1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. Introduction The choice of using a dump or heap leaching process or a fine grinding-agitation leaching process is based on the grade and tonnage of the ore body. Low grade ore and small tonnages are best treated by a low-cost method, such as dump or heap leaching. Permeability, however, is the critical factor in a successful leaching operation, regardless of tonnage or grade. Without permeability in the leach bed, no percolation, no dissolution, no extraction, and no success are possible. Solution delivery to the ore is also essential. Solute-to-mineral contact is a requisite. The solute must be effectively strong and not be depleted in active dissolvers, such as acid, ferric iron, cyanide, and oxygen. It must also be moving across the mineral to be dissolved. No pockets of stagnant solution can be allowed. A third factor is recovery of the now-dissolved metal in the pregnant liquor. All such liquor should be gathered at a reasonable metal concentration to make further pumping and processing worthwhile. Control and recovery of pregnant solutions are probably the most ignored factors of solution mining. This stage in recovery is historically where many operations either fail or become viable. Permeability A permeable heap is normally achieved by taking into account heap building/construction and agglomeration/pelletizing. Even though heap building is critical for good permeability, it will not be discussed here. It has been described in detail by others. Instead, this analysis will concentrate on agglomeration and pelletizing. Differences between agglomeration and pelletizing are emphasized. Agglomeration is referred to when small particles are being attached to larger particles -the ore presents a complete size distribution. On the other hand, pelletizing is a process where all particles are fine (less than 850)µm or 20 mesh), as with mill tailings. The difference is important from two points of view: • Mechanical devices used to achieve the desired attaching action; and • Binder dosages. Mechanical Devices Due to the absence of large particles that fines can become attached to, pelletizing should be done in a centrifugal-action-based device, such as an inclined rotating plate, a rotary drum, or a series of belt-transfer points. In agglomeration, large particles play a part as a natural nucleus for the attaching action of fines. Hence, a tumbling action as strong as for pelletizing is not required. Common methods to accomplish agglomeration include: • Cascade belt system with either all belts moving forward or some of them moving forward and at least one moving backward; • Combination of belt plus inclined vibrating chute; • Large concrete mixer drum; and • Belt discharging directly onto stockpiled ore. The proper agglomeration system will depend basically on the size distribution of the ore and the amount and type of clays present. In all of the agglomerating systems described, the tumbling action takes place at the transfer points either from belt to belt, or from belt to inclined chute ore belt to ore pile. Usually, two or three mixing bars at each transfer point are also included to help the mixing action. Plows to move the ore around on a moving belt are also used.

Knowledge of geometrical properties of blocks in a hard jointed rock among other things is of considerable importance for prediction of rock mass behavior and for its exploitation. This paper presents a new approach to obtain the information about percentage of blocks with desirable geometrical properties in a jointed rock mass extending through a large region of interest. A model of a rock mass separated by finite number of systems of parallel plane discontinuities which form discrete blocks is discussed. A computational procedure has been derived to analyze the volume and shape distribution of blocks in the rock mass.

The paper makes a systematic analysis of interaction between backfill and pillar in coal mining. It compares the difference of pillar strength with backfill and without backfill. It is proved that there are the obvious improvements in pillar strength and the decrease in subsidence. It discusses the subsidence effects of different extraction ratio, different backfill ratio, and different elastic modulus ratio in details. The paper analyses the sensitivity by orthogonal test method. At last, author proposes some suggestion to increase pillar strength, to reduce subsidence, and to guide engineering practices.

The lysimeter is a useful tool for evaluating the performance of mine waste covers or liners. A major problem with its application is the possibility for preferential flow into or away from the lysimeter, if the lysimeter soil is finer or coarser than the barrier soil or sub-base soil. Analysis of a field lysimeter using a two-dimensional unsaturated-saturated liquid flow model suggested that preferential flow would occur and little or no water would be collected; however, in the field, the lysimeters collected significant amounts of water. A similar discrepancy was found between the observed and predicted water balance of a simple laboratory test simulating the lysimeter design. Vapour flow and partial flow, two phenomena not generally simulated in conventional flow models, are possible explanations for the difference between field and laboratory observations.

