I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

What is the preferred electrolytic cell design and why? Hall: Considerable research remains to be done on electrolytic cell design. Studies are presently being conducted to determine optimum voltage and amperage. Zadra cells, which were used in some of the first carbon plants, are efficient when properly installed. Gold and silver are deposited on large-capacity, cylindrical steel wool cathodes. At times high value sludge falls from the cathode to the bottom of the cell. Rectangular cells, which were developed at some smaller operations in Nevada, require less floor space and have some desirable features in that cathodes can be moved and sludge can be removed from cell bottoms without actually shutting down the circuit. In South Africa two types of cells using graphite and diaphragm configurations are being tested. Duncan: The rectangular cell has one problem it's easy for shortcircuiting to occur. If you don't have a good seal on the side of the tank and on the bottom, the solution is going to want to flow around the bottom and sides of the cathodes and you're going to get poor performance in the cell. That is the advantage the Zadra cell has over the rectangular cell. With good sealing, which is a must, you should be able to get a ratio of the value of the solution going in to the value of the solution coming out of 10 to 1. Ken, can you tell me what you're attaining on the Zadra? Hall: At the Homestake gold operation in Lead, the cathode in the No. 1 electrowinning cell is loaded to about 600 ounces when it is moved to the refinery. At this time the No. 2 cathode is moved to the No. 1 cell. The No. 3 cathode is moved to the No. 2 cell and a cathode with new steel wool is placed in the No. 3 cell. In rectangular cells this sometimes is not possible because the loading on the cathode in the last cell may be as high as that in the No. 1 cell. As Don has pointed out this can probably be prevented by good seal design between cathodes. Potter: At the risk of sounding as though I'm straddling the fence, I really believe that either the round cell, as developed by Jack Zadra, or the rectangular cell will do an acceptable job. The Zadra is a fine unit. Leaks are not unknown but there are not very many. However, the rectangular cell is very saving of floor space. Plastics have been greatly improved during the past year or two and there is a very efficient design for the rectangular cell. It would have six cathodes in it and contain about 25 ft of steel wool. The body of this rectangular cell would be reinforced fiberglass plastic but with an integral lining of a high temperature plastic. I think either cell is so efficient and reliable that I would almost be tempted to flip a coin depending on floor space requirements. Either cell can be used to pull a loaded cathode and to advance the lesser loaded cathodes. Don, what is the configuration of your cell? Duncan: The Pinson rectangular cell has dimensions 2 ft wide, 30 in deep, and 10 ft long-long enough to take a dozen cathodes and anodes. We are currently using six of each but are not up to full capacity as yet. It's a steel tank coated with rubber. We have copper bus bars, which brings to mind that the last cathode in the tank, in one instance, was loaded heavier than the first one. That was probably a function of poor contact between cathodes and the bus bar. You can have erosion of the bus bar and if you don't get current flowing into the anode and out of the cathode, the cells will not function properly. Kappes: Just a few comments on cell design. In an alcohol stripping circuit we are running in Beatty„ NV, we are using PVC pipes for all circuitry piping and a commercial polypropylene electrolytic cell. They seem to be working quite nicely. The cell itself has eight cathodes measuring 18 in2. At six gallons per minute flow into the cell, at an average gold content of about 500 ppm, we seem to get good loading on the first three to four cathodes and not much on the end cathodes. At 12 gallons a minute flow we seem to be seeing gold uniformly along all eight cathodes. We are running at quite a high amperage level, about 400 amps into that cell. Gene McClelland, US Bureau of Mines, Reno Research Center (from the floor): I was associated with a company where the packing density of their steel wool cathodes was much too high and created some short-circuiting problems in their electrowinning circuit. I would like to ask the panel if they can recommend a packing density for cathodes in pounds of steel wool per cubic foot. Hall: The weight of steel wool put on one of our cathodes is 10 lb and the dimensions of the cathode are such that density would be about 0.75 lb/ft3. Duncan: I made a rough calculation and I'm estimating about 2 lb/ft3. Potter: In checking over a number of electrowinning operations, I found apparently very satisfactory operation within the limits that have been mentioned. I have come to a figure of about 0.5-1.0 lb of medium grade steel wool per cubic foot packed as uniformly as possible, of course. One consideration in packing is the fact that there should be good contact between the steel wool and the conductor. Operators tend to compact the steel wool more than would be desirable just to try to maintain good contact.

