As US Coal producers are looking more and more to the international markets, they face the complex job of planning and managing transportation logistics which make effective use of production capabilities, considers the various contract requirements to be fulfilled, Train, Truck and Vessel capacities, port restraints, etc. Pulling all the necessary pieces of information together to allow proper planning throughout the supply chain is often a time consuming, manual but necessary task. This paper will discuss the various constraints, requirements and considerations to supplying coal to a global market.

"Highwall miners continue to be implemented by operations to increase recovery, improve margins, and justify higher stripping ratios as high quality surface reserves become increasingly rare. Many times, operations facilitate projected underground operations by leaving an intact highwall for development purposes. These facts result in larger highwalls that are left standing for increased periods of time prior to reclamation. As a consequence, worker exposure and risk is also elevated, resulting in higher potential for accidents or fatalities relating to surface highwalls. Highwall stability is a complex issue, dependent on both geologic and mining factors. Dynamic numerical modeling offers the capability to assess possible stability issues related to blasting-induced ground vibrations. Research has been conducted to evaluate the effect of highwall stability due to ground vibrations from blasting events. Additionally, the relationship of amplitude and frequency, and their impact on highwall stability is investigated. The results of this modeling indicate that amplitude has little impact on stability. However, frequency has a significant impact on highwall stability. INTRODUCTION The number of mining fatalities has declined since 2010, and 2016 is currently on pace to continue this trend (MSHA 2016). This decline can be directly correlated to the decline in surface mining activity and the overall decline of the coal industry. However, since 2002 the percentage of surface coal mine fatalities associated with highwall activities remains relatively high, constituting approximately 15% of all surface mine fatalities. 2014 was the first year with a highwall failure fatality since 2011. Most recent surface coal mining fatalities are associated with machinery and haulage. Table 1 provides a summary of the total surface coal mining fatalities, and the number of highwall failure fatalities dating back to 2010.Highwall stability is a complex issue, dependent upon geology and geologic discontinuities within the rock mass, along with highwall geometry, standing time, and applied stresses. Another possible concern that has not been previously investigated is the effect of blasting-induced stresses on highwall stability and the stability of web/barrier pillar systems as a result of ground vibrations from blasting events. Many modern surface coal mines employ numerous extraction fronts that rely on blasting for primary rock breakage. This results in highwall and highwall pillar systems experiencing blasting-induced stresses of many different types and magnitudes."

Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant. The paper presents a geotechnical simulation of the "Mavropigi" open pit mine (Western Macedonia Lignite Center, Greece), using the finite element method. The simulation was based on the initial planning of the pit using Mohr-Coulomb and Soil Hardening models. Results indicate high stability factors as well as the magnitude of the expected horizontal displacements and floor heaving. However, these deformations do not influence decisively the overall stability unless locally adverse tectonics are encountered. Results can be used in the ongoing update of mine planning and stability evaluation.

Various modeling techniques are available for describing ore deposits on the computer. Multiple seam coal deposits can be quite successfully modeled by using the variable block modeling method. In essence, this type of model provides an efficient method for storing the relevant data required for calculating ore reserves and for performing the mine planning. The main advantages of the variable block model over other methods for modeling irregular block or tabular deposits are: 1) The amount of data that has to be stored is minimal, i.e., the most efficient use of computer space is made since only the pertinent seam and topographic geometries need to be stored. 2) The computer logic necessary for calculating ore reserves and performing mine sequencing is relatively simple as compared to the logic that would be required for the three-dimensional block model. 3) A variable block model can be created either by starting from raw drill-hole data or by digitizing cross sections that contain the geologic interpretations. 4) Updating individual or multiple blocks can be performed with relative ease. 5) Display of the model is relatively inexpensive and easy to perform. The objective of this chapter is to describe a developed procedure as used in applying the variable block model to a specific multiple seam coal deposit. The general sequence of operations includes: (1) develop the computer model, (2) design the open-pit limits, (3) compute reserves, and (4) develop a long-range mining plan. The programs developed for this application are an expansion of MINTEC's MEDSYSTEM software. It should be noted that this is just one of many possible applications of the developed variable block model.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. The Newmont Boddington Orebody (NBO) is a large, diffuse Au/Cu orebody in Western Australias South-West corner with approximately 20Moz Au in current Reserves. The current sulphide Resource is reported after calculation with the non-linear estimation technique Uniform Conditioning to account for the mining selectivity being smaller than the average drillhole spacing. Simulation of Au grade is also run over the entire orebody reviewing risk and uncertainty. There are differences in results from the two methods. These have been investigated and the lessons learned of the influencing parameters and effect of technique alone, are helpful for applications to other orebodies.