Introduction The minerals exploration business, like many businesses, is faced with the problem of valuing future, risky cashflows. These cashflows are derived from those mineral deposits which have been successfully commercialized. Many deposits, however, do not have the quantities or grade of ore to be considered economic at the projected metal prices using the traditional tools of the Capital Asset Pricing Model and discounted cashflow analyses. If one calculates the future revenues, costs and cashflows of one these marginal properties, and discounted it at the appropriate risk-adjusted discount rate, it may have a negative present value. Yet such a property may still have real, positive value in the marketplace. Why would a firm pay money for a property with an (apparent) minus present value? Mining properties such as these are bought and sold in arms- length transactions on a regular basis. Why is this so? Part of the reason relates to the nature of ore reserve information. To generate cashflows, the analyst must t assume that the reserve information is known with certainty when, in fact, reserves are not known with certainty. Mineral reserves are a function of commodity price, extraction costs and the level of (usually drilling) information about the reserves. Analyses of trace elements in bulk ores and in chalcopyrite and other ore minerals from porphyry copper systems worldwide, including skarns and breccia pipes, reveal some key factors regarding byproduct critical elements. Petrographic and scanning electron microscope analyses combined with a laser ablation inductively coupled plasma mass spectrometry technique developed by the USGS on selected ores from the Mackay-Stanford Ore Deposits Collection suggest that selenium occurs as atomic substitutions in sulfides, particularly pyrrhotite (up to 430 ppm) and chalcopyrite (up to 300 ppm Se); tellurium occurs predominantly as less-than-five-micron-sized inclusions of bismuth-tellurium minerals in other ore minerals, particularly chalcopyrite; cobalt and nickel are locally enriched in pyrite (up to 7800 ppm Co and 9100 ppm Ni); gallium is locally enriched in magnetite (up to 83 ppm Ga); indium and silver are locally enriched in chalcopyrite (up to 890 ppm In and 770 ppm Ag); cadmium substitutes for zinc, particularly in sphalerite (up to 4100 ppm Cd). There is considerable variation, both between and within individual deposits, in both selenium and tellurium content in these copper ores, ranging from 0.6 to 148 ppm Se and 0.09 to 64 ppm Te. Indium tends to be high in copper ores that are also enriched in silver. At current prices, many of these elements are sufficiently enriched to warrant investigation into metallurgical recovery as byproducts of the major elements.

This paper investigates variations of lignite quality attributes with geostatistical methods. The study focuses on lignite from the Southern Field in the Greek province of West Macedonia. The targeted quality variable is the ash water-free content (AWF). A geostatistical model is constructed based on data from 480 drillholes (approximate drill hole spacing of 250m). For each drillhole, the vertical average of the AWF is calculated. The coarse-grained AWF is then modeled as the superposition of a trend surface and fluctuations. The spatial dependence of the fluctuations is modeled by means of the experimental variogram. Kriging estimators are used to determine the AWF values on a rectangular grid, and the uncertainty of the estimates is calculated. Implications of the analysis for the variability of the produced lignite are discussed, and recommendations for additional drilling are proposed.

Since the hypothesis of coal and methane outburst mechanism based on elastic mechanics gives no consideration to time, it can not give a satisfactory explanation to the outburst occurrence and its development. A creep mathematical model of coal containing gas has been set up through creep tests and analysis under the condition of tri-axial compression. And the model can explain the phenomena of coal and methane outburst successfully. The tests proved that there is no essential difference between the rheological properties of prone outburst coal and non-prone outburst coal. Outburst can take place in any kind of coal if the rheological conditions of coal containing gas are met. The creep mathematical model provides a basis for establishing a comprehensive index of coal and methane outburst possibility.