A technology for producing liquid fuels from oil shale at prices competitive with crude oil prices is a necessary but not exclusive prerequisite for the development of a shale oil industry. Many other factors will affect the timing and the rate at which oil shale is commercially developed. Among the more important are: governmental policy concerning oil shale and oil resources (including the Outer Continental Shelf) that are under Federal control; oil import policy; Federal taxation of shale oil production including depletion allowances; regulatory practices; competition from other energy sources, both synthetic and natural; Federal treatment of factors affecting competing energy resources; and present legislation under which the public resources must be leased. Significant changes in any of the foregoing factors could have a controlling effect on the timing and rate of oil shale development. The effect of changes in each of these factors is evaluated.

The leaching behavior of rhenium in ammonium iodide solutions with iodine as oxidant has been studied. Experiments were carried out in an autoclave. The effect of stirring speed, temperature, pH of the solution, iodine and iodide concentrations on the dissolution of rhenium was investigated. It was found that high temperature and high pH of the solutions were essential for the efficient leaching of rhenium. The dissolution rate was found to be dependent upon the concentration of iodine and iodide. It was concluded that the dissolution of rhenium under the conditions studied was controlled by mass transfer of iodine with an apparent activation energy of 15.77 kJ/mole.

Anaconda's experience with percussion longhole drilling in Butte, Montana, has consisted of six phases: 1. Drilling horizontal blast holes in stopes with push feeds. 2. Ring and parallel blast hole drilling in longhole stopes with bar mounted as well as skid jumbo mounted longhole drifters. 3. Ring and parallel drilling in raise climber shrinkage stoping using special raise climber drilling decks designed and built in Butte, Montana. 4. Parallel longhole drilling in horizontal cut and fill stopes with monorail jumbo. 5. Drilling water drain holes between mine levels. 6. Drilling leach holes through caved zones into old stope workings for leaching purposes. 7. Sample hole drilling.

Old mine workings are found throughout the Western United Sates on lands administered by the U.S. Bureau of Land Management (BLM), U.S. Forest Service (USFS) and private lands. Some of these mine workings date back to the late 1800s. There may be as many as 100,000 sites on lands administered by the U.S. Forest Service and Bureau of Land Management. The Bureau of Land Management has worked with the State of Montana and other agencies to identify and prioritize these sites on BLM administered lands. Following completion of the AML inventory work, the Bureau began an aggressive program to clean up priority sites. This presentation will highlight completed work as well as work in progress on several sites.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

"The execution of classical building services in underground mining operations is more truth than myth. From small concrete foundations for conveyor belts to the construction of huge workshops for large machinery maintenance, nearly every operation requires building services. By creating such fixed facilities, these services ensure the efficiency of the production. A distinction must be made between fixed facilities which directly enable the production and auxiliary facilities which only indirectly support the production. The construction costs of such auxiliary facilities are often roughly estimated because they do not immediately contribute to mineral extraction. The research project ‘Development of a systematic cost-calculation method for building services in underground mines’ seeks to address the question: ‘Can the construction costs concerning fixed auxiliary facilities be neglected e.g. within a prefeasibility study?’ The presentation will show the monetary relevance and significance of these auxiliary facilities and introduce a guideline for cost estimators. PROBLEM DEFINITION The overriding interest of an underground mining operator is to exploit the commodity with the maximal quality by minimum cost and time expenditure. If a new operation shall be installed, it has to promise profitability. Therefore, predictive economic feasibility studies are performed in advance of installation. Herein, all cost expenditure for installation and operation of the future underground mine is determined and compared to the expected income by selling the raw material. The described interest of the mining operator is the starting point of the research project ‘Development of a systematic cost-calculation method for building services in underground mines’. While economic feasibility studies for future operations are focused on the profitable exploitation of raw materials and the efficiency of the accompanying necessary production processes, auxiliary actions are only considered rudimentary. Necessary production processes, as well as auxiliary actions regularly require classical building services, which are normally performed in construction business on the surface in the same manner. By performing building services like masonry or concrete works in underground mines, fixed facilities shall be set up in order to enable or support the raw material production. Production enabling fixed facilities are varying from small concrete foundations for conveyor belts or other infrastructural elements to upstream processing plants situated in the mine workings. While such fixed facilities are essential parts of the production process chain, supporting facilities underground shall increase the efficiency of the mining operation. Workshops, control rooms and social installations are only a few examples for supporting facilities. Those could be situated on the surface as well, but the efficiency increases significantly by installing them underground. Especially supporting facilities are evading from the main interest of the mine operator, since they are only indirectly connected to the production process. The building costs are oftentimes only roughly assumed."

