There are many potential pitfalls in the commercialization of innovative technology, and the failures often are remembered longer than the successes, thereby serving as deterrents to subsequent attempts. Given the dependence of the mineral industry's future on effective innovation, it is essential that we understand the causes of failure. Case histories are presented and the out- comes are analyzed in terms of the driving forces for innovation and the steps taken during development. Industry's current attitude toward and capacity for technological innovation are discussed, and a methodology is suggested for predicting successful innovation.

A common problem in mineral processing and chemical engineering is the need to estimate flow rates and/or weight ratios involved with engineering operations for which it is inherently difficult to directly measure stream weights. Simple examples of this situation include stream separators (a classifier operating on a particle flow) and stream mixers (the mixing of new feed and circulating load in a ball mill circuit). Often in these types of operations, it is possible to sample the streams involved to get approximate component analyses (e.g. size distributions of solid streams, chemical composition of chemical streams). In this paper various formulae are developed which can be used to estimate stream flow rates or weight ratios given information on the stream components. The type and level of experimental error present in the stream component analyses does have an important bearing on the numerical values (and reliability) of the weight ratios calculated by the various formulae. A simple but theoretically sound method is shown for selecting appropriate estimation formulae for any given engineering operation. The derived formulae are applied to sets of experimental classification data for illustration purposes.

This paper is an overview of approaches to assessment of ore grade for gold and the platinum group at the exploration stage of a project. Proper sampling techhniques must be complemented by good assaying. In turn, correct assaying has its roots in thoughtful, systematic sampling and sample preparation procedures. While intricacies of the subject matter could occupy a book, we will comment on acceptable sampling approaches, outline a lab hand- ling scheme, and discuss preferred analytical methods. Pitfalls previously encountered by the mining and exploration industry will be highlighted with emphasis on a perceptive under- standing of the nature of ore occurrence. Lastly, focus will be centered on reliable assay approaches.

ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. Introduction In April 1998, AIS Sommer GmbH of Germany delivered the first laser-induced fluorescence (LIF) analyzer to the mining industry. LKAB's Kiruna iron ore mine in Sweden shared the costs and the risk of building the prototype. This marks the beginning of LIF analysis as a technique for quality control in mining and mineral processing. Photoluminescence analysis is well established. In most laboratories, fluorescence spectrometers are standard equipment for quality or pollution control. LIF is being used in several applications, including combustion studies and particle image velocimetry. However, it has mostly been used in laboratory environments. The availability of rugged lasers for industrial use brings this powerful tool to the forefront of production, even in the rough conditions found in mining and minerals processing. Laser-induced fluorescence Basics. Fluorescence of naturally occurring minerals has fascinated man since scientific investigation of this phenomenon commenced about 200 years ago. However, importance in industrial application and peripheral activities. Hand sorting of ore under ultraviolet (UV) lamps is seen as an archaic method. Long gone are the days when geologists set out at night with UV hand lamps to find valuable ore deposits, especially those of tungsten. Today, fluorescent minerals are considered collectors' items and museum exhibits. In the late 1960s (Hemphill, 1968) and during the 1970s, attempts to use lasers for excitation of fluorescence in minerals led to the development of an airborne fluorosensor (Seigel and Robbins, 1980). However, this prospecting technology did not gain industry acceptance and vanished from the market. During the past seven years, ongoing research of the LIF of minerals resulted in new findings that give good reason to revive the interest in fluorescence and its use in the mineral industries (Broicher and Zydek, 1995; Broicher, 1998). Fluorescence is defined as the short-lived form of photoluminescence, in which matter emits visible radiation during and after irradiation with light – the fluorescence generally being of a longer wavelength than the irradiation. Fluorescence of matter is described by: • the absorption spectrum, • the emission spectrum, • the decay curve and • the quantum efficiency. The absorption spectrum shows the fluorescence intensity in a fixed spectral band as a function of the excitation wavelength, while the emission spectrum shows the fluorescence intensity at varying emission wave- lengths for a fixed excitation wavelength (Fig. 1). The decay curves describe the exponential decrease of the fluorescence intensity with time. The quantum efficiency is the ratio of irradiating energy to emitted energy. The favorable economics of conveyor based haulage, especially in moving large volumes. has long been acknowledged. This has given impetus to significant developments over the last two decades in conveying systems and equipment. Such developments have resulted in improved equipment and system reliability, versatility and mobility. The present writing presents conveyor systems and their variations. Long overland conveyors of various profile and plan layout are considered along with various typical support systems. This includes discussion of horizontally curving, two-way and booster driven conveyors. High Angle Conveyors-[HACs] are reviewed, citing in-pit as well as plant application. Finally, several important advances in idler and in pulley design are presented.

