The EUs? manufacturing and construction industries are vital to Europe?s economy. They rely heavily on a steady supply of materials which meet appropriate quality criteria and are available at a competitive price. The steadily rising global demand for (non-energy) raw materials due to increasing consumption in upcoming economies such as China, India and Brazil, is in some cases leading to rapid price increases, but also supply disruptions which affect the European industry chain. These considerations are at the basis of new policy initiatives that are being prepared by Enterprise and Industry Directorate-General in relation to the competitiveness of the European metals industry. Over the last year the raw materials supply issue has increasingly become the topic of de-bate among various stakeholders. In July 2006 the European Economic and Social Committee adopted an opinion on risks and problems associated with the supply of raw materials to European industry. It is therefore important to identify and analyse the future needs for European industry, the possible constraints and impacts on its competitiveness. The raw materials supply issue should also be looked at from the view-point of the EU extractive industry, which plays an important role in supplying raw materials to the downstream industries and which faces very specific challenges. Within the Enterprise and Industry Directorate-General the different factors that influence the competitiveness of the non-energy extractive industry are being assessed, in order to help identify policies and actions which could contribute to and enhance the competitiveness of the industry.

Standing supports have been used in coal mines for decades to enhance roof support capability. Occasionally, standing supports are used to resist the lateral movement of spalled ribs. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting a testing program for standing supports to investigate the effect of lateral loading on their vertical loading capacities and the factors affecting their lateral loading capacities. The Mine Roof Simulator (MRS) was used to determine the response of steel props to vertical and horizontal loadings. Finite element models (FEMs) were developed and verified using the tested steel props. Prop models were used to study the effect of a range of roof and floor materials — gray shale, shale and claystone — on the critical buckling loads of the steel props.

The world market for bunkers represents some 140 MT (1980) of marine fuel oil and distillates. This is equivalent to 23CMT of coal, a potential market for steam coal larger than the total seaborne trade of steam and metallurgical coal today, and an obvious area which could contribute savings in world oil consumption. Oil bunkers are lifted fairly evenly throughout the world, the main supplying regions being Western Europe, the Middle East, North and Central America and Japan (Figure 1). Not surprisingly, the main customers are the tankers representing about 50 percent of the world market - (95 percent of the Middle East Market) - dry bulkers represent some 30 percent and general cargo ships the rest.

Mining equipment maintenance costs account for a major portion of a mine’s total operating expense. A reduction of maintenance costs while providing required equipment availability translates directly into increased profit for a mine. Therefore, having in place a successful maintenance program can be management’s most direct route to increased profits. One key element of a successful maintenance program is a practical and effective recordkeeping and information system. In recent years, many mining operations have invested in the development or purchase of computerized maintenance information systems. Computerized maintenance information systems can serve as a valuable tool in managing mining-equipment maintenance. They can also be a costly, frustrating waste of time. Why are some systems successful at one operation but a failure at others? Should all mines use computerized maintenance information systems? How does management decide what maintenance software is best for their operation? In an effort to to answer these questions and to better understand what is required to make a mining maintenance information system successful, a study was recently conducted on maintenance information systems used in the mining industry.

The remediation of contaminated sites has gained great importance in many industrialized countries. One method for cleaning the polluted soils from such sites is "soil washing," the scope of which is the separation of the contaminants from the soil. Soil washing is an outstanding example for a successful transfer of technology from Mineral Processing to Environmental Engineering. This presentation intends to introduce the Mineral Processing Engineer to soil washing through a short review of the fundamentals, and the discussion of an example for a successful soil cleaning operation in Switzerland.

Technological innovation in the minerals industry must be driven by the need to improve performance according to social, as well as environmental, safety, efficiency and production criteria. This paper outlines the possibilities and rationale for incorporating constructive technology assessment into technology research and development within the CSIRO Minerals Down Under National Research Flagship (MDU). The paper develops a process of Social License in Design that attempts to address the future social challenges and opportunities of a technology during development by utilising forecasting techniques and accounting for the perspectives and values of decision makers and likely stakeholders. Interviews with senior technologists and social scientists within MDU reveal the institutional context into which the Social License in Design process is to be situated and highlight key factors that may inhibit or enhance its uptake.

After a brief consideration of the properties of zinc sulfide minerals, their flotation characteristics, and their reactions with thiol collectors, the literature on the activation of the minerals by cupric ion, their deactivation by cyanide, and their depression is reviewed in detail. The distinction between deactivation and depression is stressed. The contradictions in the published results and theories are discussed and attempts are made to resolve them. It is concluded that, whereas all aspects of the subject require further investigation, the study of depression is most likely to yield benefits in practice.

A combination of chemical, statistical, geographic, and microscopic analyses reveal that sulfur in West Virginia coals is extremely variable in both form and abundance. Coals in southern West Virginia typically contain less than 1% total sulfur with organic sulfur being the dominant species. Northern West Virginia coals average about 2% total sulfur, mainly contributed by sulfur minerals. In addition to these regional trends, significant variations in sulfur form and abundance exist both vertically and laterally within individual seams. On both regional and local scales, the pyritic sulfur component can vary significantly in mineralogy, particle shape, maceral association, and particle size.

