The U.S. Bureau of Mines has conducted preliminary investigations on the leaching of phosphate ores obtained from deposits in the western United States using sulfuric acid (H2SO4) in the presence of methanol. Phosphate extractions in excess of 80 pct were obtained on an ore sample from Pocatello, ID. Initial leaching studies using the ore as received yielded extraction levels of approximately 35 pct. However, when the sample was ground for as little as 5 min in a rod mill, in methanol, then treated with HzS04, 82 pct extraction was achieved. The R2O3-P2O5 (R2O3 = Al2O3 + Fe2O3) ratio of the starting material was 0.11. Solubilized products after leaching exhibited an R2O3-P2O5 ratio of 0.02, which is well within desired limits. These results illustrate the potential of acid-alcohol leaching for recovering phosphate values from marginal-grade ores and as an alternative to methods involving current beneficiation techniques that yield lower phosphate recoveries.

In this paper, we consider open pit optimization. At present, most methods specify the economic parameters and then find the corresponding optimal pit. But as the economic environment varies (which it does regularly these days), the "optimal" pit changes and quite often changes markedly. The questions are: by how much does it change and which parameters are most influential? The functional approach of Technical Parameterization of Reserves, devised by Matheron in 1975, gives the set of all the different optimal pits, under any economic condition. It separates technical design and economic assumptions and thus permits the use of several optimality criteria when choosing the final pit, and not just the maximization of an additive profit formula. Very efficient specific algorithms are presented to obtain all the potentially optimal pits. Fluctuations in the parameters induce changes in the optimum design. Inclusion relations that exist generate very tight bounds and hence very quickly detect optima, even when using a classical adaptation of maximization techniques (graph theory, moving cone, dynamic programming ...). The advantage of Technical Parameterization of Reserves over other methods is that it provides a nested sequence of optimal pits which can then be used for mine scheduling. Many possible mining schedules can be obtained by using the family of technically optimal projects to split up the orebody. The "optimal" schedule, which is in fact a compromise between the different requirements of the economists, the mine planner and the metallurgist, can be chosen from within the wide scope of possibilities. A practical example of mine scheduling for a chromite mine is presented in detail.

An integrated approach to the management of underground coal mine production and cost is presented. A conceptual model for objectively analyzing an underground mine to obtain lower cost and higher productivity from operations is outlined. The model is designed to provide mine managers with a quantitative, decision-assisting methodology that can be used in formulating timely responses to fluctuations in operations. It consists of a productivity fore- cast component, routine use of current resource consumption factors, a linear programming scheduling component, a manpower loading analysis, and an inventory control component. The model is applied to an underground coal mine.

In situ mining and extraction is one of the Frontier Technologies that is destined to play an increasingly important role in the recovery of metals and minerals in the future. This premise is based on increasing costs of labor and energy, increasing awareness of environmental considerations and decreasing ore grades in the United States. Up to now, in situ mining has been successfully applied to a few favorable situations for the extraction of some evaporites, copper and uranium. However, because of its unique technical, environmental and economic advantages, this versa tile technology will find broader applications for the recovery of above commodities as well as for others which are currently extracted by hydrometallurgical means. This paper traces the development of in situ mining and extraction; stresses its dependence on interdisciplinary science and engineering; discusses its theoretical, practical and economic aspects; and finally presents potential applications of this Frontier Technology.

This paper identifies physical conditions responsible for past instability of the Main Hill area in Kennecott Copper Corporation's Bingham Canyon Mine, Bingham Canyon, Utah, and describes successful stabilization techniques employed in this slide zone. Geotechnical highlights of recent slides are presented, including monitoring, geological engineering data collection, hydrology, physical rock properties, and stability analyses. Local conditions responsible for slope movement in the Main Hill zone are: (1) high pore water pressure that causes a substantial decrease in real and effective material strengths; (2) continuous structural systems that allow sliding in the more competent rock zones; and (3) broad areas containing fractured, altered , and incompetent rock and soil- like materials. The failure mode is structurally controlled and involves a circular-type soil failure in the toe region initiated by excessive pore water pressure. A surface mapping method is presented which assigns rock mass quality on the basis of block size and rock substance strength. This site characterization technique has successfully predicted slide boundaries and failure modes; used in conjunction with laboratory determined shear strengths, it has provided basic input for calculating slope safety factors in the Main Hill slide zone.

