El Abra has mining concessions granting the right to exploit minerals in more than 130 km2 (32,122 acres). SCM El Abra owns “rights to occupy” the surface of these claims. The company also owns the surface rights over the process plant area and over land conveyor route. The project has procured all material easements relating to the mine area, processing facilities and access rights of way. Engineering, procurement and construction Figure 1 sets out the development and construction schedule for the project. Development is already well under way. As of early January 1996, about 70% of the project was complete and more than 80% of the capital expenditures were committed.

The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

Introduction Minicomputers have been gaining acceptance in mining. Low cost interactive processing and plotting can now be controlled by geologists or engineers needing rapid solutions and specialized mining software in formats that allow noncomputer personnel to readily interact with computer processes. User-oriented programs maximize the use of interactive display features and graphics, as shown by the HP9845 minicomputer, a unit with portability, processing power, graphics capabilities, capacity, and peripherals such as plotters, digitizers, disk drives, and printers. Application Coal exploration projects require that much effort be spent determining coal volumes within trial pit limits. This determines a prospect's viability and potential. Adapting volume calculations to a computer has been limited, since it was difficult to create reasonable representations of complex coal seam geometry with a digital process. So many of the simple mechanical procedures needed to produce pit reserves are still performed manually by geologists and engineers. But with new minicomputers and their interactive graphics, it is now practical to accurately model complex structures without tedious calculations. GEOSEM (Geomin Seam Oriented Exploration System) is a computer system designed to analyze coal prospects. The system shows how a coal prospect, with complex geology, can be quickly analyzed, modeled, displayed, and evaluated for mineable reserves. Its interactive graphics allow rapid visual presentation of data, high-speed tabular reports, and precision plotting. The system is most effective when used by a geologist or engineer who selects the required operations and specifies relevant parameters via screen and keyboard interaction. Rolling Hills The Rolling Hills prospect represents a typical Rocky Mountain coal deposit. Enough geological interpretation has been done to show a complex system of block faulting with coal seams following synclines of stratified lithologies. With the completion of initial drill hole exploration, questions arose concerning coal volumes and strip ratios involved with various pit limits. Quality information had been gathered on the coal intercepts. It was decided that coal vol¬umes and pit designs were of prime importance. The objective was to enter and display data, create a computer model based on interpretation, develop pit designs, compute seam/ waste volumes, and report various contents. The project, begun by entering data in the GEOSEM system, was completed in several days. Data Entry For modeling, the prime information was seam identity and drill hole intercept. Other information-rock type, Btu rating, and percent of ash, sulfur, and moisture-was also available. It, too, was entered into the data base through the computer keyboard and then reported, verified, and corrected. Various reports can be produced, according to user specified sort parameters. For example, from an analysis of available data, only 14 intercepts could be found with Btu value greater than 8000 and sulfur content less than 0.4%. The sort option can also be used prior to entry into the analysis routines. Data Analysis Though the objective was to create a seam model and compute reserves, it became necessary to project quality information into unsampled areas. Statistical analysis was then war-ranted. A typical analysis correlated the lack of relationship between percentage of ash and Btu. Although histograms were also produced, these typified a lack of samples and "ragged" distributions. A geostatistical analysis was also applied, showing the results of computing a 2-D variogram on the largest coal seam. Results showed an average range of 18 m, with a poorly defined variogram. Data Display and Drafting Scaled plans and sections were required so seam locations could be compared to hand drawn interpretations and drill coordinates verified. At the same time, topography could be interpolated from collar elevations to determine whether surface control points were needed for better definition. In addition, a new set of 50 final-scale drawings were required, showing new drilling information. By using the computer screen as a "scratch pad" device, various sections were displayed and then plotted on a drum plotter at the desired scale for overlay on original sections. The Balsam Meadow Hydroelectric Project is currently under construction in central California. TMCI Construction, Inc. was subcontracted to perform the shaft enlargement and lining required for the elevator, surge and power shafts. Involved in the initial work was slashing the elevator and surge shaft into a previously excavated borehole. The elevator shaft then required a reinforced concrete lining and structural steel installation. Throughout the course of construction, numerous design changes occurred, necessitating a lining in both the power and surge shafts. These changes caused TMCI to design two underground hoisting systems to install these additional linings. An analysis of the construction methods used is now given. Introduction The Balsam Meadow Project consists of an underground hydroelectric powerhouse designed to provide additional capacity and energy to the Southern California Edison system during critical peak demand periods, and has the capability for pumped storage operation. The project is located in the Sierra Nevada Mountains about 55 miles northeast of Fresno. The project will divert water presently flowing from Huntington Lake to Shaver Lake to power a single 200 megawatt turbine generator. The approach used to the shaft slashing was governed partially by the strict CAL-OSHA requirements, which became more stringent after the recent Helms' Creek accident. A scaled down sinking plant was used to minimize economic risk and to simplify the excavation and lining scheme.

