The Comprehensive Environmental Response, compensation, and Liability Act (CERCLA -commonly referred to as Superfund) was passed into law in December 1980 in the wake of such incidents as Love Canal and the Valley of the Drums. Superfund was originally perceived as a way of cleaning up spills of hazardous substances and/or cleaning up abandoned hazardous waste dumpsites. In February 1981, Michael Cook, EPA deputy assistant administrator for hazardous emergency response, called Superfund "a tremendously powerful law. It could revolutionize the way the environment is protected, but we certainly don't intend to realize the full potential of the law for some time." These words have proven prophetic for Asarco's East Helena Smelter.

The expansion of gold production in Nevada's Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. From 1987 to 1989, mined production increased by 260%, gold production by 238%, and manpower by 166% (Table 1). These increases came quickly and demanded

Introduction The 1980s have not been kind to the mining industry, especially in the United States. As mineral commodities prices plunged, marginal producers were squeezed out and then major players were forced to cut back or close down operations. Base metal miners suffered the most. Gold was all that glittered. As had been the case throughout min¬ing's history, exploration activity was an early victim of these depressed conditions. Mining companies had to economize drasti¬cally and exploration was deemed a nones¬sential activity. Funding for new explora¬tion ventures dried up as mining was seen as a poor investment. A national magazine even proclaimed the death of the industry. Indeed, ignoring matters of independ¬ence of supply and the relationship of min¬eral production to national security, it was argued that mining was but a small cog in the overall scheme of things in the United States. The industry made a relatively small contri¬bution to the gross national output. We were becoming a service industry economy, re¬member? But what of those countries where mining plays a major role in the economic well-being? In some, mining is the national economy. In a few specific cases, special conditions actually brought prosperity. Copper production in Chile is one example. There, high grade copper, low production costs, and a technically advanced industry reaped the benefits of mine closures else¬where. In most other cases, however, par¬ticularly in the lesser developed countries, whole economies were devastated. This article will show what one major mineral producer, Canada, did to ensure the survival and even growth of its minerals exploration activity during these lean years. Background While Canada is among the world's mining leaders, mining is not its dominant industry. Still, it plays a far more important role than in the United States. It is a major earner of foreign exchange, currently accounting for about 25% of the total value of exports. Through spinoffs and a multiplying effect, it is a significant employer. In the far north, particularly, mining is the major nongovernment industry and a leading factor in the opening up of frontier territory. The industry cannot be allowed to die because it is often the main economic underpinning for vast, remote areas. Thus, exploration for new deposits cannot be cur¬tailed significantly without it having a long¬term negative impact on the very fabric that melds such a large, sparsely-populated ex¬panse of country into a nation. Over the years, Canadian governments have employed various means to encourage the development of new mines. Often, these incentives were tax-oriented, such as the three-year income tax holiday that applied to new mines in the 1950s and 1960s. The advantage of the tax connection is that any such incentive policy can be applied across the board to the 10 provinces and two territories that make up the federation of Canada. This is important because mining, except for the two federally-administered northern territories, comes under provincial government jurisdiction. Mining taxation is a complex give-and-take between the central and provincial authorities. In Canada, expenditure on mineral exploration is an allowable cost against reve¬nue for tax purposes. This works well pro¬vided there is some revenue from which to deduct. New exploration companies, those with no income from mining activities, de¬rive little benefit from this type of tax provi¬sion. Similarly, in times of depressed prices and reduced or nonexistent profits, the tax deductibility of exploration spending loses its value even for the major mining compa¬nies. To encourage exploration in Canada during the lean years, a different sort of incentive was required. The instrument used during the 1980s was again tax connected. It became known as flow-through financing or, simply, flow-through shares. When it assumed its final shape, it worked dramati¬cally. Flow-through shares Flow-through shares are so-named because they permit tax benefits earned by a corporation to 'flow-through' to the share¬holder. Basically, when an investor buys a flow-through share and the proceeds de¬rived by the company from this transaction are used for Canadian exploration, the in¬vestor can claim a deduction for tax pur¬poses as if the exploration expenditure was made by him personally. Flow-through shares go back to the early 1970s when Canada revamped its mineral income tax law. At that time, it permitted full deduction of exploration and development expenditures and provided for an automatic depletion allowance of one¬ third of operating profits from mining. There was also the three-year income tax holiday for new mines. New legislation replaced the depletion allowance with an earned depletion arrange¬ment whereby one dollar of depletion was earned for every three dollars spent on ex¬ploration and development. This earned depletion was `banked' during a transitional period (to 1974). After that it could be deducted from resource profits up to a maximum of 25% of such profits in any one year, with the excess carried forward. To promote exploration and mine de¬velopment in Canada, the earned depletion allowance plus the continued deductibility of exploration and development expendi¬tures permitted the recovery of risk capital before taxation. The three-year tax holiday, however, disappeared. Also, mining com¬panies that did not reinvest in exploration lost the depletion allowance benefit.