A fairly complex analysis is required to select, or evaluate a piece of excavating and bulk handling equipment and obtain its performance. At present there is little agreement as to what specific points should be considered, and even less on what procedure to follow. This paper provides both of these in a consistent and direct form. The analysis applies to all types and sizes of equipment from the bulldozer and the continuous miner, to the B.W.E. The importance of the equipment characteristics, job activities, and work conditions are stressed and separate analytical stems are established in a flow chart for these. They are combined using suitability tests in the following steps: 1) problem statement, 2) natural conditions, 3) suitability guidelines, 4) appropriate equipment types, 5) operational activities, 6) encumbered space, 7) geometric design, 8) equipment sizing, 9) failure and limits, 10) performance and consumption, 11) public policy checks, and 12) costs and profitability. Public policy and economics while considered throughout receive emphasis towards the end. The procedure is iterative, containing distinct feedback loops. Specifying the steps and sequence provides a necessary structure which has long been overdue.

Frontino, a municipality in western Antioquia, Colombia, has more than 200 years of mining tradition. Currently, mining activities are carried out for lode gold using subway tunnels, where the grinding of the material is done in "cocos", whose energy depends on internal combustion engines and ACPM, environmentally polluting and inefficient methods. In accordance with the Sustainable Development Goals as an initiative developed by the UN, different mining methodologies that are aligned with these are constantly being analyzed. This study proposes to eliminate the use of hydrocarbons in artisanal mining, mainly promoting Sustainable Development Goals 7, 9, 11, 12, and 13. This will be achieved through an energy transition to renewable energy sources that take advantage of the topography and water resources of the area, providing advantages to the communities that live there, such as lighting, electricity for cooking, ventilation for mines, etc

An expert system is a computer system that performs tasks that are considered by most people to require human expertise. Since their functioning relies heavily on large bodies of knowledge, they are often referred to as knowledge-based systems. These systems can contain the skill and knowledge of an individual human expert or the combined knowledge of a group of experts. The knowledge embodied in an expert system can consist of specific facts, HSHA regulations, heuristics or rules-of-thumb used by the expert, and databases. The purpose of this paper will be to introduce the participants in the ?Increase Competitiveness Thru Innovation? session to expert systems. This introduction will enable the participants to better appreciate the balance of the papers to be presented in this session. These papers will deal with specific mining problems and a proposed innovative solution. This paper will discuss such topics as problem-solving paradigms, rules of inference, knowledge representation, and the structure of expert systems.

"Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. A characteristic common to most tailings dam failures caused by earthquakes or excessive rain storm is that the tailings tend to liquefy and flow for substantial distances as a viscous fluid, with the potential for extensive damage to property and life. Failures of El Cobre, Chile (1965), Mochikoshi, Japan (1978), Aberfan, Wales (19661, Buffalo Creek, West Virginia (1972) are examples of such catastrophic incidents. In these four incidents more than 400 lives were lost, and the loss of property was approximately $200 million. In order to be able to assess the potential for damage in case of such a failure, it is necessary to predict the possible extent of flow slide movement. This paper discusses simple procedures for performing such analyses. Also, in order to illustrate the use of these analysis procedures in tailings dam design, two case histories are analyzed.