Social License to Operate continues to emerge as a paradigm fundamental to sustainable mineral resources development. It relates to a set of concepts, values, tools, and best practices that represent the view of reality held by each participant (industry and stakeholders). It enables a forum for negotiation through which all parties involved are heard, understood and respected. The exploration phase of the mine life cycle is generally the initial contact with local communities and forms the cornerstone for effective communication and trust building. This paper presents the development of a mineral exploration template, based on field studies, aimed at assisting exploration personnel to establish effective communications and engagement with local communities within a process to build a Social License. The template aims to provide practical assistance in conducting situational analysis - a process of examining and mapping a situation, its elements and their relations - in order to acquire knowledge and understanding of a project, locale and region. Situational analysis is the ?full situation of inquiry?, going beyond just ?knowing the subject? to being fully situated. It forms the initial foundation for a planning process presented in the paper that prepares for a strategy of initial engagement and consultation.

Besides the conservation and closing activities, an important issue to achieve is the environmental rehabilitation of the mining perimeters, also assuring the continuity and sustainable development of the mining activity in the Jiu Valley. Modifying and depleting the soils by mining works and dumps of mineral waste as a result of coal mining and tailing is one of the important aspects. The paper’s aim is to analyze which are minerals and resources policies of our government and to adopt measures for sustainable development in the coal mining in this region. The measures to reduce the instability risk for the mining works and waste dumps, which could affect the underground mining constructions or the related surface areas, were consider. It is most important to establish the priorities in order to obtain a high efficiency by combining the measures according to the environmental analysis and risk assessment.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 22, 2007 at the Charles F. Barber Pavilion (Museum Convention Center) in Leadville, CO. The four inductees are James Harold Courtright (1908-1986), Dr. Howard L. Hartman (1924-2002), Charles Washington Merrill (1869-1956) and Kenyon E. Richard (1915-1993). The inductions will bring to 197 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

Offshore mining of placer diamond deposits along the coast of South Africa and Namibia has become a multi-scale activity. It is a successful offshoot of a land-based mining industry that has operated along the coastline for more than 80 years. Onshore diamond deposits have been worked by several methods from the foreshore to some kilometers inland (Hodgen). These deposits are the foundation of an ongoing industry along the coastline. The offshore diamond industry began in the late 1950s and has now come of age. Diamonds are produced along 800 km (500 miles) of coastline in water 200 m (660 ft) deep. About half of the coastline is in Namibia, north of the Orange River that defines the border with South Africa. The other half is in South Africa.

Olivine is a name of a mineral group that has a chemical formula of: (Mg, Fe), SiO4. The most important rock for the olivine group minerals is dunite, which can contain olivine up to 95-99%. Dunite can be obtained from chrome enrichment as a by-product. As a result of alteration of the olivine group minerals, several kinds of different minerals can occur. Main consumption areas of olivine are steel and iron industry. Also olivine is used in not only casting and refractory industries but also production of radiator, ballast material and abrasive. North of Bursa-Orhaneli has got more than 5 billion tons reserves in ultrabasic massifs. M.T.A found that olivine has got high quality of using in refractory and casting industry.

The Disjunctive Kriging (DK) procedure was developed to estimate ore recovery figures within a deposit/ domain from limited diamond drill hole (DDH) core assay data taken at the exploration stage. Local recovery figures include minable ore tonnage and ore grades within relatively small areas such as stopes or small panels on a pit bench, for a given cut-off grade. The grade and tonnage should be computed based on the true selective mining units, that is, the average grade distribution of selective mining units within a panel. Local recovery figures are critical information for economic and engineering feasibility studies before mine development, as well as for short-term mine planning for operating mines. This kind of information can be provided only by non-linear geostatistical methods including DK and the Multivariate Gaussian Approach (MG) (Journel, 2, Parker, et al, 5).

The truly educated man is better prepared to meet the challenge of the times. This challenge can be either beneficial or harmful depending upon one s orientation, Certainly man can no longer continue in the way of his father or even in the manner of his own previous experience as he seeks self-fulfillment, unless he is willing to sacrifice inner integrity--unless he is willing to compromise self-determination and self-expression. He must make a choice as society moves rapidly into high gear in the areas of automation and cybernetics. Industry, a unit of society, has a high stake in meeting this challenge, The better prepared and more mature its personnel, the better the end result as it attempts to meet the challenge. It therefore has a vital concern in proper training of such personnel, that their contribution will be of maximum quality. The specialized training required demands a broad liberal arts background which gives the individual a wider perspective upon which to base judgment. This greatly aids his development as he enters graduate school or goes directly into industry. In either case, his value to industry is enhanced. It would seem that the small liberal arts college provides the best environment for such a program, Consideration of several factors will, I hope, throw some light on the severity of the problem.