Introduction The mining of aggregates underground has grown steadily over the last 25 years. Growth has come in both production volume and in the importance this segment of the industry is playing in the continuing supply of construction aggregate. Underground aggregate mines will continue to grow in both number of operations and complexity, as the replacement of zoned reserves in metropolitan areas becomes crucial. This growth will result in a shortage of qualified mine managers, possibly limiting the success of these facilities. The aggregate industry will have to modify current practices in order to meet the growing demand for this specialized skill. Segment Growth Underground mining for aggregates is not a new idea. Martin Marietta has been operating underground mines since 1969, and currently operates 16 underground mines ranging in size from 250,000 tpy to 2,500,000 tpy. These mines represent less than 4% of the total number of operating locations, but contributed 9% of the annual production in 2004. Though they range in size and production capacity, the importance is evident. The 2000 United States Census revealed several trends that are of interest to the aggregate mining industry. For the period 1990-2000 the U.S. population grew by 33 million or 13%. There were nine major metropolitan areas with a population of five million or more. These nine areas accounted for 30% of the total U.S. population. More significant was the fact that the population growth in these nine metro areas was 25% of the growth for the entire country. These statistics tell us that the population is expanding in these major metropolitan areas at a staggering rate. The same thing is happening to some degree in every population center. Population growth increases the demand for local aggregate while reducing the available area to mine that aggregate. The need for an economical supply of aggregate to support community expansion is a problem that will grow as older quarries are mined out and closed. This will be an issue that communities of all sizes will have to deal with. A reliable and cost effective supply of quality aggregate is crucial to support community expansion.

Batch leaching experiments have been performed to study the kinetics of galena leaching in fluosilicic acid solutions with oxidants. Variables studied included: fluosilicic acid concentration, oxidant type, oxidant concentration, particle size and leaching temperature. It was found that hydrogen peroxide was the most effective oxidant, compared to the others studied, and the effect of the oxidant concentration on the leaching behavior of galena was very significant. Also, decreasing the particle size and increasing the leaching temperature increased the extraction rate. The initial, apparent activation energy was calculated to be 11.72 kJ/mole (2.8 kcal/mole) and suggested that galena leaching in fluosilicic acid solution, with hydrogen peroxide as an oxidant, may be controlled by fluid film mass transfer initially. The reaction appears to be retarded by the formation of elemental sulfur and the sulfur oxidation becomes a major resistance to the overall leaching reaction.

Kaolin is mined from extensive sedimentary formations in the eastern Amazon River Basin of Brazil. Production began about 25 years ago from 30 meter thick beds of ultra-fine particle clay of superior viscosity along the Jari River north of the Amazon. Operated by CADAM S.A., capacity now exceeds 750,000 tonnes per year ot high glossing paper coating kaolin product. South of the Amazon on the Capim River are two new operations: Para Pigmentos S.A. and Rio Capim Caulim S.A. The purity , and large coarse plate-shaped particles of these Capim kaolins support production of superior brightness and whiteness paper coating and filling grades. Annual capacities are reported to be 150,000 to 300,000 tonnes each, with expansions planned. Most of Amazon area kaolin production is shipped to western European, Asian, and North American markets.

