To facilitate the installation of the longwall equipment for each extraction panel, West Elk mine develops set-up room roadways that are between 26.5 and 30.5 feet wide. Historically at the mine, the set-up room roadways have been driven in a single 20-foot-wide pass, then incrementally widened to the required width during installation of the longwall shields. The first pass roof is supported with a generic roof support plan consisting of partially encapsulated roof bolts and point-anchored cables. This ground support plan was utilized regardless of the geotechnical conditions encountered in the roadways or consideration of the required stand-up time of the roadway before the longwall shields were installed. This "blanket" approach tends to result in over-conservative or inappropriate roof support designs, particularly in changing geotechnical environments. Guided by the desire to optimize the ground support plans and increase mining efficiency for future set-up rooms, the West Elk mine and Agapito Associates, Inc. have developed and implemented a strata management program. Strata management, as a formal and structured process, allows ground support and mining methods to be tailored to the anticipated and encountered geotechnical environment in a con- trolled manner (Thomas 2007). To arrive at adequate site-specific ground support plans for the set-up rooms at the mine, several struc- tured processes were utilized. Firstly, the geotechnical environment was characterized by examining the roof lithology and geomechanical properties from nearby rock core obtained from exploration boreholes. To increase both mining efficiency and continuity, and to achieve longer stand-up times before the longwall shields are installed, a multi-pass approach was implemented into the design. During mining, the geotechnical conditions of the roadway are mapped, and the roof is strategically surveyed with a borescope. This process was used to ensure that the encountered ground behavior was in alignment with the design standards used for the roof support design. To support this process with measured data, roof extensometers were strategically installed throughout the roadway. This data was used to monitor the magnitude of roof displacement at various horizons and record displacement rates up until the longwall shields were installed. Lastly, a Trigger Action Response Plan (TARP) was used during mining to cater for any unforeseen changes in ground conditions that would warrant additional con- trols such as increased monitoring or the installation of additional ground support. This paper presents two case histories at the mine where the above strata management approach was implemented to arrive at a site-specific ground support plan. The main changes to the mine's ground control plan included a multi-pass mining approach, the utilization of fully encapsulated roof bolts, and the transition to a stiffer roof support system. The geotechnical mapping, the roof borescope results, and the roof extensometer data will be presented to demonstrate the effectiveness of the ground support system up until the longwall shields were installed in both presented cases.

Catalyzed diesel particulate filters (CDPFs) are used for reducing diesel particulate matter (DPM) concentrations in underground mines. The U.S. Bureau of Mines is conducting research on how catalyzed diesel particulate filters perform. Two CDPFs, with two different catalysts, are used on vehicles in two mines. The CDPFs are periodically removed from service and evaluated in the laboratory to determine their DPM collection efficiency, regeneration temperature, and effects on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions. This report summarizes the results of the laboratory evaluation, and the mines' experience with the CDPFs. Both CDPFs have operated over 2,000 h. One was evaluated after 1,646 h; its collection efficiency at one operating condition was 87.3 pct. After 2,135 h of operation it was removed from service because it was damaged. The second CDPF continues to be used after 2,328 h of service. The laboratory evaluation indicated its collection efficiency decreased after 1,584 h of use and its regeneration temperature increased from 405' C to 420' C. The mines' experiences with the two CDPFs varied. While being used on mine vehicles, both CDPFs became plugged with DPM on a number of occasions because of insufficient regeneration. CDPFs are capable of lowering DPM concentrations in diesel exhaust. They can also lower emissions of CO and HC, depending on the type of catalyst used. In this study, the performance of the CDPFs changed with use. Recommendations are given in this report for proper use of CDPFs in mines.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

Associated with cordilleran intrusives of intemediate to acidic composition, gold/silver ores are generally found in the intruded host rocks which are adjacent to these intrusives. Generally precious metal deposits lie further from the intrusives than allied base metal deposits. For vented intrusives, the associated volcanics may constitute the intruded rock and form the host for precious metal accumulation. Potential field methods, particularly magnetics, can help to define unseen boundaries of intrusive systems and thus can point to generalized prospecting targets. Other clues arise from the intrusive system type, its emplacement fracturing, the host rock type and local magnetic changes caused by mineralization processes.

Bench top centrifuge is used to study the consolidation behavior of phosphatic clays. A mathematical model (based on first order kinetics) is developed to describe the relationship between the void ratio (at any time) and the effective stress. Permeability of the sediment as a function of the void ratio is also described. The obtained data are compared with that obtained by other consolidation testing methods. Centrifuge results indicate that consolidation data may be developed in a short period of time (hours) as compared to days or weeks when other techniques are used.

I have been asked to give you the National Coal Association's (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970's occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal's future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980's. INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. A unique machine has been designed for mining narrow veins. The machine, called the NONN, walks on the walls of the stope and carries a boom-mounted hydraulic impact breaker. The concept of walking on the walls allows an existing muck handling system such as LHDs to operate beneath the NOMN. The NOMM has four sets of legs which can be manipulated independently or concurrently to cause the carrier to walk in any direction and to turn sharp corners. The mining rate using the breasting method is targeted to be 25 t/hr.