The critical surface tension of wetting (?c) of Cu2S, FeS2, PbS, and MoS2 were determined by plotting flotation recovery versus YLV which was arranged by methanol, and Extra-polating to % R = 0. ?c values ranged from 26 dyne cm-1 for MoS2 to 49 dyne cm-1 for PbS and elemental sulfur gave a value of 31.5 dyne cm-1. Minerals exhibiting natural flotability of different extents, could be separated from their mixtures in the absence of conventional flotation reagents, but controlled ?LV. Correlations between non-stoichiometry and degree of natural hydrophobicity for MOS2 are also reported in this paper.

Gold plant performance during the start-up period, which extends until capacity production is sustained, has a major impact on the internal rate of return and the net present value of gold projects regardless of mining and processing configurations. The start-up period experiences substandard production, extra expenses, and sometimes reduced recovery. This results in lost profits, a portion of which are recouped at the end of the life of the mine. Poor start-up performance can put projects into financial jeopardy. The gold mining industry regularly experiences start-ups ranging from good to poor. Problem areas, which affect start-up performance, include shortcomings in ore reserve sampling and testing, equipment design and installation, untrained plant operators, inability to cope with problems which arise, and organization of the maintenance program. An investment, equal to 0.5% to 1.0% of plant capital cost, in programs to prepare for start-up, in advance, is recommended. Investment in such a program will make a good start-up possible. Without it the best result which can normally be expected is a fair start-up. Developers of new gold mines are urged to compare the cost of this investment with the anticipated increase in project net present value. Funds for this investment should be included in feasibility studies.

INTRODUCTION The Washington, D.C. rapid transit system (METRO) when completed will consist of 98 miles of double track rail. Fifteen miles will be tunneled in rock and 12 large underground rock chambers will be constructed at station locations. The University of Illinois is under contract to Metro to provide observations and instrumentation services in the initial phase of construction. The work is coordinated through DeLeuw, Cather & Co., the General Engineering Consultant to Metro. The program is designed to monitor construction conditions as well as to provide information useful for the design of future rock tunnels and rock chambers in the Metro system. This paper presents the results of observations in the rock tunnels constructed to date. Most of the observations are in a 5000-ft-long, 30-ft-wide, double track tunnel in downtown Washington, D.C. Observations were also made in single track tunnels, shafts, enlargement areas, and pilot tunnels, and are being made in a large rock chamber 700 ft long, 76 ft wide, and constructed at shallow depth in a schistose gneiss. One of the major objectives of the observational program was to determine the orientation and character of joints and shear zones and to evaluate their effect on support requirements for various tunnel orientations and configurations. The consistency of geologic features throughout the Washington area has made the results of the initial study applicable to evaluation of support requirements on future tunnel contracts. The first section of this paper summarizes the geologic conditions in the tunnel and their effect on overbreak and rock movement.

No group has been harder hit by the problems confronting the coal mining industry than small, independent surface mine operators in the eastern US. Burdened by costly government regulations, major capital shortages, declining productivity, high unemployment, and idle and closed mines, many in the industry think the breed will not be able to survive much longer. But there are a few sole owners fighting to remain independent-and succeeding. John Wagner is running a coal stripping operation in northwest Pennsylvania on a unique blend of aggressive management and marketing, support from a team of blue-chip professionals, and some unusual tactics. Though Wagner's approach is hardly an across-the-board formula for survival-he is currently reorganizing under Chapter 11 of the Bankruptcy Reform Act-a look at his operation helps illustrate some of the unique problems confronting eastern surface miners.

