The U.S. Geological Survey has conducted an assessment of the Nation’s coal deposits that potentially could be mined during the next 30 or more years. For the Gulf Coastal Plain region, the assessment includes reviews of the stratigraphy, coal quality and resources, and coalbed methane potential of the Cretaceous, Paleocene, and Eocene coal deposits in the region. The results of these efforts are a series of digital maps, text, and tables published in CD-ROM format. Although abundant coal resources are available in the Gulf Coast region, coal quality issues may limit large-scale development in the future. Additional data are required to better evaluate the coalbed methane resource potential for the Gulf Coast region.

As the gold mining industry matured through the 1980' s, and into the 1990's, the development of refractory gold orebodies has become more prevalent. Newmont Mining Corporation developed and commercialized flash chlorination for the treatment of carbonaceous preg robbing ores; Homestake Mining Company developed and commercialized the industry's first application of autoclaves. Barrick installed the world's largest autoclaves on whole ore treatment a few years later. Dry grinding and roasting followed at Placer Dome's Cortez, Freeport -Independence and Newmont's Carlin operations. Today, numerous papers are presented on research efforts worldwide which address treatment of refractory gold ores by bioxidation, roasting, autoclaving, alternative lixiviant treat­ment and other novel process ideas. The overall objectives are to develop economic processes for difficult refractory ores where no process exists or conventional practice is cost prohibitive. Successful research can lead to lower operating costs, increased profits, and increased ore reserves. One such research effort directed by E I DuPont de Nemours and Company, Advanced Mining Technologies, was focused on gold ores which were refractory in nature due to the cyanide soluble copper content. Approximately five years of research effort culminated in a patented process (U.S. Patent 5,411,575)1 and the formation of a new joint venture company, AuGMENT Technologies, in 1995 with Newmont Mining Corporation. Today significant progress has been made in moving the laboratory scale tests to commercialization.

The United States was the world’s largest producer and consumer of boron compounds during 1995. According to estimates from the US Geological Survey(USGS), boron mineral concentrate and chemical production in the United States totaled an estimated 1.1 Mt(1.2 million st) yielding 602 kt (663,000 st) of B2O3 for an estimated value of $462 million. This level of production exceeded 1994 revised production figures by about 9%. The United States continued to provide nearly all its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid to foreign markets. During 1995, about 900 people worked in domestic boron mines and plants, about the same as in1994. USGS estimated total world production of boron during 1995 to be about 3 Mt (3.3 million st), yielding about 1.6 Mt (1.8 million st) of B2O3. World production in 1995 was about equal to revised 1994 levels.

Phelps Dodge’s Candelaria copper-gold mine is located 20 km (12miles) south of Copiapó in northern Chile’s Atacama province (Region III) (Fig. 1). The Candelaria Mine is about 800 km (500miles) north of Santiago and 75 km (47 miles) east of the Pacific Ocean. Its elevation is 600 m (1,970 ft) above sea level. The Copiapó River Valley is 6 km (4 miles) northeast of the mine site. It is the only major source of water in this arid region. The average rainfall is 14mm/a (0.5 in./year). During 1995, the mine produced 521.4 kt (574,800 st) of copper concentrate containing 150 kt (165,000 st) of salable copper and 3 t (98,800 oz) of gold. The 1995 unit cash cost was less than 50 cents/lb of copper. This makes Candelaria one the world’s lowest cost copper producers.

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Geologic and technical factors such as coal seam thickness, stripping ratios, roof conditions, partings, faults, and size and geometry of the reserve block greatly impact the availability of Illinois coal for mining. Residential and commercial developments also restrict access to coal reserves in some areas. Despite the collective effects of these factors, large blocks of bituminous coal reserves suitable for efficient, low-cost underground mining remain available in Illinois.

U.S. mines are among the most efficient, productive and safest in the world. Much of that efficiency is due to the high-technology equipment and processes available to the industry. The U.S. mining industry can produce more material now with fewer people than it could a few decades ago. And that material can be produced more safely. However, the workforce is growing older and fewer young people are filling the holes created by retirements. Even though mining is one of the highest paid occupations in the United States, young people believe they can find jobs that pay almost as well without the risks and the often remote locations associated with mines.

