In the last five years Eldorado Resources Ltd. (ERL) has undergone a major expansion and modernization of its uranium refining and conversion plants. A new refinery for processing yellow cake to UO3 was constructed at Blind River in northern Ontario and started up in 1985. Its rated capacity is 18,000 t/a uranium as UO3. At Port Hope, Ontario, ERL's new UF6 conversion plant has been constructed. This plant started up in 1984. It utilizes the novel, wet-way process to produce UF4 and gives the company a UF6 production capacity of 14,500 t/a U. Also at Port Hope is Eldorado's ceramic UO2 powder production facility, commissioned in late 1980. It has a capacity of 1700 t/a uranium as UO8. With the completion of these capital projects, Eldorado has the largest and most up-to-date refining and conversion facilities in the western world. This paper reviews the refining process and process design. The methodology used to start up the Blind River plant is described as are some startup difficulties, solutions that were developed, and the resultant current operation.

Coal degradation is the breakage of coal particles to finer sizes due to the continuous forces of attrition and gravity to which coal is subjected during mining, handling and preparation. The objective of this paper is to determine the extent of degradation that a coal slurry experiences when transported through pumps and pipelines. The examination of degradation results for a number of different coal slurries have indicated that the extent of breakage is dependent upon the physical properties of coal and the time span of circulation. These results have also indicated that certain size fractions of coal are more susceptible to breakage than others.

Introduction Project scheduling . . . . • What is it? • Why is it done? • Who does it? • How is it done? • When is it done? These are some of the questions that will be addressed in this paper. It is intended that by exploring these questions, an understanding of project scheduling, its purpose and benefits can be achieved. The purpose of this article is not to describe in detail "how to schedule", but rather to give an overview of the scheduling function on a project. A successful scheduling effort is dependent upon the people responsible for developing, implementing, and monitoring the schedule, and the tools and procedures that are used. These three elements are integral components of project scheduling. What is it? A schedule is the integration of network relationships, resource constraints and the calendar. The schedule identifies when the activities "will" be done, while the network states when they "must" be done. Networking techniques are the most widely accepted scheduling tool for complex projects. The benefit of the network is the simplicity in illustrating, presenting and analyzing the dependency relationships of a project. The logic network is the foundation of the schedule. When calendar dates are applied to the logic network, it becomes a schedule which provides the basis for evaluation of project status, forecasting the occurrence of events and controlling the project. The sequence of activities that requires the longest time to complete determines the overall duration of the schedule. This longest sequence of activities is called the "critical path". The "critical path method" (CPM) is used to describe this particular schedule network methodology. The two common conventions of CPM networks are the "arrow diagram met hod" (ADM) and the "precedence diagram method" (PIM). There are arguments in favor of each of these two methods, and usually the one that is used is a matter of personal preference, project directive or corporate procedure.

The Upshur Complex of Island Creek Coal Corp. consists of approximatly 35.000 acres of both surface and deep mine researves located in Upshur County West Virginia. The principle seams on the researve are the Middle and Lower Kittanning. Other mining in the area during the late 1960's and early 1970's produced surface mines that exhibited severely acidic drainage characteristics both during the mining phase, and after reclamation was completed. The Buckhannon River, the principal drainage for the area, is a high quality, lightly buffered stream, that is periodically stocked with trout. Because past mining had caused post mining acidic discharges and the Buckhannon River was a valuable recreational resource, mining permits for the area were put on hold by regulatory authorities, until solutions to the acid mine drainage questions could be addressed. In 1978, the director of the West Virginia Department of Natural Resources appointed a Task Force consisting of Industry, Regulatory. and Academlc participants. This Task Force was charged with gathering information and evaluating field procedures used during mining to prevent acidic mine drainage. In 1979, the group published a document titled "Suggested Guidelines for Mining in Potentially Acid Producing Overburdens" which summarized material handling and mining procedures that could be employed to help prevent the occurrence of post mining acid mine drainage. In 1982, a Technical Advisory Committee was appointed consisting of well known researchers in the field of acid mine drainage prediction and prevention. The group was charged with the task of conducting research in the field of acid mine drainage prevention. Mining conducted at the Upshur Complex between 1979 and 1986 employed various acid mine drainage preventative techniques recommended in the suggested guidelines manual and techniques concurrently being researched by the Technical Advisory Committee. Costs for the various techniques were documented and the resulting post-mining water monitored. The results of these evaluations are used by Island Creek in the planning of future mining operations in potentially acid prodcuing environments

