The continued decline In the production of synthetic soda ash (sodium carbonate) due to high costs and associated environmental factors, has improved the world demand for natural soda ash. The largest resource of natural soda ash is the mineable trona deposits of Southwestern Wyoming. Wyoming trona, a lacustrine evaporite of Eocene Age, is mined by five producers which process over 90% of the United States and 20% of the worlds soda ash. Total world consumption of soda ash is forecast to grow 1% annually. Increased expansion into foreign market's is absorbing the domestic overcapacity.

INTRODUCTION The rapidity of onset, rate of increase, and magni¬tude of loads in an underground support system can be measured using load cells or pressure cells, whichever is appropriate to the type of support. These instruments should be installed at the various instrumented station locations immediately after excavation. If the loading of a member is of interest, the load should be measured, whereas if the deflection or strain of a member is of interest, the strain should be mea¬sured. It makes as little sense to use a load cell to allow computation of strain as it does to measure the strain and then back calculate the load. Tunnel steel set de¬signers today invariably rely on the early work of Karl Terzaghi, the basis for which is load, so load measure¬ment should be the main concern. The current trend of using strain gages on steel sup¬port systems stems from the inability by some to eval¬uate unusual loading conditions caused by uneven block¬ing. In fact, uneven blocking will obscure almost any attempt (whether with load cells or strain gages) to properly evaluate support performance. The load curve in Fig. I shows the development of a characteristic early peak load sometimes called the "rear abutment load" seen in many underground open¬ings. It is thought that the peak reflects the coupling of the rock and the support system, and that the magnitude will increase until some yielding, or minor failure, of the support system occurs. At that time, the slight deforma¬tion of the support system promotes the formation of minute shears in the opening walls, and these shears tend to distribute stress between the support system and the adjacent rock in proportion to the relative rigidity of the support elements and the rock. In normal rock, as a result of this stress redistribu¬tion, subsequent load magnitudes generally do not reach the magnitude of the early peak load. In physically unstable (squeezing) or chemically un¬stable (swelling) rock, however, the loads experienced after passage of the early peak load may in fact show a slow, continuous increase. One of the very important purposes of load instrumentation is to provide the means for recognizing such long-term adverse trends, thus enabling the proper remedial steps to be taken. Another purpose of load instrumentation is to pro¬vide a comparison between the magnitudes of the early peak load and the subsequent stable load. The ratio of these two loads is analogous to a safety factor, and may be used to evaluate the efficiency and economy of the support system design. Aside from considerations of economy, it may be well to design support systems which do not have excessively high ratios of early peak load to subsequent stable load. Should these ratios be exces¬sively high, the support system may be so rigid that the yield or failure associated with stress redistribution may occur with explosive violence. Load cells for use in mines, tunnels, and on con¬struction projects come in many forms. Almost all, however, employ the same procedures for installation, readout, etc. Therefore the following comments are almost universal in application. LOAD CELL INSTALLATION Load cells should be installed with bases parallel to the surfaces against which they bear. Care must be taken to orient the cells so that their signal cables are protected from accidental damage as a result of con¬struction, maintenance, or cleanup activities. Most electronic load cells are compensated for tem¬perature variations likely to be encountered during nor¬mal operations. However, if a large difference is an¬ticipated between the calibration temperature [21°C (70°F)] and the average operating temperature, the cells should be conditioned to the operating temperature for at least 8 hr prior to installation. This is to insure that the initial reading, made under no-load conditions prior to installation, provides a stable value to which subse¬quent measurements can be referred. Hydraulic load cells tend to be temperature sensitive and should be used with that in mind. Also, hydraulic load cells tend to be soft compared to electronic types and will sometimes allow movement to take place in a system intended to be semirigid. Furthermore, hydrau¬lic load cells tend to be difficult to read remotely. Care must be taken to use bearing plates on both sides of load cells which are sufficiently rigid and of high enough bearing capacity to prevent bending and crush¬ing under load. This is very important with tieback load cells (basically a ring of steel) which can easily dig into bearing plates. MAINTENANCE AND TROUBLESHOOTING Except for a direct hit by a miner's axe or flyrock from a blast, most hydraulic load cells are nearly in¬destructible and require little, if any, maintenance. Hy¬draulic oil on the bearing plates is a good indication of a leak and the need for corrective action. Field maintenance of electronic load cells involves protecting the instrument and signal cable from mechani¬cal damage and from unnecessary exposure to dirt and moisture, and recognizing and correcting damage and the effects of normal wear and tear.

