From 1993 through 1999, Cyprus Amax Minerals successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized and an environmental issue was appropriately remediated. The projects stretched over three continents: from arctic Russia to the Atacama Desert, from sea level to an elevation of 4,900 m (16,00Oft), from city suburbs to remote wilderness and from a low of US$130 million to more than US$ 1billion. The operations included open-pit and underground mines, mill and leach facilities and involved gold, copper, molybdenum and coal. The diversity of these projects inspired Cyprus Amax to create a "best-practices” project-management protocol to steer corporate expansion in the new millennium. This paper summarizes these best practices, while highlighting the project-management pirfalls to avoid.

OCI Wyoming mines two flat-lying trona seams that are 3- to 3.5-m- (10- to 11.5-ft-) thick, about10 m (33 ft) apart and 250-m- (820-ft-) deep at its Big Island Mine in Wyoming. Continuous miners and a yielding-pillar system have contributed to improvements in resource recovery and productivity. The use of yield pillars minimizes the stresses transmitted from the upper to the lower seam. However, yielding must not impact the good, long-term stability needed to prevent subsidence for a large portion of the mine beneath the Green River channel.

Biohydrometallurgy originated, some forty years ago, from an environmental problem, namely the serious pollution of the Ohio river by acid drainage water coming from neighboring subbituminous coal mines. Studies aimed at elucidating the cause of the intensive oxidation of the iron sulfide (pyrite) inclusions of those coals, led to the discovery of a bacterium, Thiobacillus ferrooxidans (Temple and Colmer, 1951), capable of acting as a catalyzer, accelerating the otherwise very slow chemical oxidation of iron sulfide to rates many orders of magnitude higher. However, it is now recognized that the biotechnology of microbial mining dates back to 1963, when the ability of this bacterium to solubilize copper from sulfide ores was ascertained (Razzell and Trussell, 1963). Much research has been carried out on biohydrometallurgy over these last 25 years and is still being actively conducted all over the world. The interdisciplinary nature of this young branch of science and technology is reflected by the variety of experts involved: microbiologists, mining engineers, hydrometallurgists, physico-chemists, mineralogists, solid-state physicists and biochemists. This intensive research effort has provided a solid background on the fundamentals of this technology, although many important issues have still to be solved, amongst which the enzymatic mechanisms controlling biocatalysis of mineral sulfides dissolution, the influence of bulk- and surface solid-state physics of metal sulfides on dissolution mechanisms, the interaction of the various strains composing natural microbial floras. Their elucidation should permit the rationalization of biohydrometallurgical techniques and the optimization of commercial processes. Biohydrometallurgy has already achieved satisfactory results: copper recovery from submarginal copper sulfide run-of-mine ores (i.e. assaying less than 0.3% Cu) by in-situ, dump and/or heap leaching is successfully practised in many countries and uranium recovery through bioleaching is competitive with other leaching processes.

"In order to control Quaternary loose layer settlement in East China, there are monitoring results based on the 3 water level observation holes and 7 sand layer of fiber Bragg grating (FBG) strain sensor. Un-der the conditions of upper group water injecting to lower group of loose layer, the deformation characteristics of upper, middle and lower group of loose sandy soil layer changing with time and relationship with the water level are studied. The constitutive relation of stress-strain is also studied at different sand layers. Research results show that using water injecting from upper group into lower group of loose layer can ease the loose layer compression deformation. With the water level dropped, in East China soil creep deformation occurred, which accord with viscoelasto plastic model. The deformation of lower sand group has clear later effect and no direct relationship with water level. The results provide an important basis for the study East China stratum settlement model and water management. INTRODUCTION Ground-surface subsidence is a common geological disaster, which has the features of continuous, changing slowly, concealment (Y.P. Yin et al. 2005). Today, due to underground mining and constructions in formation compression, surface subsidence is wide-spread in the world, which is the environmental geological problems in the worldwide that cannot be ignored (Y.Q. Xu et al. 2006, D.L Gallo-way et al. 2000, Qiu, B. et al. 2011). The eastern region of China has generally geological disasters in coal mine geological caused by the thick loose layer settlement like as mine shaft failure. Stratum dehydration consolidation is a major cause of loose layer settlement (H.Y .Liu et al. 2007). A method of water injection using ground water to stable water level is proposed, which can effectively control the loose layer caused by compression settlement(J. Chai et al. 2012&.2013). Accurately knowledge the characteristics of strata deformation is the premise of settlement management (Q.C. He et al. 2006). Previous re-search (J.F. Miu et al. 1996, X.Y. Gu et al.1998, Y. Zhang et al. 2006), mainly studies are focused condition of the city pumping irrigation, de-formation characteristics of middle and up loose layers. On a group of aquifer in East China, the loose layer losing water is caused by coal mining, bottom water drainage and overlying strata water flowing fractured zone hydrophobic induced by mining, which the dehydration conditions have great difference from one to another. The Position of water loss is centralized in bottom aquifer, and the formers of ground subsidence geological environment and settlement mechanism are different. According to the study of stratum settlement, usually the de-formation of sand layer is ignored(C.H. Liu et al. 2004), but few studies show that the sand layer have the plastic deformation, and contains the creep deformation, water content of sand soil may become the main settlement layer (Z.X. Wei, 2002, C.H. Liu et al. 2004)."