INTRODUCTION The Keystone Tunnel project consists of widening an existing 7.3 m-wide (24 ft) highway tunnel to a width of 13.7 m (45 ft) to provide a three-lane, two-directional highway tunnel. The 13.7 m-wide tunnel was excavated in a staged drill-and-blast sequence through foliated schist, and was supported using pattern rock reinforcement and shotcrete. Notable project features are: the low vertical cover over the tunnel is less than the span of the opening; the project is the second instance where the Federal Highway Administration (FHWA) has accepted rock reinforcement as a permanent support element; and the project is the first instance where the FHWA is accepting shotcrete as the final interior surface of the tunnel. This paper covers the design and construction phases of the project. PROJECT DESCRIPTION The South Dakota Department of Transportation (SDDOT) retained Woodward-Clyde Consultants (WCC) to evaluate the feasibility, prepare construction plans and specifications, and provide construction management services for the widening of the Keystone Tunnel. The tunnel is located in the Black Hills National Forest area of South Dakota near the southwest corner of the state. The Keystone Tunnel is on U.S. Highway 16A, about 0.8 km (1/2 mile) north of Keystone which is approximately 32 km (20 miles) south of Rapid City (Figure 1). Highway 16A serves as an important transportation link between Rapid City and the Mount Rushmore National Monument which is located about 2 miles west of Keystone. Titanium is a metal of increasing worldwide strategic importance. The Center for Advanced Mineral and Metallurgical Processing (CAMP) at Montana Tech of the University of Montana is currently directing two titanium research initiatives. The first program, Titanium Extraction Mining and Process Engineering Initiative (TEMPER), is focused on producing low cost titanium through the identification and development of new mining, beneficiation and extraction technologies which will significantly reduce the cost of titanium production. This will directly benefit worldwide commercial applications. Secondly, CAMP is evaluating new technologies for fabrication of titanium utilizing the Free Form Titanium Fabrication (FFTF) initiative. These technologies may drastically reduce the cost and time to manufacture titanium components. Because of the high strength to weight ratio of titanium coupled with its superior corrosion characteristics, these programs will be of vital importance to expanding the commercial and strategic applications of titanium. An overview of these two new titanium initiatives will be presented in this paper.

The acidophilic and chemolithotrophic Thiobacillus ferrooxidans bacteria grown in the presence of soluble ferrous ions and solid substrates (sulfur, pyrite and chalcopyrite) as their energy source have been used in the investigations. The cell surfaces are characterised by zeta-potential, contact angle, FT-IR and FT-Raman studies. The adsorption isotherms of the cells on pyrite and chalcopyrite indicate that the adsorption begins on pyrite at a much lower equilibrium cell population than on chalcopyrite. The isotherms tend to level off at a cell adsorption density corresponding to a horizontal monolayer coverage when the geometrical dimensions of the cells are considered. In the presence of cells, the xanthate flotation of pyrite completely depressed, whereas chalcopyrite flotation is unaffected. The results suggest that chalcopyrite can be selectively floated from pyrite, also at a neutral pH region, in the presence of T. ferrooxidans cells.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. A large number of minerals and chemicals (Table 1), some mineral-derived, are used in the treatment of both potable water and domestic sewage waste water and solids (Anon., 1990). In water treatment there are ten principal process uses as shown in Table 2 (Anon., 1990), which also lists the major chemicals in each process. Since lime (calcium oxide, calcium hydroxide, and dolomitic lime) is the largest chemical (by tonnage) used in water treatment, this chapter will deal primarily with this product. Note that it is included in five of the process uses shown in Table 2, and that indirectly it is also used in at least one other category (taste and odor control, where lime is used with potassium permanganate to provide optimum pH condition). POTABLE WATER TREATMENT Water Softening The biggest use for lime in water treatment involves water softening, where it serves to reduce carbonate hardness caused by dissolved bicarbonate and carbonate compounds. Currently there are more than 1000 domestic water softening plants (Table 3) located in most sections of the country, but particularly in Ohio, other midwestern states, Florida, and Texas, where limestone bedrock abounds (Anon., 1990). Among the other uses for lime in water treatment are coagulation, disinfection, and removal of heavy metals due to high pH softening, removal of certain radioactive and organic compounds and fluorides, neutralization of acidic water, removal of silica, particularly with dolomitic lime, and removal of color. Most of the above advantages accompany water softening, although at some plants lime is used specifically for one purpose, such as silica removal with dolomitic lime, minimizing pipeline corrosion by addition of lime to correct an aggressive water, and others. Hardness in water comprises two types - carbonate hardness, caused by dissolved calcium and magnesium carbonates and bi- carbonates, and non-carbonate hardness caused by dissolved non- carbonate salts, particularly calcium sulfate, calcium chloride, magnesium sulfate, and magnesium chloride. Total hardness is the sum of the carbonate hardness and non-carbonate hardness. Waters are classified as soft (0 to 75 mg/L as CaCO,), moderate (75 to 150 mg/L), hard (150 to 300 mg/L), and very hard (above 300 mg/L). Most water plants strive to reduce total hardness to about 100 mg/L, although in recent years the tendency in some cities has been to allow a little higher value in order to reduce both chemical costs and the amount of water softening sludges produced. There are four basic types of softening plants: lime softening, primarily to reduce carbonate hardness; lime-soda softening, for reduction of both types of hardness (in some plants caustic soda is used in place of soda ash, but it is more costly); split lime-zeolite, where a base exchange mineral is employed in place of soda ash (this system also requires salt [sodium chloride] to regenerate the zeolite mineral); and finally zeolite softening, which is generally used in small systems for private houses and small municipalities. Principal disadvantages of the latter system are its relatively high cost and the salt requirement, which introduces considerable quantities of soluble salts into the waste water discharge system.

