Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

A conventional paddle-type mixer and a gravity flow mixing device were evaluated for conditioning of phosphate ore with fatty acid and fuel oil, and for acid scrubbing prior to cationic flotation. Gravity flow mixing required less residence-time, but slightly higher reagent concentrations to achieve recovery levels similar to conventional conditioning. Grade was less sensitive to reagent concentration using the gravity flow mixer. For acid scrubbing, the gravity flow mixer proved equally effective. In this paper, the effect of time, pulp density, reagent concentration, and emulsification on conditioning and acid scrubbing efficiency of the two devices will be discussed.

Due to the influence of economic development on the demand growth of coal resources, many mines in China have gradually entered deep mining. When the roof of deep coal seam is hard rock, it is easy to cause strong ground pressure with the advance of the working face, which seriously threatens the safety of coal mining. Taking 31,104 working face of a mine as the engineering background, this paper studies and compares the deformation characteristics and stress transfer evolution law before and after the presplitting of the hard roof through the combination of physical similarity simulation, numerical calculation, and field measurement, based on the analysis of the interaction relationship between the breaking and collapse of the composite hard roof, and verifies the treatment effect of hydraulic presplitting through field measurement. The results show that: (1) In the early stage of mining under the composite hard roof, the lower roof is mainly subjected to tensile failure, the voussoir beam structure formed is relatively unstable, and the stope is prone to impact. When the mining distance of the working face is large, the breaking rotation of the upper hard roof voussoir beam causes pressure damage to the lower hard roof, causing the lower hard roof voussoir beam structure to slide and lose stability, resulting in strong ground pressure in the working face. (2) After presplitting of composite hard rock stratum, in the early stage of mining, the range and degree of rock stratum damaged by presplitting are small except for the hard rock stratum itself, and the presplitting effect is not significant. When mining to the first square position, the roof is damaged in advance by presplitting, the overall plastic damage range increases, the damage form area increases, and the damage degree deepens. The vertical displacement of the composite hard roof increases rapidly, and the presplitting effect is remarkable. (3) The evolution characteristics of roof principal stress transfer show that under the dual effects of mining and presplitting, the roof tensile stress area above the goaf is large, the rock failure horizon rises, and the roof failure height is high and the failure degree is deep. The stress concentration degree of the coal mass in front of the goaf is reduced, and the stress concentration range is transferred to the rock mass in front. With the advance of mining, the hard roof in front can break and caving in time, so as to avoid rock burst disaster caused by large suspended roof area. The field ground pressure monitoring shows that the average periodic weighting interval, weighting range, peak value before weighting, and peak value during weighting of the working face after presplitting decrease by 53.5%, 38.03%, 8.63%, and 5.96%, respectively, which effectively reduces the weighting intensity and ensures the safe and efficient mining of the working face.

Many mines around the world have been seeking ways to achieve sustainable developments and reduce operating costs. Rockbolting is a technology that needs to be considered as it provides a means of reducing operating costs and improving safety whilst allowing improved production to be achieved. The problem is how to introduce this technology in the knowledge that a successful outcome will be achieved. Rockbolting is a complete package and not only includes the consumable materials but also training, production of Codes of Practice, Monitoring Schemes, Refinement of Design and long term management of the systems. This paper explains the methods that have been applied for its successful introduction and discusses several case studies. It does not give fine detail but is intended to allow decision makers to gain a basic understanding of the method used to successfully introduce rockbolting to a mine.

How did you get into mining; were you from a mining town or mining family? Not at all. I grew up in northwest Kansas. I liked to hunt and fish, so I thought it would be fun to work for a company that made knives or guns. It seemed like metallurgical engineers would be something those companies could use, so I started in physical metallurgy. I got a summer job at the great Climax molybdenum mine near Leadville, CO shoveling muck onto conveyors. I was hooked. I loved everything about mining, so in the fall, I changed majors from physical metallurgy to mineral processing. For many years you actually discouraged young people from studying the mining disciplines. Could that be right? That’s true.

In a series of Julius Kruttschnitt size-dependent breakage models, the cumulative percentage passing 1/10 of the initial size is used as a fineness indicator for scientific research and the selection of grinding equipment. However, in industrial practice, it is quite customary to use the mass percentage passing 75 μm as the indicator. In this paper, based on the energy-particle size model, quartz and calcite, two materials with distinctly different hardness, were used as test samples in a conical ball mill. At the same specific energy, the value of the cumulative percentage passing 1/10 of the initial size decreased while that of the mass percentage passing 75 μm increased with finer feed size. The experimental test values of the mass percentage passing 75 μm have a good linear relationship with the model predictions, which suggests that the particle size energy relationship of the mass percentage passing 75 μm and Ecs can be used instead of the cumulative percentage passing 1/10 of the initial size and Ecs. By building family curves, when particle size x < 300 μm, the family curve can be well fitted, and the fine particle size distribution of the whole product can be reconstructed.