The mechanization of the materials management function must contribute to the overall goal of optimization of profits. A computerized system contributes to the profitability of the company by saving more than it costs to operate. Design and implementation of the sys- tem must respond to the needs of users, the operating environment of the property, and must support the objectives of materials management. Three basic functions interact within the scope of materials management. They are inventory control, purchasing, and warehousing which have the following objectives: 1) Inventory control-to request materials in a timely manner and in quantities that provide the best level of support to users at the lowest cost. 2) Purchasing-to purchase requested materials and services at the required time and at the lowest cost. 3) Warehousing-to efficiently receive, store, and issue materials and to prepare accurate transaction documents for the activities. The development of the mechanized materials management system will require a plan and objective analysis by management and system users of system requirements. A typical plan would include: 1) System Design Objectives-the development of objectives that support mechanization of the materials management function. 2) System Characteristics and Concepts- the development of key system concepts and characteristics, which identify the needs of materials management. 3) System Inventory Item Classification- development and assignment of inventory category codes to inventory items. 4) System Order Decision Rules-the development of decision rules and forecasting techniques to minimize the inventory investment and to provide acceptable support levels. 5) System Report Structure-the development of a report structure to support the goals and objectives of materials management. 6) System Report Design-the development and design of reports for effective utilization of the mechanized system.

There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. With the growing dependence on coal as an energy source, finding a means to prevent or reduce the freezing of coal during winter shipment has become increasingly important. Several chemical companies focused on this problem and applied chemical technology to develop suitable solutions. As a result, a number of freeze conditioning agents have been introduced in the past few years, several of which have been highly effective in controlling frozen coal. The efficacy of these chemicals has been well established, however many users have found that only a well defined program will produce acceptable results at a reasonable cost. Positive program results yielding recognizable benefits have caused many power generating and coking plants to consider freeze conditioning agents. A freeze conditioning agent (or FCA) has been defined as a multi-component organic liquid designed to be sprayed on coal particles at bulk shipping points to assure that receiving locations will be able to unload, store and use the treated coal with minimum delay or inconvenience. The chemicals are generally applied at rates of 1 to 2 pints (0.473 to 0.946 liters) per ton and normally function by changing the crystalline structure of water left on the coal during processing. The bond strength of the ice that may subsequently form is markedly reduced. Instead of freezing into solid, unmanageable masses, the coal can be easily unloaded by rotary dumping or the opening of hopper car doors.

Cyanide is a conventional lixiviant for gold extraction but its' toxicity is a major concern for the environmentalist. There are many alternative non-cyanide lixiviants, such as thiourea, thiosulphate, chlorine and hypochlorite etc., which may reduce environmental sensitivity. This paper will discuss the leaching characteristics of gold in hypochlorite leaching solutions. The dissolution of gold in a hypochlorite solution not only depends on the concentration of the hypochlorite but also on other variables, such as hydrochloric acid, sodium chloride and temperature. The dissolution rate of gold in hypochlorite solution is much faster than other lixiviants. Due to the interference of impurities, gold extraction from an ore under ambient conditions requires large quantities of reagents. However, refractory gold ores may be successfully pressure oxidized in an autoclave at reasonably low reagent levels. Gold extraction to the pressure oxidation leach solution is rapid and complete in one stage, thus eliminating the need for further cyanidation.

