in the capping and very little in the ore.

This paper presents the ventilation design for an underground testing facility in a salt medium. The underground workings consist of two-12 ft. (3.66 m) diameter watertight shafts and approximately 6000 ft. (1830 m) plus of drifting. These facilities are designed for the purpose of providing access for an in-situ testing of a salt horizon in which a variety of hazardous and non-hazardous materials could be temporarily stored or permanently deposited. The ventilation system includes a design basis for gassy mine conditions and provides for the option of bulk air cooling and heating.

"Around Minneapolis and Saint Paul, Minnesota, the local geology includes the St. Peter Sandstone, which is easily minable and has facilitated construction of interceptor tunnels for storm water and sanitary tunnels since the 1800s. The elevation of the geologic units allowed gravity-driven flows from the downtown areas all the way to the Mississippi River. Through many years of service, some of these tunnels have experienced degradation and require maintenance. Additionally, increased stormwater surface runoff can result in internal pressurization of the tunnels, accelerating degradation. Because structural failure or collapse of any of these interceptor tunnels would create a significant repair challenge, the city of Minneapolis has been inspecting and designating tunnels in its system for periodic review and repair. One of these, the St. Mary’s/Hiawatha tunnel, was rehabilitated using a grouting program. A hydrologic model was also used to improve understanding of pressurization events during some storms, leading to construction of a near-surface pressure dissipation chamber to provide increased hydraulic capacity. BACKGROUND The St. Mary’s/Hiawatha tunnel in Minneapolis has three segments; the first two were constructed in 1942 and the third was added in 1987 (Figure 1). Segment 1 is approximately 4,700 feet in length and outlets to the Mississippi River. Segment 2 intersects Segment 1 approximately 3,500 feet upstream of the river outlet and continues for approximately 2,500 feet in a southeasterly direction. The third and newest segment is approximately 500 feet long. There are four different cross sections of tunnel along the entire system.Originally, tunnel construction often consisted of mining the St. Peter sandstone with a pressurized water lance and constructing wood lagging support (Payne, 1967). An underdrain was generally installed below the invert during construction; this resulted in localized dewatering and provided groundwater control during construction. Non-reinforced concrete liner sections were cast in place. Often void space existed between the tunnel liner and the native sandstone bedrock. These voids, particularly in the crown, prevent direct contact between the liner and the bedrock."

Sandstone and shale samples from the Morrison (Late Jurassic) and Dakota formations (Cretaceous) from northwestern New Mexico have been analyzed for the major elements Na, K, Fe and the trace elements Sc, Cr, Co, Rb, Sb, Cs, Ba, Hf, Ta, Th, iJ and the rare earth elements (REE) in whole rock and clay sized fractions by instrumental and delayed neutron activation analysis. The clay sized fraction clearly shows enrichment patterns and halo effects ; whereas, the whole rock fraction does not. Important elemental dispersion halos associated with uranium in sedimentary environments include the REE, Hf, and Sb. The distribution of these halos are due to a combination of complexation, chelation and the orignal paleoenvironments.

Ventilation and refrigeration for mine climate modification, contributes significantly to the operating costs of a deep hot mine. Mine climate simulation programs can be used to minimize the impact of these costs. There are several computer codes available including CLIMSIM?, to assist in this work. Whichever simulation program is used, it is the mine ventilation engineer who must supply the input data. This paper raises and answers the following question, namely: what accuracy is required of the basic input parameters, in order for a certain precision to be obtained in the predicted air temperatures? In the first part of the paper a new approach is described to estimate the dry and wet bulb temperature of the airflow, either in a dry or wet roadway. The calculation procedure allows an arbitrary temperature change with time, using Duhamel's superposition solution. Matrix-vector representation is applied to simplify the computational structure. In the second part of the paper the sensitivities of the dry and wet bulb air temperatures are analyzed to the changes of the rock thermo-physical properties, the heat transfer coefficient and the wetness factor.

What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

IIT Research Institute has initiated several multi-sponsored research programs. In this paper the methods for developing four of these programs are discussed. In general, a broad area of investigation must be proposed to interest a spectrum of different industries. The work must not touch upon proprietary data and will probably involve a number of scientific disciplines. Thus, the problem to be solved will attract sponsors who need to know more about the area under study but do not wish, as a single company, to commit the resources required to obtain the necessary know-how for their needs. The paper draws on the background of four IITRI multi-sponsored projects: Size Reduction, a study of grinding of material to reduce their particle size; Melt-Formed Ceramics Research, a method of producing dense, polycrystalline ceramics using glass forming methods; Binders in Ceramic Processing, which addresses the problems associated with the use of organic aids for ceramic processing; and a Study in Air Pollution Technology, a program to review and assess pollution control equipment for current and future applications.

