China, a globally recognized major mining country, holds one of the largest quantities of tailings pond country in the world. The total number of mines in China has been ranked first in the world. It is a major concern for Chinese safety management to give great importance for tailings pond safety, stability and sustainable development. For the past few years, China has increased efforts to investigate and govern discrete issues of tailings and to carry out a series of special renovation and comprehensive treatment actions to improve safety management levels and to decrease the likelihood of tailings pond accidents. In the end of 2015, China successfully eliminated hazardous tailings ponds and dangerous tailings ponds. Moreover, the total number of tailings decreased from 12,273 to 8,869. However, there are still 1,425 "head-top" tailings that threaten the lower masses’ safety. This greatly signifies the Chinese tailings pond safety, stability as well as sustainable development. In turn, this may improve the Chinese tailings life cycle safety management system and help reach the goal of attaining closed-loop management in the tailings pond life cycle. Based on the summary of the tailings pond accidents in both China and other countries from 1961 to 2015, and by analyzing the types and causes of accident, this paper investigated the successful experiences and effective measurements of British Columbia (Canada) and Australia in the tailings pond life cycle safety management. This paper summed up each country’s tailings life cycle safety management requirements and analysed the characteristics and differences of tailings safety management by comparing 5 aspects: tailings life cycle safety management process, main design parameter, construction requirements, monitoring, and the tailings pond closing management. Based on these observations, this paper suggests some measurements to improve the tailings pond life cycle safety management in China, such as strengthening tailings pond safety management, improving tailings classification, increasing design parameter values, establishing mine reclamation fund, and so on.

"Three major challenges for the mining industry are the minimization of energy use, water consumption and environmental impact. Therefore, any technique that reduces milling waste, decreases water usage and shrinks impact during mine life must be considered a major innovation in mining.To these ends, one of the most impactful developments in mining within the last 10 years has been the expanded use of high technology sensors to create preconcentrations of mine ore (Jönsson, 2014). The most common sensors used are charge-coupled device (CCD) cameras, that allow through a red, green and blue (RGB) coloring system, the separation of minerals with different colors, tones and, in many cases, with differences in brightness.More recently, the development and use of dual energy X-ray transmission (DE-XRT) to enable the separation by atomic density of the constituent minerals within a given rock has become a reality. Within this work, a rapid bibliographical review of the CCD and DE-XRT methods and examples of their usage within mining and the industrial minerals sector are presented.Sensor-based sorting in miningAutomation within mining is one of the industry’s current goals. Sensors of various kinds have been used as steps toward automation in recent years, from improving the safety and productivity of haul trucks through the use of cameras and global positioning satellites (GPS), to the divination of slope failures. Just as with other mining areas, sorting has improved dramatically and made great steps toward automation in recent years (Wotruba et al., 2014).Sensor-based sorting (SBS) uses spectromatic sensors to identify intrinsic characteristics of particles and separates them by either mechanical or pneumatic means into different product streams (Wotruba et al., 2014). SBS can be used with great effectiveness to improve gravimetric beneficiation through the selective separation or preconcentration of run of mine ores (ROM)."

Following closure of an old asbestos mine in Zidani, Kozani Prefecture, Greece, the geotechnical and environmental restoration of the tailings slopes was required. The geotechnical aspects of the restoration included the formation of gentler slopes to increase stability, in combination with drainage works for the same purpose. The environmental aspects of the restoration included covering the slopes with successive layers of soil in order to minimize infiltration of rainwater, and hence the potential for further transport of asbestos fibers, and to provide a suitable layer for revegetation of the slope. The paper presents results of slope stability evaluation using both limit equilibrium and finite element analyses and raises some issues related to reducing impacts to the geoenvironment when designing such restoration projects.

