Who We Are Farmland Hydro (FHLP) is a Limited Partnership formed by Farmland Industries, the largest U.S. farmers’ cooperative, located in Kansas City, MO, and Norsk Hydro, a large Norwegian company engaged in fertilizer, petroleum and the specialty metals industry. Both of our parent companies have a long history of commitment to the fertilizer industry. This year, Farmland Industry celebrates its 71st year in the business, and Norsk Hydro celebrates its 100th operating year! We employ approximately 300 associates in Central Florida. What We Do Farmland has been active in Hardee County, FL since the 1970’s as a large landowner and citrus grower. We plan to expand this activity into phosphate rock mining. The phosphate rock produced here will be shipped to our nearby chemical fertilizer complex in Polk County, where we produce quality phosphate products - liquid and granular fertilizers. Of the phosphate rock mined, 90% is used to make fertilizer. Other uses include animal feed, vitamins, medicine, light bulbs, soft drinks, film, flame resistant fabric, optical glass, toothpaste, bone china and other consumer products.

Experimental results obtained from large scale (7 tons), long-term (500 days) leaching of low tenor copper sulfide ores were interpreted by a geometric model involving the movement of a reaction zone through the ore fragments. The postulated leaching mechanism involved mixed kinetics and included diffusion of the reacting species through the host rock and a chemical reaction at the surface of the mineral particles. Ore properties which were considered were ore particle size and shape, grade of ore, and mineral content. Excellent agreement between the mixed kinetic model and the laboratory leaching results was obtained when minus ½ inch ore particles were not included in the leach. Also, a satisfactory prediction of copper recovery from plus ½ inch ore with a different particle size distribution was made; however, it was necessary to modify the shape factor in the model. Predictions of copper recovery from an ore sample which included the minus ½ -inch fine fraction and leaching for 460 days was 56.5 percent, and the recovery from leaching was 47.0 percent. The presence of fines caused channeling and uneven solution distribution and inhibited the leaching rate.

INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. The conventional Froude number is blind to the presence of solids, their density and their concentration in a stream of slurry mixture such as tailings flowing in an open channel. This often leads to rough approximations of subcritical, critical and supercritical regimes, based on one phase flow Froude number, limiting subcritical to a value smaller than 0.8 and supercritical to values above 1.4, as proposed in the past by Green, Abulnaga and other authors. While acceptable for small flows, such approximations can be uneconomical for the larger flows encountered in some modern plants that treat up to half a million t/day. A review of concepts of a densimetric Froude number sheds some light on the effect of solids on stratification prior and subsequent to a hydraulic jump. While the approach is heavily borrowed from modern sedimentology, it provides a useful tool to designers of large launders or open channel tailings systems. These concepts are reviewed with some practical examples.

The knowledge concerning the lubrication of open gearing for mining machinery has contained many unknowns and at its best has relied to a great degree on a "Rule of Thumb" procedure. It will be within the scope of this paper to explain what we have learned to date and what must be learned in the future. The results in the lubrication of open gearing have spanned the spectrum of unsatisfactory to satisfactory. With the advent of larger mining machinery, we are faced with the necessity of a more thorough knowledge of open gear lubrication. We have avail- able, better steels for the gearing, advanced technology and machinery for cutting proper tooth profiles, and better means of aligning the teeth in the gear train. This has made it possible to transmit more horsepower through the same size gear set than ever before, if we have the proper lubrication to complement the factors previously mentioned. We have set up computer programs which can calculate the data fox the tooth forms, the correct operating center distances, the contact stresses, the bending stresses, and the PVT factor of the gear teeth. This program does not, at the present, have sufficient data available to calculate the type of lubricant which should be used.

Theories are proposed to explain consistently a class of phenomena and are established with experiences, hypotheses, and laws. Not all concepts need to be presented in a mathematical format. A comminution theory must incorporate fracture physics, particle breakage, stressing events in crushers and mills, material transport, comminution kinetics and models, etc. In this paper the state of knowledge of some of these aspects is discussed. An attempt has been made to show the benefit of theory in comminution practice.

In the processing of manganiferous ore, it is useful to control whether the manganese (Mn) goes to the iron product to produce ferromanganese, or to the slag for extraction as a high Mn product. This can be done by manipulating the thermodynamic conditions for manganese oxide(MnO) reduction to control whether it remains as MnO or converts to metallic Mn. Results are presented showing that during production of iron nuggets, reduction of manganese oxide (MnO) can be controlled by changing the furnace temperature and reductant composition appropriately.

Draglines are one of the largest land-based equipment moving across the earth. They typically ranging in size from2.5 to 6.5 kt (2,750 to 7,100 st). Their size, though, makes them difficult to maintain. Recently, G&S Engineering Services used an Enerpac synchronous hydraulic lifting system to lift a 3.2-t(3,500-st) dragline at the Curragh Mine in Queensland, Australia’s Bowen Basin.

Most Newfoundland. mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Sonic criteria are described for the recognition of these environments of differing economic potential.

Powder River Basin (PRB) mines were originally built to serve power plants designed specifically for their: coal. Sulfur was the major concern. Btu content and sodium limited the market for some plants. The PRB market has now extended to plants that are converting from other coals because of the Clean Air Act. These new customers are more sensitive to constituents that affect boiler and precipitator performance. At the same time, the prospect of deregulation is forcing power companies to improve cost controls. Kerr-McGee Coal's Jacobs Ranch Mine has responded to the changing marketplace with an expanded coal quality and customer service program.

In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.