Good times make for happy miners. And the past few years have seen a lot of smiling mining engineers, geologists, metallurgists, corporate executives, analysts, investment bankers and shareholders. And nowhere was that more evident than at the 74th Prospectors and Developers Association of Canada’s (PDAC) annual meeting. The meeting, held in Toronto March 5-8, attracted a record 14,500 people. Of those, the PDAC said attendees came from an estimated 100 countries. And about 40 countries sent national delegations to the meeting. Argentina, for example, sent nearly 100 people. The PDAC meeting has always been a event where companies and individuals can get a look at numerous properties in all parts of the world that could potentially become major mines. And through the many receptions, hospitality suites and just sitting in the local restaurants and taverns, deals are usually made.

History of Development The hydrocyclone, probably because of its basic simplicity, has been used for various classification applications since before 1890. A patent was granted in the United States in 1891 to Bretney on a device for separating sand from water, collecting the sand in a closed chamber for intermittent discharge, practically identical to some present-day water desanding cyclones. Between 1900 and 1937 there were 30 or more additional patents issued on liquid cyclone configurations or their use. About 1937 liquid cyclones began to be used commercially in the treatment of cellulose fiber in the pulp and paper industry separating contaminating particles from the fiber in water suspension used for making high grade paper products. Nichols Engineering & Research Corp. of New York was marketing a liquid cyclone for cleaning sand and din particles from fiber suspensions in the pulp and paper industry by 1937. The designs during this period were such that the cyclones discharged a small amount of relatively high density material into a chamber connected to the cyclone apex which in turn discharged the collected dirt material intermittently. By the early 1940s hydrocyclones as we know them today began to appear both in the pulp and paper industry and in coal prorzssing.18 Considerable experimental work was done on small, mostly 3-in.- diam, cyclones operating at relatively high pressure drops, in the range of 50 psi, to remove very small contaminating particles from cellulose fiber in the production of high-grade writing papers in the paper industry.18

INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. Chemical processing research made notable advances during 1986. This overview is necessarily brief. It is intended, though, to give the flavor of selected areas where recent activity has been high. At the 1986 Annual Meeting of The Metallurgical Society, a symposium was held on hydrometallurgical reactor design and kinetics. R. G. Bautista, R. J. Wesely, and G. W. Warren edited the resultant proceedings volume. This is the first available volume on this subject. It includes 26 papers on fundamental kinetic studies, modeling of reaction kinetics and reactor performance, and pilot and production-scale operations. Metals discussed include silver, gold, platinum, titanium, cobalt, nickel, zinc, copper, manganese, and iron. Agitated tanks, heaps, dumps, pachucas, pressure auto-claves, electrolytic reactors, liquid membranes, and fluidized beds are among the reactor types covered. An international symposium dealt with iron control in hydrometallurgy. It was sponsored by the Metallurgical Society of CIM, the Institution of Mining and Metallurgy, The Metallurgical Society of AIME, and Gesellschaft Deutscher Metallhutten and Bergleute. J. E. Dutrizac and A. J. Monhemius edited a proceedings volume containing 41 papers. These covered many areas of process chemistry, solvent extraction, precipitation, treatment of pickle liquors, impurities, residues and the environment, and process selection. Precious metals Concerning precious metals processing, the US Bureau of Mines IC 9059 is noteworthy. It includes papers presented at a USBM briefing at the Western Mining Conference in Denver. Topics covered included ion exchange, staged heap-leaching direct-electrowinning, and mercury precipitation during cyanide leaching of gold ores. Also dealt with were carbonaceous gold ores, carbon adsorption and desorption, heap leaching, the carbon-in-pulp process, and precious metals recovery from electronic scrap and solder. R. C. Sandberg and J. L. Huiatt (Journal of Metals, June 1986, and USBM RI 9022) developed a method to recover silver, gold, and lead from a complex sulfide using ferric chloride, thiourea, and brine-leach solutions. Gallium Gallium recovery was also a subject of considerable interest. Much information on this topic is proprietary. But two papers described solvent extraction of gallium. V. P. Judin and R. G. Bautista (Metallurgical Transactions B, 1986) developed an equilibrium model to separate gallium chloride from aluminum chloride. Tributyl phosphate was the extractant studied. T. Sato and H. Oishi (Hydrometallurgy, 16, 1986) investigated gallium extraction from sodium hydroxide by using Kelex 100. Data were given on the equilibrium distribution and the extraction kinetics. Galena Interest continues in recovering lead by hydrometallurgical processing of galena. J. E. Dutrizac; S. H. Kim, H. Henein, and G. W. Warren; and M. C. Fuerstenau et al. (Metallurgical Transactions B, 1986) all investigated leaching of PbS by ferric chloride. Dutrizac reported parabolic kinetics and reaction control by outward diffusion of lead through a porous layer of elemental sulfur. Kim, Henein, and Warren, however, reported that two leaching reactions occur. A nonoxidative reaction produces H2S and there is an oxidative leaching by ferric ion. Acid dissolution was found to predominate when the acid activity to ferric activity ratio is high. Surface chemical reaction was reported to be controlling. Fuerstenau et al. also reported that mass transfer through the sulfur layer is rate determining. But they believe that the species transferred are chloro complexes of ferric ion. In other work on lead, A. Y. Lee, A. M. Wethington, and E. R. Cole, Jr. of the USBM described an environmentally acceptable hydrometallurgical alternative to the smelting of lead concentrates (RI 9055). Uranium In spite of depressed prices, much work has been reported on uranium processing. R. G. L. McCready, D. Wadden, and A. March-bank (Hydrometallurgy 17, 1986) described the nutrient needs for in-place leaching by T. ferrooxidans. They reported the optimal conditions for uranium solubilization. L. E. Eary, H. L. Barnes, and L. M. Cathles (Metallurgical Transactions B, 1986) carried out an experimental and modeling study of uraninite dissolution. They concluded that ferric ion preferentially leaches uraninite in pyritic ores. Hydrogen peroxide was found to be less selective. A. Vuorinen, P. Hiltunen, and O. H. Tuovinen (Hydrometallurgy 15, 1986) studied redox and precipitation reactions of iron and uranium in leach liquors. P. T. Chiang (Hydrometallurgy 17, 1986) reported on the effect of uranium loading in the DEPA-TOPO process to separate uranium and iron from wet-process phosphoric acid. F. J. Hurst (Hydrometallurgy 16, 1986) conducted a fundamental study of the separation of uranium from phosphoric acid by DEPA and TOPO. D. E. Chia and W. C. Cooper (Hydrometallurgy 16, 1986) reported on bench and pilot scale work to recover uranium by the HIMIX process. They reported that the acid consumption to produce an eluate suitable for yellowcake

Downstream dispersion curves for certain trace metals were obtained from two mineralized areas in the southeastern U. S. In Lincoln Co., Georgia, 7 sample sets were collected downstream from the Magruder mine, a polymetallic sulfide deposit (Zn-Cu-Pb-Ag-Au) in metavolcanic rocks. Five sample sets were collected along Joe Mill Creek in Grainger Go., Tennessee, downstream from a zone of zinc mineralization in carbonate rocks (Mississippi Valley-type). In both areas, analyses were made of Fe-Mn oxide coatings on lithic fragments and quartz pebbles, and the -80 mesh fraction of the stream sediment. A comparison of the dispersion curves reveals the following: 1.) the anomaly/background ratio is markedly higher in the Fe-Mn oxide coatings for zinc and copper; 2.) the anomaly/background ratlo is markedly higher in the -80 mesh fraction for lead which is not concentrated in the coatings; and, 3.) the Zn/Mn and Cu/Mn ratios in the coatings are useful in that they enhance downstream derectability of mineralization as well as provide for a simpler analytical procedure. There are several potential advantages of using coatings vs. the conventional -80 mesh fraction in stream sediment surveys. Because soluble metal is brought into the stream mainly in groundwater, deeper anomaly sources may be detectable from the oxide coatings than from clastic fractions of alluvium where much of the metal is derived from erosion of soils. Variability due to sampling may also be reduced, providing better discrimination of anomalies. In areas of glacial or alluvial cover, coating surveys may be particularly applicable.

