Taboca Mining is one of the largest producers of tin in the world. In its pilot plant, significant amounts of a middling of 90% xenotime (YPO4) and 10% zircon (ZrSi04) are produced. Until now, these minerals of this ore body could not be separated successfully. This paper presents some aspects of the fundamentals of xenotime and zircon flotation with anionic (fatty acids) and cationic (amine acetate) collector, as well as the influence of the superficial leaching of the minerals with cold HCI and HNO3 on the floatability. The mineralogical studies showed that both minerals are optically liberated in -212+106 µm size fraction. Surprisingly, SEM analysis indicated that both xenotime and zircon contain very small inclusions (1-5 µm) of thorite (ThSiO4). On the other hand, zircon is fairly metamictizated giving rise to malacon. Zeta potential tests showed that the isoelectric points of xenotime and zircon correspond to a pH value of 4.5 and 4.7, respectively.The pretreatment with HCI and HNO3 displaced the isoeletric point (IEP) of the minerals to the left. The microflotation tests indicated that the floatability of both untreated and treated minerals are quite similar in the presence of the collectors studied in this work. Adsorption mechanisms are also suggested.

The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

This chapter deals with the Mine Safety and Health Administrations's (MSHA] concern and obligations with regard to asbestiform minerals. Asbestiform minerals are defined as the magical group of hydrated, silicate minerals that possess a fiberlike structure capable of being woven into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps, made about 430 BC, with in- combustible wicks of Carpathian flax. The Ro- mans used asbestos as cremation clothes to con- serve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (Lanza, 19381. Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Both wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages. Today, with the use of modern technology, asbestos products have been greatly exploited. The asbestos output has increased over a hundredfold in the past 70 years. World production has jumped from 454 t/y (500 stpy) in 1900 to 4.5 Mt/y (5 million stpy) in 1978. An increase in health problems for asbestos workers accompanied this increased usage. However, it was not until the modern era that the association of asbestos with chronic respiratory disease was rediscovered. Reports were published at the turn of the century documenting the effects of asbestos exposure on textile workers. One such report in 1907 by H.M. Montague Murray described the post mortem findings on a 34-year- old carding machine operator. Murray de- scribed the lungs as showing extensive diffuse pulmonary fibrosis spicules of asbestos. Subsequently, more reports of pulmonary fibrosis following inhalation of asbestos were published, including an epidemiological study of asbestos miners in 1930 (Merewether and Price, 1930), at Thetford, Que., Canada. This study took place at the mine 52 years after large-scale mining of asbestos had begun. But, the cancer- producing potential of asbestos was not established until 1949 when a report by Merewether in England described an excess of cancer of the lung and pleura [the lining of the lungs) among individuals dying from asbestosis (Merewether, 1949). In the past decade much attention has been focused on asbestosis, mesothelioma, and bronchogenic carcinoma, as the three major biological effects associated with asbestos ex- posure. Parenchymal and pleural asbestosis is a fibrosis in the substance of the lung with thickening and often calcification of the membranes lining the thoracic cavity. Mesothelioma is a malignant tumor of the membranes lining the thoracic or abdominal cavities, and bronchogenic carcinoma is a cancer of the lung tissue itself. These diseases occur in various degrees and combinations. The severity and occurrence of these biological effects are directly influenced by conditions such as dose response relationships, intensity of exposure, duration of exposure, lapse of time since initial exposure, and cigarette smoking. Numerous studies indicate that the relationship between these conditions and the incidence of disease is proportional. Congress has recently concluded (Congressional Record, 1979) that, "exposure to asbestos fibers has been identified as significantly in- creasing the incidence of cancer and other severe or fatal diseases such as abestosis." Congress conveys its concerns for the safety and health of the nation's miners through the Federal Mine Safety and Health Act of 1977 in which it gave MSHA the authority to set safe