Propelled by the invention of the transistor at Bell Laboratories, germanium's unique properties have advanced our electronic world by many years. Germanium has found major uses in infrared optics, fiber optics and a revised vigor as a catalyst for PET plastic production. Other advanced applications are in various stages of development. The solid state electronics industry has been the driving force behind the accelerating demand for gallium since the late sixties. Past developments of substrates for light emitting diodes, lasers and magnetic bubble memories are paling in view of the current excitement over the use of semi-insulating gallium arsenide for high performance integrated circuits. This application requires gallium metal and gallium compounds of extraordinary purity.

A two-step approach has been developed for surface mine short term planning by the authors. The first step is mid term control and planning by the use of Goal Programming. This step gives optimal results for mid term planning (i. e. yearly or quarterly mine plan) as well as a macro control for short term planning (i. e. monthly or weekly plan.) The second step of the approach deals with short term production scheduling by the application of CAD technique and Systems Simulation. An interactive color character graphic design system has been developed with a software package. The menu-driven and module- structured package provides sufficient functions for surface mine short term planning and makes the model very flexible and user-friendly. This model has been applied to a large surface coal mine for short term planning optimization. Satisfactory results have been obtained. It is concluded that for complicated mining conditions this two-step combined approach gives an optimal control of mid term planning, makes the short term planning easier to avoid blindness; it has been proven that the Goal Programming is a powerful tool for solving multi-objective decision-making problems; guided by GP mid term planning, the CAD technique and simulation software package for short term planning are able to be concentrated on their practicality and flexibility.

A high-strength, industrial-grade membrane filter- cloth capable of high flow rates and sub-micrometric particle retention has been developed. A filtration system using this filter- combined with special filtration techniques and using tubular-filters makes possible the filtration of many difficult-to-jilter slurries. Small, discrete, slowly-settling particles are formed into filter cakes that when pulsed of the membrane filter cloth do not redisperse but settle rapidly to form a dense filter under- flow. A positive separation of solids from liquids is obtained.

1. INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has often taken a leading role in introducing innovative construction technologies to build its transit system. Most recently, Contract Section E-5a, which included Fort Totten Station and Tunnels was constructed utilizing the New Austrian Tunneling Method (NATM) in soft ground. Along with the station and tunnels, two permanent shafts were also constructed in soft ground employing the NATM technique. This project is located within the District of Columbia on the Greenbelt Route. The subject of this paper is to discuss the unique method of construction of these two shafts, and explore the benefits of applying the NATM technique to the construction of deep shafts. The design of the shafts was performed jointly by Jenny Engineering Corporation of Springfield, New Jersey, and Mayreder Consult of Linz, Austria. The designers also provided construction support services and a resident NATM expert at the site during construction. The construction of the project started in April 1988 by a joint venture of Mergentime Corporation and H. T. Construction, a subsidiary of Hochtief Company from Germany. This $48.7 million construction project has been completed. 2. SUBSURFACE CONDITIONS The two NATM shafts are located primarily in Cretaceous-age deposits that are over 100 million years old.
