In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

The basic transportation planning process consists of: 1. Inventories and analyses of existing conditions. 2. Estimates of future growth. 3. Determination of future travel demand. 4. Testing alternative systems to satisfy future travel demand. The many modeling techniques used in the transportation planning process are well known, commonly accepted, and thoroughly described in readily available literature. This paper will concentrate on the fourth step of the planning process, specifically the development of alternative systems for testing, and will discuss some of the factors which should be considered during the development of alternative systems. There are many factors which require consideration and which have a bearing on the configuration of alternative test systems. These comments will be limited to the influence of geographic, demographic, geologic, and economic factors. Although addressed separately, the four are to a great extent related and have a significant effect on each other. The objective of examining these factors during the early phases of system planning is to assure that more detailed corridor studies will not be stymied by considerations which could have been anticipated and accommodated at an earlier time. The Wind Mountain (WM) nepheline syenite deposit is part of the alkalic complex in the Cornudas Mountains, which ranges in age from 34.6 ± 1.5 Ma to 36.8 ± 0.6 Ma. The WM deposit consists of a complex, zoned pluton that ranges from syenite porphyry to nepheline syenite porphyry. The WM deposit has potential use for ceramics and dark-colored beverage containers and consists of nepheline, k-feldspar, albite, and varying amounts of other minerals. Analcime also is present locally but must be avoided because it is unsuitable for ceramic and glass. Chemically the deposit consists of 56-63 % SiO2 17-21 % Al2O3 and 4.0-5 % Fe2O3. Although initially iron is high, when the crushed rock is passed through a specialized magnetic separator, the iron content drops to below commercial maximum standards of less than 0.5% Fe2O3. The WM deposit is currently under exploration and testing to determine marketability.

In currently used mining methods, blasting techniques often causes dilution of valuable ore and results in costly processing requirements. In the context of narrow vein mining of thin and highly concentrated orebodies there is a need of a mining method that can reduce dilution in order to remain economically viable. This research project explored the viability of a new mining technology, thermal fragmentation, in narrow vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation, as well as for an existing method used for narrow vein mining; comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs, as well as increased productivity and ore recovery, meant that the new method would improve the financial performance of any operation. These results identify that there is an opportunity to introduce the thermal fragmentation technology to narrow vein mines within Australia, in order to lower costs and increase profit.

INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. The existing Rome-Florence railroad capacity is inadequate for the traffic volume. To increase this capacity and to reduce the traveling time the Italian National Railroad Administration has decided to provide an additional 400% of rail capacity. This new rail line will be known as the Direttissima Roma-Florence line. It is planned to operate the trains on this connection at speeds of 250 km per hr. Table 1 lists the main design characteristics. [TABLE 1. Castiglione Tunnel is a part of the fifth section, 42 km in length, which has been awarded to Consorzio Ferrofir which is a joint venture composed of the construction firms of Astaldi - Di Penta - Lodigiani - Sogene.

Dewatering of ultra-fine clean coal slurry to a low moisture level of20 percent is difficult using the conventional techniques. A novel approach, which utilized mixing of fibrous waste material, such as paper, carpet and wood, with coal slurry prior to dewatering was developed. It was found that addition of about 10 Kg/t of carpet fibers or 5 Kg/t of raw paper pulp lowered the filter cake moisture from 22.5 to 18 percent. The compressive strength of the filter cake improved from 0 to 4.5 Kglcm2 and impact resistance from 0 to 4. The experimental data indicated that the handling character of the dewatered fine coal was improved significantly.

"A spatially-discretized heap leach simulation model was developed within the GoldSimTM modeling framework for the Coeur Rochester Mine, Nevada. The model is being evaluated by Rochester as a means of improving forecasting of silver and gold production on an actively loaded valley fill heap leach facility. Optimization of future heap leach operations and crusher product size is also being evaluated with this software. Simulation modeling incorporates metallurgical data such as mine planning, particle size distribution of placed ore, stacking plans, pad geometry, and leaching dynamics. The heap leach model is represented as a discretized matrix with lifts providing vertical separation to form 19,840 spatially discrete cells. Each cell is quantified with regard to ore properties and metal content. The model tracks solution and cyanide-complexed silver and gold within each cell as a function of time based on pad operations, unsaturated flow properties, and kinetic rates. Practical heap leach management and daily operation will be discussed as it relates to the simulation and forecasting model. INTRODUCTION The Rochester mine, and associated valley fill heap leach facilities, is an open-pit silver and gold mine located in Pershing County, Nevada. In 2015 Rochester produced approximately 4.6M troy oz silver (Ag) and 52K troy oz gold (Au) through combined cyanide heap leaching of the Stage II, III and IV heap leach pads with recovery via a Merrill Crowe process plant. Rochester is actively stacking and leaching ore on the Stage III Heap Leach Pad. The Stage III pad contains approximately 70M tons of ore in a valley fill configuration and is forecasted to receive an additional 20M tons of ore by the life-of-pad in 2019. The ultimate height of the pad is permitted to be 400 ft above the liner and solution collection system. Approximately 80 percent of the ore loaded on the Stage III pad is produced from tertiary crushing split from two crushing circuits that produce a nominal 80 percent passing 3/8” product. The remaining material consists of run-of-mine (ROM) from off loads of re-mined waste rock stockpiles. Metallurgical testing of the ore indicates low variability in geologic properties and high variability of both Ag and Au extraction rates for the various particle size distributions. Historically the valley fill configuration provided metal forecasting challenges that could not be predicted as the leach pads grew. Forecasting metal production and leach optimization of the Stage III pad became challenging due to the extreme variation in heap leach pad depth, application of available barren leach solution and the variability of Ag and Au extraction rates for the various ore particle size distributions. To assist with understanding and optimizing metal production forecasting with these factors for the Stage III pad, Hatch developed a spatially-discretized heap leach simulation model using GoldsimTM dynamic simulation software. The model incorporates metallurgical data such as mine planning (tonnages and grade), particle size distribution, ore crushing, ore stacking plan, pad geometry, and both leaching dynamics and kinetics to forecast metal production from a consolidated mine plan."