The role of ZnSO4 in activation of sphalerite (ZnS) and deactivation of lead-activated sphalerite has been investigated. Adsorption of metallic ions at the solid-solution interface, electrokinetic results for sphalerite under different chemical conditions, and thermodynamic calculations were used to elucidate the mechanisms involved. It is shown that flotation response of sphalerite in absence of activators is rather weak and that adsorption of ethyl xanthate on the mineral mainly electrostatic in nature. Zinc sulfate is found to activate the mineral but only in a narrow acidic pH range. This is attributed to the increase of zeta potential as well as the possible increase in amount of negatively charged bulk precipitated zinc xanthate. Lead ions activate sphalerite in a wide pH range and the lead activated mineral assumes a flotation behavior similar to that of galena (PbS). However, addition of ZnSO4 depresses the lead-activated sphalerite by replacing lead ions at the mineral/solution interface.

"Faced with the serious managerial situations and diverse conditions and needs for mine safety, occupational health and environmental stewardship in Chinese mining communities, an evidence-based approach is proposed for the management of mine safety, health and environment integrity. By the proposed approach, tangible and effective scientific evidence should be collected and accumulated, and the authenticity, accuracy and applicability of the evidence should be assessed to form an evidence-based approach for characterizing mine safety, health and environmental hazards and risks from multidimensional perspectives. The results are then used to formulate diverse safety, health and environment functional requirements. In an evidence-based approach, the evidence is combined with the professional experiences and the actual economic and technological situations, availability and affordability of a mine. This approach is helpful to establish scientific, reasonable, acceptable and effective solutions for identifying and mitigating hazards and improving the level of mine safety, health and environment integrity of mining operations.Introduction / Background In recent years, economic reforms have opened China's economy so that Chinese society has rapidly modernized. Along with this advancement, the exploitation and utilization of mineral resources continues to be active and the scale of mining production continues to increase, which has created a deterioration in resource reserves and as well as the general condition of mining technology. There are many hazards and safety problems in mine production and occupational health as well as in the community environment in China’s mining industry. These problems threaten the security of China's mines and present serious obstacles and challenges to the industry and the government. According to the statistics from the State Administration of Work Safety Supervision, there were 50,500 mine safety incidents in China between 2001 and 2013, which consisted of 31,439 coal mine safety accidents and 19,061 non-coal mine safety accidents, resulting in 30 deaths (Qin 2014). At the same time, mineral dust and radioactive material from mine production processes have increased the morbidity rate of silicosis and cancer in mining workers."

Metal production has traditionally been a cyclical industry. 1977 in the base metals industry has highlighted that fact with a steady decline in the market place for base metals. Corporate aggregate planning is based on good forecasting and when changing conditions make that forecasting inaccurate, alternate analysis of schedules must be accomplished quickly. The computer is the only medium powerful enough to answer management's questions within an acceptable time frame. Worldwide communications networks now make it possible for the many multinational mining companies to arrive at coordinated corporate production plans based on similar basic data from several producing divisions. The Ontario Div. of Inco Metals Co., a unit of Inco Ltd., encompassed during 1977 14 producing mines, 2 nonproducing mines, 1 nonproducing open pit, 5 flotation mills, I smelter, 2 nickel refineries, 1 copper refinery, and an iron ore recovery plant. Several new mines are under development. Mine production approximates 63 500 tpd (70,000 stpd) from some 1000 workplaces. The need for longrange mine planning and scheduling is obvious and until recently has been satisfied by manual methods. However, while manual methods are often quite practical for a small number of mines, or for mines with relatively short lives, or for mines with only one mining method, the situation in the Ontario Div. is too complex and long-term to allow effective, timely planning by such methods. In 1967, a year after the first computer was installed in the division, work was begun on the computerization of the more than 30,000 borehole logs kept in the mines exploration files with a view to speeding up the assessment of mineral resources. Also in 1967 one of the first substantial systems developed on the main business systems computer was the monthly scheduling of development and production for all mines. This system encompassed tons productions per workplace, feet development per workplace, auxiliary and service activities and the requisite labor for each of these. These two dates are mentioned to show that concurrently with the acquisition of computers in the division there was an early understanding of the importance of automating mine scheduling and planning and of the potential for effective and useful computerization of such activities. In 1970, a pilot program was developed in one of the mines containing a large number of workplaces (350) to schedule the production on a network basis. Varying degrees of interest were shown by the individual mine engineers based on the complexity of the production planning problem at each mine. In an evolutionary process, mines were added to the system as its value became obvious in terms of time saving, flexibility, and accuracy. In 1975, the central mine engineering department decided that the system should be extended to all mines so that a complete division-wide long-range scheduling system would be available upon which to base development and production planning. This system would use basic ore data, allow the addition of scheduling commands, and calculate a schedule for the life of the mine. Many reports could be produced for each mine and all-mine summaries would also be available. The significance of the system can be stated in one phrase-speed, accuracy, and flexibility. Whereas in the past a long-range all mines schedule might have been done once a year, taking from two to three months, now it can be done in a day. The chief mines engineer can incorporate changes in input data and external constraints and call for a "new look" at the long-range schedule to assist him and mines production management in their decision-making processes. Using previous manual methods this could not be done quickly enough to be useful.