HISTORY The history of mining in the Outokumpu Co. shows continuous development of small and medium-sized mines, coupled with a permanent improvement in min¬ing methods and mechanization. Tables 1 and 2 provide a brief outline of the major events over the years of operation. Some of the mines have had relatively short lives as in the case of Nivala, Korsnas, Kylmäkoski, the surface pits of the Kotalahti, Vuonos, and Hammaslahti mines, and some very small pits. The sequence in which the mines started opera¬tions is shown in Table 1 and production increases in Table 2. GEOLOGICAL FRAMEWORK Most of the ore deposits in Finland (see Fig. 1) are situated in middle Precambrian (1500 to 2300 m.y.) formations corresponding to the Baltic shield. The ores and country rocks are generally firm, with a minimum compressive strength of 60 MPa (8700 psi). The sulfide ores, of importance to the national econ¬omy, can be divided into copper-nickel deposits, asso¬ciated with basic and ultrabasic rocks (1900 m.y.), and the sulfide ores found in well-preserved Svecokarelidic crystalline schists (1800 to 2300 m.y.) which contain varying amounts of copper, zinc, cobalt, nickel, and lead. Over 90% of the sulfide ore mined to date in Fin¬land and existing in the known ore reserves belongs to deposits situated in the main sulfide ore belt. The main sulfide ore belt includes the Outokumpu copper-zinc, the Kotalahti nickel-copper, the Pyhäsalmi copper-zinc, and the Vihanti zinc ore zones. The Outokumpu ore district occurs in a mica schist area about 60 x 100 km, in association with belts of metamorphic Svecokarelidic quartzites, black schists, dolomites, skarn rocks, and serpentinites. The main ore minerals are chalcopyrite, pyrrhotite, pyrite, and sphalerite. In addition there are nickel and cobalt minerals such as cubanite and cobalt-pentlandite, which have been of economic importance. In this area, Outokumpu Oy exploits the deposits at Keretti and Vuonos. The latter was discovered as an extension of the Keretti ore field about 6 km to the northeast. The Kotalahti geological formation extends across nearly 400 km. The host rock of these mostly pipelike deposits is generally serpentinite, pyroxenite, or norite. The main ore minerals are pyrrhotite, pentlandite, and chalcopyrite. In this zone, the deposits of Kotalahti, Hitura, and Virtasalmi are at present under exploitation by Outokumpu Oy. The Vihanti geological formation is located in west¬ern Finland and is about 40 km wide and some 200 km long. The rock associations are crystalline schists including dolomites, mica schists, mica gneisses, gray¬wacke, and acidic or basic volcanic rocks, which change generally, in connection with the mineralization, into skarn and cordierite-anthophyllite rocks. The host rocks are dolomite, skarn, graywacke, and quartzitic rock and the principal minerals are sphalerite, chalcopyrite, galena, pyrite, and pyrrhotite. The accessory minerals are mainly cubanite, arsenopyrite, molybdenite, and native gold and silver. The two largest ore bodies being exploited at pres¬ent by Outokumpu Oy are the Vihanti mine, which pro¬duces zinc, lead, and copper, and Pyhäsalmi, which con¬tains copper and zinc. One of the fundamental issues having a great influence on the safety of operations performed in underground mines is the support of workings which should assure their stability in a given geological setting and mining-technical conditions during the life of their use. The process of designing and planning support for roadways may use analytical and empirical, as well as numerical methods. In view of the rapid increase in the data processing capacity of computers and the development of more and more enhanced software for numerical modeling, it seems to be advantageous to use numerical methods in searching for design solutions ? especially in the case of non-typical mining and geological conditions and in cases that need to take into consideration a great number of factors. The assessment of rock mass quality is of basic significance in designing mine supports. Fractures, dividing the rock mass into blocks, have an essential influence on the stability of the rock mass and underground construction. This paper presents examples of the fundamental underground investigations on the rock mass conducted by the Department of Extraction Technologies and Mining Supports of the Central Mining Institute in Poland, such as: penetrometric tests, introscopic examination, laboratory testing of rock samples and ground penetrating radar. Moreover, this contribution also presents examples of applications of three-dimensional numerical modeling for the purposes of stress-strain analysis of the rock mass around mine workings and computer-aided support design by means of FLAC3D (developed by Itasca) and Cosmos/M (developed by Structural Research and Analysis Corporation).

