I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. INTRODUCTION The flotation of minerals from their ores in flotation cells involves understanding many chemical and physical processes ranging from electronic events in the bulk mineral and in the mineral surface regime. molecular events at interfaces, the statics and dynamics of thinning and rupture of microscopic to molecular intefacial films, the fluid mechanics of bubble- particle events, the dynamics of air-water-solid colloid states in a flotation machine, etc. etc. D.W. Fuerstenau, whom we honour in this symposium has made unique contributions to many of these diverse physico-chemical and technological sub-processes. The present paper is concerned with a number of observations of the behaviour of minerals in flotation cells and the surface science of some mineral sulfide-water systems. We do not intend to be comprehensive in our analysis, but rather to highlight the challenges that face the scientific masochist who chooses to understand "froth flotationn. In what follows, emphasis is placed quite deliberately on technologically relevant, dynamic or realistic flotation processes i.e. the recovery in a froth of a given sulfide mineral particle of a given size and history from synthetic or actual ores in a flotation cell. The Research Council of SME, at its Annual Meeting in Reno, NR, in February 1993, held a Research Forum on Technology for the Future. The Forum's purpose was to find out from the members, particularly those from industry, their opinions on research needed in the mineral industries. Panelists were selected for their breadth of knowledge and connections. Many panelists, in turn, solicited opinions from additional contacts. A similar effort is underway with mineral-oriented schools. A parallel mission has been undertaken by the American Mining Congress (AMC) through its Committee on Technology. In particular, AMC is concerned that the needs of industry be transmitted in a timely way to federal agencies, especially the US Bureau of Mines. This article reports to the SME membership the principal findings of the Research Forum. The article is derived from a full report that is available from SME. Many of the calls for research made during the Forum can be clustered into five broad categories. These categories are discussed in the following sections of this article. However, since the time of the Forum, many reviewers of the full report have noticed that fundamental research was not given much emphasis. The Research Council points out that the Forum was organized around industrial needs. There is a call to the academic and research community to organize a similar Forum. The Council emphasizes that this is not the last word on research needs and that the membership is urged to continue to give ideas and opinions to the SME Research Council. There will be an opportunity at its next meeting during the SME Annual Meeting in Albuquerque, NM, Feb. 22, 1994, for open discussion of this report. Because the opinions were intentionally confined to representatives from industry, the problems portrayed and the solutions sought are from the vantage of an operator. It comes as no surprise that many of the espoused research desiderata seek more efficient or cost-effective outcomes for the various mining activities discussed. The order of the Forum was a straightforward set of mining activities: exploration, evaluation, mining and processing.

The performance of seven antiscalants spanning a range of chemistries was evaluated for control of calcium carbonate (CaCO3) formation in gold processing applications. Three preferred chemistries were identified which provided up to 100 percent inhibition in static jar tests when applied at 30 ppm dosage. The three products were further evaluated using a model carbon extraction circuit developed for this application. The test circuit enabled direct measurement of calcium carbonate formed on the carbon from a supersaturated solution under dynamic conditions. The antiscalants lowered CaCO3 buildup on the columns by 15 - 26 percent compared to untreated controls. Impact of the antiscalants on the rate and extent of gold loading onto a carbon adsorbent was evaluated in laboratory carbon-in-pulp (CIP) studies. The antiscalants generated a 25 - 35% increase in gold loading at gold extraction efficiencies up to 65%. On-site testing at a gold processing facility demonstrated that 10 ppm of the preferred antiscalant was able to fully suppressCaCO3formation in thickener overflow water.

In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

Potential large scale uses in secondary battery systems and fusion reactors together with a steady increase in demand for conventional applications, particularly in aluminum smelting, has resulted in an increasing interest in lithium and its compounds. Current world requirements are met from both granitic pegmatites and non-pegmatitic sources and although the emphasis in this short paper is on the pegmatitic minerals, and, in particular, on their "direct usage" applications, a short summary of other sources and requirements for chemical production is included for the sake of completeness.

Selective Flocculation process development generally involves single mineral flocculation tests to identify the appropriate polymer and experimental conditions for achieving the desired selectivity. Invariably the selectivity predicted on the basis of such tests is not realized when mixed mineral tests are conducted. A systematic experimental investigation revealed that adsorption of the polymer on various substrates is critical to selecting the suitable flocculent. Simultaneously, a mathematical model was developed to predict the overall process efficiency with a given polymer. In this paper, results of these efforts to scientifically design a suitable selective flocculation process are presented.

