Capital budgeting and investment analysis have, to this point, been beyond the scope of this text. However, a recent conceptual development by John K. Shank and Vijay Govindarajan in the capital budgeting literature is of interest to operations managers because it (1) employs some of the cost management tools outlined earlier in this text and (2) provides a useful framework for using cost management techniques to improve the competitive position of the firm. ft Shank and Govindarajan present a method of analyzing proposed expenditures that is not based on discounted cash flow measures. Their approach employs a combination of three analytical tools: value chain analysis, strategic positioning analysis, and cost driver analysis. In each of these, cost and revenue information is used in ways normally not associated with conventional budgeting. Using this framework, capital projects are selected based on their ability to improve the firm's strategic position. Shank and Govindarajan have termed this approach "strategic cost management."

A comprehensive approach to the development and organization of an expert system designed to assist electricians in diagnosing electrical faults in mining machinery is discussed. The system includes diagnostic, reference, and tutorial programs. The diagnostic portion of the system is based on a causal-reasoning approach, which is used to establish a hierarchy of symptoms and the subsequent production rules for identifying component-level failures in the motor-control circuit of a shuttle car. With this approach, conclusions are developed directly from knowledge of the circuit and its behavior (in both working and failure modes) based on first principles, rather than the heuristics of a domain expert. The symptoms and their hierarchal structure are formulated by creating "what if' scenarios and performing a qualitative circuit analysis for each fault. Techniques for incorporating interactive graphical displays of the circuit schematic into the diagnostic portion of the system are also presented. Supportive computer programs that provide reference material and tutorials on the circuit are also described.

Vertical magnetic surveys have been made over about 3, 150 miles of the crystalline area of east-central Alabama. A contour map (100-gamma interval) showing regional magnetic anomalies has been prepared (scale 1:250,000) from data points located at quarter-mile intervals on all public roads. Small one- and two-station anomalies were eliminated, leaving only areally extensive anomaly features associated with regional geology. The regional gradient was "filtered" from the basic data and the resulting magnetic configuration compared to the regional geology. Regional lines of vertical magnetic intensity trend northeast and follow the structural framework of the area. Correlations can be made between a large number of geologic and magnetic features. The strongest regional anomalies are associated with the Goat Rock, Bartletts Ferry, Towaliga, and Brevard fault structures. The Inner Piedmont area is characterized by a broad regional high. The magnetic values of the northern Alabama Piedmont grades gently northwestward, disrupted occasionally by elongate highs and lows associated with amphibolites or granites. Scattered throughout the Piedmont are anomalous areas of high magnetic intensity; some are related to magnetic-bearing rocks, and some Indicate possible mineralization. In spite of the deflationary state of the minerals business today, there will be opportunities for those who can fulfill future needs. Since there are abundant supplies of ores and fuels to keep prices down, at least in peacetime scenarios, future needs may be as much political and social as technical and economic. Engineers and economists will develop new and innovative ways to find, mine, process and pay for mineral deposits. Pressure from governments and non-governmental organizations and the public will combine with market forces to provide opportunities for highly competitive, risk-taking enterprises who can leverage the qualities of their orebodies and employees by being good neighbors and partners.