Thousands of miners, construction workers, and truck drivers are exposed to diesel exhaust particles. Diesel Particulate Matter (DPM) is a probable human carcinogen and stringent occupational and environmental standards have been established or are planned worldwide. Modifications in fuels and diesel engine designs have reduced emissions, but may not be enough to comply with the tightest standards. Post-combustion aftertreatment devices are likely necessary for many engine operators. However, even the most common and well studied aftertreatment devices fail from time to time. The objective of this study was to design, construct, and test an electrostatic aftertreatment device to treat DPM. An electrostatic precipitator (ESP) was designed and constructed to capture DPM from diesel exhaust, and different configurations were tested to optimize its performance. DPM was produced by a 6 kW diesel-powered electric generator and directed to the ESP through a short section of galvanized steel pipe after the muffler. Number and mass removal efficiencies were measured with a condensation particle counter (CPC) and by sampling through a stainless steel cassette and collecting the DPM on Teflon filters. Particle size distributions were measured with and without control using a 6-stage cascade impactor. The experiments were performed with the engine running at idle and also at medium load. The results show that our first generation ESP provides 60 percent mass removal efficiency, and up to 80 percent number removal efficiency. Power consumption was generally low, about 20 to 30 watts, to achieve these levels of performance.

In recent years, tellurium has been extensively used in the manufacture of semiconductor materials. For this type of application, high-purity tellurium is required. Selenium, lead and silicon are usually the main impurities in tellurium. During the electrolytic refining of copper, tellurium gold and silver are collected in the anode slimes. A pyrometallurgical treatment is used to recover gold and silver from the decopperized anode slimes whereas tellurium is oxidized and skimmed off from the refining furnace as a Na2CO3-based slag. In the slag, tellurium is present as sodium tellurite (Na2TeO3), which is further water-leached from the slag. The first step in the conventional process for tellurium recovery consists of the precipitation of the tellurium contained in the leaching solution as tellurium dioxide (TeO2). The solid TeO2 is then dissolved under acidic conditions for its further reduction with sulfur dioxide gas (SO2). In this paper, an alternative route for tellurium production is presented in which a sodium tellurate [Na2TeO4] intermediate is obtained by oxidation of the sodium tellurite in an alkaline solution following the water leaching step. Sodium tellurate is then dissolved in acid media and high-purity tellurium is obtained by reduction with SO2 gas. Experimental tests under laboratory conditions indicate that the novel process yields higher precipitation selectivity for tellurium than the conventional process. A comparison of its efficiency concerning impurities co-precipitation with respect to the conventional process is discussed.

The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

This Paper will deal with Bucketwheel Suction Dredging and its particular relationship to mining applications. There will be comparisons with other methods of suction dredging and descriptions of two recent bucketwheel installations in the mining area. The Directory of World Dredging Fleets published in the `larch 1984 edition of World Dredging magazine shows that there are about 1.000 conventional Cutterhead Dredges listed throughout the world with 289 in the United States. There are 242 Bucketline Dredges listed throughout the world of which only 6 are in the United States. These figures are not completely accurate because several units are known to the author that are not on the list and, of course, there may be others.

Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. Joy Mining Machinery has developed a new generation of ultra-heavy shields for Anglo Coal Australia?s Moranbah North Mine in the Bowen Basin region of Queensland. These are the largest two-leg longwall shields yet produced by Joy. The longwall at Moranbah North posed a number of challenges, among them a thick, inclined, sometimes undulating seam with increasing depths. The result of this was the need for larger, heavier, more powerful roof supports. Knowing that future longwalls would be going deeper, mine management determined that shield yield ratings of at least 1,750 t (1,930 st) was what would be required.

The US Mine Safety and Health Administration (MSHA) developed a model to estimate diesel particu¬late (dp) exposures in underground mines. The estimator uses in-mine measured dp concentrations or engine manufacturers' standardized emission data. Through a series of calculations, full-shift dp concentrations are estimated by applying standard engineering principles of ventilation, control technology and work cycle. This model, in the form of a computer spreadsheet, provides the mining industry with a method for estimating dp levels and determining the impact of various diesel particulate controls on occupational exposures to dp in underground mines. A detailed description of the estimator and several examples demonstrating the results are provided.

The Pyrometallurgical refining stage of ferronickel manufacturing produces a slag rich in iron and nickel, which is usually further processed for metal recovery. The recovered material is returned to the refining or smelting stages, depending on the amount of impurities. A series of tests was carried out on the Mineração Morro Azul refining slags, aiming at the recovery of the metallic particles through physical processing. Minor changes in the process showed improved results. This paper compares the textures of these slags after being cooled at ambient temperature and granulated under water at high pressure and flow. It concludes that the cooling process is intimately connected to the work index of such slags, thus resulting in direct impact in operating costs.
