L. Alan Weakly, member SME, is a senior staff engineer, Exxon Co. Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly's introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today's technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. INTRODUCTION Many excellent papers have been written and presented regarding agricultural lime and the subject has been covered extensively in books concerning soil science, fertilizing, limestone, etc. We felt challenged to construct a paper that wouldn’t merely be a repetition of past presentations. Therefore, we chose to begin with factors having the most impact on plant growth realizing that the audience is likely to be relatively unfamiliar with this subject. So, we decided to dig deep into the roots of soil and plant growth science in order to better understand the significant role of limestone in this important area. The soil with the higher plants growing upon it forms an open and dynamic ecosystem in which there is flux of energy and material (heat, light, water, nutrients, mineral and organic matter, organisms). Plants root in the soil and then take up oxygen for root respiration, yielding energy for nutrient uptake, water for turgescence and transpiration and use in photosynthesis and the mineral nutrients needed for the synthesis of organic matter. Above the ground the plant takes in light energy and heat using them in photosynthesis to assimilate atmospheric CO2. Photosynthesis is the basic life process of creation. However, we will look at the root room where soil, water, air, and heat economy and the supply of nutrients determine soil fertility and the important role lime plays here. Location is the primary point to be considered when discussing agriculture (climate and soil); secondly, the dynamic and mobility of the minerals (plant nutrients) in the soil; and thirdly the conversion of organic substances into humus. And then there is a great deal of water involved in the growing process. In order to produce 1 kg of dry plant substance, 300 to 800 kg of water must be pumped through the plant and is then lost by transpiration. Cereals, vegetables, and sugar beets consume between 400 to 500 kg of water during the growing process and long-growing crops, such as alfalfa and clover, can consume 600 to 800 kg of water per kg of finished product. Without water, a plant cannot grow. (Reference 1)

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

"Sluggish prices for commodities and a glut of oversupply of many commodities did not stop the world’s largest mining equipment makers from showing off their latest and greatest machines and technology starting with the world’s largest equipment trade show, bauma 2016 in Munich, Germany.From April 8-14, an estimated 580,000 visitors from 200 countries visited the show that featured 3,423 exhibitors from 58 countries. While primarily a show for construction equipment, the mining footprint has grown over the years. Among the largest exhibits was that of Liebherr, which brought more than 100 products, had an outdoor exhibition stand, a stand for the components division and a career stand under the motto “Be Part of Something Bigger.” One of the biggest aspects of the exhibit was its mining products where the company staged the first-ever professional table tennis match in the 130 m3 (170 cu yd) dump body of the T 264 mining truck. The top German players Timo Boll and Patrick Franziska with their trainer Jörg Robkopf faced Austria’s singles world champion from 2003, Werner Schlager, and the reigning Team Europe champions Chen Weixing and Stefan Fegerl.“Bauma 2016 was an absolute success for Liebherr. With this year’s appearance we were once again able to show our innovative strength, performance and technological diversity to a very large and international audience from the industry. We conducted interesting discussions with numerous customers and partners from various countries and discussed new projects,” said Stefan Heissler, Member of the board of directors of the Liebherr Group.Likewise, Caterpillar, the world’s largest maker of construction and mining equipment had a large presence at the show with more than 60 products and 12,000 m2 (129,000 sq ft)of exhibit space. Among the iconic yellow mining equipment that was on display was the 6015B hydraulic mining shovel."

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. The European Economic Community (The Common Market) is now shifting from I a coal oriented to an oil oriented economy. The proportion of energy supplied by oil has increased from only 13% in 1950 to 38% in 1962, and will approach 50% by 1970. In the past five years Common Market petroleum demand has in- creased 15% per year compared with only 3% per year in the United States. This rapid shift to oil can be explained by looking at oil's competition, First; there is simply not enough other energy - European coal, natural gas and hydro-electric power - to meet the demand, Secondly, oil?s primary competing energy in the Common Market is coal, and Community coal is high-priced - it costs more than two and a half times as much as U. S, coal at the pithead. The third reason for the shift to oil is consumer preference for the ease of handling, convenience and cleanliness of liquid fuels. As these reasons suggest, much of the shift to oil and the resulting growth in demand would have occurred whether or not the Common Market organization had existed. On the other hand, the Common Market has stimulated the use of oil by causing a higher rate of energy consumption, and oil has been the beneficiary of most of this growth.

