Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on the evaluation process. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mine. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

Throughout the history of the development of mechanical conveyor systems, it has always been an established condition that loads are received at one end of a single-belt conveyor and discharged at the other end, in a point-to-point, manner. In systems designed for the continuous transport of granular materials, vertical or horizontal changes in; direction have always necessitated two or mope single-belt conveyor units, with a corresponding number of motors, assemblies and attendant mechanical and human or electronic controls. Besides these high-cost factors, every change in the system's direction also calls for a transfer point that involves a drop-back of the material from one level to another with some loss of the material and, in many cases, unwanted additional granulation. Where changes in the location of the discharge point are wanted, the conventional single-belt conveyor must either be replaced by a shorter or longer unit or additional units purchased and installed, or existing units rearranged. This can take days or weeks, and involve special expenditures as well as loss of valuable production time.

Nearly 17 years ago a major producer of synthetic zeolites started an extensive exploration program for natural zeolite deposits which resulted in the discovery of over 170 occurrences in the western United States. A few years later several of the other producers and consumers of synthetic zeolites also started similar exploration programs. Since then, small quantities of natural zeolite minerals have been produced from at least 12 deposits in the United States. Of these the Bowie deposit, about 13 miles north of Bowie, Arizona, is the most important,having produced over 5,000 tons of vitric tuff zeolitically altered to the mineral chabazite and minor amounts of the minerals erionite and clinoptilolite. Mining Districts and Mineral Deposits of Arizona compiled by Charles A. Mardirosian, Consulting Geologist, estimates the value of the total production from the Bowie deposit at a very conservative $2,000,000. Unfortunately, none of the companies responsible for the discovery and the initial production of natural zeolites made any effort to develop the high volume, low cost applications of this unique mineral raw material. Instead, they developed only the high unit value uses to supplement their existing synthetic molecular sieve product lines. With the producers of synthetic zeolites thinking in pounds and not in tons, further development of natural zeolite deposits stagnated for over a decade.

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. Injection leaching can improve leach ore recovery by displacing retained solutions, enhancing ore wetting, and creating new flow paths for efficient solution collection. This paper presents a method to assess the feasibility of injection leaching in finer-grained, potentially contractive ores (from a geotechnical slope stability perspective) using limit-equilibrium (LE) slope stability analysis and static deformation modeling. LE models were carried out by assigning peak undrained strengths to the heap leach ore material, and modeling the excess pore pressure induced during the injection leaching process using spatial function in Slope/W. Static deformation modeling was completed using the software Fast Lagrangian Analysis of Continua (FLAC) to evaluate the potential for deformations due to the excess pore pressures induced during the injection leaching process. A constitutive model was used to represent the geomechanical behavior of the leached ore material, which enables the prediction of deformation and potential stability issues resulting from excess pore-pressure induced during injection leaching process. The two-pronged approach provides a practical method to assess geotechnical impacts and guide data-driven decisions in injection leaching operations.

My first regular job nearly fell through. My parents were spending the summer in California and I joined them at Lake Tahoe where we were guests at the lovely summer home of the Reids of Belmont. The time went quickly but I was eager to start work so I left for Bisbee a few days earlier than I had arranged. This was lucky, as just after I left a letter came from Gene Whitely, chief engineer of Calumet and Arizona, saying that because of the depressed copper industry there would be no job. I reached Bisbee on a Saturday morning, a day or two before my 23rd birthday, July 27, 1907. The brown plastei four-story Copper Queen Hotel was only a few steps from the station where the branch railway ended. I rented the cheapest room on the top floor and, of course, there was no elevator. I soon learned how to walk up the mile of switching tracks to the Calumet and Arizona office at the Irish Mag mine. I was horrified when Whitely told me about his letter telling me not to come, but since I had not received it he relented and said I could work for a short time anyhow. I was to start at 7:30 the next Monday morning, "holding the ignorant end of the tape”-in other words being surveyor's assistant, at $100 a month. Hours were from 7:30 to 5: 00, seven days a week. I spent Sunday walking around the town. I rented a room at the Royal Lodging House, which was cheaper than the hotel. It smelled strongly of carbolic acid but that meant no bugs. Compared with Cobalt or Cripple Creek, Bisbee didn't seem unattractive. The main street, with one or two-storied stores and saloons, followed the bottom of the canyon with high steep hills on both sides. Excessive emissions of methane from the coal seams can have a serious adverse effect on both safety and productivity of longwall coal faces. Mechanization of coal faces has increased production possibilities to the extent that normal ventilation systems may not be able to ventilate coal face areas in order to lower methane content in the air to within legal limits. Production increases may therefore be prohibited for this reason, especially in gassy seams. Methane drainage from the coal seam by means of long holes and before production starts can act as a useful remedial action. In this paper a two dimensional mathematical model has been produced. The model that is based on finite elements, simulates a methane drainage system where the resultant risk is linked to the coefficient of diffusion, coal permeability, holes pattern and the duration for which the seam is subject to drainage. It is concluded that methane drainage of this type can assist in achieving production increases in many coals seems, especially where high gas content is a virtue of the seam.

