Although this paper has been entitled "Design of Embankments for Tailings Ponds and Waste Dumps," a better title might have been "Site Selection and Design Planning for Tailings Ponds and Waste Dumps," The procedures normally followed in performing the engineering calculations based upon the measured soil properties will not be detailed. Instead, we shall look at the subject in broader perspective which considers the environmental factors and the fundamental design principles. Disposal of waste materials left from the extraction and processing of mineral deposits has become, in recent years, an important engineering consideration for mine and mill operators. Land occupancy and land values almost everywhere are increasing at a rapid rate. So is the size of mine and mill waste dumps, thanks to our advancing technology in mineral beneficiation. Mining companies are being pressured to "clean up" their operations, both literally and in a safety hazard sense. Once, long ago, the miner could use any convenient location to get rid of his mine waste and mill tailings without being concerned over possible infringement on the rights and well-being of the public. Today, however, he must pay close attention to these matters if he wishes to avoid liability suits and the unfavorable reaction of civic groups as well as local and regional government. Most operators keenly sense their increased responsibility, not only because they are legally vulnerable, but because they realize the necessity for sharing space harmoniously with the rest of society.

Historically, geologic data has not been adequately considered in resource estimation. More recently, with the use of computers and sophisticated estimation algorithms and geostatistical justifications, geology has been downplayed further. Many reasons are given for not using geology including cost, time and irrelevance. None are valid. Boundaries defining mineral domains should be used in computer-generated resource estimates. Selected case histories show how the failure to honor geology has caused discrepancies in resource estimates of actual in-place resources. After-the-fact differences have included decreases in tonnage of up to 50% and increases up to 300%; partial to complete recategorization of material; and 50% decreases in grade. The costs of gathering and using geology are trivial compared to the potential consequences.

The oxidants which participate in the bacterially catalyzed oxidation of minerals are dissolved oxygen and some aqueous iron(III) complexes. Speciation studies indicate that these complexes consist of iron (III) -sulfate and iron (III) -arsenate ions. The complexes have different oxidizing powers as indicated by their calculated standard reduction potentials. The thermodynamics of the oxidations of pyrite and arsenopyrite are related to the mechanisms of the reactions. The mechanisms are discussed in terms of primary processes occurring on the mineral surfaces and the secondary reactions of the primary products. The importance of the conclusions to plant operation is discussed.

India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.

Planning for a project does not start with the announcement of the approval for a project. Planning actually begins when the project is only a prospect and it involves the years of experience of many people because their expertise influences the final decisions. In partial anticipation of the Pinto Valley project, as well as a search for improvement in the Copper Cities operation, two projects were undertaken. The first project was to substitute one 26" cyclone for three 20? cyclones in the single stage grinding circuit. The second project was to replace the Hunt air flotation cells with 300 cubic foot mechanical cells. The 300 cubic foot cells were just being introduced, consequently two types of cells were selected for testing. The results from both projects influenced the decisions on equipment for the Pinto Valley project.

It was reported earlier that francolite and dolomite from the South Florida deposits cannot be selectively floated using conventional conditioning with sodium oleate as the collector. However, dolomite could be separated from francolite if the minerals were first conditioned at pH 10 followed by reconditioning at a lower pH. An optimum separation was achieved at a reconditioning pH below 4.5. Reconditioning pH and collector concentration were determined to exert a major influence on the selectivity. Flotation, adsorption and transmission infrared spectroscopic results are presented to elucidate the mechanisms underlying the observed selectivity.