The underground industry is challenged by many complex technical and non-technical issues and risks. The most obvious of these are the traditional technical issues that we usually try to address with risk management techniques. However, there are many other non-technical risks that our projects face on a daily basis which we often fail to fully recognize or appreciate. This paper addresses some of the less-technical broad-based risks in order to put them into perspective with the technical risks we face day to day in underground planning, design and construction. The good news is that Risk Management techniques are not always about bad things. For obvious reasons Risk Management is always thought of in terms of the ?downside? of risk (i.e., the identification and mitigation of things that can go wrong). On the contrary, there is an ?upside? of things that might go better than expected. Fortunately, if a deliberate effort is made, the same principles and techniques that our industry uses in Risk Management can be applied toward identifying and quantifying the Opportunities and Benefits that might occur. In this way, the process of conducting risk management programs can not only identify the downside risk but can be used to identify and direct projects to take advantage of the upside of uncertainty (i.e., Opportunities as they arise). This beneficial aspect of risk management programs will be highlighted in this paper together with the importance of the non-technical issues.

Direct mineral carbonation was investigated as a process to convert gaseous CO2, into a geologically stable final form. The process utilizes a slurry of water, with bicarbonate and salt additions, mixed with a mineral reactant, such as olivine (Mg2SiO4) or serpentine [Mg3Si2O5(OH)4]. Carbon dioxide is dissolved into this slurry, resulting in dissolution of the mineral and precipitation of magnesium carbonate (MgCO3). Optimum results were achieved using heat-pretreated serpentine feed material and a high partial pressure of CO2 (Pc02). Specific conditions include 155°C, PC02 = 185 atm and 15% solids. Under these conditions, a 78% conversion of the silicate to the carbonate was achieved in 30 minutes. Process mineralogy was utilized to investigate the appropriate feed characteristics, identify the process products and interpret the mineral dissolution and carbonate precipitation reaction paths. Three dimensional photoelastic techniques have been developed which provide information on the state of stress at any point in a model investigated. This investigation utilizes these techniques to determine the stress distributions in the pillars and the roof of a room and pillar mine model. Castolite plastic was used for the construction of the model in which a stress pattern was developed by the stress freezing process. Analysis of the stress pattern was accomplished by use of data obtained by observing points in slices from the model with a polariscope and solving data obtained by&apos; the shear-difference method. Slices through the centerline, edge of pillar and centerline of span were investigated. Results of this work provide information on the overall stress distribution on points of stress concentration in compression, shear and tension, show relative magnitude of stress throughout the model and indicate directions of the most important stress values. A generalized roof bolt pattern is developed for room and pillar mines based on the stress distribution. A digital computer was used in the reduction of data and proved to be extremely useful for investigation of this type.

Computer Controlled Scanning Electron Microscopy (CCSEM) is used to analyze indivdual mineral fractions in heavy mineral sands. CCSEM is a fully automated particle analysis technique for the determination of physical and chemical properties of a large number of individual particles. CCSEM enables the precise and accurate determination of the modal abundances of individual mineral fractions (e.g. ilmenite, rutile, zircon, or garnet), their average chemical composition (and compositional variation), as well as their physical properties such as size (e.g. diameter and perimeter length) and shape (aspect ratio and circularity). A unique sample preparation procedure is used to produce representative polished sections from cylinders of raw sand samples such that thousands of grains are present in a polished cross section, but grains are not touching. The combination of this sample preparation technique with CCSEM enables the fully automated analysis of individual grains without the application of de-agglomeration or erosion steps to separate touching particles. Hence, CCSEM yields information representative of the entire area of analyzed grains without systematic bias due to neglect of rim areas by de-agglomeration or erosion steps. Therefore, the resulting data are determined with high accuracy, precision and statistical validity. Because the sample preparation is relatively straightforward, using raw sand samples, and all chemical and physical properties are determined in one analytical session per sample, CCSEM is a powerful cost and time efficient tool for characterizing chemical and physical properties of minerals in heavy mineral sand deposits.

And Rabcewicz said ?tunnels should be driven full face whenever possible.? ADECO, which stands for ?Analysis of Controlled Deformations in tunnels,? now allows us to fulfll Rabcewicz?s dream in any stress-strain condition. In order to achieve that dream and its consequent control over cost and schedule, however, NATM must be abandoned for the ADECO. The paper presents the basic concepts in the ADECO approach to design, construction and monitoring of tunnels together with some case histories, including: full face excavation for Cassia tunnel (width of 22 m, height of 14 m) in sands and silts under 5 m cover below an archeological area in Rome, Italy; Tartaguille tunnel (face area > 100 m2) advanced full face in highly swelling and squeezing ground under 100 m cover where NATM led to catastrophic failure, France; and 80 km of tunnels (face area > 100 m2) advanced full face in highly squeezing/swelling ground under 500 m cover for the high-speed railway line between Bologne and Florence, Italy (turnkey contract).

