The exact reasons that explain the low recoveries of coarse particles in conventional flotation machines are not clear. Being a concern for only a couple of mineral industries comparatively very few studies have been devoted to the problem of coarse particle flotation. Coarse particles flotation is particularly important in potash and phosphate beneficiation. Potash concentrates with particles larger than 1-2 mm do not require additional compaction or recrystallization and receive a premium price. However, recovery of this size particle in conventional flotation cells is very low, and therefore, the coarse floation tailings have to be reground and refloated to produce, at a higher cost, a less desirable concentrate. In phosphate beneficiation deslimed coarse ore (nominally l4x35 or l6x35 mesh) is normally treated separatedly from the finer (35x150 mesh) ore. Concentration by conventional froth flotation alone yields very low recoveries, and therefore, additional processes such as agglomerate flotation in tables spirals and belt conveyors have to be used ( Moudgil and Barnett 1979). Fatty acids and fuel oil used in phosphate flotation have a moderate level of selectivity but considerable amounts of sand report to the froth product, thus concentrates have to be further upgraded by a double flotation process. Concentrates from the anionic circuit are scrubbed in an acidic media to desorb the collectors and then refloated in a cationic circuit to eliminate the fine silica (Lawver et.al. 1978). In this paper the reasons that explain the low recovery of coarse particles in conventional flotation are discussed. A flotation column modified according to the main conclusions of this discussion is tested with two coarse phosphate samples.

"The ancestral Ringarooma River in northeast Tasmania has transported alluvial tin and other heavy minerals from their onshore source of stanniferous Devonian granites downstream into what is now Ringarooma Bay. Previous exploration work has demonstrated the presence of potentially economic tin mineralisation within the palaeochannels and terraces associated with the submerged river.The offshore tin resource lies directly on the seabed or with less than 2 m of overburden, and within 5 - 50 m water depths in the wider bay area. The main river channel continues offshore for at least 13 km, with high tin grades found within the palaeochannel but also dispersed across the sea floor as a sheet wash, a result of Quaternary sea level change reworking the placer deposits. This drowned portion of the coastal plain contains a continuation of rich tin leads as low gradient anastomosing channels, and has been delineated by marine seismic and drilling activity since the 1960s. Tin grades in the Tertiary and Quaternary alluvial profiles vary from 50 - 300 g/m3, with the highest concentrations in the coarser basal horizons. A previous offshore explorer estimated a resource of 194 Mm3 at 150 - 250 g/m3.Kenex Ltd created 3D models of the paleochannels and the mineralisation with the aim of better constraining the resource estimate and identifying additional depositional areas. The modelling was undertaken with the input of geophysical data, bathymetry and geochemical sampling of the seabed surface and from historic offshore drill holes. A prospectivity model covering Ringarooma Bay was produced to target tin-bearing gravels. Predictive maps were created to represent various features of the offshore mineral system, including assessing gradient changes in palaeochannels and their sinuosity. The model identifies areas with higher potential for alluvial tin mineralisation and will be used to focus the exploration programme over tenements currently held by Kenex Ltd."

Caterpillar’s 797 327-t (360-st) mining truck is currently being tested at the company’s proving facilities. Mine evaluations began in the second quarter. The unit will be commerically available in North America in 2000 and worldwide in 2001. The new model is the largest of Caterpillar’s off high-way truck line. In addition, the company has replaced its 966F series II and 970 F wheel loaders with the966G and 972G models. 797 mining haul truck Caterpillar developed the 797 mining haul truck in response to mining companies seeking to reduce cost per ton in large-scale operations. The 797 is sized to work with loading shovels used in large mining operations. And Caterpillar will match the body design to the material being hauled, to optimize pay-loads.