A variety of processing technologies exist for recovery from both primary and secondary sources of rhenium. Currently, there are no known primary rhenium deposits, thus, the method in which primary rhenium is produced is dependent on the commodity of which it is a byproduct, e.g., copper, molybdenum, uranium, etc. In addition, focus on the recovery of rhenium from secondary sources, such as alloy scraps and catalysts, is continually growing. Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. Arsenic is among the list of major contaminants in mining aqueous waste streams. Though the elemental form is toxic, the aqueous oxyanions are more so. The most common forms of arsenic released during mining processes are arsenate and arsenite. The common treatment technologies to date can be summed up in these major categories: oxidation, coagulation, absorption, and media filtration. These methods can often involve many expensive processing steps that may also be limited by variables, such as total dissolved solids, other cations and anions, and the oxidation state of the arsenic. An innovative technology, falling in the absorption category, was developed that can successfully reduce such aqueous forms to a level below the EPA recommendations. This new technology offers a unique and viable solution which is transparent to the above mentioned limitations.

Technical problems associated with the cleanup of historic mines are not new. Nor are they unique to the mining industry or the governmental agencies addressing them. Both face the same issues and challenges of defining the problems, evaluating remediation options and finding the most economic and effective solutions.

A common result of Environmental Impact Assessments associated with mining projects is the construction of new wetlands in areas disturbed by mining operations. Where appropriate, this mitigation may be considered an integral part of the mine reclamation process under the principles of sustainable development in the minerals industry. Wetbud is a new tool for estimating wetland water budgets using available weather data and site-specific topographic, soil and geohydrologic data, coupled with mass balance mathematics. Wetbud is primarily intended as a planning tool for use in the design of created wetlands, but it can also be applied to native wetlands or wetland restoration sites where the required input parameters can be specified. Wetbud can be run in its basic form where wetland topography, soil parameters and groundwater flux are simplified, or in the advanced form, where these parameters are included in a more complex approach via integration of the MODFLOW package, a free 3D program that was developed by the United States Geological Survey. Both versions can also include overbank flow hydrology sources and the advanced form can also model sloping and irregular topography. The program downloads weather data from the nearest applicable station and selects appropriate wet-normal-dry (W-N-D) years following a modest user data clean-up step. Wetbud also has the ability to utilize existing short-term (e.g. 6 to 9 months) groundwater data from an up-gradient well to simulate longer-term groundwater level inputs for the selected W-N-D years. In addition, Wetbud features a “Wizard” version that comes pre-loaded with 14 pre-selected weather data sets for all areas of Virginia that can develop a simple monthly water budget in less than 15 minutes – a feature that could be expanded anywhere geographically with historic weather data.

Highwall mining is a mining method to extract coal from a final boundary in open cut mining, trench mining or contour mining. This boundary may have been reached because of economic constraints (economic strip limit) or geographic constraints (spoil heaps, rivers etc.). Coal is mined from visible, horizontal, or near horizontal coal seams by making rectangular, parallel, unsupported drives with an unmanned cutterhead and coal transport system. This is controlled from a mining unit, or launch frame, positioned outside the drive, in front of the highwall. Removal of overburden is not required or is limited to small quantities only. Highwall Mining originated in the 1940 in the Appalachian Coal Field. This paper describes the history of the various machines that have been designed for highwall mining. During the 1990 and later, there has been more emphasis on the safety in highwall mining. Many pillar strength formulae have been derived to determine the required width of pillars in highwall mining and, with that, the economic feasibility of highwall mining. The various pillar strength criteria will be discussed in this paper showing the countries where they are applied. In order to make highwall mining equipment safer and more productive, there have been quite some technological improvements applied to the machines. These technologies make highwall mining ready for the future as a serious mining method, also outside its traditional Appalachian mining area.