Ground falls (roof and rib) have historically been responsible for nearly 50% of all fatalities in bituminous underground coal mines. In recent years, the number of some annual ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, the twin disasters at Crandall Canyon in 2007, in which nine miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990s, these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents since 2005. Progress has also been made in pillar recovery, where there has been just one fatal incident since 2005. On the other hand, more than 300 miners continue to be injured each year by rock falling from between supports and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities available technologies such as roof screen, rib bolting and inside control roof bolters could reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety.

Separation of particles on a table deck* results from differences in specific gravity, plus a number of other interrelated phenomena: size of particles; shape of particles; stratification (consolidation trickling); and hindered settling. The effective use of these factors may be controlled and aided by the following table adjustments: differential action of the drive or head motion; speed of motion; length of stroke; side tilt; end elevation; size of deck area; shape of deck; character of deck surface; riffle design; amount and distribution of wash water; feed water-to-solids ratio; feed rate; and feed uniformity. The typical concentrating table used in the US coal industry is essentially a rhombohedral-shaped deck supported by a suitable subframe. It generally slopes in the direction of the short axis, tilts upward at the refuse end of the long axis, and is differentially reciprocated in the direction of the long axis. This head motion tends to move the particles longitudinally toward the end of the table. At right angles to this movement, wash water (distributed along the high side of the table) tends to move particles down the slope parallel to the short axis of the table. Hence, the natural path of a particle on a concentrating table is from the feed box corner to the diagonally opposite corner of the deck (Fig. 1). There is a natural tendency for heavier particles to sink to the deck of the table and for lighter particles to stay nearer the surface. As a consequence, the heavier particles are carried further along the longitudinal axis since, being on or near the surface of the deck, they are more affected by the table's reciprocating action. The lighter particles, being at or near the top of the moving bed, travel slower in a longitudinal direction and thus separate from the heavy particles. Wash water and the diluting water in the feed cause lighter gravity particles to move down the short axis of the table. The feed material then fans out from the feed box, where it enters onto the table with heavy gravity particles moving in one direction and lighter particles moving in another. By properly adjusting all of the previously mentioned factors, a clear-cut separation is possible between high- and low-gravity particles, or between refuse and coal. Riffles are of great importance to tabling. They create considerably more capacity than is possible with smooth decks, and they are responsible for better separation accuracy. Particles in their downward movement along the deck's slope are delayed behind the riffles. Hindered settling, consolidation trickling, and other phenomena occur as the particles tumble over the riffles and stratification ensues. The heavier particles settle to the deck of the table and are trapped behind the riffles, thus insuring their positive movement toward the end of the table. Since stratification and separation of particles are not complete as a result of any one riffle, a series of riffles are used. The cycle of stratification and hindered settling is repeated from riffle to riffle. The result is purer products as particles fan out and progress forward and downward over the table. The smallest, heaviest particles stratify downward to the surface of the deck more quickly and are carried out by table movement toward the refuse end at a faster rate than coarse, heavy particles. I commend the authors on examining an interesting method of shaft lining and attempting to improve safety in a dangerous environment by remotely installing the shaft lining. It is important, though, to not trade off shaft lining safety for long-term mine safety by lining an intake shaft with combustible material. In many operations, the mine utilities are installed next to the lining of the intake shaft, supplying a possible ignition source if damaged or overloaded. Although the polyurethane studied in the paper is of relatively high density, no mention is made of the flame retardency of the samples. When exposed to heat, small amounts of polyure¬thane will melt and bum but are extinguished when the heat source is removed. If large surface areas of combustible polyurethane - a tunnel or mine shaft - are exposed to ignition heat sources that are not removed or extinguished early, an uncontrollable, fuel rich fire may result with high carbon monoxide levels, low oxygen concentrations, and greatly increased burning rates that can have devastating effects on the ventilation system and miners' safety.