HARRY HINDS: Our first speaker today is Dr. John Wilson. Dr. Wilson is chair and Union Pacific/Rocky Mountain Energy Professor in mining engineering at the University of Missouri-Rolla. He has previously held senior management positions with Trans- African Mining Ltd., Anglo American Corporation, Consolidation Coal Company, Smith International Inc., Adams Resources Inc., and Golder Associates. John started his mining career as a coal miner in the coal fields of northern England. Dr. Wilson received his bachelor of science degree from the University of Durham, his master's degree from the University of Newcastle Upon Tyne, and his doctorate from the University of Witwatersrand, all in mining engineering. Today, Dr. Wilson is going to address the subject "Hiring Recent College Graduates Versus Hiring Experienced Mining Engineers." Please welcome Dr. Wilson. DR. JOHN WILSON: The advantages and disadvantages of hiring engineers directly out of school or those with some experience are often discussed among mining company managers. The choice is essentially dependent on the culture of each company, the company's maturity and strategic direction, and the growth or phaseout plans in vogue at the time of the decision. Generally, major, established mining companies employ entry-level college graduates and train them, introduce them to company culture, include them in a succession plan to replace retirees, fill vacancies, and provide management to direct future growth of the company. However, some large companies take a different approach. During restructuring, down-sizing, etc., some companies do not hire college graduates directly from school. Rather, they tend to recruit from other companies or absorb valuable personnel available following acquisitions or mergers. While this is a logical approach, it seldom provides for the future management and leadership needs of the company. A clear example of this failure is found when reviewing the hiring practices, or lack thereof, in the coal industry of the 1950s.

A WINDOWS-based object-oriented expert system for prefeasibility evaluation of hard rock mines is being developed at the Western Field Operations Center (WFOC) of the Bureau of Mines. Designed for use with the Bureau's Cost Estimating System (CES), this expert system assists an evaluator in choosing an underground mining method, and the related design parameters. The system provides the engineering and design guidelines necessary for an evaluator to perform a prefeasibility type cost estimate.

The goal of this project is to develop, demonstrate, and document the beneficial use applications of a ponded F-fly ash as a road subbase material for the 2.1-mile Meredosia Industry Access Truck Route in Meredosia, Illinois. Approximately 60,000 to 70,000 cubic yards of ponded fly ash are proposed for use on this project without negative environmental impacts to surface water or groundwater. The County Highway Truck Route will consist of a 24-foot wide road built on a 0 to 7-foot thick compacted F-fly ash subbase. Laboratory testing indicates this fly ash will serve adequately as a road subbase, conforming to IDOT standard specifications. The economic considerations of using the Meredosia F-fly ash will also be developed so that a detailed cost-benefit analysis can be prepared for this project and for future projects. This project represents a two-year cooperative development and demonstration effort among the Office of Coal Development and Marketing (OCDM) of the Illinois Department of Commerce and Community Affairs (IDCCA), Southern Illinois University (SIU), Morgan County Highway Department (MCHD), Illinois Department of Transportation (IDOT), AmerenCIPS, and the Morgan County Regional Planning Commission. It is anticipated that monitoring activities will continue for a period of three (3) years after the completion of this project. The MCHD and IDOT will oversee all construction activities and long-term performance evaluation studies. Successful demonstration of large-volume beneficial use applications of F-fly ash at this site will significantly reduce management costs for power plants burning Illinois Coal. Furthermore, it will encourage similar utilization strategies at other sites in the State of Illinois.

The Tenmile Range is a north trending zone of high relief within the central Colorado porphyry-mineral belt, located between Leadville and Breckenridge. (Figure 1, the Index Map of the area surveyed.) The Climax mineralized zone is located at the southern end of the range on the northwest side of the Continental Divide. This portion of the total area surveyed will be discussed in detail today. A fixed wing aeromagnetic survey was flown over this range and mineralized zone in the fall of 1957. The survey was run as an experiment to see if a useful geophysical tool could be applied in the exploration for similar type deposits. The purpose of this paper is to describe the results of this survey and the approaches used to aid in the interpretation of the total intensity data.