Pneumatic flotation is rapidly becoming accepted in the main stream of flotation techniques. Imhoflot is a pneumatic flotation process that in recent years has undergone progressive development. It combines short flotation times with excellent selectivity by employing intense pre-aeration and dispersion. K+S GmbH (K+S), Germany, has installed a complete Imhoflot flotation plant at its Sigmundshall plant. The plant treats hard salt consisting of sylvine, halite, anhydrite and kieserite. The reason for selection was that Imhoflot achieves the required grades of plus 60 weight percent K2O whilst offering lower operating costs than conventional flotation installations.

"As an extension of the work on the effect of OH- on various cations in hydrometallurgical systems, the effect of Cl-, Br-, I- and CN- on cations such as Ag+, Cd2+, Hg2+, Cu+, Cu2+, Co2+, Zn2+, Pb2+ and Sn2+ has been examined in detail. The Newton-Raphson technique has been used to determine the amounts of various metal species as a function of the concentration of anions. Some practical implications of various metal complexes in metal separation and removal from solutions have been examined and discussed.IntroductionUnderstanding the role of anions in hydrometallurgical processes often determines the success of an operation. The successful choice of concentration and type of anions not only leads to an effective extraction and removal of metals (Esmaeili et al., 2005; Brbooti et al., 2011; Wei et al., 2005; Jeppesen et al., 2009; Al-Tarazi et al., 2004), but also to assisting effective separation of various metals, whether it is a solvent extraction, ion exchange operation or even a simple precipitation (Farha et al., 2011; Sevenich and Fritz, 1983; Rashid, 1974).This paper continues the discussion of the role of anions in hydrometallurgical systems beyond the role of OH-, which was the topic of a previous paper (Kim et al., 2014). Table 1 lists various anions that are frequently used in conjunction with metal ions to be selectively separated or precipitated. As seen in the table, many anions are used frequently in hydrometallurgical practices. Some of the more frequently used anions include OH-, SO4 2- and CO3 2-. The halogen elements, Cl-, Br- and I- , as well as CN-, are also used in hydrometallurgical applications, especially in relation to noble metal recoveries (Meng and Han, 1994; Zhang et al., 1996; Sun et al., 1996; Starovoytov et al., 2007)."

An investigation was conducted to determine the minimum number of samples that must be studied by image analysis of polished sections in order to characterize a mill product and to determine the apparent mineral liberation. It was found that a representive polished section cannot be prepared from an unscreened sample that has a wide size range of particles. Similarly individual screened' fractions are not representative of the sample because minerals are partitioned during screening. Consequently the quantities of soft brittle minerals are increased in fine grained fractions and quantities of hard minerals are increased in coarse grained fractions. It is assumed that results obtained by combining data for a series of narrow size range screened fractions (1 Tyler size range) are representative of the sample, and relatively accurate apparent mineral liberation data can be obtained for a mill product by analysing each fraction and combining the data. Somewhat less accurate data would be obtained by analysing a series of screened, fractions that have a wider size range of particles (5 Tyler size ranges). Mineral liberation analyses show that the most reliable apparent mineral liberation in each screened fraction is a value taken from a smooth curve drawn through the lowest points on a graph of % free vs size. A correlation between the apparent mineral liberation in screened fractions and calculated mineral liberations using Kings liberation model is good for sphalerite but not for chalcopyrite and galena.

At MacIntyre Development of the National Lead Company, Taha s, New York,, the flotation plant was set up to recover ilmenite from the finer size fraction of the ore that cannot be efficiently treated in the main gravity-magnetic separa¬tion process. It was later expanded to handle the reground middlings from the tables wetherill magnetic separators. The ilmenite-magnetite ore is ground to minus 20 mesh in five 6 x 12 ft. rod mills in closed circuit with DSM screens. The minus 20 mesh screen undersize is pumped to four parallel sections each consisting of two rougher wet-magnetic separators and one cleaner separator for magnatite removal. The screen undersize from the fifth section is distributed to all four sections. The magnetite removed in the roughers is pumped back to the cleaners and the cleaner magnetite is dewatered in rake classifiers and carried by belt to the winter plant or the stockpile area. The nonmagnetic sands from rougher and cleaner magnetic separator are sized for table feed in eight pocket hydraulic sizers. The slime overflows from the Crocketts, the sizers, and the magnetite rakes are collected and pumped to three-inch cyclones for thickening and desliming. The cyclone underflow is the principal flotation plant feed.