Oriented borehole data provide the means to characterize a rock mass. In this paper, the geomechanical caving potential of a hard rock mine project is investigated. In particular, the influence of random joints to the resulting block size distributions is addressed. The implications of this approach in preliminary investigations on the choice of mining methods are discussed with reference to one site.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon's pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon's pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (15%) of Professor Gershon's pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

The Davis magnetic tube concentrator is a laboratory machine designed to separate a small sample of pulverized magnetic iron ore into magnetic and non-magnetic fractions. It was developed in 1921 by mechanization of a test previously performed manually. (1)(2)(3)(1) No significant changes have been made in the design of the apparatus since that time. The Davis magnetic tube test continues to serve as a practical basis for judging the amenability of an ore to magnetic separation and for controlling magnetic separation plant operations. The apparatus consists of an inclined cylindrical glass tube supported adjacent to closely spaced pointed poles of a powerful C-magnet. (Figure 1). To conduct a tube test, a sample of a suitably prepared ore is poured into the water-filled tube. With wash water flowing through, the tube is oscillated to gradually reject the weakly magnetic ore particles until the desired degree of separation is attained. Both the magnetic concentrate and the tailings may be recovered for examination.

The effect of a lower tin price, due to a current major world surplus of tin metal, is mentioned and covered in some detail. The names and locations of over 100 US firms recovering tin residues are listed. Current smelting and refining charges are included to convert the residues into tin metal and alloy. The impact of the complete with-drawal of the LME daily tin price since Oct. 24, 1985, and the collapse of the International Tin Council, which at one time supported the Buffer Stock Manager, are reported with comments.

An improved mine environment is the single most critical factor affecting the health and safety of workers engaged in underground coal winning. A very important subclassification of this wide field is mine ventilation, which essentially deals with 'mine atmospheric environmental control.' To ensure proper mine atmospheric environmental control, adequate quantities of air must flow through working sections in the mine. In recent years much attention has been paid to the fan and its prime movers, but the efficient use of the fan output in the workings has not received an equal amount of investigation. In mechanically ventilated mines friction losses in main airways often account for 70 to 90 percent of the total pressure loss sustained in the system. Also the leakage losses are a serious detriment to the efficiency of mine ventilation systems. It is not uncommon to loose 60 to 70 percent of the air between the fan and the last open cross-cuts due to leakage directly into the return Proper assessment of these losses in simulating and projecting complex ventilation systems is vital. Network analysis of ventilation systems is not new. Scott and Hinsly (1951) presented the detailed mathematical framework. Since then work has been done in adopting this technique to analog, and within the past few years, to digital computers. Development of computer programs to solve ventilation network problems has been reported in United Kingdom, Japan, U.S.S.R., South Africa, Germany, and the United States. The purpose of these programs is to serve as an experimental mine wherein analysis of proposed alternatives or ventilation planning can be tested. The great power of the computer as a planning tool lies in the ability to input empirical or Projected data into programs with predicting ability. But, however good a computer program is, unless fairly accurate input information is available accurately assessing the engineering factors of the ventilation system, the output will be suspect. Thus, to simulate and project mine ventilation systems, good estimates of leakage and friction factors are important. Yet, relatively little work has been done in the past three decades to determine these more realistically.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. A large body of readily available Na-montmorillonite is present about 24km (15 miles) east of Fallon, Nevada. The clay is comparable to Wyoming Na-bentonite, but with somewhat less MgO and somewhat more Fe2O3 in its crystal structure. The physical and industrial properties of the Nevada clay are comparable to those of the Wyoming clay. The Na-montmorillonite is presently mined for use as hazardous waste barrier material and as a sealant for canals. It may be economically feasible to process the clay material for removal of impurities.

The Eagle Mountain Mine of the Kaiser Steel Corporation is located in the California portion of the Colorado Desert at a distance of about 60 miles east of Indio, California. At the present time, this mine is producing at the rate of 5,000,000 tons of concentrate per year. A total of 1,000,000 tons of ore per year is presently being sold on the Japanese market while the remainder is consumed by the Kaiser Steel Company blast furnaces at Fontana, California. A new Pellet Plant and Concentrator is presently under, construction with completion scheduled for May or June 1965. This plant will have a rated capacity of 2,200,000 tons of pellets per year and essentially all of this production will be sold to Japanese steel companies.