The successful application of factors limiting the? availability of coal in eastern Kentucky depends on ac-curate assessment of the original resources. Examination of several previous coal-resource estimates for the region reveals significant differences among the outcomes. These differences relate to methods of analysis, biases in data and their utilization, and the problem of defining the lateral continuity of mineable beds. Improvements in the methods of estimating the original resources would greatly enhance the reliability of the results of the Coal Availability Program.

The goal of the drill bit consumption study was to develop an equation(s) based on various components that affect bit drill wear and use the equation(s) to estimate the consumption of bits during production drilling. Drill bit data from various geographic locations were compiled and used to develop linear regression equations using the Microsoft Excel Software. Multiple drill bit consumption equations were developed and statistical analysis was used to verify the accuracy of those equations. The equations will allow mining companies to more accurately forecast drill bit consumption when evaluating new mine properties. This capability becomes increasingly beneficial to forecasting as the cost of consumables increases.

Underground mining of coal by longwall mining methods has not been a predominant technique in Ohio. To date, only five mines in the state utilize this method, however, the technique has sparked a certain amount of controversy. As a mining technique, longwalling was introduced into southeastern Ohio in the early 1970's but it did not attract public attention until the mines began moving into privately held surface lands. This occurred coincidentally at about the same time that the state of Ohio began to regulate the environmental impacts of underground mining. Prior to the passage of the Surface Mining Control and Reclamation Act in 1977, (SMCRA), Ohio's reclamation law, Chapter 1513 Ohio Revised Code (O.R.C. 1513) did not regulate underground coal mines. As a result of SMCRA, the Ohio Statute was amended in 1978, to include regulation of the surface effects of subsidence. The inevitable result was that existing mines were immediately subject to regulations that were not considered during the initial mine planning process. (For an excellent survey of Ohio Laws that deal with coal mine subsidence, see Zima, 1985. ) The problem faced at that time by both the coal industry and the Ohio Division of Reclamation (the agency within ODNR charged with implementing O.R.C. Ch. 1513.1, was that of attempting to superimpose permitting requirements, and design performance standards onto mines that' had been operational for a number of years.

A common belief among Itlnl.ng operators today is that computer based truck m:mitoring and dispatching systems are only applicable to, or affordable by, very large scale open pit mines. Before the advent of microcomputer technology this belief was generally a valid one. Microcomputer technology as it currently exists has reached a high level of sophistication and capability, rapidly approaching that of the minicomputer standard. When coupled with reliable software and data communications packages, it now provides the means to make truck monitoring and dispatching a viable and attractive management aid to mines of all sizes. This paper briefly addresses the evolution and current state of computer truck dispatching and examines a microcomputer based system in this context. To demonstrate the effectiveness of this approach to truck dispatching a recent installation in a medium sized mine is presented. Preliminary field data from the case mine are presented to illustrate the methodology.

Over the past 30 years, the coal industry has been continually striving to perfect methods for cleaning fine coal to acceptable ash and sulfur contents while maintaining maximum product yield. The flotation process has been part of this effort and its importance is expected to grow as new utilization technology demands finer and purer coal products. The work outlined in this paper is part of a larger effort aimed at development of new and improved flotation systems for removing sulfur and ash from as-mined coal as well as for producing super-clean coal for future markets. The concepts and data presented are now serving as a basis for designing fine-coal circuits in which improved efficiency is obtained by optimum use of flotation.

Acid rock drainage is the result of exposure of sulfidic materials, such as pyrites and sulfidic ores, to air and water. The oxidation of these sulfides is catalyzed by more than a million times by the bacteria Thiobacillus jerrooxidans and close families. Inhibition of these bacteria can mitigate 98% or more of the acid loading generated. This can be achieved by the use of certain surfactants that are selectively bactericidal to the lithotropic acidophilic bacteria. Bactericides are used in two ways. As periodic or continuous treatments for prevention of acidification of material actively handled and moved, and in controlled release form for reclamation where treatment sets up a change in site microbiology to replace Thiobacillus jerrooxidans with heterotrophic bacteria and creates a stable site without need for further treatments. Use of bactericides begins with laboratory testing of the site material to qualify the site for bactericide treatment and dosage determination. Site specific treatments are designed for active sites and reclamation. Once acid production is controlled, solubilization of metals is correspondingly reduced. Results and economics of use from active and reclamation sites are presented.

Entrainment is a process by which fine and ultrafine particles are transferred to the flotation froth from the top of the flotation pulp, and eventually discharge to the concentrate product, evenwhen they are not attached to gas bubbles. Therefore, entrainment can be considered as a two-step process, one at the upper layer of the pulp to the flotation froth, and the other from froth to the concentrate. Entrainment is inevitable for both hydrophobic and hydrophilic minerals and is one of the significant factors affecting concentrate grade. This paper provides a comprehensive review of the entrainment mechanisms and entrainment models, as well as a summary of the main factors affecting entrainment and the techniques thatmay be used to lower or eliminate entrainment. Based on the review, we point out that selective aggregation of fine and ultrafine gangue minerals using appropriate process aids (polymeric depressants, inorganic salts, etc.) to increase their particle sizes appears to be a convenient and economical method. Directions of further research along this line are discussed.

The paper proposes using an improved Support Vector Machine (SVM) method to identify the fault location based on changes in air volume detected by wind speed sensors. The approach involves building a sensitivity 0-1 matrix and establishing a roadway fault scope library. The improved SVM method is tested on the Daming coal mine, demonstrating its effectiveness in diagnosing fault locations, reducing training time, and improving accuracy compared to traditional SVM.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.