As the dust begins to settle and mining companies begin to take stock of the battle, Newmont Mining Corp. will be one that is standing strong with just a few scrapes and bruises thanks in large part to the leadership of president and chief executive officer Gary Goldberg and his right hand man and chief operating officer, Chris Robison.As he closes in on retirement (for a second time) Robison, a third-generation miner from Nevada, took time to speak with Mining Engineering about a 33-year career in which, among other things, he is credited with not just helping Newmont survive the turbulent times but with steering the company to a safer, more productive and more profitable heading.“I think we did it better than anyone else,” Robison said when asked how the company fared during the past five years. “We didn’t talk about it a lot, we just put together a strategy and we delivered.”What Newmont, the world’s second-largest gold mining company by production, delivered since Robison took the position of chief operating officer in 2013 are improvements in costs, porduction, projects and safety.Operating under the mantra of “live within your means,” Robison was pulled out of retirement from Rio Tinto and into a challenging situation at Newmont. The price of gold was in a nose dive from a high of nearly $58/g ($1,800/oz) and heading to levels closer to $38.60/g ($1,200 oz).“Newmont is a big ship that can’t be turned, but has to be steered,” said Robison. “We recognized that we had to set a new course. The direction the ship was going was great for $1,600 to $1,800/oz gold but we were chasing ounces.”Like the rest of the gold mining sector before the falling gold prices, Newmont was focused on volume and was looking for gold wherever it could be found. The slogan at Newmont in 2011 was “7 million ounces a year by 2017.”When Robison came on board it was a different reality.“We had to begin focusing on value over volume as the cornerstone of Newmont going forward,” he said."

About 100 mine-waste dumps from past metal exploration and mining in Colorado and Montana were sampled using surficial-sampling methods for laboratory studies of the minus-2-mm fraction. In the laboratory, the composite samples were split into l00g samples that were leached to assess their acid-generation potential and associated release of potentially toxic metals that may degrade water quality in the headwaters of the Animas River watershed in Colorado and the Boulder River watershed in Montana. Two leach methods were studied: a passive leach using de-ionized water, and a more aggressive leach following the EPA-1312 method. The resulting pH values of the leachates using both methods are comparable. The concentrations of sulfate and several, but not all, dissolved or water-soluble metals are higher in the EPA-1312 leachates than in the passive leachates; however, the overall trends of the data are very similar. The passive leach method is less labor intensive and may be more representative of the natural weathering process occurring on the mine-waste dumps, simulating the natural precipitation and snowmelt. Three chemical characteristics of mine wastes studied here provide a relative ranking of mine-waste dumps for the purpose of determining priority for removal or remediation. These characteristics are: net acid production (NAP), sum of dissolved toxic metals (?As+Cd+Cu+Pb+Zn), and dissolved iron in leachates. Ranking can be done evaluating plots of NAP versus the sum of dissolved toxic metals, and NAP versus dissolved iron. These two plots serve as a basis for relative ranking of polymetallic-vein and acid-sulfate mine wastes studied. This ranking scheme may apply to mine wastes from production of other deposit types in other watersheds.

Strategic Data Planning (SDP) is an emerging technique for the analysis and design of information systems. This paper describes the use of strategic data planning in the formulation of a complete integrated set of mining technical systems for the Koolan Island iron ore mine. Applications covered include hydrogeology, geology, mine planning, surveying, quality control, laboratory and mine production recording. Koolan Island is 13 kilometres long and 5.5 kilometres wide at its widest point. Its sole industry is an open pit iron ore mine of 3 million tonnes annual capacity, owned and operated by BHP Minerals. Some of the production is used by BHP Steel International, but most is exported. The orebody is steeply dipping and is mined bench by bench. Outturn grades for run-of-mine product are iron 66.5%, silica 3.0%, alumina 1.0%. Computer systems are run on Data General equipment, currently an MV10000. Computer applications, which are shared across mine sites, are developed and maintained by BHP Information Systems in BHP's Melbourne Office.

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. Red Dog, the world’s largest zinc mine, is located ninety miles north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called NANA. NANA received a subsurface title over this resource as part of their settlement lands under the Alaska Native Claims Settlement Act and subsequently entered into a Lease Agreement with Cominco in 1982. Cominco, an international mining company focused on zinc, built and operated the mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language, and traditions are as important to the NANA people today as they were through ages past. The principles of sustainable development – matching economic, environmental, and social goals through continuous communications and high commitment to efficient and effective operations – have been core values for the Red Dog Mine from the beginning. This paper will describe how a large mining operation in a remote corner of the world has been able to contribute toward sustainable development in that region.

GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. The mining industry has recently been. - experiencing a difficult period. Escalating costs, lower grades and deeper level mining, are a few of .the reasons' why interactive graphics or CADD (computer aided design and draughting) systems are increasingly being used. CADD systems which support powerful and flexible mining applications have great potential for making all forms of mining more efficient and effective. There are many application programs which address almost every aspect of mining. Most of these programs originated to satisfy a particular need. Graphics and other features were added until they, reached a point where they were commercially viable as a mining package. Because of their evolution these packages, lack many CADD-type features. Today there are powerful personal computers (PC's) and engineering workstations running the best CADD systems available. These systems, support hundreds of applications in almost every discipline. Mining was until recently not well supported by interactive graphics vendors because of the highly variable nature of mining and the lack of common standards. Users of CADD systems have experienced the benefits of CADD and come to expect similar features from graphic mining packages. Several developers of mining packagers have either attempted to include some CADD features or make their packages compatible with one or other CADD system. Mining can benefit greatly From a combination of interactive graphics (or CADD) and the right mining application software.

This semantically ambiguous title purports to describe an examination of the question of automation and its effect on the industrial worker. More explicit titles might be "Painless Automation" or "Mechanization without a Sting" or, if I may steal a few phrases from the title of a recent interview Pith John L. Lewis, "More Machines, Fewer Men -- Is the Union Happy About It?" Automation has become the biggest ?scare word? for many industrial workers and their unions since "wage stabilization.? "To many a union orator," reports TIME of January 4, "automation is the sinister business of eliminating jobs." TIME might better have phrased this description by saying that many unions regard automation as the attempt to eliminate not jobs, but workers, The recent steel dispute was hung up for so long primarily because of the problems evolved of increased job efficiency through automation and job changes. Everywhere today there is heard the cry of our need for maintaining full employment within the context of an expanding economy echoing against the sheer reality of automation's displacement of thousands of workers through a rapid acceleration of productivity.

A number of private companies and universities have developed computer programs which can be used to simulate surface coal mining by dragline. In this paper, we briefly discuss the concept of computer simulation, compare these computer programs with each other, describe the major changes required to convert these programs to an IBM computer system, and analyze their sensitivity to inaccurate input data. We also present a summary of the required data input for each program, core storage requirements, and output results. Sources for obtaining these programs and their documentation are listed at the end of the paper.

Many of the deeper ore reserves in current gold operations as well as new gold deposits consist of refractory ore types. As process development for these mineralizations remains time-consuming and costly, minimization of exploratory testwork and the early identification of feasible process routes is critical. Since most of the processing parameters are related to the mineralogy of the ore (Marsden & House, 1992), thorough mineralogical analyses during exploration and development phases have become a technical and economical requirement. The determination of mineralogy-related processing parameters and especially the gold mineralogy is even more important for these ore types because refractory gold ores consist of many transitions from partially leachable to totally refractory. In addition to sulfide and gangue encapsulation, various other refractory conditions may exist. Together with accessory mineralogical detriments (e.g., alteration/ slimes, reagent consumers, scale formation, mineral preg robbing) they may complicate process selection and hamper optimal plant operation.

