Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL's residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990's. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

During the 1980's. the Mine Safety and Health Administration (MSHA) proposed new regulations for the use of diesel equipment in underground coal mines, and the National Institute for Occupational Safety and Health (NIOSH) recommended that whole diesel exhaust be regarded as "a potential occupational carcinogen", and that reductions in exposure to exhaust pollutants would reduce excess risk. During the same time, the Bureau of Mines tested new emission control technology to minimize diesel emissions. The objectives of this paper are to discuss the major issues regarding diesel exhaust emissions. especially diesel particulate matter (DPM) , and to highlight emission controls that will be available. DPM is a potential health threat because it is respirable in size and is composed of nonvolatile carbon with adsorbed or condensed compounds. These compounds include potentially mutagenic or carcinogenic hydrocarbons such as polynuclear aromatic hydrocarbons and sulfates. DPM contributes to the degradation of air quality in mines with typical mean concentrations ranging from 0.2 to 1.0 mg/m3. In addition to adequate ventilation, control of DPM can be achieved by implemention of improved work practices, regularly scheduled engine maintenance, and emission controls.

The high-grade Th-U-Y zone is one of the numerous mineralized zones found in the El Garra El Hamra hydrothermally altered syenites in southwestern Egypt. It is characterized by the thorium minerals thorite and thorogummite, which are closely associated with xenotime-(Y). This zone of mineralization is localized in the eastern part of the El Garra El Hamra hydrothermally altered syenites. This zone does not relate to the first phase of syenites that appeared on the surface but is linked to the other, hidden phase of the syenitic body. Additionally, the fluids responsible for the mineralization of this zone belong to the late-stage hydrothermal event as well as the fault action due to the fact that it had continued reactivations for a long period of time. The studied mineralized zone also contains ceriopyrochlore-(Ce),(Ce,Ca,)2 (Nb,Ta)2O6 (OH), fluorite (CaF2) and barite (BaSO4), which are found in considerable amounts, whereas apatite (Ca5(PO4)3F) and chromite (FeCr2O4) are rarely found together with Fe-oxi-hydroxides (hematite and goethite) with a minor amount of jarosite (KFe33+(OH)6(SO4)2). Finally, the main constituent mineral in the zone is the pseudomorph perthite in addition to quartz, which is found as deformed crystals. A technological sample was collected from this zone and was found to assay 4.62 weight percent thorium (Th), 0.37 weight percent uranium (U) and 3.12 weight percent rare earth elements (REEs). From the chemical and mineralogical composition of the studied technological sample, the leachabilities of Th, U and REEs were investigated using sulfuric acid (H2SO4) agitation leaching and pug leaching methods. The latter was found to be preferred under the conditions of 0.54 ton H2SO4 per ton of altered syenite at 110 °C for two hours.

The objective of this investigation was to determine the feasibility of using a high-pressure roll mill (HPRM) to improve the separation efficiency of dolomite from apatite in downstream operations when treating high-dolomitic pebbles. High-dolomite samples from four phosphate mines were used for the test program. The research work plan included sample characterization studies; INSTRON tests to develop preliminary crushing data; high-pressure roll mill evaluations to determine crushing parameters, such as feed rates, rolls speed and gap, and applied torque, pressure and energy; and screen, microscopy, and flotation studies to assess dolomitelapatite separation efficiency. The results of the HPRM tests show that commercial products for all four mines can be obtained. Recoveries of 74-82% of the P2O5 and rejections of 46-83% of the MgO were reported with an specific energy consumption of 0.2-0.5 of that of a laboratory rod mill.

A multimine mineral value chain (MVC) consists of multiple mines in the upstream supplying raw materials to multiple destinations in the downstream. The short-term mine production scheduling problem of a multimine MVC aims to determine the optimal extraction sequence and destination allocation of blocks from all the mines collaboratively to meet the quality and quantity requirements of all the processing plants in each period, subject to all relevant technical and operational constraints of the mining system. It is carried out at shorter scales of days/weeks/months under the purview of long-term production scheduling. An optimal short-term production schedule for MVC involving multiple mines that share the same infrastructure (processing units, stockpiles and waste dumps) requires coordination across the network of mines. Optimizing the short-term production schedules independently at each mine fails to capture the benefit of collaboratively generating schedules for all the mines, resulting in suboptimal schedules. Additionally, in short-term production scheduling, the operations are modeled in greater detail with additional decision variables and constraints to model the more complex multimine MVC situations. This makes the large-scale instances of the problem computationally intractable for standard mixed-integer programming (MIP) solvers. This work presents a customized genetic algorithm (GA)-based heuristic approach to obtain near-optimal solutions to the industrial-scale instances of the short-term production scheduling problem of multimine MVC within a reasonable computation time.

Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer's recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer's own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate. Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. The project involves structural repairs, modifications and new construction requiring underpinning and temporary supports, custom framing details, and construction staging procedures to meet stringent limitations within the operating transit station and around the Columbus Circle street intersections.