The presence of misplaced ultra-fine particles has been shown to decrease the separation efficiency of unit operations used in coal preparation. Although the classification of fine coal was considered to be adequate for the needs of the coal industry during the 1970's and 1980's, it has become apparent that further improvements in the yield/ash/moisture relationship achieved by coal preparation plants will require increased efficiency in this size separation step. This paper describes the issues which are evolving in this area, and the capability of current and developing techniques to address the problems which need to be overcome.

Safety departments have traditionally been held responsible for the safety performance of their division or company. This approach leads to a lack of ownership of safety issues by the larger organization. An alternative paradigm is significantly more effective: the members of the work force (managers as well as workers) are fully responsible and accountable for safe production. The safety department is not extinct, however. Its role has changed, to focus on training, litigation, and external relationships such as community relations. This approach was implemented at BHP Copper's Superior mine and mill in Arizona. By obtaining the genuine commitment of the work force to accident-free production, the mill's MSHA incident rate immediately dropped from 7.4 to zero. The mill also ran one year with no MSHA citations. When this philosophy was implemented at the divisional level, the division's incident rate decreased from 9.5 to 1.1,an 88-percent reduction in six months.

Leaching titaniferous magnetite concentrate with alkali solution of high concentration under high temperature and high pressure was utilized to improve the grade of iron in iron concentrate and the grade of TiO2 in titanium tailings. The titaniferous magnetite concentrate in use contained 12.67% TiO2 and 54.01% Fe. The thermodynamics of the possible reactions and the kinetics of leaching process were analyzed. It was found that decomposing FeTiO3 with NaOH aqueous solution could be carried out spontaneously and the reaction rate was mainly controlled by internal diffusion. The effects of water usage, alkali concentration, reaction time, and temperature on the leaching procedure were inspected, and the products were characterized by X-ray diffraction, scanning electron microscope, and energy dispersive spectroscopy, respectively. After NaOH leaching and magnetic separation, the concentrate, with Fe purity of 65.98% and Fe recovery of 82.46%, and the tailings, with TiO2 purity of 32.09% and TiO2 recovery of 80.79%, were obtained, respectively.

With the exception of sublevel caving, the most common method of underground mining in Sweden is the "cut-and-fill" method. It is normally used for mining non-ferrous metals , and' is used extensively in the complex sulfide ore mines of the Boliden Company in north and central Sweden as well as the mines of the STORA and Vieille Montagne Companies in central Sweden. All in all, the cut-and-fill method is used in 13 of Sweden's 45 mines. As the mines are relatively small, the volume of ore mined by this method represents only about 5 % of the total ore production in Sweden. The commercial value, however, is much large than this percentage would imply. The production volumes and grades of some typical mines are shown in Table I. As seen, when rated internationally, the grades are comparatively low. The prices are set according to ?international metal prices? as dictated by the London stock exchange, and in lieu of governmental support, rational management methods are critical in order to achieve satisfactory profit.