GENERAL DESCRIPTION Shortwall mining is one of the newest mining meth¬ods to be introduced into the world coal industry. The technique of shortwalling seems to have a number of origins, but it is generally agreed that it is an outgrowth of pillar-and-stall mining where timbering was employed as the primary means of roof support. In early opera¬tions the face was undercut by a shortwall cutter, hand¬bored, and blasted. The coal was loaded by hand or gathering arm loader. Australia, having experienced success with this method, advanced the technique through the use of mechanized roof supports in 1968. Although there were several attempts at shortwalling in the US, it was not until 1973 that Eastern Associated Coal Corp.'s Federal No. 1 mine successfully extracted a shortwall panel. Table 1 is a list of shortwall opera¬tions in the US as of April 1976. Shortwall mining is a method of mining in which a continuous miner cuts and loads from the short end of a rectangular pillar of coal while hydraulically powered self-advancing roof supports provide protective cover. Characteristics of a shortwall system include panel di¬mensions (Fig. 1) of 610 to 1219 m (2000 to 4000 ft) in length, face widths of 30 to 61 m (100 to 200 ft), straight-line ventilation, and production machinery, with the exception of roof supports, commonly used on con¬tinuous miner units. GENERAL REQUIREMENTS AND LIMITATIONS The justification for shortwalling is primarily eco¬nomic, i.e., increased production and recovery concur¬rent with savings in material and labor. The method also has a number of secondary benefits including the much needed progress it has stimulated in deep mine technology, the alternatives it presents to some of the problems resulting from the 1969 Coal Mine Health and Safety Act, and is perhaps a key to the solution of the enigmatic labor problems which plague the industry. The advantages of shortwall mining over continuous miner units include the following: a highly effective method of ventilation and dust control; a greater per¬centage of extraction (approximately 85%) ; fewer equipment moves, hence more efficient operating time; cost savings on materials such as roof bolts, rock dust, ventilation curtains, timbering materials, and the labor needed to supply, load, and transport these materials; a cyclical pattern of mining, each phase of which, i.e., development and retreat, lasts for approximately three months and appears to be psychologically motivating as well as highly productive; and improved safety. In addition to these positive aspects, a shortwall sys¬tem also has advantages over a longwall system, and these are listed as follows: the capital outlay for a shortwall system is one-third to one-fourth that for a longwall (1976 prices); the shortwall system utilizes equipment that is used on a continuous miner section, with the ex¬ception of the roof support system; there is a great deal of flexibility in areas with numerous gas wells and in areas where surface subsidence cannot be tolerated; the shortwall has reduced tailgate problems, since the tail¬gate entry serves as a return airway only; and the cyclical pattern of mining insures that the mining machinery pro¬duces coal even while the roof support system is being moved to another panel. There are several parameters which govern the se¬lection and use of a shortwall system. They are all of equal importance, and hence are not listed in any par¬ticular order. These are deposit size, seam height, seam inclination, roof and floor conditions, depth of over¬burden, subsidence and chain pillar extraction, man¬power, ventilation, and materials handling. Deposit Size Reserves available for shortwalling should be suffi¬cient for at least an eight to ten-year period, since this seems to be the effective life, without rebuilding, of a hydraulic roof support under average conditions. The various ion exchange reactions occurring during the restoration of formations contaminated with ammonia during in situ uranium leaching are reviewed. Data are presented on the restoration of a previously leached laboratory packed column using line saturated brine. Although this restoration fluid selectively and effectively removed the ammonia, 24.5 pore volumes are required to reduce the ammonia concentration from 500 to 3 ppm. The presence of NaCl in the restoration fluid is beneficial in + improving the selectivity of the system for NH removal and reducing ca++ ion consumption.

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. Extensive exploration is being undertaken throughout the world in search for heavy minerals, particularly rutile and other titanium minerals. The federal government is sponsoring research involving rutile ores and recovery of stockpile-grade concentrates from domestic sources. Producers are being forced to turn to deposits with a heavy mineral content as low as 0.50% (essentially rutile and zircon). The North Carolina State University Minerals Research Laboratory investigated the possibilities of recovering heavy minerals from the amine tailings of the Texasgulf Inc.'s phosphate plant at Aurora, North Carolina. One laboratory beneficiation procedure using gravity, electrostatic and magnetic processes, resulted in the recovery of 78.7% of the heavy minerals in the amine tailings. Based on this percentage recovery and the present rate of phosphate mining, approximately 13,000 tons per year of heavy minerals (principally ilmenite and zircon) with a potential value of approximately $1,045,000 (1977) could be recovered. The economic potential for recovery of these heavy minerals appears to be favorable. A flotation procedure for up-grading the heavy minerals content in the amine tailings has been developed at the Laboratory, which could allow for concentration of heavy minerals and storing them in tailings area other than main tailings for future processing.