The January 1988 issue of Engineering and Mining Journal includes two short articles on blasting practices in surface gold mines (Anon., 1988 ; Carr , 1988). A reader of these articles learns, among other things, that a "12 x 13 ft" blasting pattern is used at the Carson Hill Mine, and a "17-ft burden and 18-ft spacing" is used at Echo Bay Mineral's Borealis operation, while at Mascot's Nickel Plate Gold Mine "ore shots are on a 10 x 10 ft" pattern. Like a new edition of the World Book Almanac, these articles are overflowing with useful tidbits of technical data; but, they never mention why the particular blasting patterns were selected. A survey carried out during the Winter of 1988 at six surface gold mines in the western United States also failed to produce a satisfactory answer. The responses from mine planning engineers to the question "why is your blasting pattern X by Y", reduced to "we use X by Y here because we used X by Y at our last operation, and it worked ok." Certainly, with the available decades of experience and professional practice in blast holes design, rock fragmentation in surface mines has been thoroughly investigated. However, and this is the central issue, fragmentation of the rock is not the primary purpose of most rotary drill holes in surface gold mines. This paper summarizes the results of an investigation into possibly the largest coal pillar failure in the USA. The newly opened drift mine is located in Southeastern Kentucky and worked an 11 feet thick coal seam, all other mines in the District worked seams 4-5 feet thick. The initial mine development consisted of 14 main entries (Fig. 1) which were driven in two sets of 7, under increasing depth of overburden. As the left seven entries came under deeper overburden the pillar ribs began sloughing which caused many of the concrete-block ventilation stoppings to crack. The mine management stopped the advance in the left seven and continued with the right seven entries. During the spring of the following year development resumed in the left seven, rib sloughage occurred again and this time severely cracked many stoppings and many were totally disintegrated from the excessive deformation. Within few weeks the sloughage was so heavy that many of these entries behind the active face were filled with piles of sloughed coal slabs. When the face reached a depth approximately 1150 feet, the sloughage became a slow, massive squeeze. The entry convergence (closure) reduced their height from 11 to 7-8 feet and the squeeze spread back to shallower depth covering an area roughly 300 pillars.

Zeolites are crystalline, hydrated aluminosilicates of the alkali and alkaline-earth metals. Their crystalline framework is based on a three dimensional network of SiO4 tetrahedra with all four oxygens shared by adjacent tetrahedra. The alkali and alkaline-earth cations are loosely bound within this framework structure and may be exchanged, to varying degrees, with other cations or molecular water. Most zeolites can be reversibly dehydrated. At present, close to 40 natural zeolite minerals have been identified and over 100 zeolites have been synthesized. Zeolites are a family of hydrous aluminosilicate minerals whose physical properties provide unique features for a wide variety of practical applications. Zeolites have been known for more than 200 years, but it was not until the middle of this century that their economic potential and widespread occurrence in sedimentary rocks were known. Since 1950, literally thousands of articles and patents have appeared in technical literature, and commercial pro¬duction of natural zeolites may now exceed 1 Mt worldwide an¬nually. In the past 40 years, the zeolite mineral group has changed from that of a museum curiosity to one of an established industrial mineral commodity. According to Breck (1974), zeolites are characterized by the following properties: 1) High degree of hydration, 2) Low density and large void volume when dehydrated, 3) Stability of the crystal structure of many zeolites when dehydrated, 4) Cation exchange properties, 5) Uniform molecular-sized channels in the dehydrated crys¬tals, 6) Ability to adsorb gases and vapors, 7) Catalytic properties. All zeolites are molecular sieves, but not all molecular sieves are zeolites. Activated carbon, activated clays, alumina powder, and silica gels are also molecular sieves. Molecular sieves are materials that can selectively adsorb molecules on the basis of their size, shape, or electrical charge (Clifton, 1987). Commercial application of zeolites is based on the following physical properties: molecular sieving, ion exchange, adsorption, and catalysis. Potential commercial utilization includes hundreds of possible applications. The principal uses at this time, however, are as fol¬lows: -Ammonium-ion removal in waste stream treatment, sewage treat¬ment, pet litter, and aquaculture, -Odor control, -Heavy metal ion removal from nuclear, mine and industrial wastes, -Agricultural use, such as soil conditioner and animal feed supplement. An estimated 800 kt to 1 Mt of natural zeolites were produced and consumed worldwide in 1991. Eight small operators reported collective production and consumption of an estimated 18 kt of natural zeolites in the United States during 1991, mostly for feed additives and for odor control, aquacultural, agricultural, catalytic, and ion exchange applications (Eyde, 1992).