Magnesium is listed as a key critical raw material in a report by the European Commission that evaluated raw materials based on supply risk versus economic importance [1]. It has extraordinary properties, such as nontoxicity, inertness, high melting point, stability, low weight, chemical resistance, electrical insulation, optical transparency, corrosion-resistant behavior and refractory nature. It is widely used in the areas of agriculture; the environment, for antibacterial and water-purification purposes; electronics; automotive; drug delivery; ceramics; construction, as filler in brick; and concrete production, in the forms of magnesium oxychloride and magnesium oxysulfate. Magnesium oxide (MgO) particles can be produced through the calcination of magnesite ore at different calcination conditions depending on the desired quality of the product, classified as fused (2,800 °C), dead-burned (>1,400 °C), hard-burned (1,000–1,400 °C), or light-burned MgO (700–1,000 °C) [2]. However, the global availability of magnesite ore is limited.

Principal source of rhenium is molybdenite. Depending on the mineral processing route, rhenium can be recovered by one of the several alternative solvent extraction processes. Extensive experimental work has been carried out on the development of tertiary amine extraction process for treating very dilute highly impure scrub solutions obtained during scrubbing flue-gases of molybdenite oxidative roasting. Equilibrium data has been obtained under various process conditions by tracer analysis using radioactive Re-186. Extraction with 1% solution of a high molecular weight tertiary amine in kerosene, followed by scrubbing of organic extract with a solution of sulphuric acid and stripping with ammoniacal ammonium sulphate yields high recovery, concentration, and purification.

When a new tunnelling project starts, it has been a vital tradition for decades to cast and erect master rings horizontally on a flat surface to demonstrate the compliance with dimensional tolerances. Some tenders ask for the erection of two or even three rings upon each other or repeated master ring erections at intervals throughout the project. Especially for large diameters, this is a challenging and risky task for the workforce in the segment factory. A truck-mounted crane is often necessary, and in some cases it can take up to a week to complete a master ring. The concept of virtual rings has the potential to replace this tradition by assembling master rings digitally instead of physically. This is based on a best-fit approach, considering the 3D coordinates from laser tracker measurements of segments or segment moulds. Building a virtual ring, a sub-millimeter accuracy can be achieved, the alignment of neighboring circumferential and ring joints observed, and the fit of bolt holes checked. The traditional method, on the other hand, is discussed controversially despite the significant amount of work and risks—particularly as the horizontal position of the ring and absence of gaskets do not simulate the reality in the excavated tunnel. This paper will highlight the technical aspects of virtual rings, as well as their pros and cons, illustrated by a case study from London Thames Tideway where a total of 30 physical master rings could be replaced by virtual rings.

Mining legislation in Jamaica dates back to only 1947 when, on August 30 of that year the Minerals (Vesting) Act was promulgated. None of the exploratory and trial-mining projects over the preceding 450 years were regulated or controlled by law. It was the seriousness of the intent of the North American Aluminum Companies to establish a bauxite mining industry in Jamaica which led to the development of the first piece of mineral legislation. It is of note that the incoming mineral industrialist was more anxious than the Government to see that a legislative framework was in place. It was relevant then as it is today for good mining legislation to be in place for the Government to regulate and control the exploration and exploitation of mineral resources. It was also necessary for the industry to know their rights and obligations so that they could plan, explore and exploit with some assurance that their capital was secure. One of the main reasons that the mining of bauxite did not begin in Jamaica until 1952 was that no legislational framework existed prior to 1947. The Jamaican dollar is tied to the US Dollar at a rate of J$35.00 to US$1.

Characterization of ore and waste-rock material using automated quantitative micro-mineralogical techniques (e.g., QEMSCAN® and MLA) has the potential to complement traditional acid-base accounting and humidity cell techniques when predicting acid generation and metal release. These characterization techniques, which most commonly are used for metallurgical, mineral-processing, and geometallurgical applications, can be broadly applied throughout the mine-life cycle to include numerous environmental applications. Critical insights into mineral liberation, mineral associations, particle size, particle texture, and mineralogical residence phase(s) of environmentally important elements can be used to anticipate potential environmental challenges. Resources spent on initial characterization result in lower uncertainties of potential environmental impacts and possible cost savings associated with remediation and closure. Examples illustrate mineralogical and textural characterization of fluvial tailings material from the upper Arkansas River in Colorado.