Located on the Wabash River in the central portion of the state, the city of Lafayette, IN is relatively small compared to most cit-ies that incorporate tunnels into their combined sewer overflow (CSO) systems. The original CSO plan for the city was to replace two aging lift stations that were built in the 1950s. The original con-cept was to build a new sewer using conventional cut-and-cover construction to eliminate one of the lift stations ? the Parking Lot Lift Station ? and build a new regionalized one at the location of the Pearl River Lift Station. The initial sewer design was sized just to handle the flow that would eliminate the Parking Lot Lift Station. The planning for this project was being developed as part of the city?s CSO long-term control plan (LTCP) that focused on reducing the overflows from the city?s 14 overflow points. However, during the development of the CSO LTCP, a major industrial user indicated it would be increasing its flows to the system, which required additional conveyance capacity to meet the city?s CSO LTCP. After reviewing the design concepts with city representatives during the planning phase of the project, the mayor indicated that he wanted to minimize impacts to downtown businesses; therefore, trenchless alternatives were considered. The last piece of the puzzle that drove the project away from a small diameter pipeline was discovered during a flow monitoring program to collect flow data for the CSO LTCP project. This study revealed a major restriction in the 100-year-old Pearl River Trunk Sewer, located beneath four active railroad tracks. To eliminate this flow restriction, provide more overflow storage and reduce the impact to local businesses, a new 2.7- to 3.6-m- (9- to 12-ft-) diameter tunnel sewer became the most viable solution.

The handling of radioactive waste deposits from factories that produce chemical fertilizers is a difficult problem, but has a great significance for soil quality and for the environment. The Romanian legislation has produced law and normative acts concordant with EU regulations for prevention and protection, and also for environmental contamination control with radionuclides. The soils and agricultural plants in the vicinity of phosphogypsum deposits are radioactively contaminated; the annual variability of the respective radioactivity values is demonstrated by annual records. Residual radioactivity monitoring determines the presence of radioactive ions in the soil and cultivated plants: wheat, maize, sunflower, as well as the spontaneous flora. The results obtained lead to the conclusion that ecological restoration works must be executed for degraded soils due to impacts of radioactive materials.

Conventional methods of controlling abandoned mine fires include: loading out, inundation, fire barriers, flushing, and surface sealing. This paper describes a proposed fire-control technique utilizing a new explosive fragmentation method. An impervious barrier is created by using explosive energy and strategic emplacement in boreholes drilled from the surface. Blast round design, average fragment size, and impermeability of the fragmentation barrier are discussed. This barrier, created by the blasted floor rock, could also be used to fill in the open space in abandoned mines for subsidence prevention or control.

Large mining companies use a number of sophisticated analytical techniques for introducing the element of risk into the valuation of mineral reserve sites. These methods include, but are not limited to, sensitivity analysis, computer simulation, conditional probability, and portfolio theory. Such techniques enable the managements of these large companies to have an awareness of the many possible ramifications of their investment decisions. On the other hand, small mining companies and individuals in the mining business, due to limited financial and technical resources, still rely primarily on single point estimates of the value of mineral reserves. These small miners introduce the aspect of risk only through the application of an appropriate "speculative" discount rate. This paper illustrates the application of a technique for the introduction of risk into investment analysis. The method appears to be most suitable for use by small mining companies and individuals contemplating a large investment in a new mineral reserve site.