Mining managers trying to rapidly reduce production costs tend to implement a traditional set of topdown managerial practices: reductions in production volume, employee layoffs, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefits are often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost-cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization's various constituencies with this direction, and motivate and inspire the organization. Cost reduction then becomes a routine task rather than a heroic achievement.

In 1995, mining engineer Alain Gachet thought about using Earth-observation satellite imagery to search for precious minerals. The latest radar Earth-observation satellite, Canada’s RADARSAT-1, had just been successfully launched at the time, creating new opportunities for commercial applications. Gachet was working in Congo Brazzaville as an oil executive and general secretary of Elf Congo for the French national oil company Elf Aquitaine. He understood that the RADARSAT-1 launch promised new and cost-effective sources of data for mineral and oil exploration. “It was early 1996 before I ordered my firstRADARSAT-1 satellite images,” said Gachet. “I was first struck by the quantity of information delivered by the radar images. Linear structures and faults were clearly defined and subtle topographic features were tremendously enhanced,” he said. “It was ‘tree top geology,’ but this kind of information appeared to be key for finding new gold seams.”

In, any open pit mine the ability to make accurate production estimations for the shovel-truck system is an important asset. This is true in an operating mine wishing to estimate production under a set of system modifications (i.e. more trucks, fewer loaders, change in roads, etc.), as well as in the pre- mining planning stages of a property. Many different methods have been proposed for solving this problem; some of the methods rely heavily on "rules of thumb" while others are highly mathematical and require access to a high speed digital computer. Analysis of shovel-truck systems with the use of simulation models is a widely accepted technique within the industry. Through the use of such models it is possible to account for much of the inherent variability of the system and thus produce meaningful results. However, simulation studies are expensive. Formulation and setup of the actual simulation model requires a significant commitment of time and energy. In addition, the cost of the necessary computer runs is often of considerable magnitude.

"The Murum Hydroelectric Project is a 944-MW development consisting of a 145 meter high RCC dam, two 2660 meter long, 9 meter excavated diameter upper pressure tunnels, surge shafts, two 950 meter long 7 even meter OD penstock tunnels and a surface powerhouse. The project is located in the eastern section of the State of Sarawak, Malaysia, about 200 kilometer from Bintulu, in the Rajang Fold-Thrust Belt, an Upper Cretaceous to Upper Eocene fold and thrust belt that extends under most of Sarawak. The Belaga Formation consists of a thick sequence of deep marine sediments currently appearing as steeply dipping strata of thin to thick bedded, fine to medium grained sandstone interbedded with argillaceous rocks, resulting on a “Flysch” type geologic environment. The project pressure tunnels were excavated perpendicularly to these strata resulting on frequent change on rock conditions and behavior, and required rock support. This paper describes the characterization of the rock mass, design of rock support, and incidents during construction. Particularly interesting were convergence issues in Tunnel 1 resulting from Tunnel 2 excavation. INTRODUCTION The Murum Hydroelectric Project is located in the eastern section of the State of Sarawak, Malaysia, about 200 kilometers from Bintulu, and upstream of the Bakun Hydroelectric Project. The project consists of a 145 meter high RCC dam, a 50 meter high intake tower, two nine meter OD and 2660 meter long upper pressure tunnels, two nine meter OD and 175 meter long vertical shafts, two 25 meter diameter and 80 meter deep surge tanks, two seven meter OD and 950 meter long penstock tunnels and four seven meter OD and 50 meter long branch tunnels, two 8 meter diameter to 3.4 meter diameter and 1400 meter long penstocks installed within the shafts, penstock tunnels and branch tunnels ending in a powerhouse with 944 MW installed capacity. LAYOUT OF THE WATERWAY TUNNELS The two waterways tunnels are basically parallel as shown in Figure 1, with each tunnel supplying water to two units in the powerhouse. The tunnels start separated 25 meters center to center, but 250 meter from the intake the separation increases to 35 meters. The tunnels are lined with reinforced concrete until they reach the surge shafts and steel lined from there to the powerhouse. The tunnel profile is shown in Figure 2."