Underground longwall coal mining sections are operated as sealed gobs if the coal is prone to spontaneous combustion. Sealing along the gate roads during longwall face retreat limits the flow of fresh air (oxygen) into the gob and, thus, deprives the spontaneous combustion reaction of oxygen. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines have used computational fluid dynamics modeling to simulate the flow of gases in sealed longwall gobs. The models were validated using measurements and observations from the field and demonstrate that targeted injection of nitrogen along the gate roads inby the face can be used to control the size and location of explosive methane clouds within the gob and to minimize or eliminate the explosion hazard resulting from the formation of flammable methane-air mixtures.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. The occurrence of acid mine Drainage (AMD) with coal mining has been well documented. (1) Less documentation is available of its association with other types of mining, e.g., copper, gold, zinc, and sulfur. Yet there are many locations in the western states where acid mine drainage is as great a pollution problem as in Appalachia and in some cases, because of the high copper, zinc, and arsenic concentrations, they present an even more difficult problem. Until a few years ago, it was generally believed that the neutralization of acid mine drainage was uneconomical thus, AMD was allowed to discharge freely into our streams. However, the demand for good water finally dictated that the mining industry be included under pollution laws. In 1964 the Commonwealth of Pennsylvania passed a law requiring that all active mine discharges meet a discharge standard of pH 6-9, iron less than 7 mg/1, and the water must have a net alkalinity. Several other states now require active mines to treat AMD. In all but a few cases, lime neutralization, often in conjunction with aeration, has been the treatment method used. The high cost of lime as compared to limestone and the poor quality sludge, (slow settling, large volumes, and low solids content) has stimulated work in the utilization of limestone. This paper reports on the current state-of-the-art of limestone treatment of AMD.

Flexible synthetic membrane liners have become a standard facet to copper and gold heap leach pad design. While gold heap leach operations have utilized most types of synthetic liners, copper leach operations have commonly only been lined with polyethylene. The objective of this study was to determine if there are any chemical reasons why other synthetic membrane types could not be used to line a copper heap leach facility. With engineered consideration, the flexible membrane liner under the ore pile serves two purposes. The first provides a near impermeable boundary which aides greatly in the collection of the metal laden process solution. The second advantage to the flexible membrane is the almost non-permeable barrier to benefit increased environmental awareness that has led to an increase in solution containment technology. The Environmental Protection Agency (EPA) has developed a compatibility test for solutions and membrane liners. The EPA Method 9090 is intended for use in determining the chemical effects of a solution on the physical properties of the flexible membrane liner material intended to contain them. Data from these tests would assist in deciding whether a given liner material is acceptable for the intended application.

A new prinicple of side dumping front end loading for underground mucking machines has completely changed the concept of underground loading and haulage equipment arrangement both in production and development work loading. Versatility and adaptability of this type of machine permits combinations with a broad range of haulage means not possible with -conventional overhead loaders. Steel "armored" conveyors serving this type of loader are replacing conventional rail mounted car haulage to give a continuous loading operation and effect important economics of reduced manpower, faster loading rates and fewer working areas for a required production. First used in Germany this easy to control and highly efficient means of placing rock from the muck pile on or into haulage means has advanced the art of underground rock loading more in the past three years than any other advancement since the first successful small crawler mounted air powered loader was introduced in 1954. Bucket type loaders with a relative new side dump principle are gaining in popularity for underground loading. They are replacing conventional overhead loaders in present applications and becoming first choice in new ones. Primarily for hard rock development and production loading they are also widely used in production loading of coal and other soft materials. This discussion briefly traces the historical development of hard rock underground loaders to the new side dump type and its present population. In more detail various applications, loading techniques and the advantages of operation, production and economy with the side dumper in hard rock loading will be dealt with.

Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.

The water treatment industry has historically been involved with reducing or inhibiting the inherant scale forming or fouling tendencies of natural waters associated with large industrial cooling water systems. Fouling is an extremely complex phenomenon. From a fundamental point of view, it may be characterized as a combined momentum, heat, and mass transfer problem. Chemical reaction kinetics is involved, as well as the solubility characteristics of salts in water and corrosion technology. It is a routine practice to over size pumps, piping and heat exchangers to compensate for fouling.

Flawed mining studies have been major contributors to poor investment decisions in mining for many years, contributing to the long period of poor industry profitability. Most of the major mining houses have now adopted quite formal processes and quality standards for mining studies to reduce the potential for poor investment decisions in the future. Other organisations such as the World Bank also have specific requirements for particular types of studies, such as bankable studies. This increasing requirement for rigour and discipline means a highly structured and phased sequence of studies is now required along with the development and adoption of industry-wide standards in mine ventilation studies. New terms in the study process such as ?independent peer review? and ?hold and review? are assisting in this process. More traditional terms such as ?feasibility study? and ?pre-feasibility study? now have much more precise technical definitions. Specific standards for the ventilation components of the various phases of a mining study are proposed in this paper.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. It is considered that the most economical method for the exploitation of Gol-e-Gohar Area 3 iron ore mine is to combine open-pit and underground methods. In this regard, the most critical problem is the determination of optimal final pit depth. In this paper, a method which was recently introduced on the basis of economical block models of open-pit and underground is used to determine optimal final open-pit depth of Gol-e-Gohar Area 3 mine with due regards to the future underground mining option. Considering a low cost and productive underground method as a feasible alternative for extraction of the lower part of this deposit, room and pillar was selected. It is concluded that after the assessment and comparison of different values for depth, optimal final open-pit depth was determined to be equal to 285 m.