Dramatic economic and political reform is under way in the transitional economies of the world. Transition extends beyond the restructuring of a nation's economy and political thinking. It also affects social, cultural and even religious aspects of society. Transition is a long-term process and generally unstable as the pace of reform is rarely the same across the many spheres of society. As nations modify their economies, industrial activities - including minerals exploration, extraction, processing and trade - are also being affected, according to a Financial Times of London management report. Mining policies are being revised to encourage greater foreign involvement, while legal regimes are being rewritten to protect foreign investments. From India to Peru, and South Africa to Russia, countries have been preparing, improving and expanding foreign investment laws, mining codes and economic stimulus measures to accelerate their minerals development. Privatization of mining is proceeding in many nations. Meanwhile, corporatization of former ministries and government agencies responsible for mining is also occurring. According to Minerals and Mining in the Transitional Economies: Poised For the Future, common objectives in the restructuring of a mining industry are to enhance overall economic and industrial growth, improve efficiencies in mineral recovery and use, acquire newer, advanced technologies, reduce environmental repurcussions of mining and improve safety conditions. The nature of mining is changing noticeably within the transitional economies. The industry is becoming more re¬sponsive to market forces and private sector concerns. The new report examines the changing characteristics of mining in the transitional economies. These include nations moving from centrally planned to market economies, as well as countries in the midst of economic and political reform, including the liberalization of industry. Information is presented to help business planners understand the impacts of transition on mining activities and re-evaluate their longterm strategies and market development policies. The document is divided into 10 chapters. Five of them are devoted to the evolving mining industries of Russia, South Africa, India, Peru and China. These countries were highlighted because their minerals sectors are undergoing changes. These include the opening up of their resources to foreign mining companies. According to the report's author, mining in the transitional economies during the next decade will be characterized by: ? Continued rewriting of national mining policies to create more favorable investment climates. ? Increased exploration for gold and selected base metals in newly opened regions. ? Innovative project financing schemes involving multiple partners and international lending institutions, such as the European Bank for Reconstruction and Development (EBRD). ? Increased gold and copper ore production capacity resulting from new investment and expansion of existing operations. ? Continued geographical shifting of metallurgical processing facilities from developed to other mineral-producing nations. ? Privatization of state-owned mining and processing assets requiring advanced technologies for improvement or expansion. ? Increased awareness of environmental concerns in business decisions related to mining and metallurgy.

The Bureau of Mines investigated the effects of vibrations from underground blasting in four rock types to define blast parameters that affect vibration amplitudes and to establish means of predicting expected vibration levels. Previous studies of surface blasting indicated that charge weight per delay period had a major influence on vibration amplitudes. Dividing the distance from the blast by the square root of the charge weight scaled the effect of various charge weights, however, and allowed vibration data for a particular site to be represented by a propagation equation of the form v = K(D/W ½ )-n (1) where v = particle velocity, D = distance from the blast, W = maximum charge weight per delay period, and K and n = empirically determined site constants. For square-root scaling, particle velocity and acceleration data from the underground sites appear to follow a similar propagation law. The subsurface data are in good agreement with those of the surface studies and provide a basis for engineering estimates of vibration amplitudes in many different rock types.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. While we are all aware of the need for reclamation of mine sites, few managers and engineers seem to be aware that good reclamation begins with the earliest plans for mining and processing of ores. Far too often the attitude that reclamation is an add-on to worry about at the end of the mining process dominates the thinking of mine engineers and management, A common result is that the reclamationist can be faced with mining and waste disposal designs that are nearly impossible to deal with effectively from an ecological perspective. Everyone of us has been victimized by the down time and maintainence cost that resulted from the purchase of an outwardly attractive, but poorly designed piece of equipment. When confronted by design defects in equipment, a distraught owner can always trade it in, call a consumer advocate, or follow up one of the "lemon laws" at either the federal or state level. A poorly designed mine for reclamation purposes usually cannot be treated either with ease or cost effectiveness. Good reclamation can be effectively prevented by the designs used when the mine was planned. The purpose of this paper is to share some of the experiences our firm has had with reclamation projects at mines in the Upper Midwest as these were influenced or controlled by mine design decisions. My aim is to sensitize mine planners and managers to planning processes they should consider, and hopefully use, early in the mining process to assure successful reclamation during and after mining. Many of the examples I will cite are from experience gained at the recently closed Jackson County Iron Company taconite operation at Black River Falls, Wisconsin. I am particularly grateful to Mr. Vern Metzger, mine manager at JCIC, for his unflagging support of good reclamation practices, employee training programs (which have included reclamation techniques), and his forebearance to put up with our group of ecologists. I realize that this was a time when there were significant internal and external pressures to cut all costs including reclamation efforts. The collaboration has been successful as you will soon see.