The method of powering mills such as AG, SAG and Ball has a long and technically interesting history. It can be said that almost every decade in the last half century had its own trend. The trends were dominated by the market demand, the advanced process development and requirement of the mechanical and the electrical technology but mostly by the price of the applied technology. The increasing size of the ring geared mills in the last years requires more awareness on the drive train solution. Special attention must be paid to the mechanics and the requirements of the power grid. Operational challenges such as soft starting and controlled operation as well as the protection of the equipment have gained importance. Frequency converter drive solutions dedicated to single or dual pinion ring-geared mills offer significant advantages over conventional drives due to their application specific features and controls. Solutions with low speed motors as well as high speed motors cover all possible configurations available for ring geared mills.

The Asarco Mission Complex includes two milling operations around a large open-pit copper mine in southern Arizona. The ore body was discovered in 1953 and the complex has been in operation since 1959. The mills provide the concentration operations of crushing, grinding, flotation and filtering processes involved in processing copper ore. Smelting and other downstream processing are accomplished at other Asarco locations. The mine pays a smelting charge to the smelter, which is seen as a service to the concentrators. The higher the concentration of copper to the smelter, the lower the smelting charge is to the mine.

A longwall chain pillar is comprised of two distinct zones, a solid elastic core enclosed by an exterior of failed or yielded coal. For the purpose of pillar design, the ability to delineate the extent of pillar yielding and correlate the yielding with the applied pillar load is of fundamental importance. A study was initiated on a longwall section of a West Virginia mine to: (1) delineate the location of the elastic core-yield zone boundary, (2) examine the stress distribution within the pillar, and (3) quantify pillar stability as the longwall face retreated toward an instrumented pillar. A US Bureau of Mines sonic velocity probe was used in conjunction with vibrating wire stress meters to define the elastic core-yield zone boundary and the migration of vertical stress toward the pillar core. The extent of the yield zone as determined by field results is compared with the extent of the failed zone as predicted using a series of equations developed by Wilson.

At the Kidd Creek site, natrojarosite residue, derived from the zinc refinery circuit, is mixed with mill tailings before final disposal in the tailings impoundment. Column experiments were conducted with fresh unoxidized mill tailings and a mixture of tailings containing the natrojarosite residue. Acidic water, simulating mine drainage water, was pumped through the columns. The effluent water geochemistry was interpreted with the assistance of MINTEQA2. The experimental results suggest that the effluent water pH was buffered by a series of acid neutralization reactions. The release of metals, including Cu, Pb and Zn, was affected by pore water pH, Eh and mineralogy of the tailings material.

Following the completion of the 7,600 m primary access tunnel by Kiewit/Parsons Brinckerhoff (K/PB) in April 1997, an exploratory East-West Cross Drift Tunnel was constructed at the Yucca Mountain Project over the proposed future repository block for high level nuclear wastes. The 2,681 m (8,796 LF) East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a re-built Robbins 5.000 m (16’-5”) hardrock TBM with a special arrangement of supporting equipment. Details of the unusual site and contract conditions will be discussed as well as with the unique tunnel equipment specified by the Owner. This portion of the Yucca Mountain project required eight months to complete.

The last twenty years of development in Process Mineralogy are reviewed. Since the milestone review by Henley in 1983, which projected the concept and suggested closer working relations between mineral processing and mineral science, the second generation (1983-2003) has made significant progress. Examples are to be found in improved sampling and high-confidence flotation testing, and in automated quantitative mineral measurement. The recent addition of end-member studies has provided a clearer view of the overall ore mixture milled from its constituent geological components. In all, better predictive abilities have resulted from these improvements to Process Mineralogy. These improvements have led to more significant business impacts in mineral resource characterization, and in optimization of existing concentrator operations.