A review of the literature reveals that methods for simulating the coupled behavior of size reduction and liberation are limited to binary mineral systems containing one composite particle class. The aim of this paper is to describe the development of a mathematical model to simulate such behavior for binary and ternary systems containing multiple classes of composite particles. A modified Levenberg-Marquardt algorithm and a finite difference Jacobian are used in conjunction with the developed model and a set of constrained equations to estimate all kinetic parameters. This estimation scheme is validated for a binary ore (sphalerite-dolomite) with five composite particle classes using experimental data.

INTRODUCTION [A Decade After the 1972 Stockholm Conference] The UN-sponsored Stockholm Environmental Conference held just over 10 years ago was the first successful attempt to achieve global recognition of environmental issues. Indicative of the lack of concrete involvement in environmental protection to that time was the fact that only 15 nations had a department or ministry responsible for environmental affairs compared to today's 143. Many governments were uncertain of what were the most serious or pressing problems in their country. There was obviously a need to both identify those issues and to determine how to manage them once identified. At the same time, the public at large was becoming more critically aware that environmental protection had been neglected by government and often ignored by industry. It soon became evident that large amounts of money would have to be spent to redress some of the more evident problems. However, many developing nations were reluctant to slow down the much-needed industrial growth by imposing costly environmental controls on industry. In fact, some waived environmental control altogether as an incentive to attract industry. In some sectors, it was often stated that industrial development and environmental protection were mutually exclusive activities. The need of an awareness, commitment and dedication by all sectors of society to protect their environment was just beginning to develop, replacing the rather simplistic view that all environmental problems were caused by greedy industry.

In the period 1982-1992, world trade has increased in real terms about 65% (Anon., 1992b). The nominal value of this trade in the early 1990s is approximately $5 trillion. In 1970, mineral commodities constituted approximately 20% of the value of world trade. By 1980, despite rising petroleum prices, mineral commodities made up about 18% of the total value of world trade, with crude oil amounting to 16% and other minerals the remaining 2%. By 1987, the major worldwide economic slowdown and falling oil prices meant that minerals constituted only about 10% of the total value of world trade, or about $500 billion in 1987 (Kimbell and Zajac, 1988). The importance of minerals in world trade since 1987 has remained at about these levels. Approximately 40% of world mineral commodity production is traded internationally. Some economists predict that minerals and other commodities are likely to continue to decline in relative importance in terms of the value of world economic output, as well as world trade, into the foreseeable future (Thurow, 1992). This projected decline in commodity demand may also be related to much slower global economic growth over the next decade (Alperovitz, 1992). Industrial minerals and rocks constituted roughly 2.5% of total mineral commodity exports in the late 1980s, but their relative importance as a portion of mineral commodity exports nearly doubled in the decade 1977-1987 (Kimbell and Zajac, 1988). Industrial minerals constitute the most rapidly growing share of total mineral commodity exports. In addition, price declines among industrial minerals were uncommon in the decade 1977-1987 (Kimbell and Zajac, 1988). While prices of sulfur and most of the fertilizer minerals have seen some erosion and slow growth in markets in the period 1987-1992, other industrial minerals have increased in both value and share of the export market (USBM, 1992). The place of industrial minerals in world trade becomes even more significant when one looks at shipments of chemical fertilizers and basic chemicals that are counted as manufactured products rather than industrial mineral commodities. The United States is the major world producer of industrial mineral commodities and products made from these nonmetallic minerals and rocks. The former Soviet Union, now The Commonwealth of Independent States (CIS), and China have very significant deposits of industrial minerals. Japan exports significant quantities of cement. The US, CIS, and Morocco export large amounts of phosphate rock. Canada and Germany export substantial amounts of potash. Sulfur from Poland, industrial diamonds from South Africa, Zaire, and Brazil, and fluorspar from Mexico are all important exports.