Coal mining has been an important industry in the Appalachian area for many years. This is particularly true in the northern part of the area, namely, in Pennsylvania, West Virginia, and Ohio. Also, in the south a great deal of mining activity has been carried on in Alabama, Kentucky, and southwest Virginia. Some of the by-products of this activity has been the production of mineralized water from the mines in copious quantitites. The southern Appalachians have been somewhat more fortunate in that the water there has had a considerable amount of alkalinity in it, which has to a large extent eliminated some of the more undesirable aspects of mine drainage. Northern Appalachia, including central and western Pennsylvania, the Monongahela basin in West Virginia, and the Appalachian area in eastern Ohio have not been so fortunate in that coals in those areas and the top and bottom rock have, in many cases, shown considerable quantities of pyrite, and the water does not carry the carbonates found farther south.

The Phelps Dodge Corporation's Morenci Concentrator includes facilities for coarse crushing, fine crushing, grinding, flotation, tailing, disposal, concentrate filtering, and drying. The Morenci Concentrator daily throughput is in excess of 60, 000 tons. The ore milled is mainly a medium-hard monzonite porphyry in which the principal sulfide minerals are chalcocite and pyrite. The ore is transported by rail from the Open Pit Mine to the primary crushing plant located at the concentrator site. Ore is side-dumped from 80¬ton railroad cars into a sixty-inch gyratory crusher. The ore is then conveyed to a. 12, 000 ton coarse ore storage bin. Fine crushing is accomplished by four parallel lines of conventionally stacked crushers in open circuit. Each unit consists of one seven-foot standard cone followed by two seven-foot shortheads. Ti% product of the fine crushing plant is distributed by two tripper cars across a fine ore storage bin. The crushed ore is then fed by variable speed belt feeders into thirty parallel, single stage, closed circuit grinding units. Each of the 30 grinding units consists of one 6' x 23' conditioning drum, one 10' x 10' ha l mill and two 54" duplex spiral classifiers as principal equipment. The dry ore is fed into the conditioning drum with water to dilute the ore to a slurry of approximately 78% solids by weight. An aqueous solution of ammonium sulfide is also added to the conditioning drum. The ammonium sulfide primarily acts as a sulfidizing agent. The ore slurry containing the naturally occurring sulfide copper minerals and the sulfidized copper minerals discharges into the feed scoop box of the ball mill, where milk of lime, collector and-.dilution water are added. The ball mill product slurry is gravity fed: to the classifier pool where water is added to obtain the desired classifier overflow product

"Recirculation is prohibited in many coal mining countries because of the fear that the re-use of return air would allow the build-up of air contaminants at the workings. The incorrect design and location of a booster fan in any ventilation network can create unsafe condition due to recirculation. The current approach to investigating recirculation using simulation software requires manual effort which becomes tedious in a complex and a large network. An algorithm-based C++ program was designed to detect the recirculation in a booster fan ventilation networks. This program needed an input file prepared from output file generated by any ventilation simulator. This program created an output file for recirculation. This program demonstrated the strong capability to detect the recirculation in a sample network and a coal mine ventilation network. The outcomes of this program were documented in this paper. INTRODUCTION The proper design and location of booster fans eliminate the safety hazards associated with high main fan pressure. Conversely, the incorrect design of booster fans in any ventilation network can create unsafe conditions due to uncontrolled recirculation. The proper utilization of a booster fan derives benefits to reduce the main fan pressure, leakage, and consequently ventilation cost especially with high resistance network due to deep and extensive working area in a mine. However installation of booster fan may create uncontrolled recirculation, if it is not sized and located properly with respect to main fan. Recirculation is prohibited in many coal mining countries because of the fear that the reuse of return air would allow the build-up of air contaminants at the workings. Therefore, it is imperative to check the recirculation while designing and operating booster fan for a ventilation network. This paper deals with an algorithm based C++ program to detect the recirculation in a booster fan ventilation networks. This program was implemented to detect the recirculation in a sample network and a coal mine network. STATEMENT OF PROBLEM The currently available ventilation simulation programs do not give much information about recirculation for the generated solution (fan pressures). The current approach to investigating recirculation using simulation software requires manual effort, i.e., traversing from node to node in the output network by the simulator while keeping tracks of all the nodes that form recirculation paths. This is an easy task in a simple ventilation network, but it becomes tedious and sometimes very confusing in a complex and large network. Moreover, the presence of multiple recirculation paths makes the manual effort more complex and difficult, especially in separating multiple loops that are connected together. Thus, there is a need for a more efficient program that will detect and quantify the recirculation efficiently, for the generated fan pressures. A program is developed to detect the recirculation(s) in a network."
