The mining industry in Colorado faces the same problems the industry faces throughout the United States and the world — record low commodity prices and increasing regulatory and environmental restrictions that seemed designed to curtail mining activities. Despite those obstacles, the mining industry in Colorado still contributes about $8 billion annually to the state’s economy in the form of base and precious metals, industrial minerals, coal and associated service businesses and jobs. So the 300 attendees at the102nd National Western Mining Conference felt reason-ably positive about the industry in their state. The meeting is the Colorado Mining Association’s annual conference and was held at the Broadmoor Hotel in Colorado Springs in November. The theme was “Mining in the New Millennium — Achievement + Innovation = Survival.” Experts from Colorado’s mining industry and abroad discussed the challenges faced by the mining industry as it enters the new millennium. They offered insights into how the industry will operate during the early years of the 21st century and how it will survive low prices and increased regulatory restrictions.

Underground mining is relatively safe today, but no technique or equipment is completely fool proof and 100% reliable. The only sure way to prevent accidental death or injury to underground workers is to remove them completely from the hazardous environment. This alternate approach to underground work is now feasible. Tunnelling and mining systems can be built that could be remotely controlled by men operating consoles in a surface control room. This concept, called a teleminer, would use recently developed remote control technology to remove man from underground work but still give him the capability to remotely operate mining and excavating equipment as if he were actually in the working area. It is appropriate to present this concept in the session "Environmental Controls" because the rationale for environmental control in underground areas can be significantly modified if man is excluded from the underground operation. The development of teleminers cannot only reduce or eliminate most of the requirements for conventional environmental control, but it can also create new and powerful techniques for rapid tunnelling and excavation. TELEMINER CONCEPT The concept of remotely controlled mining machines is neither new nor untried.(1)(2) Conventional remotely controlled mining equipment employs the standard techniques of extending the controls of the equipment to a remote console. For example, the rotary cutters on a remotely controlled tunnelling machine are started or stopped by a human operator turning a switch on the remote control console.

The planning of an underground coal mine requires a complex blend of technical expertise, experience and subjective design criteria implemented by the mining engineer. Currently the procedure is largely manual and requires considerable resources to generate a single mine plan. Often three or four people are assigned to work in the development of a single draft layout. Evaluation of the layouts is also tedious as it requires many repetitive calculations. The evaluation of layouts developed manually generally attempts to derive a single economically feasible solution. Operational constraints in underground coal mining such as manpower, time, equipment, etc, do not allow the generations of more than one alternative layout. As a result, the first plan is generally the only one considered. Computer-aided mine planning can automate many of the manual procedures and calculations involved in mine planning thus allowing to evaluate many layouts and mining strategies and to select the optimum plan with confidence. An optimized planning procedure will also provide the capability to evaluate mine performance continuously and critically, thereby helping to maximize return on investment.

The advantage of using a clean coal as a feedstock in a direct liquefaction plant is improved performance of the plant by several factors e.g., increased throughput of coal; reduced wear and tear of valves, pipes, and pumps; increased liquid yields, etc. This paper examines the technical feasibility for cleaning Illinois #6 coal as a feedstock to a direct coal liquefaction plant via selective agglomeration using a coal-derived heavy distillate, Wilsonville V-1074 as agglomerant. Effects of addition of Kerosene or coal-derived Naphtha as conditioner, coal particle size, slurry pH, oil to coal ratio, and operating temperature on ash reduction and clean coal weight recovery have been studied. Results show that about 70% of the ash can be removed from this coal and the clean coal weight recovery over 85% can be achieved by using this technique with suitable selection of coal particle size, slurry pH, mixing intensity and oil to coal ratio.

The title of my paper today is "public relations challenges for the pending minerals crunch". There isn't anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.