Introduction The Summitville Mine located in southwestern Colorado is an example of the potential impact that natural weathering and mining activities can have on environmental quality. Acid rock drainage and metals leaching from active and historic mine districts are a major environmental problem facing the mining industry today. Sulfide ore exposed naturally or during mining operations has the potential to produce leachates that contain high concentrations of dissolved metals. These leachates can affect the quality of plant and animal health in surface water used for agriculture, recreation and human consumption. Pintail Systems has developed biological processes for detoxification of cyanide in heap-leached spent ore and process solutions. During application of spent ore cyanide bio-detox processes we have also observed a substantial reduction in many of the leachable metals in biotreatment solutions. These field observations of soluble metal reduction led us to propose that metal bio-mineralization should be a secondary treatment goal of spent ore detox in Focused Feasibility Studies (FFS) for the Summitville Mine. In the FFS (described in a companion paper) for Summitville, spent ore from the heap leach pile (HLP) was loaded into PVC test columns (six inch X ten foot) and was leached with bacteria/nutrient solutions. Two treatment designs were studied: a standard percolation leach (aerobic) and a saturated leach design where the ore was saturated with the heap leach solution to which bacteria and nutrients were applied in a continuous biotreat leach. The bacteria for all column treatment tests were isolated from the spent ore at depth through the Heap Leach Pile (HLP) in the saturated and unsaturated zones. Bacteria isolated from the heap material were tested for cyanide oxidation capacity and were submitted to a bioaugmentation program to improve reaction kinetics and metals tolerance. The final treatment population consisted of several distinct species including aerobic heterotrophs, facultative anaerobes and sulfate-reducing bacteria. The remineralization of soluble metals was observed through a decrease in copper in column leachate solutions and the formation of observable mineral products on ore surfaces in the columns. Several of the tests were run in clear PVC columns to facilitate observation of mineral formation. The column ore contents were photographed before, during and after the biotreatment process which ranged from 10 to 20 days for each test column. Ores were collected from each column after the treatment was complete and were submitted for SEM and TEM study at two laboratories - the USGS SEM Laboratory in Denver, Colorado and the City College of New York SEM laboratory. Treatment Process Description Numerous species of bacteria, fungi and yeasts are capable of accumulating many times their weight in soluble metals. Both living and dead biomass are effective in removing soluble metals from waste streams containing gold, silver, chromium, cadmium, copper, lead, zinc, cobalt and others. Soluble metals may also be immobilized in soils by natural or engineered biomineralization reactions. Several commercial processes using biological reactions are being applied on an industrial scale for metal remediation. Bacteria found in natural and extreme environments have developed a wide variety of metabolic functions to adapt to these environments. These natural microbial functions contribute to global mineral cycling that continuously forms, transforms and degrades minerals and metals in the environment. Biomineralization is described as a surface process associated with microorganism cell walls where the remineralization occurs. The biogeochemical activities initiated by microorganisms in ores, soils, surface and groundwater environments can dominate the formation and transformation of those mineral environments.

The US Bureau of Mines investigated the fundamental aspects of shear-flocculation using a rapid, in-situ particle size analyzer. Silica was stirred in the presence of an aliphatic amine to determine the effects of collector coverage, stirring speed and solids concentration on the kinetics of shear-flocculation. The results showed that shear flocculation is a two-stage process. In the first stage, which occurs during the first 1-2 min. of the reaction, the mean particle size increases rapidly, and in the second stage, an equilibrium is set up between the rates of floc growth and floc decay. Collector dosage affected the position of the equilibrium by altering the number of surface sites for particle-particle attachment. A minimum stirring speed was necessary for shear flocculation, which was dependent on solids concentration and collector dosage. This stirring speed was the minimum necessary for particles to overcome the electrostatic energy barrier, and that results in keeping the conditioned particles dispersed. Larger particles flocculated more rapidly. At very high stirring speeds, large flocs became unstable, resulting in a narrowed particle size distribution in the slurry.

The frustration encountered by exploration crews in connection with land acquisition could be graphed to show a correlation with the natural law that everything tends to become more so. Figure I shows a rather common, situation. The combinations of ingredients are almost limitless and the resulting brew is often poisonous to an exploration man. A single step, that of taking a series of deep soil samples is often delayed until some sense can be made from "floating" unpatented claims which are obscure in orientation as well as position, placer claims overlapping lode claims, location posts with empty Prince Albert cans, and claims with no apparent assessment work for ten years. Add to this some patented claims with¬out monuments, a state or federal withdrawal area which may or may not invalidate pre-existing claims, a loosely defined tunnel site, and some ranchers who understandably resent the separation of surface rights from mineral rights. The picture is familiar to exploration men. One approach to such problems is to ignore them until someone voices an objection -- but then an even more chaotic situation is likely to develop. Another practice is to stake new claims to cover all ground that is "open" at first glance and then find out if there are conflicts so that the new claims can be adjusted accordingly.

Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.
