Absorption, emission and reflection techniques for the study of [molten] inorganic materials at high temperatures have been critically examined. In general, the reflection technique is the most satisfactory for tine study of pure materials, while the absorption, and possibly also the emission techniques, may be useful for studies of certain dilute solutions. In the present investigation infrared emission spectra for sodium nitrate and silver chloride were obtained together with absorption spectra derived from reflectivity data by the method of Robinson and Price for sodium nitrate, silver chloride, lithium and potassium fluoride and their 1:2, 1:1 and 2:1 mixtures and for solutions of zirconium tetrafluoride in lithium-potassium fluoride (1:1) and sodium-potassium fluoride (1:1). It is concluded that vibrational spectroscopy cannot give unambiguous information concerning the existence of complex ions in fused salt, mixtures.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. "Atmospheric monitoring systems (AMS) have been widely used in underground coal mines in the U.S. for the detection of fire in the belt entry and monitoring of other ventilation-related parameters such as airflow velocity and methane concentration in specific mine locations. In addition to an AMS being able to detect a mine fire, the AMS data has the potential to provide fire characteristic information such as fire growth (heat release rate) and exact fire location. This information is critical in making decisions regarding fire-fighting strategies, underground personnel evacuation, and optimal escape routes. In this study, a methodology was developed to calculate the fire heat release rate using AMS sensor data for carbon monoxide (CO), carbon dioxide (CO2), and airflow velocity based on the theory of heat and species transfer in ventilation airflow. Full-scale mine fire experiments were then conducted in the Pittsburgh Mining Research Division (PMRD) Safety Research Coal Mine using an AMS with different fire sources. Sensor data collected from the experiments were used to calculate the heat release rates of the fires using this methodology. The calculated heat release rate was compared with the value determined from the mass loss rate of the combustible material using a digital load cell. The experimental results show that the heat release rate of a mine fire can be calculated using AMS sensor data with reasonable accuracy. INTRODUCTION Fires at different stages generate different gases and smoke toxicity hazards. When fires occur in underground mines, a significant amount of toxic gases and smoke enter the mine ventilation system and are carried throughout the mine ventilation network, increasing the hazard potential for personnel even if far away from the actual fire. Although fires that develop to the point of rapid flame spread pose imminent hazards, fires in their smoldering, pre-flaming stages can also contaminate the mine atmosphere with debilitating levels of smoke and toxic gases. The most important parameter for evaluating the fire hazard in mines is the heat release rate (HRR), which is directly related to the rate at which heat, smoke, and toxic gases are produced and transported by the ventilation system, and provides an indication of the time available for escape or firefighting [1]. The HRR is also an important input parameter to mine fire simulation models. Measuring the HRR of an actual fire can be a difficult task. Early experimental measurement of HRR focused on the heat output as represented by the temperature of the product gases. In ASTM E1321 (LIFT test), an array of thermocouples was positioned in a duct which captured all gaseous combustion products to measure their average temperature. This approach assumed the flow is adiabatic, which is never a reality. Significant progress on measuring HRR was made when Huggett showed that, for most common materials containing C, H, O, and N, the average heat release per unit mass of oxygen is 13.1 MJ/kg O2 [2]. Thus, the oxygen deficit is a measure of the HRR in the flow that the duct captures. This approach is termed oxygen consumption calorimetry (or the oxygen consumption method), and is widely used in the fire protection community."

In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people's demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management's responsibility.