"We made site visits to determine potential environmental issues caused by artisanal and small-scale mining (ASM) in the Tarkwa Mining Area (TMA) of Ghana. Activities of the diggers were observed to degrade vegetation, land and water. Improper handling of mercury was also identified as a major threat to people and ecosystem. Large abandoned pits and trenches posed fall traps to farmers, hunters and wildlife. We argue that lack of adequate monitoring and regulatory enforcement by Ghanaian authorities, together with inappropriate mining processes, probably due to lack of technical expertise are contributing factors to the environmental issues of artisanal and small-scale mining in the TMA. INTRODUCTION Environmental degradation caused by artisanal and small-scale mining (ASM) has been a major concern to many people and governments around the world. ASM is often associated with health, safety and environmental issues in communities where it is practiced (Kitula, 2006; Asiedu, 2013; Sousa et al., 2010). Some of the environmental issues that have been reported include land degradation, mercury contamination, cyanide release, and pollution of rivers/streams. These issues have been attributed to improper mining methods, inefficient technology, lack of technical training and environmental awareness, and lack of regulatory enforcement (Serfor-Armah et al., 2005; Bansah et al., 2016a; Hentschel et al., 2002). In Ghana, ASM typically occurs in rural communities, providing jobs to many people and contributing towards socioeconomic growth of the country (Banchirigah & Hilson, 2010; Bansah et al., 2016b; Osei-Kojo & Andrews, 2016). As a result of the environmental issues, many people have called on government to develop drastic measures to control ASM operations. It is in this regard that this paper examines potential environmental issues caused by ASM in the Tarkwa Mining Area in Ghana, and suggests mitigation measures to ensure environmental sustainability. ASM in the area comprises of registered (licensed) and unregistered (unlicensed) operations that adopt surface or underground mining methods to exploit gold-bearing materials. Surface operations typically involve clearing of vegetation, removal of overburden, excavation of mineral deposit, washing/grinding of excavated gravels and processing with mercury. Except grinding, washing and mercury recovery, underground operations are conducted below ground with limited impact on the surface. Alluvial mining is also commonly practiced in streams and along river banks. These activities can have devastating impact on biodiversity of the ecosystem. To achieve the objective for this study, field visits were made to ASM sites to observe operations and interact with diggers. Visits were also made to host communities of ASM and government officials to obtain their perspectives on ASM in relation to environmental impact. The study area (Tarkwa Mining Area) is located in the Western Region of Ghana (see Figure 1). It is endowed with natural resources such as gold and manganese. Hence, mining is the major economic activity in the area. ASM is widespread, with 15 registered operations and several unregistered mines. The environmental issues observed in the study have been grouped into three main categories: vegetation and land depletion; water quality and pollution issues; and mercury contamination issues."

Ferrochromium produced by smelting chromite ores is an important alloying component in the steel industry. Ore, coke and fluxes are mixed and reacted in an arc furnace for a smelting process of ferrochromium. In ad-dition to this process, pre-reduction of chromite ore with carbon is an important industrial process. In all these processes, the mechanism and kinetics of reduction of chromite with carbon play an important role. In this study, the reduction of Turkish chromite ore with carbon was investigated. Chromite and carbon were ground to three different particle size groups. Chromite was mixed with carbon in stoichiometric and excess ratios. The samples were reduced under argon atmosphere at temperatures between 1,200° and 1,350°C. The formed phases and alloy compositions of reduced chromite samples were analyzed by optical microscopy, scanning electron microscope (SEM) with EDAX and X-ray diffraction analysis (XRD). Experimental results showed that the degree of reduction and the reduction rate increased with increasing temperature and decreasing particle size. The highest degree of reduction, 61.4%, was obtained at 1,350°C. The reduction took place in three stages: Stage 1: transformation of Fe3+ to Fe2+ and formation of metallic nuclei, Stage 2: formation of metallic crust around the particles and Stage 3: growth of the metallic crust and coalescence of the metallic phase.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