10.1-SHAFT SINKING AND RAISING BY CONVENTIONAL METHODS VICTOR L. STEVEN 10.1.1-SHAFT SELECTION A great deal of thought and planning should go into the selection of a mine shaft to provide the most effective use over the greatest, period of time. It sometimes is better to make an additional capital expenditure in the initial shaft program to achieve the greatest overall shaft usage. It is possible to sink a shaft which could be used for mine development, and initial production and later convert it to a ventilation, service or escape shaft. It is important to consider a second shaft in the original planning to provide ventilation, an escapeway and services for overall efficient production and safety. A second shaft usually is required to comply with state and federal mining laws. The main items to consider in shaft selection are: 1. Installation from surface or underground. 2. Vertical or inclined (sec Sec. 10.1.4L for discussion of factors involved in choice). 3. Tonnage to be hoisted. 4. Size of mining equipment to be lowered through the shaft to the underground workings. 5. Amount of water to be handled in the mining operation. 6. Ventilation requirements. 7. Type of ground the shaft is to be sunk through. 8. Position of shaft with relation to ore body. After the main features of a shaft arc determined, such as vertical or inclined, shape, size, type of lining and support, compartments, and shaft. facilities (air, water, ventilation, pump lines, power cahles, etc.), then :I sinking plant and procedures should be planned. At this point it should be decided whether the company will sink the shaft with its own crews or award the job to a competent shaft contractor. Company sinking generally will cost less if competent shaft men are available. Money also will be saved in plant costs, such as for hoist, headframe, compressed air, buildings, etc., as these will be part of the permanent plant and can be used in the sinking operation. Labor costs generally will be lower than contractor construction rates. The advantage of having a contract, or is the speed of completion of the project. Contractors usually have headframes and hoists ready to move on the job immediately and have trained crews ready to complete the project in the shortest possible time. Next, the type of surface sinking plant (hoist, headframe, etc.) should be selected and a determination made whether it is to be temporary or permanent. In most cases it is less expensive to install the permanent, headframe and hoist, and use them for sinking. The type of actual sinking equipment to be used should be evaluated for the most efficient sinking cycle, e.g., mucking method, drilling method, and lining or support means. The proper cycling of drilling, mucking and lining is extremely important in obtaining the most favourable sinking costs. 10.1.2 - GROUND STABILIZATION AND WATER CONTROL Prior to the shaft-sinking operation an investigation should be made into ground-water conditions. The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

RADON SOURCES AND CONTROL MEASURES IN THE MINING ENVIRONMENT Most of the contamination of the mine atmosphere by radon 222 is due to radon emanating from solid or fractured ore surfaces of walls, roof and floor. Also radon gas emanates from broken ore either from storage in backfilled mined-out areas as applied in e.g. shrinkage stopping methods or from ore spillage along intake airways mainly due to the use of trackless haulage. To a lesser extent water itself can represent an additional source of radon, which emanates into air from open drainage ditches or seepages along intake airways. The contribution from water can be controlled effectively by isolating the water from the primary intake air system, e.g. by diverting the water through pipes and/or sealing of seepages by grouting. However, control of radon emanating from rock surfaces creates a major technical problem with significant impact on the economic aspects of mining operations, if adequate radiological conditions must be maintained. Basically this can be achieved by suppressing the emanation process itself, confining already emanated radon or by removal of radon from the mine atmosphere. Extensive research has been carried out on the rate of radon emanation as a function of barometric pressure changes (Pohl-Rüling and Pohl, 1969). It could be shown that the radon supply consists of a permanent and variable component. The former results from the surface of the rock and depends mainly on the emanating fraction of its radium 226 content; the latter originates from within the rocks and is a function of the suction effect of decreasing barometric pressure, rock porosity and fissures. The practical application of this barometric pump effect for depressing the rate of radon emanation, e.g. by pressurizing the mine atmosphere, is limited due to high costs for providing a sink for absorption of radon and air as well as lack of permeability in most uranium ore bodies (Schroeder et al., 1966). Mine air cleaning by removal of radon can be achieved with the use of cryogenic methods, chemical removal, adsorption into charcoal beds, use of a gas centrifuge or general ventilation techniques. Technical problems have so far prevented the application of any of these methods other than ventilation. It is common practice to use the age-of-air concept, i.e. fresh air is delivered to the worker as directly as possible and removed quickly afterwards thereby maintaining the air "young". Engineering principles for quantity distribution of air through underground working areas are straightforward for general mining situations where radon constitutes an environmental contamination problem. However, in cases of high uranium ore content this concept may result in high costs with regard to installation and energy requirements for effecting both frequent air changes as well as sufficient heating of the air in cold seasons. Taking into account that the investment in ventilation systems is a major cofactor for the overall ore production costs this can be a limiting and decisive component in the assessment of the economic feasibility of specific mining operations and mineral reserves in general. Effective control of the radon flux from the rock surface prevents the initial contamination of the mine air with radon directly at the source. A radon diffusion barrier for practical application in mining requirements should fulfill the following requirements: - reduction of radon emanation rate by at least an order of magnitude - high mechanical strength - ease of sealant application onto surface to be coated - water resistant - low fire hazard - resistant to temperature changes encountered in mines - high cost efficiency in relation to exposure reduction achieved (direct and indirect costs) - low degree of maintenance. In the past several materials have been tested as sealants for controlling the emanation of radon from surfaces of rock and building materials. Epoxy paints reduce radon emanation rate only by a factor of 2 to 6 (Auxier et al., 1974; Eichholz et al., 1980; Keith Consulting Engineers, 1980). Although it is possible to prevent the escape of more than 99 % of the radon to the environment with gel seals over 80 mm thick (Bedrosian et al., 1974), practical applicability is very limited. Multilayer coatings of epoxy resins with various additives require meticulous preparation and flawless application of seamless four-layer coatings in four days to impede radon diffusion (Culot et al., 1976), otherwise results from this method have not been totally satisfactory (Leung, 1978). Aluminium foil laminated with polyethylene and paper on each side is under test as radon barrier but results are not available yet (Ericson, 1980). However, this method has the inherent disadvantage that possible malfunctioning electrical installations can cause fire or electrical shock through the sealant. Polyurethane foam coatings have been used on stoppings as very effective sealants. It does, however, represent a potential danger of spontaneous ignition and it is expensive (Rock, 1975). Thus, there is still need for a material which has similar properties as outlined above. In the following results are reported from investigations on the suitability of various materials as radon diffusion barriers.