"Once the primary fuel source for the United States and the economic backbone for communities from Appalachia to Wyoming, coal has been on a steady decline since the mid 1990s, and is now at the center of political debate in the United States.The political spectrum of the United States is divided on the future of coal and its place in the energy sector. The coal mining industry and the communities that rely on coal have increasingly been pitted against forces that wish to regulate coal to the history books.In 2008, President Obama launched what many have called his war on coal, and during his eight years in office, he pushed through numerous pieces of regulations and legislation and that he said were aimed at reducing carbon emissions, but that others viewed as direct assaults on the domestic coal industry. Obama led the United States delegation to Paris to sign the Paris Accord in 2016, a 196-country agreement pledging that the United States would do its part to reduce carbon emissions. His administration also instituted clean air, power and water regulations that added extra environmental burdens to many industries, but perhaps none more so than the coal industry.In this month’s lead feature, “A study of U.S. coal mine closures since 1994” (page 18), the impact of the war on coal, and other factors, can be seen in text and figures. Author Jacob Brinkman and coauthors Jay Schafler and Catherine Johnson scoured the data of the U.S. Energy Information Administration (EIA) and the U.S. Mine Safety and Health Administration (MSHA) to show how coal production and mines have been impacted since 1994 and how the years 1994 to 2000 and 2008 to 2016 were particularly hard on the industry.For example, in 1994 there were 2,354 coal mines in the United States. Currently, there are 1,035 mines in operation.In 2016, then candidate Donald Trump promised to end the war on coal and to put coal miners back to work. In 2017, President Trump has followed up on those promises. He announced plans to withdraw the United States from the Paris Accord, signed an executive order designed to undo the Clean Power Plan put in place by President Obama, halted the research on the health effects of mountaintop removal coal mining, directed the U.S. Environmental Protection Agency (EPA) to revise the guidelines of waste water from power plants and has touted that more than 1,000 coal miners have returned to work since he was elected."

Results of regional analyses of precious metal habits in Arizona ores lead to interpretations of a fundamental ore control related to geographic location that corresponds with crustal contrasts. Measurements of isotopic and trace element characteristics of Laramide ore-related intrusions lead to interpretations of crustal derivation of apparent ore-related magmas. Interpreted regionally, the numerous kinds of Laramide ores, which include porphyry copper deposits of this southern cordilleran region appear to be phenomena of a specific crustal lithology characterized by a basement of Proterozoic turbidites and (an interpreted) lower crust of amphibolite. This association with a specific basement terrane may be extended in principle from the United states into Mexico where faulted offsets of this basement are similarly favorable to formation of Laramide porphyry ores -to the exclusion of adjacent terranes. Whereas plate tectonic mechanisms may have triggered evolution of these ores, it is hypothesized here that crustal setting and crustal composition are more profound influences of metallogenesis.

The Miami In-situ mine of BHP Copper is located in Globe-Miami, Arizona. The mine leaches mineralized leach capping over a supergene enriched sulfide deposit, and has produced over 500 million lbs of copper during the last 50 years. The Miami unit has identified several opportunities to enhance and expand in-situ production. A computer block model consisting of strict geologic controls, mineralogy, and metallurgical data was developed to assist in the determination of the leachable copper resource. An understanding of the accessibility and solubility of the resource to leaching solutions and the integration of hydrogeologic and hydrometallurgical information was necessary for completion of this project.

"Standardization of the Inductively Coupled Plasma Mass Spectrometry (ICPMS) method for gold in cyanide solutions was undertaken to provide a more sensitive method to quantify the gold content than the atomic absorption method standardized in 1994 (E1600). The gold concentration range covered is from 0.001 mg/L Au - 0.3 mg/L Au (0.00005 toz/t Au – 0.009 toz/t Au). Interlaboratory testing was carried out with the assistance of the American Society of Testing and Materials (ASTM) International on two committees to determine the within laboratory and between laboratory reproducibility. Three barren solutions from metallurgical operations were measured in triplicate to satisfy statistical requirements for Committee E1 on Analytical Chemistry of Metals, Ores and Related Materials. A synthetically prepared matrix representing the metallurgical processing solutions was used to prepare Youden pairs to satisfy the requirements of Committee D19 on Water. Results of the standardization program are presented. INTRODUCTION Analysis of process solutions for gold concentration requires accurate and sensitive analytical methods in order to manage process control and metallurgical accounting. Flame atomic absorption spectrophotometry (FAAS) has been the work horse of the assay lab for this duty for decades. In 1994 the FAAS standard method was approved by the American Society for Testing and Materials (ASTM) (1). Six process solutions were collected and preserved by measuring the pH and adjusting to greater than pH 10, if necessary. Duplicate solutions were provided to eight laboratories in random order for analysis by FAAS covering the gold concentration range of 0.19 µg/mL (0.006 toz/t.) to 10.7 µg/mL (0.312 toz/t). A high precision method was used, which involved bracketing the sample with the higher and lower standards nearest to its concentration repeating readings three times and averaging the results. The optimum precision for the FAAS gold method was found to be at the 1.00 µg/mL (0.029 toz/t) and lower scope limit 0.3 µg/mL (0.009 toz/t) gold concentration. Since tailings solutions typically have concentrations below the lower scope limit, use of ICPMS was developed at Newmont USA Limited (Newmont) to assay the lower range solutions."