This paper presents several case studies in which a mechanics-based boundary-element program is used to back-calculate the surface subsidence associated with various panels at several northern Appalachian coal mines. The program used in this case study is called LAMODEL, which incorporates a frictionless, laminated overburden into a general-purpose displacement-discontinuity code primarily designed for calculating the stresses and displacements in coal mines or other thin-seam or vein-type deposits. In this paper, the program is used to calculate both the underground convergence and the resulting surface subsidence at five longwall panels and a room-and-pillar section. The fitted subsidence from the model is compared with the field measurements and analyzed. The results from this work show that the LAMODEL program is not as accurate as available empirical subsidence-predictive methods; the expected correlation between the geology and the optimum input parameters is not evident. However, for a mechanics-based program, LAMODEL does provide moderately accurate subsidence calculations, and it is one of a few programs that can even attempt to practically calculate both underground stress and convergence and the resulting surface subsidence.

INTRODUCTION The Laurens Street section of the Northwest Line of the Baltimore Region Rapid Transit System, located along Pennsylvania Avenue between Pitcher Street and North Avenue is situated in material which cannot be definitely categorized as soil or rock. However, in the area of residual soils in which these tunnels were constructed, considerable attention was required to determine the character of the ground so that the designers and the constructors could properly evaluate the behavior of the ground and plan their respective efforts accordingly. The Laurens Street sections structures consist of twin rock tunnels, station structure, traction power substation, vent shafts at both ends of the station, the midline vent shaft, and the twin mixed-face tunnels. This paper concentrates on the mixed-face tunnels which extend from Station 99+67.03 (O.B.) to Station 102+49.00 (O.B.) at the southern end of the section. Since the completion of the design of this project, the Laurens Street section has been renamed the Upton Station. (See Figures 1 and 2). SUBSURFACE INVESTIGATIONS At early stages, three preliminary studies were performed by the General Soils Consultant (Ref. 1, 2, & 3). The purpose of the first study was to ascertain the generalized geological and subsurface conditions which might be encountered in the region. No borings were performed for this study. Coal waste materials inhibit the direct establishment of vegetation due to adverse physical and chemical properties, particularly low water retention and high potential acidity. The Moss #1 coal refuse pile is located in Dickenson County, Virginia, and was idled in the late 1980s with little topsoil resources available for final closure. The refuse was acidic (Total S = 0.38%; pH = 3.6), black in color and high (70%) in coarse fragments. The refuse also had a low water-holding capacity (4.5% in < 2.0-mm fraction). A small plot experiment was established on the refuse pile to evaluate the effects of liming rates (50% and 100% of lime requirements) and topsoil thickness (15, 30 and 60 cm) on vegetative growth and leachate quality. Liming and topsoil amendment increased the surface soil pH from <4.0 to >6.0 over a two-year period, which resulted in greater vegetative cover and biomass than the control plots. All topsoil treatments resulted in greater vegetative cover and biomass than plots treated with lime only. This was due to improved surface soil physical and chemical properties. A topsoil treatment of 60 cm gave the thickest vegetative cover and biomass yield. Such a treatment, however, would be cost-prohibitive at this location. Applica¬tion of 27Mg ha`1 of lime to the refuse surface along with 15 cm of topsoil produced acceptable two-year vegetative cover and biomass, and this appeared to be the optimal treatment for this particular situation. Both liming and topsoil had no affect on leachate pH and the electrical conductivity of leachates collected below the plots. This suggests that surface revegetation will have little effect on the quality of water draining through the pile. Therefore, long-term water-treatment requirements may not be reduced by successfully revegetating the pile surface.

At present, there are two known cobalt deposits in the 48 contiguous states. This paper is a brief description of one of these deposits. It is a Mississippi Valley type deposit, but somewhat atypical in that the metal of greater interest is cobalt as opposed to lead, zinc, and copper. The history and present work are outlined along with a discussion of the geology and mineralogy.

As part of research to develop a coal handleability index that predicts the ease with which coal will flow through a handling system, comparative tests were conducted with a Johanson Indicizer and a low-stress triaxial apparatus on 12 coals at a variety of gradations and moisture contents. The lndicizer test provides a rapid method for generating data associated with coal handling characteristics. The arching index measured with the Indicizer is a function of the geometry of the apparatus as well as the properties of the coal. The handleability index determined from triaxial data is a more direct measure of coal characteristics. The handleability index shows a wider range of values than the arching index and, therefore, appears to be more sensitive to coal variations. Neither the arching index nor the ratholing index, as measured with the Indicizer, agreed well with the handleability index. This is attributed to differences in sample preparation as well as to the tests themselves.