"In 2016, the estimated value of total nonfuel mineral production in the United States was $74.6 billion, a slight increase from the revised total of $73.4 billion in 2015 (Table 1). Increased construction activity spurred increased production of industrial minerals, especially those used in infrastructure and residential construction. Although starting the year relatively low, prices for several metals, especially for some of the precious metals, began to trend upward. Decreased production of most metals produced in the United States, however, contributed to an overall decline in the value of metal production.Several U.S. metal mines and processing facilities were idled or closed permanently in 2016, including iron ore mines in Michigan and Minnesota; three primary aluminum smelters in Indiana, Missouri and Washington; one secondary zinc smelter in North Carolina; a titanium sponge facility in Utah and titanium mineral operations in Virginia. In addition, in May, the weekly average rig count for oil and gas drilling reached its lowest level since the 1940s when that measurement was first recorded. The reduced drilling activity resulted in decreased production of some industrial mineral products used in the drilling sector. Trends in mineral-related sectors of the domestic economy declined or held steady, except in the manufacturing of nonmetallic mineral products and nonferrous metals excluding aluminum, which increased. Overall, mining trended downward as the result of significant declines in coal mining, oil and gas extraction and metal mining (Table 2). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. "In 2015, the estimated value of nonfuel mineral production in the United States decreased by 3 percent from that in 2014 (Table 1), mainly as a result of decreased metal and metallic mineral prices, especially iron ore, copper and precious metals. Lower metal prices were attributed to decreased consumption, especially in China and increased global inventories. Several U.S. metal mines were idled in 2015, including the only U.S. rare earths mine at Mountain Pass, CA. Downstream processors also were affected, with smelters and refiners either shutting down or idling production lines. Increases, however, took place in the value and quantity of production of industrial minerals, especially those used in the construction sector, including cement, construction sand and gravel and crushed stone. Trends in mineral-related sectors of the domestic economy, except for iron and steel manufacturing, aluminum manufacturing, coal mining and metals mining, all experienced growth (Table 2).Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). However, as shown in Fig. 2, minerals remained fundamental to the United States economy, contributing to the real gross domestic product at several levels, including mining, processing and manufacturing finished products. Net exports of mineral raw materials and old scrap were $14.4 billion. Domestic raw materials, along with domestically recycled materials, were used to produce mineral materials worth $630 billion. These mineral materials, including aluminum, brick, copper, fertilizers and steel, and net imports of processed materials (worth about $32 billion) were, in turn, consumed by downstream industries with a value added to the gross domestic product estimated to be $2,490 billion."

Surface mining, from ore extraction to processing, requires many types of equipment to obtain the final product. Mine equipment often includes shovels, drills and haul trucks. Ore processing equipment, including plants, mills and concentrators, are also part of surface mining operations. Surface mining operations emphasize production. Production is where the bills are paid and fortunes are made. However, there must be support to keep the equipment operational. To most production people, equipment maintenance is a necessary evil. Maintenance is not glamorous work. It is often neglected when praise is being passed around. It is easy to recognize higher production, greater capacities, faster cycle times or more loads hauled. But who cares if an engine is replaced in 12 hours instead of 48? The answer is, everyone should - from the hourly miner to the mine manager. Surface mining equipment needs constant maintenance work. It must be lubricated, components replaced, electrical problems repaired and other problems addressed. Repair work for any surface equipment takes time away from production. It costs money. Maintenance costs cannot be avoided. However, they can be minimized. Minewide communication should include operations cooperating with maintenance. Traditionally, operations resist surrendering equipment to maintenance if it can continue to produce. The rationale is, every load that can be hauled today is money in the bank. If the unit is taken down, the money is lost. This thinking is prevalent in many surface mining areas, including the mill. "Not on my shift," the operator thinks. "Let the next crew worry about it. The problem with this thinking is in probability and statistics. The longer equipment goes without maintenance work, the higher the probability of equipment failure. When the failure does occur, it is certain to cause the equipment to remain down longer than if the maintenance department had been allowed to take it down. Many mining operations have closed early in their lives because of poor maintenance practices. This has become the industry standard because substandard levels of performance are acceptable. Management believes it gets five to six hours of work from maintenance people during an eight-hour shift. Actually, the industry average is less than two hours of work per shift. Real productivity levels of less than one hour are not unusual. There are few exceptions. However, a daily work schedule (DWS) will increase productivity at many properties by 50% to 100%. A 200% improvement is not unusual. The DWS will work. Maintenance people are among the most intelligent and motivated people on the property. They deserve the chance to be productive. [ ] In preparing a DWS, management needs to understand two productivity principles - the productivity spread and the real maintenance workday.

Laboratory flotation tests were carried out on six Polish samples of different rank. Each coal sample was screened into 7 size fractions. The floatability of size -by- size for various size ranges for different samples was investigated as: well as the original samples. The results showed that in flotation of size -by -size, the intermediate size had the maximum floatability. The range of this intermediate sizes varied with the rank of the coal. Entrainment was shown to be an important mechanism to the recovery of fine particles in flotation of the original samples".