In situ recovery (ISR) of uranium alters the baseline groundwater geochemistry in order to mobilize and complex uranium to extract and concentrate it. ISR wellfield restoration is often challenging, and primarily relies on groundwater sweep, reinjection of treated permeate, and/or injection of reductants. Greater focus should be placed on injection-based approaches (using existing infrastructure) based on established engineering concepts used for in situ remediation of groundwater plumes. Such injection-based approaches could shorten restoration timeframes consequently reducing long-term operational costs. This paper addresses various types of injection-based approaches to wellfield restoration based on in-situ remediation success with other constituents that require similar treatment. This paper describes necessary design practices for injecting reactive chemicals (e.g., reductants or biostimulants), operations and maintenance (O&M) strategies to prevent fouling of the chemical delivery system and well network, and natural constraints to restoration. Best practices for successful biostimulation strategies that minimize residual uranium, radium, oxoanions, and other trace elements are as described. Advantages of such injection-based approaches could include significant reductions in restoration times, and consequently, lower restoration costs.

Sound Transit’s ST3 program will add 62 miles of light rail to the Puget Sound area, including connections to the neighborhoods of West Seattle and Ballard. These connections include considerations for both elevated and tunnel alternatives in West Seattle and Ballard, as well as a new tunnel and six underground stations in the densely developed downtown Seattle. This paper describes the conditions and constraints along the corridor, and the latest development in the ongoing process to plan the underground guideways and stations.