Introduction Loss prevention programs have become absolutely necessary at any precious metals producing property. In the past eight years, one security company, specializing in precious metals mine, mill, and refinery security, has been involved in investigations at gold and silver properties that have resulted in 62 criminal convictions. Of those, all but five were employees, former employees, contract employees, or vendors for the company. Several of the cases involved losses of more than $1 million. The largest number of employees prosecuted from one investigation was 17. A recent case resulted in 12 criminal prosecutions and, several years ago, one involved an additional 12 criminal prosecutions. The most serious theft problem facing precious metals mines is employee theft. Is is estimated that 95% of the dollar losses from precious metals thefts can be attributed to employees. This does not mean there is no robbery or burglary exposure. There have been successful robberies, burglaries, and extortion cases. Most mining companies, though, provide better protection against external theft than from internal theft. That is one reason employee theft has reached epidemic proportions. Any product can be stolen No product is immune to theft. Precious metals investigations have involved the theft of high grade ore, dore, bullion, concentrates, precipitates, loaded steel wool, loaded carbon, and sump cleanup. Over a period of several years, this author's security agency has documented the theft of more than 22.5 t (25 st) of load carbon. Most mining companies do not protect the number one adsorption tank or the loaded carbon screens, which frequently leads to losses. Precipitates, electrowinning tank sludge, sump material, and concentrates are usually afforded lit¬tle protection because mine management believes it is too difficult to process. There are custom mills throughout the United States that will process any form of precious metals with no questions asked. This has become a particular problem since the certificate of ownership requirement has been eliminated by most states. Due to the large number of gold mines coming on line, many mine managers are being recruited from base metal mines, where primary security problems involve the theft of tools and company property. These managers do not understand the unique security problems associated with precious metals production. Consequently, they usually forego many security needs in the interest of economy. Unfortunately, numerous cases are on file where mining companies have suffered large losses because their physical security and their security procedures were not adequately addressed when the property was in its planning stages. Metalliferous sediments constitute an important component of the sedimentary veneer that overlies basaltic oceanic crust of the Nazca Plate and elsewhere. Although first collected more than one century ago near the East Pacific Rise during the Challenger Expedition and recognized for their anomalously high content of Fe and Mn, occurring as very fine-grained, yellow-orange, oxides, hydroxides, and oxyhydroxides, it was not until the more detailed studies of Bostrom and Peterson (1966) that their geologic significance and concentrations of other transition metals were fully appreciated. The Nazca Plate is a dynamic lithospheric unit bordered by the Peru-Chile trench and the East Pacific Rise to the east and west, and by the Galapagos Rift and the Chile Rise to the north and south (Fig. 1). Samples employed in this study were taken from piston core recovered from the Nazca Plate (Fig. 2), D. S. D. P. drill core from the northeast Pacific (Dymond and others, 1973), ferromanganese nodules from dredge-haul s at several locations, and from hydrothermal mineral deposits of the Andes. Our efforts have been largely sponsored by the National Science Foundation through its International Decade of Ocean Exploration Pro- gram. The metalliferous fraction of these sediments is widespread, but generally small. Sedimentation is dominated by biogenic silica in the equatorial latitudes, terrigenous debris adjacent to the South American Continent, and by biogenic carbonate elsewhere, except at depths below 3500 m in the central and northwest parts of the Nazca Plate near the East Pacific Rise. Contributions of these distinctive sediment types are shown by the distributions of Si02, A1203, and CaC03 given in Figure 3.

Now that the former Soviet Union has divided into 15 countries, it is necessary to analyze separately the industrial mineral position of each of these countries. Industrial mineral data The former USSR was one of the world's largest producers of industrial minerals and had some of the world's largest reserves. Production and reserve figures, however, must be qualified. Even when these figures were reported by the Soviets, it was not clear that the production figures were for products that would be equally marketable in a competitive market economy. The reserve figures are based on the Soviet system of reserve classification, which is not directly equatable with the US Geological Survey and US Bureau of Mines classifications of economic reserves in market economy countries. The Soviets reserve classification system, in terms of which reserve figures will be given, is based on the reliability of the quantity of the material in place. The Soviet system assigns each occurrence to one of seven categories A, B, C1 and C2 are considered reserves; P1, P2, and P3 are considered resources. Mining in the former Soviet Union was authorized on the basis of the reserves in place in categories A, B and C, which had to be in prescribed ratios. However, the categories A, B and C do not necessarily correspond to Western concepts of material economically exploitable under present market prices with existing technologies.