The oxidation of sulfide minerals at an ore transfer location in Western Canada has resulted in widespread contamination of underlying soil and groundwater. The oxidation of sulfide minerals has released sulfate [SO,] and heavy metals including cadmium [Cd], copper [Cu], nickel [Ni], lead [Pb], and zinc [Zn] into the groundwater. A compost-based sulfate-reducing reactive wall was installed in the path of the plume in an attempt to reduce the potential impact of the heavy metals on a down-gradient marine inlet. Monitoring of the reactive wall over a 21-month period has shown that Cu concentrations decrease from over 4000 ug/L to less than 5 ug/L. Cadmium, Ni, Pb, and Zn concentrations also show similar decreases with treated concentrations generally being observed near or below detection limits.

Rock slope failures in the Great Smoky Mountains of Tennessee are a continuing problem. A study of the geotechnical factors affecting such slopes was conducted in this geologically complex region. Seven rock slopes, five of which had undergone failure, were identified and mapped. Other parameters were mapped in addition to the standard geologic and geometric parameters. These were joint frequencies across and down the slope, and surface hardness from Schmidt hammer tests. Regression analysis on the various data revealed that Schmidt hammer hardness correlates very well with joint cohesion back-calculated from failure geometries. This approach suggests an alternative means for estimating joint strength.

This paper will review thickening theory, from the ( ) of the practicing engineer, with particular emphasis on ( ) uncertainty or disagreement. It will attempt to outline broadly what we know and what we don't know. This should serve two purpose First, it will warn the process engineer where he might get into trouble. At least it will alert him to the risk involved in uncritically accepting any of the recommended design procedures. Second, it will identify for researchers some areas in which further work might be fruitful. Not too many years ago there would have been little to write on such a subject. We had been designing thickeners for decades, using the classic Coe and Clevenger procedure. As far as we were generally aware, they all turned out to be about the right size. And so if there was anything we didn't know, It certainly wasn't hurting us much. Today we know better. While it is true that in most cases units designed by the Coe and Clevenger procedure (1) will perform satisfactorily, we now know of cases in which they don't. And during the past few years there have been many developments and advances in basic thickening theory. So there is now a lot more room for disagreement, and a whole lot more to be uncertain about. What is "thickening" "Thickening" means different things to different people. For this paper we define it to mean sedimentation behavior characterized by line settling. Solids subside with a clear line of demarcation between settling solids and supernatant. Although the supernatant will usually be clear, in some cases it may be turbid. Line settling must entail that all particles just below the pulp-supernatant interface have the same subsidence rate, so that

The growth of solvent extraction in Chile has been astonishing during the last years and has been established as a very successful technology. However, there are still limitations that must be improved, mainly, the problem of carry over from one phase to the other and the losses of organic reagent associated with the crud formation. These are problems that our company has been taking care, solving them with high efficiency and low costs, allowing important increases in the copper output of our plants and capital savings by means of the optimization of the use of nonproductive units in the SX plants.

Fourteen reagents that are potentially capable of chelating with a metal ion on the surface of the major copper sulfide minerals and pyrite were evaluated for their effectiveness in floating these sulfides. The reagents studied fall into the classes of mercaptobenzole mutations, thiouronium, thionocarbamates, thiourea, imidazole mutations, oximes, hydroxyquinoline and xanthogen formate. The best overall copper sulfide collector was an imidazoline (1-Hydoxyethyl - 2-Heptadecenyl), but it also proved to be an excellent collector for pyrite. Its potency as a pyrite collector can be reduced by structural alteration, but at some loss in its collecting power for the copper sulfides. The effectiveness of many of these potential collectors can be changed by minor alterations to the collector molecule and, to a lesser extent, by pH adjustment. The general order of mineral floatability with these reagents is chalcopyrite = chalcocite > covellite =bornite >> pyrite. The flotation of malachite is generally similar to that of the copper sulfides, indicating the special effectiveness of copper in the crystal lattice for collector attachment.