PROJECT DESCRIPTION The York Durham Sanitary System (YDSS) Interceptor in the Town of Richmond Hill located just north of Toronto, Ontario, Canada will see the construction of a tunnel extending along 19th Avenue for a length of approximately 3.8 Km from Yonge Street, east to Leslie Street and will have a minimum internal diameter of 2.1 m. t to Leslie Street and will have a minimum internal diameter of 2.1 m. The tunnel will connect into four shafts, for which two of the shafts will be constructed using the slurry wall construction method given the high water table and difficult ground conditions encountered at these locations. The two shafts noted as Access Shaft No. 2 and No. 3 were designed and constructed to meet regulatory conditions, which required a sealed shaft construction method. GEOGRAPHICAL PROFILE The ground conditions in the Toronto region consist predominately of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits, and beach sands and gravels. The shallow geological formation found in the project area consists of four types of deposits: Oak Ridge Morain deposits, Halton Till, Glacial lake deposits and Organic soils. The Oak Ridge Morain is the dominant deposit encountered along the tunnel alignment. This formation consists of three deposits: The Upper Till, Middle Sand and the Lower Till. Standard penetration tests (SPT) carried out in these deposits measured N-values ranging from 2 to more than 100 blows/300mm which indicate very loose to very dense soil conditions. The Middle Sand deposit will be the dominant feature within the slurry wall construction at access shafts 2 and 3. Access Shaft 3 The base of the slurry wall will be 20.5 M below the ground surface. Slurry wall excavation will be within peat and organic soils found at the upper 3 M, followed by 5 M of the Upper Till. The remainder of the excavation will be within the Middle Sand. The piezometric head elevation is found at the ground surface. Access Shaft 2 The base of the slurry wall will be 22.5 M below the ground surface. Slurry wall excavation will be entirely within the Middle Sand 2.The piezometric head elevation is found at 7 M below the ground surface.

Investigation of mined land characteristics, evaluation of irrigation systems and evaluations by the mining industry determined that irrigation is a feasible method for aiding the revegetation of coal mined lands in the western arid and semi-arid regions (Sherman, et al. 1980). The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid-set irrigation. Irrigation should be supplemental by complimenting natural precipitation and should be implemented on a temporary basis. For germination, the vegetation requires application of small amounts of water in a gentle, frequent, and timely manner. For the establishment phase of growth, moisture should be applied and stored in the soil either through pre-irrigation or deep irrigation.

Ore processing requirements in the gold industry are similar to those in other sectors of the minerals industry. In all cases, the processes revolve around the handling of large volumes of ore slurry, incorporating either physical processing or chemical processing steps which are related to distinct mixing application classes as defined in Table 1. From this standpoint, the complexity of the applications range from the simple (blending, solid suspension, etc.) to the complex (e.g., multi-phase reactor systems). The large volume of material to be processed dictates the large equipment size which is characteristic of this industry, and the often remote locations place a premium on both mechanical and process reliability.

The Coteau Properties Co.'s Freedom mine is a surface operation near Beulah, ND that produces more than 13.6 Mt/a (15 million stpy) of lignite. Coteau, a subsidiary of North American Coal Corp., ranks among the largest mines in North America. In 1994, Coteau ranked eighth in annual coal sales, becoming the largest mine outside the Powder River Basin of northeastern Wyoming. However, for the Freedom mine to stand alongside the Powder River Basin heavyweights, Coteau had to overcome several obstacles. These included a coal seam with three-quarters the heating value and overburden-to-coal ratios three times higher than Powder River Basin mines. Coteau's ability to compete has been built around a program of continuous improvements in productivity, cost efficiency and innovation.

The United States produces approximately 40 mil- lion tons of phosphate rock per year. Most of this rock is converted to diammonium phosphate and used as a fertilizer component for the domestic and international agricultural market. Much of this phosphate rock production is concentrated in the southeastern United States, with about half coming from washing and screening operations and half from flotation separation from sand and clay. This paper summarizes current operating practice in the industry and touches on some of the emerging technologies required to solve the problems associated with a diminishing high- grade reserve and the need to implement dolomite/francolite separations on a commercial scale.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

Capital resource budgeting is the way managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects. Managers do this in a manner that maximizes the net present value of the firm's future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components of cash flow. The accuracy and reliabil¬ity of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm.

A gas–solid fluidized bed using magnetite particles is an effective methodology for coal beneficiation in the field of dry coal cleaning. Broadening the size range of magnetite used in the bed decreases medium preparation cost. In this study, a tapered fluidized bed was used to investigate a magnetite particle size range of −0.5 + 0.074 mm. The results showed that a tapered fluidized bed effectively strengthens mixing of magnetite with a wide size range (−0.5 + 0.074 mm). The results of beneficiation experiments indicated that with increasing tapered angle, separation efficiency increased and then decreased. The highest separation efficiency was obtained at a tapered angle of 10°. The optimal results showed that the ash content of the concentrate decreased from 31.82% to 12.33% with a probable error of 0.11, which indicated that a tapered fluidized bed was efficient to improve fine coal beneficiation performance.

A single four feet diameter cell, treating a Cu/Mo rougher concentrate, has been fully instrumented and linked to a Distributed Control System. This has enabled the writers to further understand the mechanics of operation of the cell, particularly that of the "TRANSITION ZONE". This is the volume between the feed port and the pulp-froth inter- face. The results have shown a need for the re-designing the control loops whereby the Transition Zone volume (or pulp level ) becomes the single most important control parameter to achieve the de- sired recovery. Air consumption, previously thought to have played this role, is now kept at precoalescence level s for maximum efficiency.

On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA's predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA's projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Reported- Projected Year (WLM) (WLM) 1975 1.59 5.68 1976 1.84 4.64 1977 1.68 4.08 1 Atomic Industrial Forum, 1976, 1977, 1978. 2 U.S. Dept. of the Interior, 1978.] Table 1 indicates that, even after adjustment to ensure better comparability an apparent discrepancy between Federal inspection results and company reported exposures for 1975-1977 exists; however, the apparent discrepancy diminished over the 3 years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners' average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records.