"Seamount cobalt-rich ferromanganese crusts (hereafter crusts) are authigenic iron/manganese hydroxide/oxide deposits formed from direct precipitation of minerals from seawater onto a hard substrates surface. Crusts contain significant concentrations of cobalt, manganese, nickel, copper, platinum, rare earth elements and other valuable metallic elements, with potential economic value. Regulations on Prospecting and Exploration for Cobalt-rich Ferromanganese Crusts in the "Area" was approved by the Council and Assembly of the International Seabed Authority in July 2012, China and Japan became the first to obtain exploration contracts, which were signed respectively in April and January 2014.The crusts form pavements and are mainly attached tightly to the surface of the substrate, and less commonly crusts coat talus debris located on the surface of sediment and substrate rock. During prospecting, crust sampling methods mainly include dredge, TVgrab and sub-bottom coring system. During exploration, the sub-bottom coring will be the dominant method for crust sampling, and if necessary, ROV sampling will be used. Usually the samples collected by different methods provide a larger quantity than samples needed for chemical analysis, but sampling quantity is a question that should be considered for mineral resource evaluation that how to ensure that the sampling is representation for the sampling station. Using the samples collected by China from Pacific seamounts, according to the designed analysis flow and Qeqott formula (Q=Kd2), the minimum reliable assay sample quantity ("MRASQ") of crusts for Mn, Co, and Ni are obtained. In the case of the sample homogeneous fines at ~100 mesh size (~0.15 mm), MRASQ for Mn, Co, Ni is respectively 4.5 g, 9 g and 9 g. This result provides the basic data for crusts resources evaluation."

The Zuni Mountains, located in Cibola County, New Mexico is an uplifted area that exposes Proterozoic igneous and metamorphic rocks overlain by Permian and younger sediments. Sedimentary-hosted Cu deposits and fluorite veins in the district have recorded production, but other deposits exist. Proterozoic ultramafic rocks may host Ni and PGE. A recent regional stream sediment survey collected 76 samples as part of an exploration geochemistry course at New Mexico Tech with the goal of assessing the critical minerals potential of the district. Whole rock and trace element chemistry of the sediment samples (<2 mm) show a variety of critical minerals possibly worthy of future targeted exploration including up to 700 ppm As, 2100 ppm Ba, 26 ppm Bi, 25 ppm Co, 640 ppm Cu, 145 ppm Ni, 110 ppm Sb, 170 ppm V, and 500 ppm Zr. Positive correlation between Bi, As, Cu, and Sb suggest that these critical minerals are found together within copper veins related to shear zones in the district. Samples collected from streams that drained outcrop of mafic and ultramafic rocks were found to generally contain more Ni, Co, and V. Samples elevated in Ni will be reanalyzed for PGE.

The potential inadequacy of natural gas reserves to supply projected requirements in the 1980&apos;s has been pointed out.(1,2) As a result, interest has arisen in the development of new, potentially low-cost processes for the conversion of coal into high BTU gas. In June, 1964, the office of Coal Research (U. S. Department of interior) and Consolidation Coal Company (now a subsidiary of Continental Oil Company) entered into a contract to continue work on coal gasification utilizing the Consol CO2 Acceptor Process. Work under this contract has been specifically directed toward the use of lignite as the carbonaceous feed, although the process is also applicable to non-caking subbituminous coals. The primary objective of this work was to establish the technical feasibility in continuous bench-scale equipment, of the novel features of the C02 Acceptor Process. Secondary objectives were the testing of commercially obtainable acceptors and the design and economic evaluation of a commercial facility. The bench-scale process development has been completed successfully and the construction of a large pilot plant at Rapid City, South Dakota, has been authorized. It is the purpose of this paper to review the technology of this new gasification process and to present the current projected economics of a plant producing 250 MM SCFD of pipeline quality gas.

Flawed mining studies have been major contributors to poor investment decisions in mining for many years, contributing to the long period of poor industry profitability. Most of the major mining houses have now adopted quite formal processes and quality standards for mining studies to reduce the potential for poor investment decisions in the future. Other organisations such as the World Bank also have specific requirements for particular types of studies, such as bankable studies. This increasing requirement for rigour and discipline means a highly structured and phased sequence of studies is now required along with the development and adoption of industry-wide standards in mine ventilation studies. New terms in the study process such as ?independent peer review? and ?hold and review? are assisting in this process. More traditional terms such as ?feasibility study? and ?pre-feasibility study? now have much more precise technical definitions. Specific standards for the ventilation components of the various phases of a mining study are proposed in this paper.