It is a distinct privilege to have the opportunity of addressing this group today. Although I, myself, am not a mining engineer, I have always had profound admiration and respect for those of you who each day live and work according to the tenets of Murphy's Law. Murphy, as some of you may know, was an Irish philosopher whose sole contribution to his field was the observation, "In the mining industry, if anything can possibly go wrong, it will!" You have heard this afternoon a variety of papers, touching on or describing in some detail imminent problems which presently face the coal industry. Many of these problems show no signs of diminishing. Actually, there is good reason to believe that they will intensify as governing bodies pass additional enabling legislation and regulatory agencies adopt more stringent "Rules and Regulations". In many cases, these groups are seemingly oblivious or indifferent to either cost factors or technical problems involved in achieving the desired goals.

The present work is concerned with selective dissolution of niobium from Gabal El Faliq concentrate sample by using fluoridefree process. The chemical analysis of concentrate sample revealed the presence of high amount of ZrO2, Nb2O5, Re2O3, and HfO2 assaying 33.6, 1.99, 4.8, and 1.2%w/w respectively. Several economic minerals including zircon, samarskite, fergusonite, and xenotimewere recorded in the studied sample. About 98%of Nb content was selectively dissolved at the optimumconditions of 1:2 concentrate sample: KOH weight ratio, 2.5 h fusion time, and fusion temperature of 550 °C. Organic solvent extraction process using Aliquat 336S in xylene was effectively used for preparing pure Nb2O5 (98.95%).

Crystals of native gold occur in placer-type deposits. Gold, as a pure metal, is the most malleable metal known; therefore, delicate gold crystal forms should not survive mechanical transport and concentration processes involved in placer formation. To test the hypothesis that the crystalline gold is currently forming in place, two active gold-placer operations and an unmineralized background area in Alaska were examined. At these sites, rock outcrops, soil profiles, and native vegetation were sampled. At one sampling site, the soil was panned and yielded crystalline gold, as well as the more common rounded nuggets. The plants and soils were analyzed for their major, minor, and trace-element contents, especially gold. Two procedures, one a simple demineralized water leach and the other a partial digestion with acetic acid and hydrogen peroxide, were also used to extract gold and various anions from soils. The water-extractable gold ranged from <0.02 to 15.0 ppb Au in the extracting solution. This represents as much as a 104 enrichment in gold over average river water. This extractable gold is probably available to the native vegetation. Gold concentrations in the unashed dry plants from the two placer sites ranged between 0.4 and 106 ppb compared to a background range of <1 to <4 ppb Au. The presence of dissolved organic matter in the soils is thought to be responsible for the dissolution, transportation, and precipitation of gold in these placer soils, and this process is presently active in these soil profiles.

Reclamation of potentially acid producing coal processing waste requires a 4-foot cover, and/or treatment to allow vegetation establishment. If not planned properly, soil covering alone does not prevent refuse acidification or formation of acid seeps. Adequate neutralization enhancement prior to soil covering can maintain an alkaline environment in the soil refuse interface and prevent acidification. Direct vegetation establishment using only limestone amendment (without soil cover) can successfully reclaim aged and weathered fine (Blurry) and coarse (gob) refuse if adequate neutralization treatment is provided for the oxidized surface zone. Acid seeps, representing an "after-the-fact" verification of an imbalance of acid-base equilibrium may also be corrected using upslope alkaline recharge techniques. Concentrated alkaline recharge pools have been constructed above previously soil covered acid gob at the Peabody Will Scarlet Mine to abate acid seeps. Preliminary monitoring results (1989-1992) from a concentrated alkaline recharge pool demonstration project in the Pit 4 area of the Will Scarlet Mine have documented a 50 to 80 percent reduction in acidity in the principal recharge pool groundwater zone. A 22% reduction in acidity has occurred in the primary seeps located downslope from the alkaline recharge pools. The initial improvements in water quality are seen as a positive indication that groundwater acidity will decrease further and amelioration of the acid seep will continue.

At Sifto Canada&apos;s Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

When reading different studies discussing trends in coal mining, it appears that a substantial expansion of output by the year 2000 is predicted, even in the most pessimistic forecasts. Depletion of shallow, easy-to-mine deposits is only a matter of time, and the future average mining depth will increase. The proportion of slope to shaft mines operated during the next decades will change in favor of the shaft mines. Since an increasing amount of shafts in new nine developments seems to be inevitable, it appears appropriate to focus more attention on shaft design criteria. Some valuable papers have recently been published (1) that emphasize geotechnical aspects of shaft design. In the discussion that follows some other aspects of design criteria will be evaluated.