Climax Molybdenum Company’s Henderson Mine is a large panel caving molybdenum mine located about 43 miles west of Denver, Colorado. Three Joy M120-72-880 fans are installed in parallel on the No. 1 exhaust shaft. Throughout the mine’s history, ventilation changes such as the completion of the No. 5 exhaust shaft have decreased the utilization of these fans. To optimize fan performance they have been run with the full complement of 16 blades, down to as few as four blades. Since the completion of ventilation upgrades associated with the Henderson 2000 project, one surface fan has been operated under normal conditions with 10 or 12 blades. With the completion of a new network model of the Henderson ventilation system, a tool was built to develop fan curves for possible future fan configurations and predict future fan performance. This paper describes the tool and its use at Henderson.

Hydrogen peroxide and calcium peroxide are used to improve the extraction of gold/silver and reduce cyanide consumption in heap leaching and mill leaching operations. FMC's standard grade H2O2 and FMC's Permeox™ solid peroxygen, a formulated product containing cao2, was used for the experimental work. It was found that the rates of release and the longevity of these peroxygens in ore-cyanide mixtures are significantly different. When choosing a peroxygen, one of the key factors is extrac­tion time, with the longer extraction times of heap leaching primarily favoring calcium peroxide and the shorter extraction times of mill leaching primarily favoring hydrogen peroxide. A series of laboratory leach tests showed the choice between H2O2 and CaO2 to be ore and process specific. H2O2 and/or Permeox™ improved the gold extraction in four out of five ores tested. (2 sulfide and 2 oxide). Mixtures of H2o2 and Permeox™ were also found to significantly increase the gold extraction rate. A fifth ore (sulfide) did not respond to peroxygen treatment. In addition, savings in NaCN consumption was obtained with Permeox™. Both peroxygens offer economic incentives to gold processing.

The properties of interfacial water at hydrophilic surfaces are of great importance in many technological areas including flotation, solid-liquid separation, dispersion and emulsions, flocculation, adsorption, corrosion, and soil contamination. This paper examines the use of FTIR/internal reflection spectroscopy (FTIR/IRS) to study the spectral characteristics of interfacial water at silica surfaces. FTIR spectra were characterized by consideration of the OH stretching region (3000-3800 cm-1) associated with the vibrational spectra of interfacial water. The broad peak in this region was deconvoluted in order to isolate overlapping spectral features that describe the nature of hydrogen bonding in interfacial water. Three distinct bands were found; -3600 cm-1 (free OH), -3400 cm-1 (incomplete tetrahedral coordination), and -3240 cm-1 (complete tetrahedral coordination) and the variation of their intensities with pH was found to be significant. This spectral information helps to explain orientation and bond ordering of interfacial water molecules at hydrophilic surfaces.

The Seismic Interactive Interpretation Workstation (S//W) provides a wide spectrum of utilities ranging from improving field acquisition techniques, data processing and interpretation of coal seismic data. The power of the workstation lies in the interpretation process where various sets of geophysical and geological data are integrated to form a network of information that is stored in a database. Computer models are generated from known borehole and geologic information and later cross-correlated with the processed seismic data. Structural and stratigraphic modeling techniques add another dimension to the interpretation process. Complex trace attributes highlight subtle features not easily observed in black and white sections. Using the computer workstation, the explorationist gains valuable insight and conducts more intelligent interpretation of seismic data through a more comprehensive network of data analysis.

Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. The North Auckland Line (NAL) in Northland, New Zealand, is being upgraded to pass Hi-Cube containers. The line includes many tunnels and bridges which need to be refurbished to improve structural clearances and line capacity. Tunnel 2 along the line, the Makarau Tunnel, has posed special challenges. Opened in 1898, the tunnel suffered multiple collapses during construction and has shown significant distortion during operation. The tunnel has been repaired many times since opening. Successfully enlarging this delicate and distressed structure has involved historical research, advanced analysis and design, and careful construction. The results provide lessons for dealing with brick lined tunnels and poor ground conditions