INTRODUCTION Concentration of radon 222Rn and its decay products occuring in the Polish mines of metal-ores call for the necessity of systematic radiation control /Do8la/ both of the working environment and of the miners' personal exposure. The attempts at introducing a system of radiological protection in mines, similar to the ones existing in X-ray or isotope laboratories, took several years and consisted of development of the methods for control of concentration of radon and its progeny in the air, as well as the methods for measuring individual exposure. It was accepted that the assessment of both transient concentration in the air and of personal exposure are basic elements of the control system, which should be implemented independently of each other. Concentration measurement serves to detect and to determine those areas in mines where there is intensive radon emanation, and where current control of the effectiveness of technology introduced to deacrease the concentrations is necessary; personal dosimetry results in the assessment of the actual exposure of miners to radiation. PRINCIPLES OF THE SYSTEM The assessment of working environment is based on concentration measurements of the potential radiation energy of radon alpha decay products. Decentralized assessment is carried out by the special dosimetric service operating in each mine. Dosimetrists are equipped with portable radiometers, type RGR-11, made by the institute of Nuclear Research, Warsaw. The radiometer is presented in Fig. 1. Measurement of filter activity is performed automatically according to Markov's method /Ma62/ or any other method. Simultaneously to potential energy measurement the dosimetrists are measuring the dust concentration in the air and ventilation rate. Ventilation service looks for correlation between those indices and the concentration of radon daughters in the air. Derived Air Concentration /DAC/ for concentration assessment was accepted to be 6.25 10-6 Jm-3 /0.3 WL/ according to ICRP recommendation /Publication No. 24/ /ICRP77/. If environmental measurements reveal potential energy concentration exceeding the value of 0.3 DAC at working places, the miners employed there are subject to individual control of personal exposure. Individual exposure measurement is carried out centrally by the Institute of Occupational Medicine in [Lodz] for all metal-ore mines. "Maceral separation is one possible technique to expand coking coal resources, either by increasing the blending ratio of non- or slightly caking coal or rationally utilizing the coking coal according to the different behaviors of macerals in coking. The success of maceral enrichment for a given coal using flotation is dependent on the differences in flotation kinetic rate among macerals. This paper presents the flotation rates and zeta potentials of the vitrinite-rich and inertiniterich maceral concentrates obtained from six coal samples of different ranks – from high-volatile B bituminous coal with mean random vitrinite reflectance (Rrandom) of 0.64 percent to low-volatile bituminous coal with Rrandom of 1.73 percent – using a float-sink procedure. The flotation results show that vitrinite-rich concentrates can be produced in tap water using froth flotation only with frother for the high-volatile B and A bituminous coal samples, but there was no good performance for the high-volatile C bituminous and medium- to low-volatile bituminous coal samples. The zeta potential results show that froth flotation could probably separate the high-volatile C bituminous coal samples well by adjusting pH, but there was no good performance for the higher-rank coal samples. IntroductionMetallurgical coke is used in blast furnaces for steel production and is produced by the carbonization of coking coal. Because caking coals are rare and expensive, they are often blended with non- or slightly caking coals. Considering the tight supply-demand situation for coking coal in China, it is important and urgent to develop highly efficient technologies for rationally utilizing and expanding coking coal resources (Mochizuki et al., 2013)."

Electron spectroscopy for chemical analysis (ESCA) was used to determine the-surface characteristics of products from operating Pb-Zn-Cu concentrators on the New Lead Belt of southeast Missouri and pure galena and sphalerite samples treated-with flotation reagents in concentrations similar to those used in the mills. The emphasis was on the action of surface modifiers such as Na2Cr207, starch, SO2, CuSO4 and NaCN in sphalerite flotation and in the galena-chalcopyrite separation. The objective of the investigation was to monitor the relative oxidation states of the mineral and reagent constituents and correlate these surface concentrations and oxidation states with flotation theory and practice. ESCA was able to follow the action of all the modifiers except NaCN. The existence of PbCrO4 on the surface of galena conditioned with Na2Cr207 was verified. The Pb in the bulk PbS-CuFeS2 scavenger concentrate was found to be significantly more oxidized than the Pb in the bulk PbS-CuFeS2 rougher concentrate. ESCA was found to be most useful for investigating the actions of modifiers rather than collectors due to the large amounts of sulfur and background carbon already present on the mineral surfaces. After calibration for the particular chemical system of interest, ESCA can yield semi-quantitative analyses of the oxidation states of many elements (except hydrogen, and helium) present in the outer 10 to 25 A of a sulfide mineral surface.