Over the last years, the importance of the assessment of environmental and social aspects as well as of issues of good governance has increased significantly in mining finance. For this, international standards as well as internal guidelines of the banks and other involved institutions have been established and continuously improved. Considering these standards and regulations, the banks can influence the sustainability of mining projects - and they have done so in the past -, mainly by implementing certain provisions and covenants in the loan documentation, binding the financing to the mining company’s adherence to the agreed sustainability standards. However, there are limits to the banks’ influence due to the competitive environment with other available means of financing. Nevertheless, the experience of the last years has shown that the standards and regulations bound to the financing by the banks help to lead the mining industry towards more sustainable projects.

Heap leaching is a simple means of recovering copper from oxide and oxide-sulfide ores. Although this method requires relatively low capital investment, it suffers from low copper recoveries and relatively high acid consumption. The objectives of this study were (1) to determine what factors influence these shortcomings, and (2) to establish a basis of correlation. between laboratory and field testing. The principal methods of leaching copper ores at the present time are heap, dump, in-place, and vat. A number of references are presented in the bibliography on the theoretical and practical aspects of these methods. In the heap-leaching method, crushed or uncrushed oxidized copper ore is placed on a prepared drainage pad. Acid leach solutions are dis¬tributed over the top of the heap, caused to percolate downward through the ore bed by gravity, and are drained from its base. The leach duration is generally a matter of a few months. Dump leaching is used to recover copper from very low-grade oxide-sulfide pit-waste materials. Here again, leach solutions are, percolated downward through a heap. However, in this method, little or no acid is added to the leach liquors, prepared drainage pads are not used and the leaching cycle is generally measured in terms of several years. Leaching agents are usually autogenously generated by the breakdown of sulfide minerals within the dump.

Spirals have become one of the most popular methods for treating fine coal. Unfortunately, spirals tend to produce an undesirably high specific gravity cut-point and often misplace significant amounts of coal and/or rock. In the present study, a process-engineering tool known as linear circuit analysis was used to identify problems with traditional spiral circuits and to suggest alternative configurations. These analyses indicate that a modified rougher-cleaner circuit incorporating a middlings recycle stream offers the best option for improving performance while maintaining a reasonable circulating load. In light of this finding, a full-scale test circuit was installed and evaluated at an existing preparation plant. Data obtained from the plant tests indicate that the new spiral circuit can simultaneously reduce cut-point and improve separation efficiency. Preliminary economic analyses show that the new circuit provides an attractive payback on the capital investment.

In the Spring of 1959 the Riverside Cement Company, a Division of American Cement Corporation, placed into operation at their Oro Grande California plant a new crushing-blending-reclaiming facility. This new facility, in conjunction with other modernization in the plant, has established a degree of automation and reliability on a-plant-wide basis which heretofore had not been attained in the industry. The blending and reclaiming facilities for raw stone and cement clinker at this plant represent not only the first computer programmed materials handling system of its type in the industry, but also the first installation of specialized equipment which was designed for high capacity, fully automated operations.

The two types of dryers used in the drying of copper concentrates are the rotary dryer and the spray dryer. The rotary dryer has until recent history been the traditional drying method used, Although spray dryers have been used in the chemical field for many years it is only recently that they have been accepted for drying of copper concentrates. The comparison made here will apply in a narrower sense to the drying of copper concentrates as fed into the reverbatory furnaces of the Smelter. To compare a rotary dryer and a spray dryer, which are two totally different methods and pieces of equipment, it is best to view them as systems each made up of certain elements