In the course of the grinding experiments conducted at Climax over the past twenty years one interesting phenomenon was discovered. This was that balls made of certain types of steel grind more ore than some others. The most significant variation was found in the results secured with a hard alloyed forged bail compared with the forged carbon ball supplied by most ball manufacturers These findings were confirmed in many repeated controlled tests. The value of these tests depends on the methods used, the facilities available and the care with which the investigations were conducted. These are described in the following. This testing has largely been done in eight 91 x 81 low discharge ball mills in closed circuit with 7811 duplex screw classifiers. The mills run at 20 RPM on a feed approximately minus 3/8 inch. The ore is ground through 28 - 35 mesh in one stage. Each mill and auxiliary classifier is in a separate, parallel grinding and flotation section The, ore to each: section is the same in every particular and is fed to each mill bin from a common conveyor tripper. The ore from the bin to the ball mill is weighed on a conveyor scale. The power input to each mill motor is determined with a watt hour meter which measures the power to the mill motor only. Both the scales and meters are checked periodically by standard methods and have been found to give consistent readings. Automatic samplers are employed on each section to obtain accurate measurement of the size reduction. A size analysis of the classifier overflow is made each shift and a composite size analysis is obtained from a weighted average of the various shift analyses. The mills are driven by 450 horsepower synchronous motors so that there is no speed variation and shell liner age is kept as nearly the same as possible in mills under test. The same set of operators is assigned to a mill under test as to the control mill. In all other particulars such as ball load, mill density, liner design, etc., the mills are operated in precisely the same manner. This is an ideal arrangement for plant testing. From observations of ball mill performance over the past twenty years, it is the opinion of the operating staff that variations of as little as one to two percent in mill capacities may be determined if sufficient operating hours are devoted, to a test. Relations between mill capacities, fineness of grinds and power consumptions have been established with a high degree of accuracy. In Table I are given the figures for one test. These show that while the grind with the hard ball was slightly coarser, the tons ground per hour was 5.4 percent greater with the soft ball, and 6.1 percent greater on the basis of minus 100 mesh produced. The power consumed per ton with the hard ball was 4.4 percent greater on a tons per hour basis. The soft ball was inferior in wearing qualities and steel consumption per ton of ore was 24 percent greater with it. In this test the mills were charged with the two different balls for a period of three months to allow the ball loads to come to equilibrium. In Table II are given the specifications of the two balls. The difference in grinding rates may be accounted for by the nature of the ball surfaces. The surfaces of the soft balls after being worn a while are rougher to the touch. Enlarged photographs of the worn-in surfaces of hard and soft balls are shown in Figure I. These show the presence of scratches or skid marks on the hard ball surface which indicates less nipping effect. The Climax ore pulp has a pH of 6.0 and is in a dispersed state. The viscosity is low compared with most ores especially those that are conditioned with lime. This would lower the tendency of the pulp to adhere to the balls with a lower grinding efficiency as a result. It was also thought that the relative rates of wear from surface to center might affect the make-up of an equilibrium ball charge. This probably has little effect on capacity as shown by the size analyses of the two ball charges in Table III. This hypothesis was subsequently investigated by the use of rationed charges. Plant operators in the mineral processing industry have been implementing expert systems for several years now, with the intent to increase production and reduce costs. Most systems have been installed on grinding circuits of some type and have proven that the technology is viable in that application. However, few applications on other processes have been attempted for various reasons, such as lack of reference sites, complexity of the process, lack of suitable measurements and lack of confidence in the technology. The successful application of an expert system on an Alumina Calcining kiln is the first such application in the West Indies Alumina Company (Windalco), and demonstrates how this technology can be successfully applied to other processes. The key objective of an expert system is to optimize the process. To achieve this the process must first be stabilized, followed by optimization of the operating parameters. The steps taken by this expert system to optimize the process are: • Check for abnormal conditions and deal with them using a prioritized set of special actions. • Use a selection of rule blocks to stabilize the process. • Once the process is stable, achieve additional benefits through further optimization of the process. The potential benefits that a user can expect to achieve through installing an expert system can be assessed on the basis that performance will improve from that of an "average operator" to that of the "best operator" performing at his optimum for 24 hours a day, every day. The quantifiable process benefits include: • Increased production • More consistent product quality • Reduced operating costs • Reduced standard deviation of key variables • Consistent plant operation The success of this project was measured in several ways: project implementation, realised economic benefits, and realised non-economic benefits. With a commitment to maintain the system over the long term, the longevity of the system is assured and will become an important part of the Alumina Calcining control strategy at Windalco. This paper discusses the various phases of implementing the ABB Expert Optimizer expert system, what the benefits were and the procedure that is in place to maintain the system to ensure continued long term success.