The role of pre-conditioning in a caving operation has multiple benefits, ranging from assisting with improved caveability, normalising fragmentation and improving draw point hang-up frequency. At Newcrest Mining’s Cadia Operations, both the Ridgeway Deeps block cave the Cadia East Panel Cave have utilised pre-conditioning using hydraulic fracturing. Seismic response data inside and outside the pre-conditioned volume show the benefit of treating the full caving block. Cadia East has further developed pre-conditioning to mitigate developing seismic hazards associated with major structures (fault-slip events) and managing mine-wide seismic hazards in new caving operations where the potential for large damaging seismic events exists due to high stresses and hard competent rockmasses. A case study reviewing the impact of pre-conditioning to mitigate seismic hazard associated with fault slip is presented. Cadia East operation undertook a targeted hydraulic fracturing program and reduced the overall number of large events as an example of the benefits of pre-conditioning. This paper will review the application of Hydraulic Fracturing at Cadia and discuss the geotechnical and seismological parameters of seismic events that occur within and outside of pre-conditioned rockmass volumes to demonstrate the benefits that Hydraulic Fracturing bring to future caving operations.

The heat of immersion of coals in different immersional liquids is measured as a function of particle size and moisture content. Decrease in particle size shows a concomitant increase in the heat of immersion. The heat of immersion is dependent upon the nature of immersional fluids. In addition the nature of moisture present in coal influences the heat of immersion.

Despite numerous empirical, numerical, and hybrid studies conducted on the subject of coal rib failure, mine fatalities related to rib failures continue to occur. To date, a standard methodology for the design of coal rib supports which can accommodate the wide range of unique conditions found in coal mines in the United States has not been developed, forcing mine operators to rely on the trial-and-error process or industrial legacy practices for the design of coal rib support patterns. In this study, to better understand the support systems' effectiveness, various rib bolting scenarios were investigated. A coal mass constitutive model is implemented to a Distinct Element Method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength-reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid Banded-Bright coal (BBC) were considered in this study. Different scenarios such as rib bolt length and the number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength reduction method in DEM code with the coal-mass model can aid in the development of practical primary support charts, which can help in the rib support design process. Microbial leaching is being investigated as a method for recovering the metal values from a domestic low-grade manganese wad ore. Early work showed that heterotrophic microorganisms present in the ore solubilized manganese when cultured in a glucose-mineral salts medium. More recent shake-flask tests using molasses as the sole nutrient source extracted 97 pct of the manganese from minus 300- µm ore in 4 weeks. Column bioleaching with the molasses medium solubilized 99 pct of the manganese from minus 6.3-mm ore in 50 weeks. The results of flask, column, and lab-scale heap bioleaching studies are presented.

"Any economic calculation with respect to potential submarine mining activities requires reliable analytical data on the contents of valuable metals in these ores, including trace metals such as rare earth elements as well as Ti, Mo, V, Zr and Li. Due to the very special matrix of ferromanganese nodules (30% manganese oxides, 10-20% iron oxides, silicates; see Kuhn et al., this volume), their geochemical analyses pose a real challenge. Available ferromanganese nodules reference materials, e.g., NOD-P1 and A1, JMn-1, GBW07249, SDO-4 to -7 and NM2388, generally have only a few certified values for trace elements. Published data for these reference materials, collected in the GeoReM database (http://georem.mpch-mainz.gwdg.de/) are either rare for high technology metals or widely scattered for certain elements, especially the PGEs. Since most of these materials were released in the 1990s, many analytical procedures have seen significant advancement.In order to facilitate analytical quality assurance during exploration and potential future mining activities, the German Federal Institute of Geosciences and Mineral Resources (BGR) has contracted the Central Geological Laboratory of Mongolia (CGL) to produce a certified reference material for nodule analytics. Certified reference materials provide the highest level of reliability in geo-analytical measurements currently available and the CGL has a long-term experience in producing geological reference materials. Recently, the CGL was accredited as a reference material producer according to ISO Guide 34 by the American organization ACLASS (Assured Calibration and Laboratory Accreditation Select Services). Furthermore, it has been accredited as a testing laboratory according to ISO 17025."