Much has been written in the mining technical magazines about the caving system. Many of these articles were published in the Transactions of the American Institute of Mining Engineers prior to World War II. In recent years little has been written on mining methods or on the detailed planning always required. Block caving had primarily been used to mine deep copper ores in Africa, the United States and in Chile, although other ores had been mined by this same system. Asbestos ore had been caved in Canada, tin ore in Bolivia, molybdenum ore in Colorado, iron ore in Wyoming and Sweden, and limestone in California.

Abstract An extensive drilling and laboratory testing program indicates that a construction aggregate resource is present within the Oligocene Sombrerito Formation limestone, southwestern Dominican Republic. The first part of the testing program included the collection, photographing and geologic logging of diamond drill cores to allow lithologic subdivision of the strata into potential quarry layers. The primary lithostratigraphic units are: I- (youngest) approximately 10 m of white, dense marine limestone II-approximately 5 m of white, interbedded dense and chalky marine limestone III-more than 2 m of tan, chalky, calcitic dolomite. Unit I is often altered by lateritic weathering and/or dolomitization. Unit II is often altered by dolomitization. The cores were individually crushed by quarry layer into coarse and fine aggregate sizes for chemical and physical analyses: specific gravity and absorption, MgSO4 soundness, sand equivalent, Atterberg limits of the minus #40 mesh fraction, and LA degradation. The unaltered portion of Unit I is suitable for all construction aggregate uses. Unit II is best suited for crushed stone base. Each of the non-weathered units decreases in coarse-aggregate yield and quality with depth and diagenetic dolomitization. Dolomitization typically causes about 5% lower yield of coarse aggregate, a sand equivalent of about 20 units below the original value an increase in absorption of about 3%, an increase in the LA of up to 13%, and a decrease in the average five-cycle MgSO4 soundness of about 17%.

Hydrologic and economic criteria figure in many obvious ways in water resources development, but they are rarely linked quantitatively, and most of the applications are pertinent only to the case-in-point. In the preparation of the Regional Plan for the massive program of ground water development in the Punjab, situations have arisen where the choice among two or more alternatives was made by analyzing the economic implications of critical hydrologic parameters. Two of these situations which are of more-or-less general interest are described herein. The first involves basic development policy -- whether ground water development should be based on the demand of the economy, or the conservation concept of safe-yield. The analysis demonstrated that mining of ground water is clearly indicated for areas where alternative supplies are unavailable. The second problem involves integrating hydrologic data into an economic model to determine optimum well design, From an analysis of all pertinent factors, a simple nomograph was derived which can be used to determine well specifications on-site during construction. The nomograph can be modified for use in any alluvial terrain.

n the U.S., lead has been produced via blast furnace processing for over a century, and the slags from that pyro-metallurgical process have been accumulating on industrial sites over that extended period. Lead blast furnace slags typically contain both lead and zinc compounds in an iron-silicate matrix, and it appears highly likely that such materials will have to be processed in the near future to meet with EPA regulations. Thus it is appropriate to investigate possible processing routes to render the slags non-hazardous and simultaneously to recover metal values to partially off-set the inherent high cost of processing such materials. There are two major processing alternatives: one being pyrometallurgical and the other hydrometallurgical. The research reported here investigates leaching/solution purification/recovery processes for lead and presents experimental data for the treatment of lead blast furnace slags from S.E. Missouri. The results of the research suggest that both lead and zinc can be removed effectively from the slag, and that metallic lead can be recovered directly from the organic extractant utilized for solution purification.

A damaged outlet pipe beneath Lenihan Dam has restricted reservoir discharges, severely constraining the owner?s groundwater recharge program. The solution, a new outlet pipeline through the dam?s right abutment, includes an approximately12.2-m-deep (40-ft-deep) shaft and 618.7-m-long, 4.3-m-diameter (2,030-ft long, 14-ft-diameter) tunnel mined in Franciscan melange composed of hard blocks of rock and soft clayey matrix. Alternating road header with drill and blast operations and using steel ribs and shotcrete have proven a flexible combination for handling the variable ground conditions. Excavating the shaft and connecting it to the tunnel require lowering the reservoir for five months, during which time careful construction sequencing and use of a tunnel plug eliminate the risk of an uncontrolled discharge.