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek's customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. A method of monitoring production, information, i.e., raw tonnage and machine state, from each working section has been developed. The method is based on the sensing of electrical parameters in each section load center, and the reporting of this information through the existing mine-wide monitoring system. A decision-theoretic type of pattern classification technique has been used to define the machine states. The basis of the method is presented in this paper, along with a proposed hardware and software implementation scheme. Information issues central to the development and use of the proposed production monitoring system are also discussed.

The Pannerdensch Kanaal Tunnel is part of Holland’s Betuweroute high speed freight railway project linking Rotterdam to inland of Europe. It comprises of twin tunnels, 1620 m long each, with 8.6 m inner diameter. The Tunnel alignment is situated mainly in sandy formations and under high hydrostatique pressure. The over burden cover varies from relatively high to very low, sometimes much smaller than the diameter. One of the special features of the Pannerdensch Kanaal Tunnel is that, over some 250 m, the twin tunnels are to be bored in a back?lled sandpit. Some 490 000cubic meter of sand has been placed and compacted by vibro-?otation to refill the sandpit. The tunneling machine is a 9.8 m slurry shield manufactured by Herrenknecht. Tunnel lining is precast concrete consisting of seven plus one key universal segments. Other than the special feature of boring through re?lled sand, constraints such a slow overburden while crossing under Pannerdensch Kanaal and some lagoons, as well as high liquifaction potential of sandy formations, render this job very unique of the type. Fine studies were conducted in heading’s stability. And, confinement pressures were determined considering different risks of liquefaction and blowout problems. Both tubes have been successfully bored. Several sections have been monitored. The results are quite interesting and in accordance with contract technical conditions.

Minerals beneficiation commonly requires initial crushing and grinding so that the mineral phase we seek to concentrate is adequately liberated to obtain a product of specified grade at optimum recovery. To some degree this also is true for coal preparation. In the comminution process we liberate not only the product but also the tailings phase. The true objective is, therefor, to eliminate from the comminution circuit whatever particulate matter has reached specified liberation, regardless of whether the particle is product or tailings material. Overgrinding either of the two phases ties up mill capacity and usually also burdens the downstream processing steps by increasing costs or decreasing recovery, or both. In view of this situation, one would expect concentration steps to be commonly incorporated into the cominution circuit. The reasons this is not done may vary, but probably include the desire to utilize large scale unit operations, e.g., large mills, in conjunction with very simple processes. Hydrocyclones have satisfied this desire but may not always be employed for the right reasons. Hydrocyclones are indeed simple. They also are rugged and forgiving. Unfortunately, these virtues are frequently misused. The direct results are inefficient classification and overgrinding. The indirect results are added costs through recovery losses, unnecessary recirculation, and so on,

The Seismic Interactive Interpretation Workstation (S//W) provides a wide spectrum of utilities ranging from improving field acquisition techniques, data processing and interpretation of coal seismic data. The power of the workstation lies in the interpretation process where various sets of geophysical and geological data are integrated to form a network of information that is stored in a database. Computer models are generated from known borehole and geologic information and later cross-correlated with the processed seismic data. Structural and stratigraphic modeling techniques add another dimension to the interpretation process. Complex trace attributes highlight subtle features not easily observed in black and white sections. Using the computer workstation, the explorationist gains valuable insight and conducts more intelligent interpretation of seismic data through a more comprehensive network of data analysis.

Although past investigations (2, 5)have been conducted to determine crushing relationships, no program which covered a broad range of crushing conditions had been conducted. The previous studies appear to concentrate on small segments of the overall picture and did not fullfill our desired information objectives. The Crusher Variables Research Program conducted at the Mineral Research and Test Center (MRTC) of Rexnord, due to the broad range of variables utilized in a production size crusher, is believed to be the most comprehensive study of its kind as of this date. The principles developed by the Symons brothers in 1925, when they patented the cone crusher as we know it today, are still being used in the machine known as the Symons Cone Crusher, During the development of this novel crushing concept, a technique known as the fall of material (called the Bouncing Ball Theory1 by some) was used to determine an idea as to the proper head angle, eccentric and speed of eccentric rotation, The final variables used for the Symons Cone Crusher design were, therefore, the logical conditions to start with and use as a reference against which other variables could be compared.