The centrifuge which will be reviewed in this dis¬cussion is the continuous solid bowl typo. As there are presently approximately 2000 of these units operating in our country, and about 200 of these in use in the coal industry, I expect that most of you are acquainted with its operating principle. How¬ever, for those who are not familiar with the machine a brief introduction is in order. The continuous solid bowl centrifuge was first successfully marketed, worldwide by the Bird machine Company in 1934. The successful development of this unit was based primarily on the invention of a drive mechanism to properly control the differential speed between the two rotating elements. This centrifuge was introduced into the coal industry immediately following the second World War. Today there are five or six additional firms' selling this machine in our country, and approximately twenty others in Europe, England and Japan.

Coal mining is one of the major sources of methane release to the atmosphere by human industrial activities and is believed to contribute to -30% of the total methane emissions from industrial activities. In 1993, world saleable black coal production, attained almost 3.5 billion tonnes from which around 65% was produced underground. Coal in underground mines can contain high quantities of methane and some deep coal seams have methane content as high as 50 cubic meters per tonne of coal. Gas is re- leased during coal mining from the mined seam and in a higher degree from the neighboring unmined seams and gas bearing strata which are fractured as mining advances. This paper de- scribes a study which was undertaken to estimate the extent of methane emissions from coal mining in the world. Measured emission related data were collected from most underground coal producing countries in the world. The data included methane flows in the ventilation system, methane flows in gas drainage system, in-situ gas content, methane utilization and coal production. More comprehensive data were collected from a range of gassy and non-gassy Australian mines. Residual gas content of samples from run of mine were also measured. Using the Australian data, mathematical expressions were established to evaluate methane emissions as a function of coal production and in-situ gas content for other mines. These emission models were then used to evaluate the emissions for the countries or coal basins without measured emission data. Trends in methane emissions from underground mining for the year 2000 and beyond were also estimated.

General History The first jaw crusher in the US was patented about 1830, but the Blake crusher that has maintained a substantial advantage over other types was invented in 1858 by Eli Whitney Blake. For going on 150 years the jaw crusher has been an invaluable machine; even today, when gyratory crushers have assumed most of the burden of crushing large tonnages of large rock and ore, the jaw crusher has a firm place in the mining industry. It is interesting that soon after the invention of the Philetius Gates gyratory crusher in 1881, a contest between the first No. 2 Gates and Blake jaw crushers of equal gape showed the gyratory to be 3.2 times as fast. This foretold a day not far in the future when the jaw crusher would not be adequate on the largest jobs. In his Textbook of Ore Dressing (1909) R. H. Richards recom¬mended that the word breaker be used for all machines breaking to relatively large sizes (say to 5 in. or greater), and crusher be used for finer work. Even in the 1968 US Bureau of Mines dictionary of mining terms the work breaker is defined by Richards in this context. However, in modern US usage it is nearly limited to coal breaking. Over the years the jaw crusher has been developed in a variety of forms but it appears today in these three general forms: (I) Blake type, (2) Dodge type, and (3) single toggle (or overhead eccentric) type. All of these crushers have a fixed jaw and a moving jaw, between which the coarse rock fragments are intermittently caught and crushed. The three types are differentiated by the manner in which the movable jaw is moved in relation to the fixed. Types The Blake-type crusher is shown in cross section in Fig. 1. The simplicity and strength that have made it first among jaw crushers are evident. The movable jaw is suspended from a cross-shaft at its upper end, this shaft being carried in bearings on the sides of the frame. The actuating mechanism consists of an eccentric shaft, also supported in frame-mounted bearings, which imparts through a pit¬ man and a pair of toggles a reciprocating motion to the bottom of the swing jaw, the return movement being effected by several spring¬loaded rods. The whole is built into a box frame with the crushing chamber at one end. As in all jaw crushers, the eccentric shaft is equipped with a heavy flywheel that maintains an even speed through¬out each stroke. The Dodge-type crusher illustrated in Fig. 2 is simple, mechani¬cally. Its movable jaw, being pivoted below the discharge opening, has minimum movement at crusher discharge and maximum at crusher feed. Because the choke point coincides with the point of least motion, these crushers are of relatively low capacity, and the rapid action in the feed area gives the machine the advantages of large reduction ratio and closely sized product. Thus, it fits well into low-capacity operations like sample reduction. Besides low capacity, its principal disadvantages are tendency to pack and make fines. The single-toggle or overhead-eccentric type of jaw crusher (see Fig. 3) has gained in usage, starting as a modification of the Dodge idea in that the greatest movement of the movable jaw occurs at the top, and being gradually improved and strengthened to its position today where it covers just as wide a field of application as the Blake type from the standpoint of feed opening. The motion of the movable jaw is the result of the circular motion of the eccentric shaft at the top of the swing jaw combined with the rocking action imparted to the bottom by the inclined toggle plate. Because of light weight and mechanical simplicity, it is economical in small mills and portable plants where the rock is not as tough and abrasive as to punish the machine with excessive impact from shocks, or excessive wear result¬ing from the pronounced vertical component of motion.