Fly ash as an additive for oil well cement was introduced to the oil industry by the Halliburton Company in 1949. Since its early usage in the Illinois area of the U. S., the total amount of fly ash pumped into wells has exceeded 30 million sacks, The advantages of using fly ash-portland cement mixtures in wells are fundamentally the same as for concrete except the conditions of placement and curing are variable and the nomenclature of properties are expressed somewhat differently. In some instances deep wells have been cemented with mixtures of fly ash and hydrated lime together with an activator which functions as a catalyst for setting. This fly ash-lime formula has many advantages for high temperature-pressure conditions found in wells.

The liberation of methane during underground coal mining causes serious safety concerns. During a mining cycle, with mechanized mining equipment, thousands of cubic feet of methane are released from coal seams, discharged to return air courses, and vented to the atmosphere through mine fans. This has been the traditional way of removing the explosive hazards of methane gas from the mine. Through horizontal and vertical degasification techniques, this hazard can often be handled in an equally safe and much more profitable manner. Basically, degasification allows for the controlled reduction of inseam methane content of coal prior to its mining. It is the responsibility of mine management to evaluate these degasification programs and ensure that the program itself does not introduce some new risk to the mining process. The removal of methane gas from underground coal mines using horizontal and vertical degasification is a relatively new concept. Products and systems used in degasification continue to evolve. Site conditions vary also, so no one system or equipment can be said to be the safe answer for degasification in all situations. A constant process of cooperation and evaluation by mining and degasification management should result in a safer and more profitable mine.

Computer applications in the past five to seven years have become a typical and necessary practice in most modern geological offices. Manual calculations, interpretations and plotting of data can be, at times, quite tedious, inefficient and lacking in ac- curacy. The introduction of geostatistical and geological software can eliminate these problems. Computer applications in the uranium industry are not new; however, they are constantly being developed. A variety of soft- ware programs are available. Generally, these programs support most geological and geostatiscal applications in uranium mines. The Rabbit Lake Operation - Eagle Point mine in Northern Saskatchewan is a high grade mine, as one such case. Computer applications at the Eagle Point mine have been a mainstay in the geology department, since the mine's collaring in 1991. This paper presents a discussion on descriptions of programs, operations and applications of computers. It also explains and de- scribes the radiometric equipment used at Eagle Point. This pa- per will demonstrate how, by using computer systems, mine site information flows reliably with the involvement of computers.

Good afternoon gentlemen. To begin, may I say ?thank you? to the AIME for the invitation to be here today to talk about my company's experience with shovel, truck, pocket, to car loading. The other author of this paper is here today. (Introduce John Sweet). Before we get to the details of this paper I want to tell you a little about Erie Mining Company. Erie Mining Company is located on the east end of the Mesabi Range in northern Minnesota and is engaged in the business of processing taconite rock into iron ore pellets. In 1970, the twelfth year of production, Erie will produce its rated capacity of 10.3 million tons of high grade iron ore pellets. The plant is the first of five iron ore pelletizing operations managed by Pickands Mather & Co. with a combined annual production capacity of 21 million tons. This plant began producing high grade iron ore pellets in 1957 placing it among the earliest of taconite production facilities in North America. Historically Pickands Mather & Co. had been a leading natural ore mine managing firm in the Great Lakes region for more than 70 years. Pickands Mather & Co. moved into the new field of taconite mining and processing with management and operational experience from the open pits and underground mines. We were to learn much of volume taconite handling requiring new equipment and new procedures. A trial and error period through the early years of taconite processing developed through the operation of an experimental sized preliminary plant near the present Erie Mining Company site.