This technical note describes an alternative procedure that can be used in linear programming calcula¬tions where the compliance limit of lbs S02/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equa¬tions to blend to an SO2 content of 1.2 lbs S02/million Btu; the excess sulfur for Coal A was defined as Sulfur excess%o = 0.5 - 0.6-13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C<- 0.0 Another way to create the parameters for the constraint equation is given below. As virgin coal reserves dwindle, more and more mines are being opened in areas with previous mining. As addressed in this conference before, there are solutions available for designing mines extracting coal from reserves with known underground workings above or below the target seam. Often times, however, mining begins with limited knowledge of the underground workings. Even with careful planning, the proposed design has limited success because the ?facts? as presented during planning turn out not to be as accurate as one would like. At National Coal?s Mine #14, mining the Walnut Mountain seam, after driving the main entries in some 34 crosscuts, it was found during routine mine examinations that the pillars had separated from the roof in a few areas of the mains. Immediate roof conditions proved to be sound but questions arose concerning the stability of the main roof and floor. Core tests were done to better determine the rock strengths and characteristics. The paper presents the ideology used to tackle the effects of mining over old works in an operating coal mine. This paper discusses the analysis of the symptoms observed and the steps taken to ensure that this pillar separation was caused by the underlying old workings and that the separation was expected and controllable.

CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

The recommendations resulting from a Dispute Review Board (DRB) hearing of a contract dispute are being challenged more and more frequently. This paper explores possible causes based on the authors’ experiences. Challenges facing the DRB process include: The DRB process is starting to lose some of the informality and flexibility. Both owners and contractors appear to be putting too much weight on a board recommendation on a dispute. DRB’s do not make “decisions,” they provide recommendations for dispute resolution to both parties. The DRB process is not just for contractors to present an unresolved issue to a board hearing. Owners can also initiate a request for a hearing on a disputed issue. For the DRB process to remain a viable element of the successful construction project, confidence must continue to be maintained in a process that is intended to work on behalf of both parties to the construction contract.

Although water quality predictions are often made in Environmental Impact Statements (EIS&apos;s) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

In recent years, a variety of new or substantially modified grinding machines have been offered to the mining industry with claims of improved performance relative to standard grinding machines especially rod and ball mills. The incentive for developing such new machines is high, because costs associated with grinding are a very substantial part of the total costs of processing run-of-mine ore, and gold ores are no exception in this regard. The incentive is also high because of the very low conversion of input energy to comminution energy in most tumbling mills. If the most energy-efficient means of mechanical size reduction is slow compression of single particles, then this energy amounts to only about 3% of that used in tumbling mills. It would seem, therefore, that there is a huge potential to do better. This paper examines three types of grinding machine for which claims of higher energy utilisation ( amongst other beneficial claims) have been made, namely the high pressure grinding rolls, the vibrating drum mill and various styles of stirred mill. It presents evidence concerning the claims, examines the range of particle size and particle size reduction over which benefits might reasonably be expected to accrue, discusses the major issues in contention and briefly describes the research the CSIRO Division of Minerals has in progress, both independently and collaboratively, the latter mainly with the Julius Kruttschnitt Mineral Research Centre (JKMRC) via the Cooperative Research Centre for Mining Technology and Equipment (CMTE) and the Australian Mineral Industries Research Association (AMIRA). West Virginia&apos;s basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states&apos; statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia&apos;s regulation of surface subsidence a singular approach.

The development of a successful restoration strategy for any drastically disturbed site is dependent upon a thorough understanding of the chemical properties of the spoils or mining wastes that need to be stabilized. The majority of revegetation research in the USA has been conducted on coal mining spoils and coal preparation wastes, and this paper will focus on these two materials and their modification for plant growth and water quality protection. Potential acidity derived from the oxidation of pyritic (FeS2) materials is the most important chemical factor that must be estimated and managed, but physical properties such as severe compaction or excessively low water holding capacity are also very limiting. Conventional soil fertility tests are very difficult to interpret for mine soils because of their tendency to extract elements from fresh, unweathered surfaces that are soluble in the extract, but not plant-available. A wide array of waste products such as sewage sludge biosolids and coal fly ash are readily available for use as mine soil amendments, but their utilization must be carefully matched against the needs of the post-mining plant community and their potential water quality impacts.