The Shiloh Church deposit is a very significant molybdenum occurrence in an ususual, perhaps unique, geologic environment. Work done to date indicate that several million tons of "ore" may be present, occurring as a matrix in limestone and dolomite breccias. Mineralized rocks cored to date are at or near the surface and the deeper resource potential has not been tested. The prospect is located in Polk County, north- western Georgia (Fig. 1). The "ore zone" was outlined by North American Exploration, Inc. (NAE) using geochemical prospecting techniques. Extensive geological work, including core drilling, has been conducted on the properties, together with geochemical and geophysical surveys. The geology, geochemistry and geophysics of the prospect are discussed. It is hoped that these data can be used to formulate exploration programs in similar terranes located elsewhere in the eastern U.S.A.

INTRODUCTION It is now 21 years since Wiegel and Li published their paper on a random version of Gaudin's model for the mineral liberation phenomenon (Wiegel and Li, 1967). This paper was to revitalise interest in North America in one of the most fascinating, difficult and important problems in the field of theoretical mineral processing. Gaudin had many years previously (Gaudin, 1939) already presented a penetrating analysis of the problem and Wiegel and Li based their analysis very closely on the Gaudin model but they realised that the indeterminate geometrical structure of mineralogical materials demanded that only probabilistic models could provide the necessary quantitative information when working with real materials. They proposed and solved a randomised version of the Gaudin model but retained the essential geometrical simplicity of cubic mineral grains and a cubic fracture pattern. Although their model met with some limited success it was to be superseded in due course. During the 1940's and 1950's the classical field of geometrical probability spawned the mathematical discipline of integral geometry and as early as 1965, Bodziony (1965, a,b) showed that the techniques of integral geometry could accommodate the problems associated with the indeterminate nature of the geometrical mineralogical structure, provided that these were couched in probabilistic terms. In particular he showed that the quantitative description of the comminution process and that of liberation could be decoupled with the resulting economy of effort. This idea has profoundly influenced the course of research in liberation theory and has greatly facilitated its application and the measurement of liberation in a practical way. The results of a study and effective use of flotation for processing of ores with complex mineral composition containing fine-disseminated minerals with high specific density are presented in the paper. The object of research was complex baddeleyite-containing ore from Kovdor deposit (The Kola peninsula, Russia). Baddeleyite is a valuable, rare mineral, natural Zirconium dioxide with 5.8 - 6.0g / cm density, grade content 0.15 - 0.17 and dissemination less than 0.2 mm. The authors carried out a thorough investigation of baddeleyite- containing products selected in different sites of gravity flowsheet. It was determined that due to similar specific weight some sulphide minerals (pyrite, pyrrhotite) come into concentrate together with baddeleyite and, also, minerals of pyrochlores group (hatchettolite). The results obtained revealed the possibility of use the flotation for retreating rough baddeleyite concentrate. he given gravity concentrate has a number of specific features, e. g. high density of its minerals which, in its turn, provides for high speed of sedimentation of solid phase in pulp, and for the presence of large amount of sulphide minerals (up to 10%) having good flotability. With these features being taken into account a technology for flotation of baddeleyite-containing products after their preliminary gravity concentration has been developed (up to 5 - 10% Zirconium dioxide). The technology has three flotation stages. At the first one the reverse flotation of baddeleyite is carried out during which "light" minerals (forsterite. apatite and carbonites) come into froth product and at the second one flotation of sulphide minerals and at the third one direct flotation of baddeleyite is performed from the underflow product. The following reagents were used for flotation: of phosphate type (sodium tripolyphosphate, mono and diethers of alkylphosphpric acid) and sodium xanthate as collector for sulphides. The given set reagents provides for high effectiveness of flotation due to selective of collectors and presence of froth layer with high carrying ability. New flotation technology of recovering of baddeleyite from complex ore was developed and applied at the Kovdor Mining Plant, using AKER flotation machines.