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

Comments The venerable straight-line equation Y = Bx + A is again being rediscovered, but this time by economists, mining engineers and geologists. Two economists, William Sharpe and Harry Markowitz, from the University of Chicago and Stanford University, respectively, won the 1990 Noble Prize in economics by showing that the price of individual stocks can be related to the Dow Jones industrial average (DJIA) using the straight-line equation. According to Bill Chidester, Investment Analyst, Scientific Investment, Sharpe and Markowitz strongly emphasized the role of the beta (B) value while considering the alpha (A) value to be "pretty unimportant." Chidester claims that alpha is the "mystery" value that causes individual stocks to behave independently of popular stock-market indices, such as the DJIA. For many years, mining engineers and geologists have routinely called alpha the "nugget" or surprise element in geostatistical analyses in which a designated distance (x-axis) is related to the variance of the grade (y-axis). Because the influence of the independent variable (distance) over the dependent variable (grade variance) is ideal when alpha is equal to zero, any increase in alpha represents a loosening of influence or control within the relationship. This can be good news or bad news - good news if you are an economist sorting out off-trend stocks and bad news if you are a mining engineer trying to predict sulfur in a coal seam. With many mining trends, such as those involving the relationship of distance to the variance of grade, a mathematical relationship can be formed. In geostatistical analysis, the point where a mathematical trend ends is known as the sill. If the difference between the variance of grade at the sill and at alpha can be determined, then an estimate of the relative control for a given distance can be obtained by comparing the sill value to alpha. The extent to which alpha approaches the value of the sill provides an indication of independence or loss of trend. The alpha concept may find application with distance, time or fluid problems. The point of change can be either a change in trend or the trend limit. However, even without a clearly defined point of change or trend limit, increasing alpha values always infer loss of trend. Alpha analysis should be regarded as a valuable tool when sorting out many sets of mining data. The application of this user-friendly concept to reserves, material transport, fluid flow and other areas has been, and will continue to be, the basis of many important past and future developments in mining and geology.

The design of an underground opening involves the coincidence of two highly complex and poorly specified components. First, the structural or mechanical characteristics of a geologic rock mass are not only extremely variable but are also very difficult to evaluate. Second, the general lay¬out of mine workings contains a large degree of indeterminancy as to the structure itself as a result of the indefiniteness of the mining process, and also because of the inherent redundancies associated with bulky and weighty structures. Even for the relatively simple problem of tunneling this complexity is well recognized to be "without question that to which the study of geo¬logy (for the Engineer) can most fitly and usefully be applied".1 It can, therefore, be appreciated that the comprehensive opening design problem involves a complicated assemblage of component structures made up of a sketchily defined, or sometimes even an undefined material and acted upon by largely unknown tectonic forces.

Early experiences The first double shield hard rock tunnel boring machine, manufactured in 1973, belonged to the generation of machines that were equipped with 12" dia. cutters. The experiences made with the 4.3 m diameter prototype ROBBINS mod 144-151 have been reported at the 1976 R.E.T.C. of Las Vegas (1): it might be worth recalling here that, with a specific cutter load not exceeding 10 to 12 metric ton and a 4.8 r.p.m. cutterhead speed, the average advance rate was of 350 meters per month of 21 working days with a peak production of 1,050 m of advance in 40 working days, in widely weathered and fractured granitic rocks of generally precarious stability, where a precast segmental lining was routinely installed as tunnel support. Over the 8.2 km of the Sila Tunnels, several badly crushed or sheared rock zones were bored through without major problems, even with water inflows of up to 30 1/sec. The same machine, with an improved design of the telescopic-and-floating shield area and equipped with flameproof drive motors, was taken to Colombia where, from September, 1979 to March, 1982 it drove 7.5 km of the Rio Negro-Chivor Tunnel in competent siliceous shales of up to 130 MPa at an average rate of 20 m/day.

Capital investments are made for a variety of reasons, ranging from providing incremental capacity at existing operations to developing and implementing new technologies intended to radically improve a company's capabilities. These projects generate very different business opportunities and create value in distinctive ways. For incremental improvements, the capital budgeting process assures at least a loose fit between short-term goals and readily available resources. However, the criteria used to evaluate capital projects often prevent a company from committing to more aggressive goals, which lie beyond the firm's current abilities or resources. Such projects may not have clearly identifiable future cash flows, and the degree of interaction with other projects and the nature of the risk incurred may be difficult to estimate. Additionally, by focusing only on quantifiable benefits, the budgeting process often fails to recognize "soft" improvements such as increased operating flexibility or new knowledge generated by such projects. By rejecting these projects, the capital budgeting process may actually harm the company's future competitive position.

The flooding of open pits is now receiving considerable attention from the mining industry as an option that may minimize environmental impacts, particularly when anoxia in pit-lake deep waters can effectively eliminate oxidation of pit-wall sulfides. This paper describes a state-of-the-art, coupled physical-geochemical pit-lake model. The model is used to verify that a controlled, two-stage infilling of the open pit at the Kori Kollo gold mine, southeast of La Paz, Bolivia, would result in a cost-effective, environmentally responsible closure strategy. By filling the pit initially with highly saline surface waters and naturally saline deep groundwater and then capping with fresh river water, a very stable and strongly stratified pit lake will be developed. In addition, the stratification will result in the isolation of metal-rich saline bottom waters from surface waters of good quality. Results of this model provide defensible predictions of the physical stability and evolution of water quality in the Kori Kollo pit lake over time. The model results indicate that anoxic conditions will develop below the fresh-saline water boundary within one to two years, followed by the rapid onset of sulfate-reducing conditions in the bottom waters. Hydrogen sulfide produced by sulfate reduction will readily react with dissolved metals to form highly insoluble metal sulfides. The process results in the gradual removal of metals from the water column and the concomitant improvement of water quality over time. A notable benefit of this strategy is that it can be fully integrated with other mine site closure options as well as future environmental-management strategies. The proposed plan allows for the safe isolation of saline waters, the potential for passive treatment in anoxic bottom waters of ARD seepage from other mine site operations, should they arise, and a repository for future reactive wastes that could be effectively isolated in a physically and chemically stable environment.