The objective of this paper is to back-analyze the August 6th ,2007 collapse at the Crandall Canyon Mine in order to better understand the geometric and geo- mechanical factors which contributed to that collapse. In this work, the LaModel boundary-element program along with the best available information is used for the back- analysis. To initiate the analysis, a six step base model of the mining in he Main West area was developed. This base model included a step for each of the critical stages in the mining of this area. Next, calibrated values for the critical input parameters: rock mass stiffness, gob stiffness and coal strength, were developed and optimized based on the best available information. Finally, the model was used to simulate the final mining scenario. As a result of this back analysis , a number of conclusions can be made concerning the mine design and the August 6th collapse: 1) Overall, the area was primed for a massive pillar collapse because of the large area of equal size pillars, 2) The abutment stress from the active retreat sections and the adjacent longwall panels were significant contributors to the collapse, 3) From the modeling alone, it is not clear exactly what triggered the August collapse, although the active mining is a reasonable assumption.

According to the Project Independence blueprint, a 270 percent increase in coal production is expected from western coal fields compared to an increase of 100 percent for the nation as a whole. Furthermore, 30 percent of the total United States coal reserves lie in the western states, which are classified as beyond the strippable limits and can be recovered only by underground methods. In view of the fact that the majority of the seams in the West are thicker than those presently mined in other parts of the country, it is important to consider the parameters that relate to mining thick seams and the factors that affect such mining systems. Apart from thick seams, a common feature of many western coal fields is the occurrence of multiple seams that lie in close proximity to one another. These multiple seam deposits present difficult mining problems that have not been encountered to any degree in other U.S. coal fields; for example, ground pressure changes in one mine level caused by mining in the other, sudden water or gas influx from the adjacent levels, the danger of spontaneous combustion in gobs and large and complex subsidence displacements on the surface. Perhaps equally important is the fact that the country can ill afford the present systems of underground mining that attain only 50 to 60 percent coal recovery. With the probability of increased thick seam mining, conservation shall be a focal point in future mine design systems. It is possible that in the future it will be forbidden to adopt the present day wasteful mining methods to ensure that coal can be conserved for future generations.

Stability analyses were performed on the La Libertad, Nicaragua existing tailings embankment in order to determine the conditions for the minimum buttressing required for stability of the dam as a short term measure. Two critical sections, shown in Figure 1, were investigated under static, drained and undrained conditions for existing and modified geometries. The existing geometries reflect the "as built" topography of the dam, and the modified geometries reflect the implementation of a toe berm to buttress the slope. For these geometries drained and undrained conditions as well as different elevations of the toe berm were evaluated against a factor of safety.

Bioleach testing and piloting was conducted on refractory gold sulphide concentrate from Austin Gold Venture in Nevada during 1988. The objective of the test programme was to determine the technical and commercial viability of bioleaching as a concentrate pretreatment step prior to gold extraction by cyanidation as an alternative to shipping concentrate to the smelter. Baseline CIL cyanidation typically resulted in < 20% gold extraction from the Austin concentrate. Bioleaching enhanced gold extraction up to 95% using conventional CIL techniques. This paper summarizes the bioleach test programme and results, including pilot plant studies onsite, and describes aspects of the commercial design for a possible retrofit of the Austin flotation tailings leach circuit to accommodate 20 tpd and 40 tpd capacity concentrate bioleach facilities.