Shotcrete is a highly adaptable and widely used underground construction material at infrastructure and mining projects around the world. In fact, many projects could not have been completed without its utilization. As underground projects became larger the use of mechanized wet-mix spraying gradually replaced manual dry-mix shotcrete applications. This paper details some of the reasons for that and provides information on the equipment and operational factors including safety and productivity required to successfully complete underground shotcrete projects.

The word adapt means "to change so that one&apos;s behavior will conform to new or changed circumstances." Applying this definition to process controllers suggests that an adaptive controller can change its behavior in response to changes in the dynamics and disturbances of the process. In the minerals industry there are many control cases where adaptive control will provide superior control as compared with more traditional PID (proportional, integral, derivative) control. A typical plant uses as many as 100 to 200 control loops for lprocess regulation. Therefore, the task of initially tuning and then periodically retuning these controllers is a formidable problem, During the time the controllers are "un-tuned", product quality may deteriorate and unstable operations may result. Adaptive controllers are capable of tuning themselves, thus avoiding this problem. The computers commonly used in distributed control systems are easily capable of implementing adaptive controllers. In addition to the possibility of using the control computer to implement adaptive controllers, many distributed control systems will offer adaptive control as a standard feature in the near future.

The reduction process of pre-oxidized ilmenite concentrate powder in 30%CO–70%N2 atmosphere was characterized by thermogravimetric and differential thermogravimetric (TG-DTG) analysis system at the temperature from 1073 to1223 K. The isothermal reduction results show that the reduction process is divided into three stages and the corresponding apparent activation energies are obtained by iso-conversional method and model-fitting method, respectively. For the first stage, the conversion degree increases sharply with increasing time, and the reduction process is controlled by the random nucleation and subsequent growth model (A2 model). For the second stage, the conversion degree increases slowly with increasing time, and the reduction process is controlled by the diffusion of carbon monoxide in the reduced layer (D1 model). For the third stage, the reduction processes at different temperatures are controlled by the diffusion of carbon monoxide in the reduced layer (1073 K and D1 model), phase boundary chemical reaction (1123 K and R2 model), random nucleation and subsequent growth (1173 to 1223 K, A2, and A3 models), respectively. For the whole reduction process, the apparent activation energies obtained by iso-conversional method and model-fitting method are 71.72 and 31.92 kJ mol−1 , respectively

Geostatistics is well known as a tool for ore reserves calculations at the exploration stage. The goal of this paper is to show geoscatistics can also contribute to productivity gains, allow better selection of the mining methods and better control of the grades during production. The first two examples show how geostatistics can provide sophisticated models, using conditional simulations and the use of them for simulations or optimizations of mining processes. A third example will show how to use geostatistics for short term planning in a large polymetallic vein type mine.

Tg Soda Ash has operated a shortwall mining system in the Green River, Wyoming trona district since August. 1982. The system has proven to be highly productive. In an effort to reduce the relatively expensive development mining and Improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning In April, 1987. As of June. 1988 four shortwall panels had been completed utilizing the advancing tailgate, producing over 815,000 tons.

Gentlemen: I am pleased and regard it as a priviledge to give you a report on rapid roadheading with heading machines in the coal mining industry of Western Germany. Importance of Heading Operations in the West German Coal Mining Industry Every year about 770 km of headings are driven In the seams of the West German coal mines, most of them gate roads, the rest rise headings, to open new faces. In thick seams the heading operations are carried out entirely in the coal, in thin seams the country rock has to be ripped. The total length of 770 km corresponds to a rock volume of roughly 9.5 million m3; this figure underlines the importance of the heading operations in the coal mining industry of our country.