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. A sulfidic flotation tailings ore, containing 1.14 gpt Au and 242.53 gpt Ag, was treated by low temperature chlorination roasting followed by cyanide or chloride leaching. Eighty per cent of Ag was recovered by cyanide leach when the ore was roasted at 350°C with 50 kg/ton calcium chloride. About seventy per cent of Au was made cyanide amenable by chlorination roasting at 400°C. A better Ag recovery, ninety per cent or over, was achieved by chloride (NaCl+HCl) leach. However, Au recovery was very poor by chloride leach. Ferric chloride, calcium chloride, and cupric chloride were compared as chlorinating agents for their effect on Au and Ag recovery. The study found that low temperature chlorination roasting is very effective for recovering Ag associated with stibnite and stannite. The best chlorinating agent for the test ore was found to be calcium chloride. Parallel roasting-leaching tests indicated that chlorination roasting was far superior over oxidation roasting for both gold and silver recovery.

The purpose of this project is to convey sanitary sewage from an existing pump station to a new waste water treatment plant. This paper will discuss the design and construction aspects of the project. The scope includes construction of three main shafts ranging from 34 to 100 feet in diameter at depths of 200 to 230 feet and 21,000feet of tunnel. Shaft construction consisted of slurry wall excavations keyed into claystone and limestone at depths ranging from 114 to 130 feet, followed by rock excavation utilizing drill and blast methods. The tunnel is being excavated in the Warsaw and Salem shale and limestone formations utilizing a 12&apos;-6" diameter Wirth hard rock TBM.

It is probably safe to assume that most operating personnel working in coal preparation plants are exposed to noise levels in excess of the MESA Noise Regulations unless they are wearing ear protection. The excessive in-plant noise levels have received little attention until recently. Noise control has not been an important design consideration in existing coal preparation plants. This situation is rapidly changing as plant owners and plant operators are requiring that new coal preparation plants be designed to provide a safe noise environment for operating personnel and also meet MESA Noise Regulations. This paper discusses the noise exposure hazards, noise generating mechanisms, and some possible noise control solutions for typical coal preparation plants.

The demand for phosphate will continue into the future, because phosphate is currently irreplaceable as a plant nutrient and in many chemical applications. Phosphate is not recycled, so the supply must be replenished through a process of mining and purification. The most energy intensive part of the process, separation of phosphate from the ore, requires 54 to 78% (depending on the method used) of the estimated 0.5 quads of energy consumed by the U.S. phosphate industry. This paper provides data from a project designed to determine if a biotechnology can be developed to separate phosphate from its ore. Several hundred microorganisms (both bacteria and fungi) capable of solubilization of phosphate ore have been isolated from the environment. Work is ongoing to determine the mechanism for solubilization. In addition, how these organisms could be used in a bioprocess is being investigated.

"Dilution — planned and unplanned – remains a significant cost impairment in the mining process. A series of trials were held over a sixmonth period in fiscal year 2018 (FY18) that established the cost-benefit of new technology as it applies to the alignment accuracy of production drilling rigs in underground mining, thus confirming its ability to limit drilling as one of the causes of dilution. The trials identified three underlying factors affecting drilling accuracy, measurable by blast-hole deviation surveys of planned versus actual toe data. These were rig alignment error, collar location change/ error and in-hole deviation.The trials involved a comparison of existing rig setup processes and technology, with the new technology (Minnovare’s Production Optimizer system). The trials were undertaken in the same environment: the Cracow gold mine, an operating underground mine. The comparison first revealed the extent to which rig alignment impacts blast-hole deviation. Secondly, the new technology was proven to limit rig alignment error, thereby reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160 percent.The increased accuracy reduced stope dilution by reducing over-break of subgrade ore. The new technology was implemented at Cracow during the latter half of 2018. Despite utilizing the new technology for just six months of the year, the mine recorded a 5 percent overall reduction in dilution for the full year compared to the previous year (FY17); from 22 percent down to 17 percent (a net decrease of 22.7 percent). Mine management attribute a significant proportion of this reduction to the new technology, along with sequencing and planning improvements. This opinion is backed by detailed stope reconciliation data taken during the trial from 28 stopes — representing 20 percent of the total tonnes mined during FY18. The data identified that stopes drilled using the new technology recorded 62.6 percent less average dilution."

Load-Haul-Dump machines (LHDs) have contributed significantly to high productivity in hard-rock mining in recent years and are now being introduced into the coal mining industry (Rao, Haycocks and Lucas, 1975; Mining Magazine, 1975). The superiority of the LHD when compared to loader-plus- shuttle-cars has been demonstrated for several operations (Rao et al., 1975), and the number of manufacturers now in the coal mining LHD market (Mining Magazine, 1975) indicates that the concept will be of considerable future importance in the U.S. coal industry. Currently more than 90 percent of U.S. underground coal production is obtained by room-and-pillar methods (Coal Age, 1976). This system presents certain complexities with regard to haulage analysis; among these are constriction of travel routes, variation of haulage distances as different faces are worked, and change in the overall physical layout as mining progresses. Furthermore, current experiments in the use of more than one continuous miner in a section (Mining Magazine, 1975; Coal Age, 1976) suggest the possibility of highly intensive mining operations, with loading proceeding from more than one point simultaneously, in which the overall patterns for machine movements must be carefully arranged to minimize delays.