"Any economic calculation with respect to potential submarine mining activities requires reliable analytical data on the contents of valuable metals in these ores, including trace metals such as rare earth elements as well as Ti, Mo, V, Zr and Li. Due to the very special matrix of ferromanganese nodules (30% manganese oxides, 10-20% iron oxides, silicates; see Kuhn et al., this volume), their geochemical analyses pose a real challenge. Available ferromanganese nodules reference materials, e.g., NOD-P1 and A1, JMn-1, GBW07249, SDO-4 to -7 and NM2388, generally have only a few certified values for trace elements. Published data for these reference materials, collected in the GeoReM database (http://georem.mpch-mainz.gwdg.de/) are either rare for high technology metals or widely scattered for certain elements, especially the PGEs. Since most of these materials were released in the 1990s, many analytical procedures have seen significant advancement.In order to facilitate analytical quality assurance during exploration and potential future mining activities, the German Federal Institute of Geosciences and Mineral Resources (BGR) has contracted the Central Geological Laboratory of Mongolia (CGL) to produce a certified reference material for nodule analytics. Certified reference materials provide the highest level of reliability in geo-analytical measurements currently available and the CGL has a long-term experience in producing geological reference materials. Recently, the CGL was accredited as a reference material producer according to ISO Guide 34 by the American organization ACLASS (Assured Calibration and Laboratory Accreditation Select Services). Furthermore, it has been accredited as a testing laboratory according to ISO 17025."

Implementation of post-closure draindown estimates for tailings facilities are important predictive tools for reclamation planning and often influence jurisdictional bonding. Simplified estimates of draindown have been proposed in the past but these methods are not able to capture many of the site-specific nuances as well as operational and material parameters that influence robust draindown estimates. This paper discusses an iterative approach that relies on unsaturated flow models to predict draindown rates and associated pond inventory water balances that track inputs into underdrain pond systems, solution storage volumes, implementation of active evaporation, and necessary recirculation of solution back to the tailings facilities. Specific design criteria such as climate, facility geometry, material properties, and initial conditions, as well as active closure operational considerations that can influence draindown estimate will be discussed. Concepts presented will be valuable for operators, designers, and regulators to guide closure planning and predictive analytical analyses that support draindown estimates.

One of the serious environmental problems related with the extraction of coal for carbon and energy resources is that upon preparation of coal a large quantity of fine coal has been discarded and/or lost to tailing impoundments. These problems present hazardous conditions to the local community. Also, the precious heating value of energy resources has been wasted and Left unrecovered in the tailing impoundments. Both RCR and SMRC ACTs recognize and mandate an investigation into slurry impoundment problems, including consideration of potential use of those coal fines in the tailing ponds. Bituminous coal producing district 46 encompasses the northern panhandle of West Virginia. The major producing seam in this district is the Pittsburgh coal, 1-7 meters thick. 75 percent of the coal producted in this district is deep mine. This district produces approximately 3 million tons of coal waste materials annually. One of the coal preparation plants in the district which we have visited has been processing Pittsburgh too. 8 seam coal for the past ten years. The characteristic data of the Pittsburgh raw coal is shown in Table 1. The raw coal produced in this district is characterized by its high heating value, high ash and high sulfur contents. The coal preparation plant flowsheet designed and used to process this Pittsburgh raw coal prior to 1979 is shown in Figure 1. It was a partial coal cleaning plant&apos; with 1 092 mt/hr designed capacity, which consisted mainly of a coarse coal cleaning circuit. The rejected fine particles in the size range of -600µm which consisted of vorsiv underflow and cyclone underflow from clean coal streams and spiral classifier overflow from refuse stream were settled down in a thickener with the aid of anionic flocculant prior to being pumped to the tailing ponds for disposal. Figure 2 shows that the same coal preparation plant in Figure 1 was modified to a semi-complete coal cleaning plant and expanded its designed capacity to 1 820 mt/hr, when market of coal fines becomes feasible in 1979. Tabling in the clean coal circuit and thermal dryer in the dewatering circuit were added to the flow sheet. The purpose is to recover more coal fines, reduce more pyritic sulfur and ash contents in coal and also to reduce solid waste material to be stored into the slurry impoundment, giving them a Longer Life. The rejected fine particles fed to the thickener are clean coal fines from two cyclone overflows and the fine refuse from the rufuse cyclone overflow. The clean coal fines presently lost to the tailing impoundments are in the size range of -150 µm and constitute about 5 percent of the overall plant feed. Total amount of tailing waste material accumulated in a tailing impoundment is estimated at 1.3 million metricton for the past ten years.

In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people&apos;s demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management&apos;s responsibility.