The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

A mineral processing strategy developed for the finely and complexly interlayered calcite rich wollastonite, microcline, and iron-garnet ore of Jokkmokk, northern Sweden, gives an overall calcite recovery of 89.4% at a grade of 90.7% CaCO3. The wollastonite product assays 53.0% Ca- SiO3 at a recovery of 92.2%. The significant elements of the developed strategy are stepwise grinding, wet high intensity magnetic separation (WHIMS), reverse flotation and starvation flotation. Stepwise grinding avoids the overgrinding of soft calcite. WHIMS removes the colored iron-garnet impurity and thereby increases the whiteness of the product. Reverse flotation enables a simple flotation circuit and starvation `flotation helps to optimize the physicochemical conditions in cleaner flotation by giving rougher products of narrow particle size distributions. Moreover, with the reagent scheme developed in this work only one cleaner stage is necessary for the various rougher flotation products to be upgraded to give the foregoing results. In this paper, the strategy is presented in detail along with appropriate results.

Sag Mills are becoming bigger in size almost every year. Concentrator plants are also becoming larger with more SAG and Ball Mills units with Gearless Mill drives installed in one plant. In contradiction to this development, concentrator plants are being built in increasingly remote areas, where the power supply and network conditions are not necessarily covering the needs for the operation of such plants. This paper describes sources of harmonic distortions and possible approaches to solve this problem. It also illustrates the permissible tolerances in terms of commutation of power electronics, based on already realized installations. Furthermore it explains how, and with which measures, harmonic currents created by non-linear loads with SAG and Ball Mill drives can be handled, and how harmonic standards can be fulfilled accordingly. Finally, this paper gives an overview about the technical impact of a strong versus weak network, and the economic relationship between them.

Improvements in fine (28x0) and ultrafine (200x0) coal cleaning is an acknowledged goal with potential benefits in both steam and metallurgical coal markets. This work focuses on adaptation to fine coal flotation of FLOTE, a computer simulation model of the froth flotation process originally developed in the hard minerals field. FLOTE describes the flotation of solids based on particle surface activity, composition, and size. The quasi steady state model was applied to predict flotation performance at an Eastern Kentucky, full scale metallurgical coal preparation plant. Parameter estimation and model testing used detailed flotation test data from a five stage rougher flotation bank. Overall grade/recovery predictions compared well with known plant performance under variation of principally feed grade, plant throughput and reagent addition; however, grade/ recovery predictions for each cell weaken under overloading conditions. Analysis of grade/recovery over a range of sizes is presented. Suggested model improvements and extensions are discussed.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

Froth flotation was employed to beneficiate a lean-grade siliceous rock-phosphate ore containing fluorapatite, the phosphate-bearing mineral. The main gangue minerals were quartz, iron oxides and aluminum oxides. After the rougher stage, four cleaning stages were required to upgrade the ore. The liberation size of the phosphate mineral was below 200 mesh, The reagent scheme consisted of commercial-grade sodium silicate and sodium oleate. The effect of reagent dosages, number of cleaning stages and pulp density on the efficiences of separation were studied systematically. A flowsheet was proposed for the processing of low-grade siliceous phosphate ore containing 12.1% P2O5, 55.36% SiO2 and 15.45% CaO. The flowsheet provided a useable phosphate concentrate containing 34.18% P2O5 and 14.20% SiO2 with a P2O5 recovery of 70.4% (the weight yield was 25.0%).

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. This article advances an innovative concept explaining the connotation and technical system of "green" mining. The important theoretical foundations of "green" mining are the distribution and development characteristics of joints, fractures and bed separations, and the seepage and flow behavior of methane and water in the broken rock strata following coal mining. The main focus of "green" mining technique includes water-preservation in mining areas, coal mining under buildings with bed separation spaces grouted to retard surface subsidence, partial extraction and backfill mining, simultaneous extraction of coal and coal-bed methane, coal roadway supporting and underground disposal of rock waste, underground coal gasification, etc.

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.