The carbonaceous Monkemeyer sandstone member of the Creede Formation on Bachelor Mountain hosts alteration and mineralization which contrasts with other silver deposits of the Amethyst system. More than 20 million ounces of silver are contained in disseminated mineralization in the volcaniclastic conglomerates and sandstones. Hydrothermal fluids entered the Creede Formation directly from the Amethyst fault system and mixed with flowing meteoric ground waters trapped beneath the Monkemeyer sandstone. Portions of the basal rocks of the Creede Formation were argillically altered by more dense acidic fluids generated by boiling. The carbonaceous base of the Monkemeyer and much of the conglomerates below were mineralized and well silicified. Deposition of the mineralization resulted from two processes: (1) reduction by carbon in the Monkemeyer, and (2) fluid mixing in the conglomerates. Monkemeyer mineralization is confined to the carbonaceous basal material and silver content is relatively consistent. Silver is contained in acanthite which is commonly associated with traces of galena, chalcocite, covellite and sphalerite. Fluid mixing and mineral deposition in the poorly sorted conglomerates was controlled by the highly variable porosity and permeability. Anomalous silver contents are dispersed throughout a large volume of conglomerates but zones of higher silver content reflect the crude layering of the conglomerates. Acanthite is finely disseminated in pore spaces and partly replaces some detrital magnetite. other metallic minerals are rare in the main zone of mineralization.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. The analysis of the results of metallurgical experiments is often complicated by experimental errors and uncertainty, the complexity of the system being studied, and the confusion of correlation with causation. Consequently, comparative statistics are used to determine if a difference exists between the outcomes of tests, an estimate of this difference, and the precision of the estimate. This paper reviews the use of significance tests and confidence intervals for the comparison of results from two tests, the use of reference distributions, and blocking and randomization techniques to reduce unavoidable sources of variability. These techniques are demonstrated using plant and laboratory data.

The Atlanta Plane Train Tunnel West Extension is being constructed at Hartsfield-Jackson Atlanta International Airport using the Sequential Excavation Method (SEM). The tunnel has shallow ground cover and mixed-face conditions and passes underneath the SkyTrain and MARTA stations and airport terminal buildings. It includes a twin tube Bifurcation with a span of over 45 feet and ground cover of 12 feet. A flat roof is being constructed at the Bifurcation to maximize rock cover and minimize surface settlements. This paper focuses on design and construction challenges for the Bifurcation and tunneling beneath the world’s busiest airport, while minimizing impacts to operations.

The Tennessee Valley Authority began employing geophysical well logging for foundation investigations in October 1973. Since that time more than 3,000 holes have been evaluated for engineering purposes. The Tennessee Valley Authority has not actively used geo-physical well logging for exploration of construction materials, but we feel that much of the information derived from geophysical logs for foundation exploration is applicable to the construction materials industry. This paper will then discuss geophysical logging as applied to foundation engineering and, by implication, the feasibility of use in construction materials exploration. The use of geophysical logging and percussion drilling instead of coring has greatly expanded TVA's data acquisition capabilities and has also resulted in substantial savings in time and money. Economical boreholes are obtained through the use of large percussion track drills (Figure 1). This equipment is capable of drilling through the overburden, setting steel casing on the top of rock, and drilling the rock beneath the casing. Holes as deep as 400 feet (121.9 m) have been drilled by this method.

An acceptable source of concrete aggregate is available in Kansas City in a continuous, medium bedded, slightly dipping limestone unit. Removal is accomplished in shallow depth, 12 feet to 17 feet high, room and pillar mines. The accepted empirical design spaces 20 foot pillars 60 feet on center. A portion of the 20 foot unit is left in place for roof support. Rock and soil cover is variable to 100± feet maximum. Long-term stability of these mines is affected by numerous factors, including the above mine-rock profile, ground water conditions and mining practice. Crusher-run aggregate sells at the mine for $2.20 per ton, yielding a gross income of $2.00 to $2.80 per square foot of mine. Use of mine space for real estate development requires a new perspective in mine development. Mining practices to obtain long term stabile structures can become an over-riding factor as compared with minimum production costs and maximum extraction ratios. Poorly mined areas are unusuable for secondary purposes. Development cost for lease space in less desirable mines is substantially greater than those planned for a secondary use. Real estate development in mine space involves unique engineering problems. Properly engineered developments offer singular advantages. Warehouse lease space sells for $.50 to $1.00 per square foot per year; fully developed office areas may double these values.

The directions for ventilation control are often given in linguistic styles such as "if the airflow rate measured is small, a high value of rotation on a local fan should be chosen." In order to control the underground climate using a computer instead of a human being, both the reliability of data values measured underground and the application of human recognition of data values are required. The efficiency of data transmission is dependent on a method of checking a signal which is changed by mixing noises resulting from cases of electrical and mechanical damage to cables. In the study, fuzzy reasoning is adopted to choose a checking method for underground conditions from a normally operating state to an emergency. Fuzzy reasoning is applied to control airflow rate under the linguistic control rules given. It is shown that an effective series of linguistic control rules derived by fuzzy-sets theory is available in ventilation control when used in conjunction with an air velocity sensor, a computer and a local fan with thyristor control. Moreover, a system to make an optimum series of linguistic control rules for ventilation control is introduced.