Introduction Will cogeneration be a major power source in the future? The location of electric power generating plants has changed. In 1900, more than 50% of electricity was generated by industrial plants. Since then, industrial plant generation of electricity greatly decreased to 17% in 1950 and to only 3% in 1980. Changing economics in electric power generating costs, though, may allow cogeneration to reverse this trend. Cogeneration has been defined as the simultaneous production of electric (mechanical) and thermal energy from a single energy source. Some applications are considered to be byproduct generation of electricity from industrial, thermal operations. Cogeneration is not new to the mining and minerals industry. Smelters and steel mills have used waste heat to generate electricity. Public Utilities Regulatory Policies Act of 1978 The potential for increased industrial cogeneration of electricity is related to the March 9, 1978 enactment of the Public Utility Regulatory Policies Act (PURPA). The US Supreme Court ruled that PURPA is constitutional. The court upheld requirements that utilities interconnect to cogenerators. It also ruled that 100% of avoided costs be used as the guideline for electricity sales by a qualifying facility (QF) to a utility. The state of New York established a floor price $0.06/kWh for electricity sales from a QF to a utility. It is obvious, then, that a cogenerator must first establish price and then become a qualifying facility in order to sell electricity to a utility. Proposed cogeneration plants The estimated industrial cogeneration potential for the years 1986 to 2000 is 9500 to 25,000 MW. Industries represented in this cogeneration estimate are pulp and paper, petroleum, chemicals, food, textiles, rubber, plastics, steel, lumber and wood, cement, glass, metal fabrication, and industrial parks. A cogeneration plant has been proposed for the Union Carbide chemical plant in Institute, WV. A steam turbine/generator would be installed to replace the pressure-reducing valve in the 2.7 MPa (400 psig) header. Scott Paper Co., Mobile, AL, proposed a cogeneration plant using a coal- and wood-fired boiler and a turbine/generator to produce process steam and electric power. A cogeneration system has been proposed for a large oil refining plant. A pulverized coal boiler would produce high-pressure steam to operate a turbine, generator. The exhaust steam from the turbine will go to the process and an existing turbine. Kansas City, MO's Armour meat-processing plant has proposed a cogeneration plant. This proposal is to use a natural gas or oil-fired, gas-driven turbine and a generator. The waste heat from the gas turbine would go to a heat recovery boiler for use as process heat. Dade County, FL is implementing a central energy system to supply electricity, air conditioning, and domestic hot water for five buildings in downtown Miami. The cogeneration system is to provide flexibility, to optimize fuel use efficiency while serving the variable thermal demands. Generation of electricity from municipal waste is not considered to be a cogeneration process but is covered by PURPA. Special considerations are provided for waste/electric power generation to encourage the development of these systems. ?

The formulas used in this paper and developed by Theis, Jacob, Glover, Keck, and Dupuit are not new. The methods by which these formulas can be solved are now available to all who wish to get faster, less expensive, and more reliable answers. The P.W. Gillibrand Company holds 705 placer and lode claims in the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. These claims contain large tonnages of ilmenite, magnetite and apatite with anomalous quantities of zirconium (zircon), niobium, vanadium and rare earth elements. Stockpiling of heavy mineral concentrates associated with aggregate mining from alluvial pits has occurred since 1984. The limited reserves of material from these alluvial deposits and their relatively low heavy mineral grades caused Gillibrand Company to initiate an extensive drilling and exploration program to develop the hardrock resources of ilmenite, apatite and magnetite.

"This paper will explain how the Contractor and Owner avoided a contractual dispute involving characterization, impacts, and final remedy for challenging ground conditions encountered during drill and blast excavation of the starter tunnel required for launch of the tunnel boring machine (TBM). During excavation more than 600 feet underground, the Contractor encountered a large complex fault zone subject to more than 14 bar of water pressure. Successive ground inflows from the fault complex over a six-month period presented significant technical and partnership challenges for the team and ultimately delayed the project by nearly one year. This paper will discuss how the Contractor, Owner, and their respective consultants worked together to address these challenges, make decisions, and ultimately move the project to successful completion. PROJECT BACKGROUND AND NEED Seven states of the western United States of America rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River basin, including the Rocky Mountains, the Wind River Mountains, and the Uinta Mountains. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. During the 1980s and 1990s, snowfall was relatively abundant and Colorado River flows were high on average. Beginning in the year 2000 and continuing to the present day, snowfall has been well below documented historical averages and Colorado River flows have diminished. In fact, a trend toward diminishing flows is evident during the period of the historical record. This variability in Colorado River flows and the trend to lower flows is represented in the following Figure 1."

At first glance, mineral processing on an industrial scale might seem entirely in the realm of macro-engineering, with large machines operating on minerals and rocks to achieve size reduction, classification, chemical treatment, separation and dewatering. These operations must be conducted on a large scale to be of practical interest. But the machines and processes may not be designed and operated to take fullest advantage of micro-engineering factors. At the same time, idealized designs based solely on micro-engineering research may require adjustments to gain the desired results in the larger scale, operational context. Using micro-engineering research in this way allows the design and implementation of more efficient versions of the machines and processes currently used, while aiding the revolutionary developments unlikely to come from macro-engineered, trial-and-error solutions. Thus, from an industrial viewpoint, micro- and macro-engineering are complementary functions.

Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.