The Surface Mining and Reclamation Act of 1977, PL 95-87 (The Act) granted the Office of Surface Mining (OSM) the duty of collecting fees from the active coal mining activities to be used in abating the hazards associated with abandoned coal mines. Since the passage of the Act, OSM has been instrumental in closing a multiple of mine hazards and in full cooperation with the states involved. Complete mine closures range from simply filling a subsidence hole to exodic designs costing thousands of dollars, such as in the case of the Portal Park swimming pool in Colorado Springs, Colorado. The Portal Park olympic sized swimming pool was built over an abandoned coal mine by a group of local citizens and given to the city of Colorado Springs. This pool receives the largest number of users each year. During the past four years, OSM has abated six mine related hazards in and around the pool. During the summer of 1982, the pool started tipping causing the pool waters to run out the west end. This pool tipping and the associated cave-in problems caused great concern to the city and the local users. This citizens concern generated a request from the city for OSM to assist in checking out the pool problems. Early in 1983, OSM initiated a driling program to investigate the subsurface voids. This drilling effort revealed several large voids within a few feet of the pool deck, with all voids inundated with ground water. Therefore, the void filling method favored the hydraulic backfilling needed to be confined to the area under the pool. This confining problem lead to the development of the gravel bulkhead cutoff walls to confine the backfilling effort to the areas under the swimming pool.

Though it becomes increasingly important with the valuable minerals in their deposits tending to be fine and poor, the solid and liquid separation remains difficult especially when the particles are of micrometer size and of low density. Almost of all conventional thickeners result in that fine particles lose into overflows which often costitutes a loss of potentially valuable resources as well as an environmental hazard. The addition of flocculations may improve the settling of solids but may also not work well for the final removal of fine particles from the overflows (Ref.1).

Gold mining has undergone a massive revival in Australia within the past decade. With very few exceptions, these operations are involved with the development of deposits which have been previously and partially worked by underground methods. In most cases, current operations have involved the open cut mining of near-surface remnants or low-grade hanging wall and footwall mineralisation. A growing number of mines are, however, progressing to the development of underground workings either as extensions of existing open cuts or as "stand alone" projects. These operations vary in scale from the Kalgoorlie operations of North Kalgurli Mines Limited and Kalgoorlie Mining Associates to the small scale "gouging" operations of individuals and partnerships. The individual production rates rarely exceed 200 000 tonnes per year, primarily because of the magnitude of reserves or the style of access available for rehabilitation. The narrow-vein mines were initially re-opened using the traditional methods, in particular shrinkage stoping and cut-and-fill stoping. As a result of experience gained in various ground conditions, certain variants have become popular. This paper investigates the fate of the traditional methods in Australian practice, and reviews some of the recently applied variants. This involves not only a perusal of current practices, but also an assessment of the influence of recent technological development on the economics of narrow-vein mining. Some consideration is also given to the effects of previously employed stoping techniques on efforts to access remnant blocks in the re-development of old mines.

Collectorless flotation of sulphide minerals from Lyon Lake ore (Mattabi Mines Ltd.) has been studied both in the laboratory and plant. Among the four major minerals chalcopyrite showed the greatest response to collectorless flotation, followed by galena. Flotation of sphalerite and pyrite was minimal. Collectorless flotation was influenced by pulp potential and pH. Experiments using different gas compositions showed collectorless flotation was promoted when the pulp potentials were greater than about 0 mV (SCE). The study of the effect of depressants showed that SO2 at pH < 8.0 depresses both galena and chalcopyrite but at pH 9.5 flotation of chalcopyrite recovers. Use of NaCN preferentially depressed chalcopyrite compared to galena. Preliminary results from plant tests at Mattabi Mines Ltd. confirm that collectorless flotation occurs and that it is preferential for chalcopyrite and to a lesser extent galena. Practical implications of collectorless flotation in plant practice are discussed. A critical factor will be silver recovery.

The need for effectively evaluating the potential for surface subsidence due to under- ground mining has been widely documented. As the emphasis within the coal mining industry changes to reflect the increasing demand of this resource, the potential for damage due to differential surface subsidence will certainly become more acute. The present state-of-the-art of predicting ground motion due to underground excavations is, at best, primitive when one considers the immense complexity of possible geological inter- actions. For the most part predictions have been limited to empirical evaluations based upon earlier case histories. While the tools of the subsidence engineer are limited, they are important and serve to provide reasonable bounds for possible ground motion. As underground mining becomes more extensive, however, there will be many instances where excessive subsidence will be most undesirable and yet there may be few, if any, case histories similar to the operation in question.