On Nov. 4, 1981 A/S Sydvaranger's 1-kt/h (1,100-stph) wet-process, iron ore ball mill completed its first four months of uninterrupted, full-load operation in Kirkenes, Norway. This 6.5-m-diam (21-ft-diam) mill is driven by a gearless ring or wraparound 8.1-MW (10,860-hp) motor at 13.1 rpm-a first of a kind in this segment of industry. This article examines reasons for selecting this type of drive over more conventional schemes, lists specific advantages of such large mills, and describes the installation in Norway. History For almost a decade, good operating experiences have been gained with 28 gearless ring motor drives in the cement industry, driving 2.5 to 4-m-diam (8.2 to 13-ft-diam) tube mills with drive powers ranging from about 3-4 MW (4,000 - 8,000 hp). Why then did the mineral ore processing industry hesitate until 1980 to adopt this successful concept for similar applications on ball, semiautogenous, and autogenous mills? There are a number of good reasons in the eyes of conservative mill builders and operators, the most commonly cited ones are: • No operating experience in this segment of specialized industry. • More severe environmental conditions in the wet ore grinding process. • An indifferent attitude of mill builders and electric motor manufacturers towards new drive technologies. • Limited confidence in solid-state power supply systems, such as frequency converters of the required size. There have been and still are numerous problems associated with low-speed geared mill drives of any kind, especially with individual motor/gear sizes approaching or exceeding about 4 MW (5,360 hp). Every mill builder knows about them, but operators learn to accept them as inevitable. The Decision to Change Three things combined to break this technological stalemate: the courage and progressive spirit of one major iron ore processor in Scandinavia, the cooperation of three experienced manufacturers, and an unusual application problem that could not be solved by any conventional approach. The last factor was surely the decisive one, but the first one does not come as a surprise either. The Swedes near Kiruna and the Norwegians around Kirkenes are experienced ore miners and processors, and much credit goes to them for technological breakthroughs in the industry. At A/S Sydvaranger in Kirkenes, above the Polar circle at about the latitude of Alaska's northern tip, the existing grinding facilities, with a total of 14 100 to 240-t/h (110 to 264-stph) ball mills, can not be expanded. Nevertheless, to increase mill throughput, only installing a larger mill in place of an existing smaller one was a practical alternative. For this replacement, the owners set requirements that seemed impossible to meet: • The old 100-t/h (110-stph) ball mill should be replaced with a new ball mill with 10 times the rated throughput, without significantly impairing the operation of the remaining mills, and without significantly changing the mill building. • The new mill should have a variable-speed drive to ultimately optimize the grinding process by means of a closed-loop process¬computer-controlled grinding cycle, and to minimize the specific energy consumption. • Availability, efficiency, and life expectancy of all new components must be higher than those being replaced. • Inrush-current and harmonic loads on the rather weak electric supply line must be minimized to ensure safe plant operation. All old ball mills at A/S Sydvaranger are the geared type, using single synchronous and wound-rotor, slow-speed motors with ring-and-pinion gears. Operators are familiar with the limitations and problems associated with such drives, and they are aware that the following items become major concerns when drive powers are drastically increased: • Gears are subject to wear and tear, require frequent maintenance, and eventual replacement of major parts. • Gears are sensitive to misalignment, overload, and thermal distortion, limiting their useful life. • On dual or quadruple drives, load-sharing and torque oscillations between motors can be a major reason for concern. • At these speeds, ring-and-pinion gears reach their torque transmission capabilities altogether at around 4 MW (5,360 hp) per motor/pinion. To obtain the desired variable-speed performance of the new drive, the only practical and economical conventional solution would have been a frequency-controlled, low- or medium-speed dual motor drive with about 8 MW (10,720 hp) of power. This, however, was not feasible because of limited floor space. Therefore, bids were solicited for the alternative drive method, the gearless ring motor. General Considerations Why are such large mills considered? After all, one could avoid all the problems by simply staying with smaller mill unit sizes. Under competitive pressures of free markets, however, grinding efficiencies and specific energy consumption become key factors in selecting new equipment. Treatment of tungsten ore at Anschutz Mining Company's Chicote Grande (Bolivia) operation results in a relatively high grade arsenopyrite byproduct stream. Laboratory and miniplant testwork have been performed at Colorado School of Mines Research Institute to examine the technical feasibility of recovering a marketable arsenic product fr an this source. Process selection was constrained by the remote location of the millsite, which demands an uncomplicated, low maintenance operation. As a result of the research effort, a two-stage roasting/condensing process was developed, featuring the use of an indirect heating method. Arsenic was efficiently extracted and the arsenic trioxide (As203) product consistently exceeded the industrial purity specification of 99.5%. Key process parameters have been secured for extrapolation of the process to pilot or small commercial scale.