Inflation has received much attention due to its effect on capital budgeting, associated cost overruns, and declining real profits. This study focuses on the effects of inflation on the evaluation of a mining investment and the estimation of a mining project's revenues. The study indicates that the best method for estimating future returns is the fore- cast dollar scheme. In this scheme, the metal price was held constant, and the operating costs were "inflated" along a historical regression line. The conclusion was reached by comparing the "actual" performance of a 3000 tpd (tonnes per day) lead mine model with 'its estimated performance during four time periods (1950-1960, 1955-1965, 1960-1970, 1965-1975). The individual data files for each time period and estimating method (6 files by 4 time periods) were pro- cessed by a suite of cash flow computational and investment analysis sub- routines. The analysis presumed that the mine was part of a large corporation which could utilize the expensed, development and exploration costs and any investment tax credits, in the year that they were incurred.

The Study area environment is unusual. The tectonics is visible on surface rocks throughout much of the study area. The effect on mineral values in the exposed areas has been compared to areas where the tectonics is not visible.

Fwe 3 m (10 ft) diameter Microcel™ flotation columns were installed at Clinchfield Coal Company's Middle Fork preparation facility in order to reduce product ash and increase recovery and plant capacity. The Middle Fork facility is utilized for the recovery of fine coal from a feed stream that consists primarily of 1 .5 mm x 0 material. The columns replaced conventional flotation cells for the treatment of the minus 150 pm fraction while spirals are used to upgrade the plus 150 pm material in the plant feed. The addition of the column flotation circuit resulted in an increase in plant capacity in excess of 20 percent while reducing the flotation product ash content by approximately 7 percentage points. Flotation circuit combustible recovery was increased by 17 percentage points. This paper discusses circuit design, commissioning, and sparging system design. Circuit instrumentation, level control, reagent system control, performance comparisons with conventional flotation, and general operating procedures are also discussed.

Vibratory or oscillatory conveyors can be found in all types of industry, handling virtually any granular bulk material, often at elevated temperatures. These conveyors can be combined with other process functions, such as screening, cooling, drying and dewatering, while conveying. Although construction and installation is relatively simple, the engineering and design analysis of the vibratory mechanics is fairly complex. This paper will discuss the basic types of vibratory conveyors and the analysis of the material movement along the carrying trough.

The dissociation (ionisation) constant of hydrogen cyanide, pKa(HCN), has been measured by high precision glass electrode potentiometric titrations in saline solutions containing up to 5 mol/L sodium chloride. The dissociation constant of water that is necessary for the calculation of pKa(HCN) has also been measured. In saline solution, and in contrast to literature values, pKa(HCN) changes considerably at both high and low ionic strengths as a result of changes in activity coefficients. In addition an equation is presented, using literature data, that describes the variation of pKa(HCN) with temperature up to 150°C. The significance of the changes in pKa(HCN) for optimising the pH of alkaline cyanide gold recovery streams is briefly discussed.

The gold refinery at Barrick Goldstrike Mines has increased production to more than 2,000,000 ounces poured per year while reducing the labor requirement. Safety and health has not been compromised with this increased production and in fact incident rates and exposures have reduced over the past five years. Streamlining procedures, improving ergonomics and the wise use of unique innovations has accomplished this significant achievement.

This paper describes an integrated procedure for the very short term production planning of an open pit and the execution of this plan: the truck dispatching. Integration of plan and dispatch means that the plan is realistic so that its objectives can be realized by the dispatch. This realism is obtained by supplying the plan optimization, which involves mixed integer programming, linear programming and non-linear programming, with experimental O.R. models of waiting and blending. The arrangement of these models in the computer programm has made it possible to obtain very short computing time for the planning in spite of the width of the optimisation. The dispatching of a truck is made by solving a classical assignment problem for each dispatch over a horizon of the expected*next 10-15 trucks to request dispatches. This deep-reaching dispatch procedure uses the continuously arriving information about trucks' positions and shovels situations and models by probability functions the expected waiting time of shovels and trucks. In this manner trucks and shovels are synchronized and last moments' opportunities for productivity gains can be obtained. The dispatch procedure takes .5 second on PDP11. This integrated planning and dispatch procedure gives high productivity while ensuring good blending. Results from the Mount Wright mine of the Quebec-Cartier Mining Co., where the integrated procedure has been installed on the existing computer equipment PDP11, are included.