Precast concrete segmental tunnel linings have been used since at least 1903. More serious attention was devoted to them in England during the World War II steel shortage and they have become increasingly common since that time. They are now coming into common use in the United States, especially as primary linings for soft ground tunnels and for rock tunnels in poor ground, although they have also been used as final lining, especially in rock tunnels. The developmental logic, design considerations, and current practices are examined. Particular attention is given to unbolted linings, with and without secondary linings. Probable future developments are considered.

Froth flotation is now, the most commonly used method for cleaning fine-coal fractions in coal-preparation plants. Past research and industrial practice have demonstrated that froth flotation achieves excellent separation efficiencies for fine coals having only a small fraction of middling particles. However, the efficiency of froth flotation decreases sharply as the concentration of middling particles increases. This is due to the flotation of high-ash particles that have a small amount of hydrophobic coal present at the surface. Because gravity-based processes are much more efficient for the treatment of middlings, the application of centrifugal washing for fine-coal cleaning was studied with an emphasis on the primary cleaning of fine-circuit feed. Results are shown of a parametric study that used a semibatch Falcon centrifugal concentrator. The results of the study revealed that separation performance is a function of particle size, bowl geometry, feed solids content and feed rate.

The concentration of low grade iron ores to pellets or sinter fines suitable for blast furnace feed or direct reduction is highly energy intensive and costly in terns of both size reduction and separatory processes. Large equipment with high throughputs are required to make the fine grinds and multi-stage separations economical. Control of these circuits is essential to producing a high grade product. As a result, iron ore concentrators possess some of the more sophisticated instrumentation for process control in the mineral dressing industry. These instruments must characterize flowstreams of up to 8,000 gpm where 80% of the particles are less than 50 µm. The past decade has been one where enormous strides have been made in automated control of iron ore plants. This paper reviews state-of- the-art control systems for crushing, grinding, magnetic separation, froth flotation and sizing/classifying circuits. Trends toward computerization and plant automation in response to a dismal outlook for North American steel production are also examined.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. INTRODUCTION In June of 2004, at the North American Tunneling Conference in Atlanta, an all-day workshop was conducted to review the application of Geotechnical Baseline Reports (GBRs) for underground construction. The moderator for the program was Bart Bartholomew, former President of Fruin Colnon Construction Company. The program involved commentary by a panel of engineers, owners, contractors, and legal representatives within the North American tunneling industry, as well as an extended audience discussion. The panelists were: Peter Douglass, President, Peter Douglass, Inc. Randall Essex, Executive Vice President, Hatch Mott MacDonald Joseph Gildner, Deputy Director for Technical Services, Sound Transit Randall Hafer, Esq., Kilpatrick Stockton Robert Fitzgerald Esq., Watt, Tieder, Hoffer, & Fitzgerald Kirk Samuelson, Senior Vice President, Kiewit Construction Group DEVELOPMENT OF PROGRAM FORMAT The focus of the program was to assess the state of the practice in the preparation of GBRs, and to discuss improvements that could and should be made with regard to their preparation, interpretation, and application. The approach used to achieve this focus in the broadest possible way was unique, in that it involved the panelists’ preparation of the workshop format and materials months before the presentation of the workshop. First, each of the six panelists was selected by the moderator based on their reputation and involvement in their respective fields of expertise, taking care to maintain balance and contrast within the collective pool of talent assembled. Following selection and agreement to serve on the panel, each panelist was asked to independently submit to the moderator a list of the six most pressing issues involving GBRs that they each frequently encountered in their individual professional experience. Each was asked to rank their issues in descending order of perceived importance. This process resulting in a pool of thirty-six potential or “candidate” issues for use in the workshop program. Contrary to the moderator’s expectations, there was surprisingly little duplication among the thirty-six issues submitted.

This paper deals with the effects of air leakage from intake to return airways through a series of stoppings on the analysis of coal mine ventilation. The mathematical model which assumes continuous leakage along adjoining intake and return airways is reviewed, and a new mathematical approach is presented based upon the concentrated leakage through individual stoppings. The procedure incorporating the new method in the analysis of coal mine ventilation networks is also discussed.