Following the last Cholera Epidemic in 1872, resulting in approximately 400 deaths, the City Council of Munich decided to re¬place the former water supply system within the city limits by tapping new water supply areas outside of the city. Since 1883 Munich has been obtaining its water from the Mangfall River catchment located some 35 km to the south. Its most distinguishing characte¬ristics are as follows: 1) the water is free-flowing, i.e., a pumping system is not required as the catchment area is 100 m higher than the city; 2) the water does not normally have to be treated, meaning "spring fresh" tap water. On a daily basis, 300,000 m3 of water flow through the more than 100 year old pipes, accounting for 70% of the city&apos;s daily need. There was originally no requirement of a water tight system as strategically installed drain pipes prevented the build-up of exter¬nal water pressure on the lining. As the qua¬lity of today&apos;s water has become significant¬ly worse, the tunnels are now in dire need of restoration or replacement.

Computer simulation models of working mines can be a great benefit to mining engineers. Such models have been used in mine planning (how many trucks-shovels to have, when to add new equipment, etc.) and mine design (should a dispatch system be purchased, where is the optimum location, for mine equipment, etc.). A simulation model can be thought of as a dynamic representation of the mine. It can be easily changed to reflect a variety of situations. A major problem for the engineer is how to present the results of the simulation study. This has now been overcome by means of animation to present the results of the simulation. The main simulation languages in use for discrete system simulation are SLAM, SIMAN and GPSS/H. Each has animation with SLAMSYSTEM for SLAM, CINEMA for SIMAN and PROOF for GPSS/H. Animation with SLAM and CINEMA have been on the market for several years whereas PROOF is a relative newcomer and has features not found in other animation software. This discussion will be confined to PROOF. Some of the comments will apply to all simulation and animation software.

Lead ions that originate from galena during the processing of complex sulfide ores migrate onto the surfaces of sphalerite and iron sulfide minerals. This results in poor selectivity during differential flotation. Generally, in sulfide ore processing, the lead-activated minerals float in the Cu/Pb rougher circuit. The surface lead complicates the zinc flotation circuit by lowering the concentrate grade. The effect of lead in the differential flotation of sphalerite from Cu-Pb-Zu and Pb-Zu ores is discussed. Plant and laboratory-test data are interpreted by determining the surface compositions of individual grains of sphalerite and iron sulfide particles. For the first time, surface compositions were determined by using laser-ionization mass spectrometry (LIMS) and time-of-flight secondary ion mass spectrometry (TOF-SIMS). Cationic and cationic species on the surface were analyzed to elucidate the phenomena. It was proven that these new techniques are very useful in understanding the basic mechanisms of a sulfide mineral-flotation system.

Several mineral process modeling and simulation packages are currently available for use in evaluating the performance of alternative process flow schemes. A critical link that has been missing from these packages is the ability to quantitatively model the effect of size reduction on the liberation of the valuable and waste minerals in the ore being processed. Although there have been several approaches taken to this problem over the past 25 years, none of them has led to a satisfactory conclusion. A technique was developed for measuring the effective liberation characteristics of magnetic taconite ores, and a program was constructed that makes use of these liberation characteristics in simultaneously simulating both size reduction and mineral liberation as it occurs in tumbling mills. This is an especially important step in the modeling of magnetic taconite processes, where magnetic rejection of low-grade wastes between grinding stages mandates that a predictive capability be available. The current application is specific to magnetic taconite, but it is possible that a similar approach could be used for other types of mineral systems. One of the most costly factors in the production of aluminum is the consumption of energy in the form of electricity. Energy consumption is increased as refractories in the Hall-Heroult reduction cells are corroded by penetration of the fluxes cryolite (Na3AlF6) and villiaumite (NaF). To decrease thermal conductivity and refractory waste, protective barrier linings are installed. Dry powder barrier linings form stable reaction products at cell operating temperatures. Four dry powders composed of vermiculite, corundum, wollastonite, and anorthite are characterized mineralogically by X-ray diffraction, reflected light microscopy, scanning electron microscopy, and cathodoluminescence microscopy in this research project.

A conference attended by a limited number of invited participants was held last September in Denver under the auspices of the Underground Construction Research Council of ASCE funded by the National Science Foundation (RANN) to explore the problem of accelerating the transfer of advanced geophysical technology, used principally in the petroleum exploration industry, into more effective and widespread use in subsurface investigations for underground construction. There are technological problems, but technical difficulties and unfavorable ratios of benefits to costs are not the major obstacles. The problem centers on the complex way in which potential net benefits are translated into effective incentives to innovate for each actor in the complex web of individual, corporate and institutional entities involved in the planning, designing, building, funding, operation and ownership of major underground construction projects. The entities responsible for site investigation, design concepts and specifications do not directly bear the risks of unanticipated costs and failures, nor directly gain from savings. The conventional unit-price construction contract is strongly implicated in blocking innovation. Problems of risks and incentives, more than technical feasibility, must be solved before large investments in technical adaptation and adoption can occur.