Laboratory test work, pilot plant testing and plant experience with wet, fine mesh screens is discussed. High frequency, low amplitude, fine mesh, wet screens were installed on the 6th cleaner concentrate stream. These screens produce a 60% oversize recovery split of the molybdenite concentrate that is of leached equivalent quality. The undersize stream is leached with 'hot ferric chloride to remove Pb and Cu contaminates before roasting or shipment to sulfide customers. This plant modification is a good example of using existing technology in an unconventional flow sheet to yield significant cost savings.

The Bureau of Mines is investigating the potential for in situ leach mining "(ISM) of gold and silver mineralization. This preliminary study examined samples from several types of deposits using light optical microscopy and the electron microprobe to characterize the ore and gangue minerals and their microscopic characteristics, including the spacial relations between the target minerals and likely natural fluid channelways. Low grade disseminated deposit types from the western U.S. were found to contain fracture-hosted or matrix-hosted gold and silver minerals, some of which are encapsulated by quartz or pyrite. Geologic features readily observed microscopically include ore and gangue mineral identity, size, and their association with each other and with fractures. Successful ISM application to gold and silver deposits needs this data to: (1) select the proper lixiviant based on chemical reactivity of the host rock, ore, and gangue minerals, (2) determine potential permeability characteristics when designing lixiviant flow patterns, and (3) understand potential problems of the lixiviant reaching encapsulated ore minerals. Careful examination of the geologic characteristics of each ore body is required because of the observed diversity of characteristics in deposits from the same "class" and even within the deposit itself.

Electrical Vertical Sounding (EVS) profiling has proven to be a valuable tool to set the alignment and guide the design of a 17 km-long, 4.7m diameter water-conveyance tunnel in the Peruvian Andes at an altitude of 4,260 m. EVS profiling helped determine where to locate boreholes, and reduce the amount of drilling to 1,200 m of vertical and inclined boreholes. EVS profiling allowed the designer to identify and verify by drilling the existence of zones with difficult tunneling conditions that were avoided by realigning the tunnel. The rock quality was checked by drilling and a combined scheme of excavation by TBM and conventional drill and blast technique was developed for the final design.

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

The principal impurities in some feldspar ores are titanium and iron, which impart color and degrade the quality of the ore. Mineralogical investigations indicate that, while titanium originates mainly from rutile with small amounts of sphene, iron originates mainly from mica minerals. Fatty acids, particularly oleic acid, are extensively used, with reasonable success, in the flotation of colored minerals from feldspar ores. In this study, potassium oleate, oleoyl sarcosine and hydroxamate were used to float colored impurities both before and after magnetic separation. Oleoyl sarcosine is found to exhibit better results compared to other reagents. Magnetic separation followed by flotation is found to produce a feldspar concentrate of superior grade.