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. A kinetic model for batch leaching of various metals with different lixiviants has been developed. Overall material balances for reactants and products at the solid/liquid interface were formulated with various types of heterogeneous reactions in place at the interface. The solutions to these mass balances have been identified analytically as well as numerically using a Runge-Kutta method. Applications of these numerical solutions to various leaching systems using the rotating disc or powders have been discussed. Examples of the metal dissolution systems considered in this study include cobalt, nickel, copper and gold in acid, cyanide or ammoniacal solutions.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

The definition and shortcomings of traditional cutoff grades are discussed. The concept of optimum cutoff grade policy which maximizes the Net Present Value (NPV) of annual cash flows coming from a mining project is introduced within the basic framework outlined by K. F. Lane. Several examples are used to demonstrate the shortfalls of cutoff grade policies obtained by various heuristic optimization techniques. An algorithm to obtain an optimum cutoff grade policy which maximizes the NPV of a project is given and described in detail.

The separating efficiency of a flotation column is largely limited by the degree of backmixing of tailings into the froth zone, and its recovery is limited by the degree of short-circuiting of feed to the tailings. Current columns are typically made very tall, on the order of 30-40 feet, in order to limit the effects of backmixing and short-circuiting. These effects can also be reduced in a much shorter column, provided that the flow in the column approaches plug-flow. In this work, horizontal baffles were shown to improve the performance of a 6-foot tall laboratory-scale flotation column treating a difficult-to-clean, heavily oxidized coal. Tests with variation in the position of the baffles showed that for the greatest benefit, baffles are needed both above and below the feed inlet. Tracer tests with a fluorescent dye water tracer showed that the addition of the baffles reduced the amount of feed water entrained into the froth at any given coal recovery.

Coal mines in the Illinois Basin have not engaged in pillar recovery for many decades. In large part, this is due to the exceptionally weak nature of much of the roof in the region. But, as room-and-pillar mining is conducted at greater depths, and larger pillars become necessary, recovering them becomes more attractive. Recently a western Kentucky coal mine became the first in recent times to successfully employ full pillar recovery. This paper describes the many challenges that were overcome during the process. From the beginning, the focus was on protecting the miners from roof instability, using cable bolts, mesh, mobile roof supports (MRS), and engineered final stumps. Two short test panels were extracted first, and the results were used to adjust the support pattern and mining sequence. Further adjustments were made based on subsequent experience. To date, seven panels have been recovered without a ground fall injury.

Equations for power draft, capacity and work input for predicting the performance of industrial grinding mills are derived based on torque measurements using a laboratory instrumented mill. These derivations are based on mechanical principles and on the first-order kinetics of the grinding process. Rittinger's, Kick's and Bond's laws express work input as work index (Wi) times a particle size function. It is proposed that these laws are only particular cases of more general expressions having the particle size function raised to an exponent, i.e., the work exponent (We). Case studies illustrate the excellent prediction of the Wi - We models compared to the three mentioned laws, and, from the data, the corresponding general mill-sizing equation is derived. The purpose of this paper is to describe the possible application of two relatively new technologies: flat load cells, and improvement seeking computer programs (referred to in the literature as heuristic programs); to a very old problem, inventors control of ball mills. The combination of these two technologies seems most applicable to grate discharge mills operated closed circuit. It is possible that other applications such as controlling the inventory of autogeneous mills might also be found. Direct control of ball mill inventory has been the goal of a number of investigators over many years. Many patents and articles on the subject have claimed success, but operating installations are hard to locate. An excellent review of the advantages and problems of direct inventory control is contained in an article by Oswald and Ziegler (1). Figure 1 is a conventional representation of throughput vs. inventory with other factors such as slurry consistency and rock twee held constant. There are common sense, physical arguments? and experimental evidence supporting the existence of a unimodel curve of this twee? though direct measurement of the shape is difficult and how it moves as rock type changes is riot well known. Figure 2 represents the problem faced by all mass measurements of inventory, a tare weight of about 25 time the inventory mass.