The perennial subject of comminution is deserving of a fresh approach if one can be found. This is attempted here by directing attention primarily to principles rather than to theories. While theories attempt to explain how a certain process acts, principles delineate the laws which the action-must follow. Comminution may be defined as the progressive separation of particulate matter. At the present time this is accomplished commercially by applying energy in the form of compressive and, shearing forces. Such forces strain and distort the particles they contact. When-the applied stress locally exceeds the breaking strength at the weakest flaw in the particle, a crack tip forms. The surrounding strain energy flows to the crack tip, which rapidly extends through the particle as a break. The minute changes in shape and the resulting energy flow cause the failure of other highly stressed flaws, with the consequent formation of a progeny (1) of new smaller particles out of its destroyed progenitor. The applied mechanical energy is transformed into strain energy as the particle is distorted, and then into heat when it fails. Only a tiny fraction of the order of 1/1000 of the applied energy necessary for breakage appears as new surface energy in the product particles. Mining systems with greater than a 20-foot face advance (deep cut) have become popular due to their increased productivity and safety. The face dust collection system used in many of the mines employing the deep cut systems, incorporates a machine mounted dust collector with either a blowing or exhausting line brattice and a remote control operated continuous miner. In order to characterize and quantify the parameters used to control dust with these systems, the Dust Division conducted studies on four mining sections using continuous miners with deep cut mining systems. On each section, the dust control system incorporated line brattice with a machine mounted dust collector. The remote control made it possible for the continuous mining machine to advance further while permitting the operator to remain under supported roof and away from dust generated during mining. The purpose of these studies was to evaluate the effectiveness of deep cut mining systems using dust collectors to control respirable dust exposure. This paper summarizes the results of the studies conducted. At each mine face workers were sampled to determine their full-shift dust exposure. Additionally, fixed point dust samples were collected at various locations to determine relative concentrations of dust generated from mining. Air quantities were measured at each working place to determine the amount of air delivered to the face area. Evaluations were made by comparing worker exposures to respirable dust samples taken at appropriate locations upstream and downstream of the coal faced being mined. An estimate of the amount of the respirable dust being generated at the face during mining and the amount of respirable dust being removed by the dust collectors was made by balancing the air quantities and the dust concentrations immediately upstream and downstream of the coal face. Results of the studies showed that the dust control systems, were effective for controlling workers exposure to respirable dust. Dust collector efficiencies were determined to be approximately 85 percent. While the dust collectors were effective in removing respirable dust, the success of the systems with line brattice greater than twenty feet from the face, was dependent on the use of the remote control which permitted the continuous miner operator to remain out of the high concentration dust cloud in the working face. Dilution from intake air, combined with the dust collector efficiency, maintained exposure of other section workers below applicable standards.

The mining industry is enjoying a much needed and long awaited increase in demand for natural resources. However, consolidations in the mining and mining service industries, along with a generational departure of experienced industry professionals, is challenging today’s mining companies. These challenges are not only in maintaining their existing operations, but also in securing qualified resources for developing new projects. These challenges are compounded for junior mining companies. They oftentimes lack for operating properties to draw experienced professionals from. Also, juniors have to compete with the majors’ “mega-projects” for experienced project personnel from the reduced ranks of engineering companies. This article discusses some strategies developed by Anatolia Minerals Development (Anatolia) in developing its Çöpler gold project in central Turkey.

The research examines the performance of uncoated and coated tungsten carbide-cobalt rock cutting bits. It aims to optimize process variables (cutting speed, depth, coating material) considering multiple output responses (cutting forces, specific energy, wear rate, material removed, angle of reaction forces). The study uses a hybrid optimization technique combining Taguchi design, grey relational analysis, and fuzzy logic. The optimal parameter combination was found to be cutting speed: 200 mm/s, cutting depth: 6 mm, and titanium aluminum silicon nitride coating.

In the comparison and consideration of synthetic and natural materials, graphites represent a situation in which natural graphites amount to less than 10% of the total carbon and graphite production by weight, and less than 5% in dollar volume, There are few applications where it could not be re- placed by synthetic graphite. On the contrary, synthetic graphite materials can be engineered to cover an extremely wide range of applications. These include electrographite brushes for rotating machinery, pyrolytic graphite, graphite-impervious pipe, nuclear moderators, high purity spectrographic graphite, power tube anodes, graphite rotary shaft seals, and rocket nozzles. The special qualities of natural graphite and its limitations are delineated and the almost unlimited possibilities in artificial graphite materials are discussed.

By now the term AFMAG has been fairly well introduced to the mining industry. Several papers have been presented and published concerning AFMAG (references 1 and 2). However, the term AFMAG remains rather new to the industry, and the exact place which AFMAG occupies in the minerals exploration field is still somewhat uncertain in the minds of many who may have use for this new and interesting method of electromagnetic exploration for conductive minerals. It is the purpose of this paper to again review the basic theory of the AFMAG system, to describe and - illustrate the equipment and data presentation as used in aerial surveying, and to provide some idea of the cost and nature of airborne AFMAG surveys. This paper is primarily of a general descriptive nature and presents AFMAG theory in a schematic rather than mathematical form; emphasis is placed on the equipment, the present method of data presentation and survey operations, since it is believed that such, information will now generally best serve to inform the mining industry of the characteristics of the AFMAG system.
